The author reveals the problem of interdependence of demographic dynamics of social and economic development of the country. The features of demographic modernization of modern Russian society are shown. The demographic factor of modernization, considered both as quantitative and qualitative aspects, is the basis of innovative growth in Russia. In the first decade of the XXI century there were positive developments in the main indicators of the natural reproduction of population fertility and mortality. The author substantiated the tasks that would improve the human potential of the Russians, and linked them to the urgent need to change the paradigm of social policy.

The article highlights the problems and prospects of human development, which is the basis for the long-term strategies of social and economic growth of different countries and regions at the present stage. Submitting strategies of this type provides an opportunity to focus on individual empowerment and to build a favorable environment for effective management decisions in the field of forming, maintaining, and restoring human potential. The analysis of the Vinnytsia region human potential dynamics in the regional system of social and economic development factors was carried out. Application of generalized assessment of the regional human development index components allowed the identification of the main trends that characterize the formation of human potential of the territory, including the reproduction of the population, social environment, comfort and quality of life, well-being, decent work, and education. The article emphasizes that despite some positive changes in the social and economic situation of the region and in assessing the parameters of its human development level relative to other regions of Ukraine, Vinnytsia region is now losing its human potential due to negative demographic situation and migration to other regions and countries. The main reason for such dynamics is proven to be related to the outdated structure of the region's economy, the predominance of the agricultural sector, the lack of progressive transformations in the development of high-tech fields of the economy. An important factor is the low level of urbanization of the region, which leads to the spread of less attractive working conditions and less comfortable living conditions. The key factors that cause the growth of urbanization in the region have been identified, including the significant positive impact of the transport and social infrastructure expansion, the lack of which in rural areas leads to a decrease in the level and comfort of life. Without progressive structural changes in the economy and the resettlement system, the loss of human potential will continue.

This paper undertakes an analysis and assessment of European Union (EU) social policy in the context of the sustainability of the group's social and economic development. The process of Europeanizing EU social policy is not advanced. Thus, the weight of solving social problems primarily rests with member countries. EU social policy is "looser" in character than other EU policies and its scope is limited to those areas where member states were willing to transfer certain prerogatives to European Union level. The EU only supports social policy in the context of the sustainability of the group's social and economic development. The process of Europeanizing EU social policy is not and supplements the actions of member states in the social sphere. At the same time, the EU supports the concept of corporate social responsibility. Corporate social responsibility is defined as the voluntary taking into account by companies of social and environmental matters in their operations and in relations with interested parties.

The article reveals two factors which determined social and economic development of Russia in 2011: future elections and the global economic crisis. Relative sustainability of the Russian economy is noted. Still, macroeconomic stability remains fragile. Principal features of the global economic crisis are considered: its structural and systemic character. The specifics of Russian economic policy is analyzed. A new model of growth is proposed that is based on supply-side economics, its key elements are studied. Recent political changes in the Russian society are analyzed as well as their influence on economic dynamics. The necessity of complex modernization in Russia is stressed.

The systemic determinacy of modern Russian society in time and space coordinates allows us to conclude that it is at the process stage of the life cycle of the large-scale social and economic systems functioning within the stage of the digital age that is characterized by the features of environmental systems. It means that the logic of the social and economic development of modern Russia is to ensure the harmonization of the performance and state of all economic systems through communication and coordination, as well as creating conditions for transactions. Following this logic, the article proves the possibility of considering it as a factor providing conditions for socio-economic development using the example of the transformation of the public administration institution. The article defines the subject-object and structural content of the public administration institution. By using the matrix approach, the authors characterize the evolutionary dynamics of the public administration institution. It makes it possible to draw a conclusion about the formation within the local civilizational matrix of modern Russia of a new type of the institutional core – the intellectual one, in which basic and compensatory institutions of the market and distribution types are integrated. The article presents a methodology that allows determining the degree of the formation of public administration, as well as assessing its impact on the social and economic development ofmodern Russia.

This study depicts the development of welfare state systems in CHina and Chile, with a pronounced focus on their social security provision. After presenting the two case studies that are based on detailed insights into the historical and political development related to the respective welfare state systems, the author considers a potentially grave consequence of new ideologies on the social policy in both countries. The author attends to old and new problems that impose on social and economic development, and outlines past, recent and future devolpments and challenges of these welfare state systems. Finally, the paper provides some major conclusions and more analytical outlook for the future of social policy in CHina and Chile.

In the article on cultural and historical analysis, the issue of forming a national idea in modern Russian society is considered. The relevance of the work is dictated by ideological external and domestic political pressure on the Russian statehood, the sanctions policy of the Western countries and the financial and economic downturn of the country's economy, which can eventually weaken the integrity of the state. The issues dictated by the modern stage of Russia's development have been defined by the organization under the leadership of the internal affairs bodies of ideological security and conrpropaganda. Measures aimed at strengthening public security and socio-economic development of Russian society have been proposed.

Modern Russian society has experienced constant and signifi cant changes in recent years creating the need to reform the system of general and secondary vocational education and highlighting the problem of continuous vocational training. The article substantiates the idea of developing the theoretical and methodological foundations for advanced vocational training. It also shows the importance of this training for ensuring a sustainable innovative social and economic development of Russian regions. The article presents the goals and objectives of the study, describes the mechanisms of their implementation through The Centers for advanced training and the creation of appropriate conditions ensuring the integrity of the educational and production process. It also specifi es the development and testing of multi-level textbooks and teaching materials, the use of innovative technologies and various forms of interaction, including the creation of educational and industrial clusters on the basis of vocational education institutions. The authors of this study employ diff erent approaches and general scientifi c research, empirical, dialectical, experimental and specifi c sociological methods such as conversation, questioning, testing and pedagogical observation.

The contemporary deep degradation of the Eastern sector of the Russian Arctic in the post-Soviet period requires solutions, as well as the expansion of the impact of the needs of Siberia and its Arctic territories on the Russian and world economic growth. This article aims to explain how the development of the Arctic can become a source of acceleration of social and economic development of Russia — a driver of development and its multiplier. This emphasizes the importance of following the principle of connectivity in the development of the Eastern sector of the Russian Arctic, when analyzing the sources of complexity the design of its development, performed by the employees of the Institute of Economics and Industrial Engineering, Siberian Branch of the Russian Academy of Sciences (IEIE SB RAS). The article studies the projects of integrated development of the Eastern sector of the Arctic zone of Russia, developed in 2015-2018 by the IEIE SB RAS as potential drivers and multipliers that can accelerate the social and economic development of the entire country. The author emphasizes the non-constructive focus of some researchers on the development of a narrowly understood regional perspective of the problems of developing the potential of the Russian Arctic and justifies the need for a systematic approach to its development in the context of global economic ideas. The article reveals the mental sources of the commitment of the research staff of the IEIE SB RAS to system research, to the implementation of the theory of optimal use of limited natural and economic resources in research projects. The possibility of a significant acceleration of economic growth in Siberia and Russia as a whole during the implementation of Arctic projects, provided that the priority participation of industrially developed and densely populated regions of southern Siberia. The article shows that for the formation and implementation of an effective social and economic strategy of secondary (post-industrial) transformation of the Russian society, it is not enough to specify the current and long-term objectives of the economic movement. The authors concludes that it is of fundamental importance to identify potential drivers and multipliers in their composition that can accelerate the social and economic development of the country.
