The methodological basis of scientific research and professional managerial education are the classical and elaborating approaches. Their statement and use are realized in traditional, innovative, and aggregated forms, and it becomes a constructive condition for improving the research and education process in the management area. From this positions justification, statement and application of a rapid development methodology in a process oriented management format are realized. Anticipatory orientation lays a creative potential of thinking, forms an innovative development activity, as well as provides an assimilation and implementation of objective for an urgent result achievement. The rapid development priority provides assimilation of professional knowledge, practical abilities and applied skills of learners with development’s constructive resource, formulation and implementation of impact goals. This methodology becomes a universal basis for assimilation and application of necessary for the practice, innovatively oriented competences of a manager.

BACKGROUND The rapid development of health information technology has an increasingly significant impact on nursing work. The development of informatization also puts forward higher requirements for nurses under standardized training (NUST). Informatics knowledge and skills are essential if clinicians are to master the large volume of information generated in healthcare today. Nurses with competent nursing informatics competencies (NIC) will be able to better adapt to the needs of work and the development of the times. OBJECTIVE This study aimed to explore, analyze, and discuss the current situation of NIC of NUST in China, and analyze the influencing factors, to provide references for improving the NIC of NUST. METHODS We conducted a cross-sectional survey of standard training nurses' NIC in a tertiary hospital in Sichuan Province, China, with convenience sampling. The study consists of two parts included socio-demographic characteristics and NIC, a self-designed general information questionnaire, and a Self-Assessment Nursing Informatics Competency Scale-SF28 were used as survey tools. An online survey collected the data, and the scores of nurses' NIC were analyzed, and the factors were determined by linear regression statistical analysis. RESULTS Overall 191 target population responded to the questionnaire, including 22 males (11.52%) and 169 females (88.48%), the age range was 21 to 28 years, the average age was 24.64 (SD 1.43). 53 persons without computer level certificate (27.75%), 138 persons with computer level certificate (72.25%), the total score of Self-Assessment Nursing Informatics Competency Scale was 68.65 (SD 10.47), the scores of each dimension were role of clinical information 10.12 (SD 2.17), basic computer knowledge and skills 26.64 (SD 4.96), application ability of computer skills 7.16 (SD 1.82), wireless equipment skills 8.02 (SD 2.04), nursing information attitude 16.73 (SD 3.25). In the analysis of influencing factors of NIC, “whether learned professional knowledge through the internet” is the influencing factor of NIC (P< .05). CONCLUSIONS The clinical nursing informatics (NC) of nurses was at a medium level, mainly influenced by “whether learned professional knowledge through the internet.” In the future regulation process, it is necessary to strengthen further the capacity training of information to improve their clinical information decision-making ability and better serve patients.

The purpose of research. Scientific substantiation, features and practical recommendations for the introduction of robotic and automated systems that will allow hospitality enterprises to operate in the conditions imposed by the state quarantine restrictive measures. Methods. The methodological basis of the study is a comprehensive approach between problem statement and analysis of research results using new modern approaches. The scientific novelty lies in the regularity of processes and scientific substantiation of the latest technologies and methods of effective use in the hotel and restaurant business in the context of viral diseases. Conclusions. The introduction of innovative development of enterprises in the hotel and restaurant business,namely the use of robotics and automation during a pandemic, is analyzed and proposed.

This landscape analysis was produced by SPARC in response to the growing trend of commercial acquisition of critical infrastructure in our institutions. It is intended to provide a comprehensive look at the current players in this arena, their strategies and potential actions, and the implications of these on the operations of our libraries and home institutions. It also outlines suggestions for an initial set of strategic responses for the community to evaluate in order to ensure it controls both this infrastructure and the data generated by/resident on it. We are at a critical juncture where there is a pressing need for the academic community – individually and collectively – to make thoughtful and deliberate decisions about what and whom to support – and under what terms and conditions. These decisions will determine who ultimately controls the research and education process; and whether we meaningfully address inequities created by legacy players or simply recreate them in new ways. These decisions will shape libraries’ role in the scholarly enterprise, now and for the future.

The purpose of the scientific article is to consider the stages of formation of the term "environment" in Kyrgyz literature and journalism. The article considers the specifics of journalistic literature of Kyrgyzstan as part of the general socio-cultural context of the country, and reviews journalism and socially oriented poetry of the Kyrgyz people. The place of the concept "environment" in the works of authors of Kyrgyzstan is determined. An analysis of the main periods of development of journalism in Kyrgyzstan was made, which allowed us to trace the etymology of the term "environment". The topic of the development of environmental issues in the works of Kyrgyzstan is relevant in the modern world, as the rapid development of industry and the increasing level of urbanization contributes to environmental degradation. Within the framework of a global scale, consideration of this problem in the framework of literary analysis will allow us to formulate the importance of the educational function of journalism in solving environmental issues. Environmental issues are popular. However, the topic of formation and development of the environment in Kyrgyz literature and journalism has not been studied. That is why the scientific novelty of the work is to develop a periodization of the evolution of ideas of environmentalism in literature and journalism. The methodological basis of the research is the analysis of literary and journalistic works of Kyrgyzstan at different stages of development of the territory under consideration.

Aim. The presented study aims to analyze quality-of-life estimates obtained for St. Petersburg using a theoretical and methodological approach developed based on the concept of the qualitydriven economy.Tasks. The authors consider the concept of the quality of life in the context of the Strategy of socio-economic development of St. Petersburg until 2035; measure and analyze quality-of-life indicators based on the concept of the quality-driven economy.Methods. A major part of this study is based on the methodology of the general scientific philosophical approach and uses such methods of interdisciplinary research as modeling, system analysis, and others. The quality of life is measured on the theoretical and methodological basis of the quality-driven economy using the methodology developed at the Institute of Problems of Regional Economics (IPRE) of the Russian Academy of Sciences.Results. Ensuring a high quality of life for the population of the region is a priority goal of the functioning and development of the economy of St. Petersburg. To this end, it is crucial to use strategic opportunities for economic growth and regional development in achieving the social well-being of the region’s population. Different views on the understanding of the quality of life as the main strategic priority of the innovative development of St. Petersburg are analyzed, and quality-of-life estimates are obtained for St. Petersburg, the Northwestern Federal District (NWFD), and the Russian Federation as a whole. The role of St. Petersburg in enhancing the competitiveness of the economy of the Northwestern Federal District and Russia in the context of innovative development is shown.Conclusions. Quality of life is an integral part of the strategic planning system in the innovative economy of St. Petersburg. The quality-driven economy provides a reliable theoretical and methodological basis for making allowance for the quality of life at the highest levels of regional government. The analysis based on the results of calculations shows a correlation between the system of quality indicators of the methodology for measuring the quality of life to increase regional management efficiency developed at the IPRE RAS and several indicators of the strategic planning system of socioeconomic development in St. Petersburg. Thus, the application of quality-driven economy principles in the innovative economy of St. Petersburg makes it possible not only to set the initial conditions for achieving the necessary quality of life, but also to develop a mechanism that would ensure the achievement of this goal in the future.

The author's definition of applied qualifications is given. It is aimed at the formation of applied qualifications based on resource centers of secondary vocational education institutions that are part of the construction research and education cluster. The principles of organizational and pedagogical conditions of the relations of the resource center with enterprises within the context of public and private administration are identified. The results of the survey among students on the issue of whether they want to learn applied qualifications are given. The organizational and pedagogical conditions of the innovative development of the educational cluster are formulated.

This paper is about the challenges IT instructors face due to the rapid development of the information technology. IT instructors need to continuously update their own skills and knowledge through self-education. They also need to frequently update course syllabuses and make major changes in the course textbooks if they write them. In order to understand and evaluate these challenges, we conducted a survey among the IT instructors from several colleges and universities, particularly focusing on teaching introductory computer science courses. The focus of the survey is the need for the instructors' self-education and updating of the course syllabuses and textbooks due to the information technology rapid development. We have analyzed the results of the survey, and give recommendations for the most efficient self-education of the IT instructors.

The paper is devoted to decision of actual task related to analysis of engineer&#180;s graphic literacy foundations as a way of fundamental professional knowledge obtaining. An attempt to reveal the need of interconnection between a competent approach to technical drawing’s qualitative performance and industrial product’s graphic drawings as one of the ways to solve the problem related to specialists&#180; training quality improving has been undertaken. It is considered to be. The attention is paid to the fact that awareness of importance of technical drawing basics as a design stage allows improve the education process, aimed at improving of interrelation between graphic and specialized disciplines.
