The paper is devoted to decision of actual task related to analysis of engineer´s graphic literacy foundations as a way of fundamental professional knowledge obtaining. An attempt to reveal the need of interconnection between a competent approach to technical drawing’s qualitative performance and industrial product’s graphic drawings as one of the ways to solve the problem related to specialists´ training quality improving has been undertaken. It is considered to be. The attention is paid to the fact that awareness of importance of technical drawing basics as a design stage allows improve the education process, aimed at improving of interrelation between graphic and specialized disciplines.

The methodological basis of scientific research and professional managerial education are the classical and elaborating approaches. Their statement and use are realized in traditional, innovative, and aggregated forms, and it becomes a constructive condition for improving the research and education process in the management area. From this positions justification, statement and application of a rapid development methodology in a process oriented management format are realized. Anticipatory orientation lays a creative potential of thinking, forms an innovative development activity, as well as provides an assimilation and implementation of objective for an urgent result achievement. The rapid development priority provides assimilation of professional knowledge, practical abilities and applied skills of learners with development’s constructive resource, formulation and implementation of impact goals. This methodology becomes a universal basis for assimilation and application of necessary for the practice, innovatively oriented competences of a manager.

A competency framework points out the requisite skills and knowledge of a particular occupation. A competence framework enables institutions to easily identify areas where remedial training may be required; thereby training quality and ultimately public safety could be improved also. This study was conducted to build up a competency framework for school psychologists in Vietnamese. 91 school psychologists, lecturers, and psychologists from Ho Chi Minh City, Binh Duong Province, Long An Province, Vinh Long Province, Can Tho Province in Vietnam participated in the survey process. The findings of our study showed that the competency framework for school psychologists in Vietnam includes three main components: (1) professional knowledge, (2) counseling skills, and (3) attitude and moral qualities.

The purpose of the study is to identify ways of inversion of professional knowledge and competencies of an architect on the example of managerial ones. The research problem is caused by the need to include professional education in the implementation of programs for the socio-economic development of the country and regions, to increase the competitiveness of graduates and to develop technologies for introducing innovations in education. The research hypothesizes that it is necessary to provide conditions for communication of the academic society of higher architectural schools with representatives of the external environment – administrative structures, industrial, design and other organizations, as well as representatives of civil society. A comparative analysis of the organizational and administrative components of the process of professional architectural education revealed four types of strategies for its development and four different approaches to the management of architectural schools: achieving leadership in all areas, promoting the dissemination of knowledge in society, raising the level of culture in society, pragmatic idea of providing access to the market of design services by obtaining a professional license. The comparison criteria were the goals, motivation, methods, principles, content, evaluation and learning outcomes laid down in the development strategies. The scientific novelty of the research lies in the approach to the study of the processes of inversion of professional knowledge and competencies acquired during architectural education, a look at the organizations of architectural education that are in demand by modern practice, the use of intra-professional, interdisciplinary and public communications for this purpose. As a result of the study, four approaches to the inversion of professional knowledge and competencies in architecture were identified, differing in administrative and managerial components of the educational process. Common to all approaches is the involvement of representatives of the external society, who are carriers of new knowledge and experience for expert evaluation of the components of professional education, selection of research directions, evaluation of the results of scientific and educational activities of students, development and implementation of strategies for the development of the university and architectural faculties.

The issues of implementation of the project "Engineering class in Moscow school" are discussed. The results of the pre-professional examination in three areas of training are presented, the low level of pre-professional knowledge was noted. The research course of solving applied problems of engineering practice with the use of modern software has not been studied. Based on the analysis of the results of pre-professional examinations in the areas of research, technology and programming, conclusions about the weak information support of the project and the unwillingness of school graduates to expand the fields of training are obtained.

AbstractH.A.R. Tilaar emphasizes to the importance of education based on culture, because education is process of culture. Therefore, between the education and culture has been greatly relation, because the education is not able to be separated from culture that has reflected and grown up dynamically in Indonesian society.The purpose of this research is to determine how the education based on culture according to H.A.R. Tilaar’s perspective. The object of this research was H.A.R. Tilaar’s Perspective which concerns to the education based on culture.The approach of this research was literature review. The source of the data were a text book written by H.A.R. Tilaar and other literatures related to this research. The technique of analyzing data were the content analysis of the text book written by H.A.R. Tilaar and other literatures.The result of this research are : (a) H.A.R. Tilaar conceptualizes the education as an culturing processes; (b) the education process is an culturing process through the interactive process between teachers and students; (c) it is necessary to the Government of Indonesia to correct the National education concept by proposing several aspects such as ; (1) the basic value of education; (2) to notice the function of sociological education; (3) the relation between culture and education; (4) the education as The Agent ofChange, and (5) to get the equalization of education opportunity; and (d) to grow up the creative and adaptive thinking toward education phenomenawhich always move dynamically in the environment of the Indonesian community which has its complexity.Keyword: Education, Culture.

Abstract. Educational environment is needed in the education process, because the educational environment serves to support the process of teaching and learning, a comfortable environment and support for the implementation of an education is needed. The environment is distinguished into the biological environment, the non-living natural environment, the artificial environment and the social environment. Education is one of the first obligations for parents. In Islam, the person most responsible for the education of the child is the parent. The family is the "smallest people" who have leaders and members, has a division of work and work, and the rights and obligations of each member. The best exemplary education for children is if both parents are able to connect their child with the example of Rasûlullâh SAW, as uswah of all mankind. Lingkungan pendidikan sangat dibutuhkan dalam proses pendidikan, sebab lingkungan pendidikan berfungsi menunjang terjadinya proses belajar mengajar, lingkungan yang nyaman dan mendukung bagi terselenggaranya suatu pendidikan sangat dibutuhkan. Lingkungan dibedakan menjadi lingkungan alam hayati, lingkungan alam non-hayati, lingkungan buatan dan lingkungan sosial. Pendidikan merupakan salah satu kewajiban pertama bagi orang tua. Quality outcomes from vocational education and training (VET) are fundamental to ensuring a skilled workforce and supporting a productive economy. The quality of vocational training from the demand’s perspective is defined as meeting the customer specification, needs or requirements. Using the method of Exploratory Factor Analysis (EFA) and Multiple Regression Analysis to get the analytical results of 275 respondents as graduates of University of Transport and Communication, University of Transport Technology (the two universities training on transportation in the North of Vietnam), the results show that factors are measured by the observed variables in the study that ensure reliability and relevance. The descriptive statistics result of vocational training quality is 3.28, while all independent variables are at average level (between 3.1 to 3.48) with the highest value related to the quality of the teacher and the lowest are facilities and training programs and management capacity of university. However, the regression results show that the qualification of the teacher, material facilities and training program, management capacity and job opportunities at the training school do not affect the quality of the training while “Learners-NH” have a great positive effect and the labor market information has a negative effect on the training quality of the school significantly. Base on those data, some policy recommendations have been given out in order to improve the training quality of transport technology universities in the north of Vietnam in particular and the vocational training quality of Vietnam in general.
