The entry of the Russian Federation into the Eurasian economic Union has led to stricter requirements for the safety indicators of alcoholic beverages, including packaging products. Alcoholic beverages are stored and even aged in the packaging, so the corking material – cork plugs can significantly affect the quality of the drink. In this regard, cork plugs are subject to safety requirements in the form of formaldehyde control. Existing methods for identifying it are quite time-consuming and very expensive, and also involve the use of expensive equipment. The proposed method for determining the content of formaldehyde released from cortical plugs into model media was developed on the basis of micellar electrokinetic capillary chromatography using the process of derivatization of a controlled compound with a solution of 2,4-dinitrophenylhydrazine (2,4-DNPH) in acetonitrile containing 5% acetic acid. System Kapel 105 equipped with a UV-detector with a variable wavelength, quartz capillaries with a diameter of 75 microns and a total length of 60 cm (50,5 cm to the detector) were used for the study. Working solutions of formaldehyde were prepared daily by appropriately diluting the samples of the initial solution with water. Calibration graphs were calculated for six concentrations – 2, 5, 10, 20, 40 and 100 mg/l standards in two repetitions. A certain amount of standard formaldehyde solution was added to the sample – model media obtained during the study of cork plugs samples and a derivatization procedure was performed. UV detection of 2,4-DNPH derivatives was performed at a wavelength of 360 nm. The results of testing the method are presented on electrophoregrams. A linear relationship was obtained between the peak area and the formaldehyde concentration (R2 = 0,99). The developed method for determining the formaldehyde content is low-cost, simple and highly accurate, and can be recommended as a tool for monitoring the safety of cork plugs in accordance with the standards of the Eurasian economic Union.

The article deals with issues of product certification in the European Union and the Eurasian Economic Union. The objects of study are the economic systems of the European Union and the Eurasian Economic Union. The area of research is the theoretical basis for monitoring the development of economic systems of these associations. According to the authors, the plan for an agreement on economic rapprochement between the European Union and the Eurasian Economic Union today seems fantastic. Relations between Russia and the European Union are currently in a significant crisis. Cooperation in the economic field is reduced in terms of mutual sanctions. At the same time, the authors believe that the European Union is capable of playing a major role in solving the issues of improving the states of the Eurasian Economic Union member states, primarily on an economic scale. The role of the Russian food import limit showed the degree of interdependence in foreign trade and the interest of European companies in the normalization of commercial and economic relations. The countries of the world community, including Russia, confirm the unity of their views on the process of harmonization of standards, understanding that in practice harmonized standards guarantee the quality of products and services, the environmentally friendly production and goods, occupational safety, interoperability of products and, if necessary, its interchangeability. In this regard, the issue of harmonization of European and Russian standards of conformity, paperwork for certification and assessment of conformity and quality of exported and imported products, the mechanism of quality management of works and services is relevant. The certification rules in the European Union and the Eurasian Economic Union have been analyzed in the article, the CE and EAU marking and problems arising when applying these symbols have been considered, the influence of external (market requirements, competition) and internal (organizational, economic, etc.) factors on development of markets, placement of productive forces, increasing the efficiency of social production have been examined. It has been concluded, that standardization should be perceived as an effective element of the mechanism for managing the quality of products, works and services. This is confirmed by the fact, that the creation and application of harmonized standards allows one to get closer to the benchmarks of sustainable development and to remove many of the modern challenges from the agenda in a timely manner.

This article sets the task to consider the main issues of the formation and development of the legal framework of the regional integration association of states – the Eurasian Economic Union (EAEU). The development of international economic integration is impossible without a legal framework, since it is through bilateral and multilateral treaties, as well as domestic legislation, that the states parties to international economic integration carry out political decisions and ideas into real life. Prospects for the development of the Eurasian Economic Union require an analysis of new approaches to integration interaction, as well as the solution of certain legal problems. First of all, it concerns the legal support of the functioning of both the EAEU itself and the enactment of acts of its bodies. This article focuses on solving many legal problems in the framework of the implementation of customs cooperation between the Member States of the Union, as well as the adoption of national acts, the introduction of changes and amendments to national legislation.

Integration is an economic process of mutual adaptation, expansion of economic and industrial cooperation, unification of national economies of two or more states, a form of internationalization of economic life. The very process of globalization of the economic sector and production, which is developing very rapidly, is closely linked to international integration as a whole. This process, in turn, shows the relationship and adaptation of the economy, the harmonization of global economic systems. All this determines the relevance of the author's research. The article focuses on the issues and content of the memorandum of the Eurasian Economic Union, where the main goal is to create and develop a global unified system, which is implemented on the principle of free trade, services, and human capital. This principle ensures the effective and free development of the economy of the EAEU States. This document is aimed at improving the quality of life of the population. It is proved that at present the business of states is increasingly integrated into the integration processes. Based on the results of the study of issues related to integration processes in the economy, the corresponding conclusions are made.

The article focuses on the tax legal basis for family policy realization in Russia. The subject of the research is the principles of family taxation, their definition and implementation in the domestic legislation. Russian tax legislation is based on individual taxation of physical persons’ income. Taxation depends on a family’s status only for tax residents of the RF. There are some deviations in the implementation of the principles of equality and fairness in the tax legislation, which deal with the double deduction and in some situations may cause the infringement of taxpayers’ rights. The comparative analysis of the national Russian tax legislation and the Agreement between EAEU (Eurasian Economic Union) countries shows that national family tax deduction is not applicable to all EAEU residents. In this article, the author also examines the EU experience in this sphere. On the basis of the study, the author concludes that the participation of the RF in EAEU requires harmonization of some tax legislation’s institutions for implementation of the principle of equality in family taxation.
