The article analyzes the development and implementation of technical regulations on the territory of the Eurasian economic Union. The suggestions concerning the necessity of periodic assessment of the scientific and technical level of the current technical regulations are proposed. It is shown that mandatory for application within the territory of the Eurasian economic Union technical regulations are treated as documents that have an effective impact on improving the quality of the population life, the comfort of its accommodation, is aimed at protecting life and health of citizens, environment, they serve as a tool to eliminate technical barriers to trade, the exclusion of presence in the consumer market of the Eurasian economic Union substandard, counterfeit, adulterated, energy inefficient and hazardous products, including imported.

Вхождение Российской Федерации в Евразийский экономический союз обусловило ужесточение требований, предъявляемых к показателям безопасности алкогольной продукции, в том числе к упаковочным средствам. Алкогольные напитки хранятся и даже выдерживаются в упаковке, поэтому укупорочный материал – корковая пробка может существенно влиять на качество напитка. В связи с этим к корковым пробкам предъявляются требования безопасности в форме контроля содержания формальдегида. Существующие способы его идентификации достаточно трудоемки и весьма затратны, а также предусматривают использование дорогостоящего оборудования. Предлагаемый метод определения содержания формальдегида, выделяющегося из корковых пробок в модельные среды, разработан на основе мицеллярной электрокинетической капиллярной хроматографии с использованием процесса дериватизации контролируемого соединения раствором 2,4-динитрофенилгидразин (2,4-ДНФГ) в ацетонитриле, содержащем 5% уксусной кислоты. Для исследования использовали систему Капель 105, снабженную УФ-детектором с переменной длиной волны, кварцевые капилляры диаметром 75 мкм и общей длиной 60 см (50,5 см до детектора). Рабочие растворы формальдегида готовили ежедневно путем соответствующего разбавления образцов исходного раствора водой. Калибровочные графики были рассчитаны для шести концентраций – 2, 5, 10, 20, 40 и 100 мг/л стандартов в двух повторностях. В образцы – модельные среды, полученные при исследовании образцов корковых пробок, добавляли определенное количество стандартного раствора формальдегида и проводили процедуру дериватизации. УФ-детектирование производных 2,4-ДНФГ проводили при длине волны 360 нм. Результаты апробации метода представлены на электрофореграммах. Получена линейная зависимость между площадью пика и концентрацией формальдегида (R2 = 0,99). Разработанный метод определения содержания формальдегида малозатратен, отличается простой и высокой точностью и может быть рекомендован в качестве инструмента контроля безопасности корковых пробок в соответствии со стандартами Евразийского экономического союза. The entry of the Russian Federation into the Eurasian economic Union has led to stricter requirements for the safety indicators of alcoholic beverages, including packaging products. Alcoholic beverages are stored and even aged in the packaging, so the corking material – cork plugs can significantly affect the quality of the drink. In this regard, cork plugs are subject to safety requirements in the form of formaldehyde control. Existing methods for identifying it are quite time-consuming and very expensive, and also involve the use of expensive equipment. The proposed method for determining the content of formaldehyde released from cortical plugs into model media was developed on the basis of micellar electrokinetic capillary chromatography using the process of derivatization of a controlled compound with a solution of 2,4-dinitrophenylhydrazine (2,4-DNPH) in acetonitrile containing 5% acetic acid. System Kapel 105 equipped with a UV-detector with a variable wavelength, quartz capillaries with a diameter of 75 microns and a total length of 60 cm (50,5 cm to the detector) were used for the study. Working solutions of formaldehyde were prepared daily by appropriately diluting the samples of the initial solution with water. Calibration graphs were calculated for six concentrations – 2, 5, 10, 20, 40 and 100 mg/l standards in two repetitions. A certain amount of standard formaldehyde solution was added to the sample – model media obtained during the study of cork plugs samples and a derivatization procedure was performed. UV detection of 2,4-DNPH derivatives was performed at a wavelength of 360 nm. The results of testing the method are presented on electrophoregrams. A linear relationship was obtained between the peak area and the formaldehyde concentration (R2 = 0,99). The developed method for determining the formaldehyde content is low-cost, simple and highly accurate, and can be recommended as a tool for monitoring the safety of cork plugs in accordance with the standards of the Eurasian economic Union.

The present article explores the questions of harmonization and unification which take place in the Eurasian Economic Union. Being a result of the integration processes within the Post-Soviet area, the EAEU is now moving toward an uniform approach to regulation of certain customs law institution. This approach was revealed in article through three categories: harmonization, unification and systematization. Using the methodology of legal research, authors analyze the domestic legislation of the EAEU member-countries in terms of the potential to maintain obligations to bring it into full compliance with the standards approved on the Union level. The measures on improvement the quality of ratified treaties are also given.

The mandatory requirements for the fishery and aquaculture products, their production and sale in force in the territory of the Customs Union of the Eurasian Economic Union (CU EAEU) arise from the regulatory and legal acts of the Eurasian Economic Union and its predecessor - the Customs Union - and apply in a package approach similar to the law of the European Union pertaining to the food safety area. The requirements of the EAEU technical regulations have been analysed taking into account that European exporting enterprises are first of all obliged to comply with the requirements of the listed EU regulatory and legal acts applicable to their production process and products. The aim of this paper was to run a comparative analysis on the mandatory requirements of the food legislation of the European and Customs Unions regarding fishery and aquaculture products, their production and sale. The issues of certification of certain product categories are analysed separately, the requirements for canned fish being highlighted. The analysis is relevant for all fish processing companies which may consider the possibility of starting export to the countries of the CU EAEU and are intended to reduce costs associated with products’ entry into these markets.

One of the fundamental indicators that characterize the state of the socio-economic situation in the region is the quality of life of the population. To this end, it is necessary to analyze and evaluate the volume of consumption of goods per capita, as well as the logistics component of the development of the consumer market. The article considers the impact of the trade infrastructure of the consumer market and its constituent elements on the quality of life of the population of the Irkutsk region. The analysis of the main factors affecting the standard of living of the population is given. Ways to improve the quality of life in the region are proposed.

The procedure of the conformity statement of the products to the requirements of the technical regulations of the Customs Union and the algorithm for the control of the conformity to the enabling documentation are analyzed. Templates for the conformity verification are described.  The article addresses the contents of the enabling documentation (conformity certificate, declaration of conformity) with the description of each element. An algorithm for the definition of the products’ conformity/non-conformity to the particulars contained in the enabling documentation on the example of furniture products and its consistency with the conformity certificate/declaration of conformity to the requirements of the technical regulations of the Eurasian Economic Union.

The article is concerned with developing methodical recommendations for assessing the factors of influence on life quality of the population of Ukraine. The algorithm for analysis of factors of influence on life quality of the population of Ukraine is proposed, which includes the following sequence of stages: formation of an information array of data on the level and quality of life of the population in the context of Ukrainian regions; identification of the factors influencing the quality of life of the population of Ukraine (selection of the method for extraction of factors, determination of the number of factors, assessment of factor loads, rotation of factors (if necessary), interpretation of factors); development of proposals for modifications of social standards. A generalization of the results of factor analysis for 2004–2018 allowed to allocate the factors of influence on life quality of the population of Ukraine: material well-being; demographic development; safety; stratification of the population; availability of medical care; ecological security. When forming social standards, it is necessary to take into account not only the norms of material wealth (income per person) and the provision of basic needs of the population (food availability), but also the availability of medical service, educational services and secure living conditions. In Ukraine, the stratification of the population has increased, so social standards should be aimed at reducing this stratification, including in the regional context, by stabilizing local budgets. The close relationship of employment and material well-being indicators justifies the need to stimulate employment of the population. Protecting the population from the negative consequences of ecological deterioration should be one of the areas of interaction between social policy and environmental policy.

The article deals with issues of product certification in the European Union and the Eurasian Economic Union. The objects of study are the economic systems of the European Union and the Eurasian Economic Union. The area of research is the theoretical basis for monitoring the development of economic systems of these associations. According to the authors, the plan for an agreement on economic rapprochement between the European Union and the Eurasian Economic Union today seems fantastic. Relations between Russia and the European Union are currently in a significant crisis. Cooperation in the economic field is reduced in terms of mutual sanctions. At the same time, the authors believe that the European Union is capable of playing a major role in solving the issues of improving the states of the Eurasian Economic Union member states, primarily on an economic scale. The role of the Russian food import limit showed the degree of interdependence in foreign trade and the interest of European companies in the normalization of commercial and economic relations. The countries of the world community, including Russia, confirm the unity of their views on the process of harmonization of standards, understanding that in practice harmonized standards guarantee the quality of products and services, the environmentally friendly production and goods, occupational safety, interoperability of products and, if necessary, its interchangeability. In this regard, the issue of harmonization of European and Russian standards of conformity, paperwork for certification and assessment of conformity and quality of exported and imported products, the mechanism of quality management of works and services is relevant. The certification rules in the European Union and the Eurasian Economic Union have been analyzed in the article, the CE and EAU marking and problems arising when applying these symbols have been considered, the influence of external (market requirements, competition) and internal (organizational, economic, etc.) factors on development of markets, placement of productive forces, increasing the efficiency of social production have been examined. It has been concluded, that standardization should be perceived as an effective element of the mechanism for managing the quality of products, works and services. This is confirmed by the fact, that the creation and application of harmonized standards allows one to get closer to the benchmarks of sustainable development and to remove many of the modern challenges from the agenda in a timely manner.

Introduction. The text of draft amendments to Technical Regulation “General requirements to fire safety” was published on January 16, 2020. Draft amendments were developed with in the framework of the“regulatory guillotine”approach. The mission of the proposed amendments was to eliminate excessive and duplicative fire safety requirements, inter alia, requirements applicable to fire safety and fire extinguishing devices that had been established by Technical Regulation of the Eurasian Economic Union (EAEU)“Оn Requirements for fire safety and extinguishing devices” (TR EEU 043/2017). The purpose of this article is to substantiate the in expediency of, or, on the contrary, the need to make the proposed amendments to Federal Law No. 123-FZ of July 22, 2008 “Technical Regulation of Fire Safety Requirements”. The body (analytical part) of the work. The proposed amendments to the regulatory legal act titled “Technical Regulations on Fire Safety Requirements” were drafted within the framework of the “regulatory guillotine” approach. In the course of the comparative analysis of effective fire safety requirements and proposed amendments the co-authors came up with recommendations for their improvement. The co-authors of the article present arguments to substantiate the inexpediency of some particular amendments, but at the same time, they support the need to make other amendments to Federal Law No 123-FZ. The co-authors comment on the proposed draft document that has twenty-eight amendments.Conclusions. Fire safety regulations must represent a single consolidated document, rather than several “fragments” available in the Technical Regulations of the Eurasian Union, Technical Regulations of All-Russian Significance and Technical Regulations of Safety of Buildings and Structures.

Road Safety is an integral part of the national problems of personal security, address demographic, social and economic problems, improve the quality of life, promoting regional development. Low technical level of logging roads, potholes and the presence of longitudinal, transverse cracks on specific areas (in terms of curves, intersections and junctions of roads, towns, stretches of road with limited visibility) is the main reason contributing to the formation of areas with increased risk of accidents.

Quality of life in rural areas is increasingly dependent on transport links to nearest towns and regional centres. In this article, we examine transport connectivity between villages and towns in the Kaliningrad region. We use the travel time access parameter to investigate the influence of transport connectivity on the population size and the prospects of socio-economic development in rural areas with different transport and geographical situations. Although the overall transport connectivity is high in the region, up to 10 per cent of villages score low on this parameter. We conclude that the demographic saturation of the Kaliningrad agglomeration has not been completed. Moreover, the smallness of the local consumer market impedes the formation of subregional centres in the eastern part of the region. The most alarming trend is the incipient concentration of population in peripheral border areas.
