The article analyzes individual social and economic problems of the village, the presence of agricultural organizations, the number and level of professional education, the age composition of specialists and managers, machine operators and livestock breeders. For the first time, the human development of the village of the Republic of Tatarstan is considered, as well as the trends in solving the difficulties encountered in the agricultural sector. The agricultural sector of the Republic of Tatarstan accounts for over 14% of the gross social product and the same national income of the Republic of Tatarstan. The resource potential created in the agro-industrial complex between the individual regions is distributed extremely unevenly. More sharp contrasts are observed in the material and technical provision of agriculture in certain regions, in the availability of land and labor resources, in the qualitative state of the available human potential, in the level of its use, in the social development of the village. Of the actual workers aged 30 to 60 years, pre-retirement contingent prevails. Workers under the age of 40 are generally not satisfied with working conditions, wages and rural infrastructure. The leadership of the republic, the Ministry of Agriculture, financial organizations of the Republic of Tatarstan need to make additional efforts to fully provide highly qualified specialists of agricultural organizations, social and economic conditions, and infrastructure. The use of highly efficient equipment, new technologies will increase the productivity of machine operators, reduce the timing of field work, and in livestock can optimize their number. An analysis of the availability, age and educational level of agricultural workers, the introduction of new technologies will make it possible to forecast a decrease of at least 3% in the number of labor resources in agricultural enterprises over 3-5 years. Agricultural enterprises should introduce deep processing of grain, meat, milk and other raw materials, having united in cooperatives. To ensure the economic growth of the agro-industrial complex, certain investments are necessary in order to form highly productive human capital. Only in such conditions can a return on investment be achieved.

The pandemic, which began in 2020, has seriously exacerbated the problem of food security in many countries. The purpose of the research is to identify the main factors of the stability of the agro-industrial complex using the example of one of the Russian regions and to consider the possibility of applying the accumulated experience in other subjects of the Federation. The object of the study is the Republic of Mordovia, a relatively small Volga region, located in the zone of risky farming and consistently demonstrating high rates of agricultural production. The region produces 1.2% of the total volume of agricultural products while its area is 0.2% and a population is 0.54% of the values of these indicators in the country. The study used data from Rosstat, proceedings from authoritative international organizations. One of the main factors for the stability of the regional agri-food complex is the high proportion of agricultural organizations, which is significantly higher than the national average. However, the cultivation of potatoes and vegetables is mainly concentrated in personal subsidiary plots, therefore, along with the implementation of an agricultural policy aimed at the development of large-scale agro-industrial production, it is necessary to organize the purchase of products from the population. This will help raise the living standards of villagers and stabilize the demographic situation. Another factor in the sustainable development of agriculture in Mordovia is the correct choice of intra-industry specialization. The leading industry is animal husbandry, the success of which is largely ensured by the dynamic development of poultry farming: the region accounts for 3.6% of the poultry population in agricultural organizations of the Russian Federation, Mordovia ranks 10th in the country in the production of eggs in agricultural organizations. The current demographic situation poses a potential threat to the development of the agricultural sector. If in Russia 1990-2018 the number of rural residents decreased by 4%, while in the Republic of Mordovia - by more than 30%. Therefore, the priority task of the social and economic policy of Mordovia should be the preservation of the rural population and the creation of conditions for attracting and fixing migrants in the region

Technical supply of enterprises of agro-industrial complex is one of the important factors of their industrial and economic development. This factor takes place when processing soils, harvesting and selling agricultural products. So, the crop production directly depends on the technical provision of the village with tractors, combines and other agricultural machines, which make it possible to apply and timely fulfill all agronomic requirements. The main reason of deterioration of the material and technical base is the lack of financial means for farms to purchase machinery and equipment, as well as weakened government support, and reduced investment in the development of agriculture. The volume of agricultural production and results of agricultural organizations depend from the timely and full provision of agriculture with material and technical resources, as well as the effectiveness of their use. Optimal formation and rational use of the material and technical base of agriculture has a direct impact on the performance of the entire agro-industrial complex. Effective use of agricultural resources is possible with increasing intensity of agricultural production on the basis of a highly developed material and technical base. At present, agricultural enterprises do not have a complex of machines for mechanizing agricultural production, that corresponds to the achievements of science and technology in this field, and it is very difficult to use the existing outdated material and technical base as the basis for increasing the intensity of agricultural production in modern conditions. In this connection, a particular urgency in modern conditions acquires the ways of technical re-equipment and integrated mechanization of agriculture.

Employment of the working age population in various spheres of socially useful activity is an important area of socio-economic development of the Republic of Belarus and a priority area of state regulation. As one of the most important macroeconomic indicators, employment combines social and economic indicators of the economic situation of society. The article presents the results of a study of employment of labor resources trends in agricultural sector of Belarus, an assessment of its current and forecast of future structural parameters. Along with this, the factors that determine these changes have been identified. It is concluded that the solution to the problem of increasing the efficiency and growth of the competitiveness of agricultural production largely depends on the extent to which the agricultural sector is provided with highly qualified and professionally competent workers who are able to master and implement scientific, technological and organizational, and economic innovations in production processes. Conceptual directions of effective management of the employment of labor resources in agro-industrial complex have been developed, taking into account the identified factors (demographic, organizational, technological, and socio-economic ones), and the scope and range of their influence. Suggestions and recommendations can be used to substantiate a new strategy for rural development, which is based on program activities aimed at perspective development of agricultural economy, and strengthening the efficiency of the functioning of agricultural production.

Introduction. In the conditions of continuous development of investment and innovative technologies the necessary requirement for the further successful and productive development of an agro-industrial complex is updating of technics, technologies, management methods, the organization of production. The purpose of the paper is to study the innovative development of the agricultural sector of Ukraine and to develop a mechanism for implementing investment and innovation technologies. Results. The implementation of the mechanism of introduction of investment and innovation technologies in the agricultural sector should become an effective means of ensuring innovative development in all parts of the technological chain of agricultural production. The main task of the mechanism is primarily to ensure the coherent development of all its components – agricultural enterprises on the basis of deepening agro-industrial integration and involvement in the production of the latest advances in science and technology. Thus, the mechanism of introduction of investment and innovation technologies in the agricultural sector should ensure the implementation of a number of tasks: – stimulating scientific developments aimed at creating new technologies and agricultural products; – effective transfer of scientific achievements, knowledge and results of scientific developments into production; – financing of investment and innovation projects on acceptable terms for agricultural enterprises; – fair distribution of results of investment and innovation projects; – deepening agro-industrial integration; – development, examination and support of investment and innovation programs and projects; – education, training and retraining; – formation of investment and innovative way of thinking; – participation of the state and regional authorities in investment and innovation activities of agro-industrial enterprises. Conclusions. Thus, the need to implement the mechanism of investment and innovation technologies in the agricultural sector will create a favorable environment for innovation, bring the agricultural sector of Ukraine to the world level, will ensure the receipt of competitive agricultural products.

The main purpose of the article is to describe the theoretical features of competitiveness and efficiency of production of agricultural sector of the Republic of Kazakhstan. When writing the work, economic and statistical methods, methods of comparison and analysis, synthesis and generalization were used.The article deals with the main indicators of the industry: domestic production and consumption; foreign trade and market size in the Republic of Kazakhstan. The main conclusions of the article are to determine the factors that state the competitive position of the fruit and vegetable industry in the Republic of Kazakhstan, as the agro-industrial complex needs to be improved, which would be based on scientifically based mechanisms and directed to the development of agricultural enterprises. In Kazakhstan, it is strategically beneficial to engage in the industrial processing of fruits and vegetables, which is due to the favorable climate, access to labor resources, growing demand from the population, and an increase in export potential. In general, the country meets the need for potatoes, fresh vegetables and melons. However, high prices, a narrow range of products, lack of proper presentation associated with the high cost of packaging and packaging, high transport costs, and a decrease in consumer demand for domestic fruits and vegetables in the domestic and foreign markets have led to their lack of competitiveness.

The article is devoted to the study of the key factors of the internal environment of the formation of investment attractiveness of agricultural enterprises of the Sumy region. The current state of investments in agricultural enterprises of the Sumy region, their financial support, as well as the actual and predicted financial results of enterprises’ activities, reflecting the efficiency of using the resource potential of enterprises, have been investigated. Positive trends in the development of agricultural enterprises of the Sumy region are revealed, indicating an increase in the level of their investment attractiveness, both for domestic and foreign potential investors, respectively, on the activation of investment processes in the region based on the mobilization of internal and external sources of investment. In general, capital expenditures play a very important role for ensuring the reproduction process for each enterprise. Expansion of operations and economic development are impossible without investments. They are necessary for the development or acquisition of new technologies, equipment etc. The peculiarities of investing activities of agricultural enterprises are considered. They affect the investment attractiveness of agricultural enterprises and the choice of methods for assessing the investment attractiveness of an enterprise. The implementation of a long-term strategy for the economic development of the region’s agro-industrial complex requires an increase in the volume of investment resources, an improvement in the structure of investment sources and an increase in the efficiency of their use in accordance with the priorities of economic growth. In solving this problem, a regional policy for the formation and effective use of investment resources should play an important role. Despite the large amount of research devoted to investments, some of the related issues are the subject of further discussion. Increasing the investment attractiveness of the agricultural sector means creating a competitive environment, as well as an acceptable method for assessing the profitability of proposed investments.

The goal is to address the issues of modernization and diversification in agricultural sector in order to increase the level of socio-economic development of the country. The article presents domestic and foreign experience of the States which implement these transformations in enterprises for the efficient use of production resources, reduction of labor costs, and increasing income. Objectives – to show that positive directions for expanding the scope of activities in production of products by increasing its range will optimize logistics costs, reduce dependence on supplies, which causes significant material and monetary costs, and gain independence from suppliers of necessary materials and raw materials. The results confirm that in agro-industrial complex, along with specialization, an objective necessity is diversified development, i.e. diversification and reconstruction. Agricultural enterprises in the North Kazakhstan region have experience related to this strategy. In the region, one can mention successful examples of organizing flour production on farms, which contributes to meeting the demand for flour-grinding products without intermediaries between producers and consumers, directly selling them to bakery enterprises, bakeries of the republic. The livestock complex of the NKR increases production of milk and its processing products butter, sour cream, cottage cheese, cheese, kefir and yogurt. The conclusions reflect that the processes of modernization and diversification in agro-industrial complex should be carried out simultaneously with deepening of the specialized focus of production, increase in interregional and industrial exchange, which is a powerful basis for the development of the national market and multi-structured economy.

Agriculture is the central link in the agro-industrial complex, an important source of income and an instrument for ensuring the country's food security. In modern research works, the fundamentals of the development of the technical base of the agricultural economy sector have not been practically revealed. Issues related to the formation and functioning of the agricultural machinery market remain unresolved. In this regard, the search for solutions to the problem of complex mechanization of agriculture is becoming especially relevant in modern conditions. The scientific novelty of the work is to justify the need to improve technical equipment and practical recommendations for the development of the innovative base of agriculture. Provisions that determine the scientific novelty of the study are: to identify the main trends in the changes in the elements of the material and technical base of agriculture in the Republic of Tatarstan and to reveal the necessary modernization and innovative development of the technical base. The practical potential of the research results is to increase the economic efficiency of the technical base of agriculture in the republic. Theoretical and practical results of the study can be recommended for use in the formation of programs for the development of technical equipment of the republican agrarian sector, planning of agricultural production, economic analysis of the economic activity of agricultural enterprises and organizations. Not only the development of the agro-industrial complex as a whole, but also the improvement of the quality of life of the population and its provision with food products depend on the efficiency of using the technical base. The most important agricultural sector in our country is crop production, which produces about 60% of this type of product. The priority area for agricultural development is stable technical support for business development. The solution to this problem largely depends on the use of structural elements of the technical base, on the conditions of its operation and reproduction, on susceptibility to various innovations and on high adaptability to a changing external environment.

In modern conditions of rural development, the most important productive resource of the agrarian company is human capital. Only well-trained, receptive to innovation, adapted to the market economy, the technician can solve problems for the effective implementation of the economic activity of any enterprise. However, in recent years the problem of staffing is both a management and staff machine operators have intensified. Numbers have fallen substantially, increased the load on one specialist. Inadequate salaries and general social problems in rural areas of Russia and Republic of Tatarstan reduce the attractiveness of work for graduates of agricultural education institutions. The main purpose of this research was to develop a new conceptual approach to staffing of agro industrial complex in modern conditions. The subject of the study was the system of training personnel for agriculture of Russia (on the example Republic of Tatarstan). The main methods used in this study are comparative theoretical-methodological research of educational institution and logical analyze agricultural education in Russia. The article discusses and analyzed the positive experience of scientific and educational cluster of agro-industrial complex of Republic of Tatarstan and Kazan State Agrarian University. One of the important conditions to solve some of the problems facing agriculture of Russia today, is the modernization of the agricultural education is associated with the formation of relevant scientific, scientific-educational and scientific-production platform. The progressive development of human potential of the agricultural sector plays an important role in achieving the designated high results as the main carrier of innovative knowledge and skills, without which the introduction of modern methods and technologies in production and management of enterprises of agro-industrial complex is simply impossible. Staffing issues agriculture is of great socio-economic importance and is the most important priorities of the state policy not only at present but in the future. Identified key staffing problems of the agro industrial complex of Russia and Tatarstan. Designed and proposed a new intensive model of development of scientific-educational cluster of agro-industrial complex of Republic of Tatarstan.
