With the aim of developing the national economy in the Russian Federation, economic regionalization has been widely used, which contributes to increasing the economic efficiency of regulating the productive forces in the country. The aim of the study is to assess the place and role of the Central Black Earth region in the economy of the agro-industrial complex of Russia. The research methodology is based on economic-statistical and correlation-regression analyzes. The scientific novelty of the research consists in identifying the patterns of development of the Central Black Earth region as an agrarian region. The practical significance of the study lies in the fact that taking into account the revealed patterns when developing strategies for the development of individual sectors of the agro-industrial complex will allow us to overcome the identified negative trend of reducing the production of certain types of agricultural products. The Central Black Earth region occupies a special place among 12 economic regions of Russia. It occupies no more than 1.0% of the total land area of the country, but ensures the production of 16.3% of agricultural products manufactured in the Russian Federation. The share of agricultural production in the gross regional product of the Central Black Earth region in 2019 remained 27.9%, which makes it possible to consider the Black Earth region as a region with a predominance of agaric production. An analysis of the indices of agricultural production in Russia and in the Central Black Earth region showed that the average growth index of agricultural production in 2011-2018 in the Central Black Earth region amounted to 116.1%, however, the dynamics of changes in these indices reflects a negative trend of deceleration, which can be described by a linear equation of the form y = -3.4867x + 131.8. Among the subjects of the Central Black Earth region, the maximum growth in the volume of agricultural production for 2005-2019. observed in the Belgorod region - 8.3 times, and the minimum in the Lipetsk region - 6.8 times

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

Abstract The purpose of this study is to identify the main trends in the agro-industrial complex development of the Russian Federation, substantiate the organizational and economic recommendations aimed at stimulating Russian agricultural production and enhancing of this economy sector competitiveness. An extensive corpus of empirical data reflecting the agro-industrial complex development in the Russian Federation in 2016-2020, as well as its place in foreign trade operations of the Russian Federation has been thoroughly studied in frames of this research. Using the tools of statistical data processing (sampling, observation, summary and grouping), the methods of econometric analysis, the dynamics of agro-industrial complex products manufacturing, the rate of the main indicators’ change, the place of agro-industrial complex in export-import operations of the Russian Federation have been revealed, the main indicators have been compared. The geographic conditions diversity of the Russian Federation, combined with a wide range of climatic features, the availability of land and water resources creates favorable conditions for productive agricultural activities. It has been established that large-scale agricultural producers dominate in agro-industrial complex of the Russian Federation. The directions of agro-industrial complex, in particular, crop production and cattle rising, are unevenly developing in the Russian Federation. The constituent entities of the Russian Federation, which administratively represent the Southern Federal and North Caucasian Federal Districts specialize mainly in the cultivation of grain and oilseeds due to the natural and climatic factors’ action. State authorities of the Russian Federation successfully implement the tools to stimulate agricultural production, in particular: preferential taxation regime, subsidies for lending to the agro-industrial complex economic entities from the state budget, leasing development, etc. The state support mechanism effectiveness can be intensified by using the organizational and economic tools substantiated by the authors.

13  February  2019,  Dmitry  Medvedev,  Chairman  of  the  Government  of  the  Russian Federation, approved the “Spatial Development Strategy of the Russian Federation for the Period up to 2025”. This document is undoubtedly a significant milestone in the formation of the state regional policy. However, its practical significance caused reasonable doubts among experts. First of all, attention was drawn to the basic term of “spatial development”. How does it differ from the “regional development policy”, the principles main goals and mechanisms of which have not yet defined? May the substitution of the concepts be a way of avoiding this fundamentally important task? They caused questions and uncertainty of the role of regions in the Russian Federation in ensuring the spatial development of the economy. Their place in this process is not specified. The Strategy actually did not take into account the differences of the Russian regions in terms of their socio-economic development and innovative potential. The overall conclusion of a significant part of the expert community was reduced to the need for: substantial refinement of the Strategy; concretization of its basic provisions; developing mechanisms to enhance the role the Russian regions in this process, taking into account differences in their levels of development and socio-economic potential. An attempt to demonstrate the significance of these differences was undertaken in this study, the results of which are summarized in this article.

Abstract The actualization of the issues of developing the potential of agribusiness in the regions has revealed problems in the field of methods of effective management of this potential. Due to the significant differences that take place not only between the federal districts of the Russian Federation, but also within individual regions, the importance of conducting research at the State level increases, allowing to form basic recommendations not only for standard strategies for effective management of the agro-industrial potential of regions, but also for subsequent evaluation of the effectiveness of this kind of management. The problem developed in the current paper is relevant and timely in the framework of contributing to the speedy solution of the general problem of the development of the country’s agro-industrial complex. The main purpose of the study is to develop a standard procedure for evaluating the effectiveness of the use of agricultural potential in the formation of strategies for the growth of agricultural potential of the regions of the Russian Federation. The main results of the study are: firstly, the author’s definitions of “the agricultural potential of the region” and “the basic resource potential of the region”, and secondly, the sequence of stages of strategic management of the development of the agricultural potential of the region, based on the consideration of the synergetic effect, is presented and justified; thirdly, an approach to the grouping of indicators for assessing the agro-industrial potential on the example of land is formulated. The practical significance of the conducted research lies in the fact that the formulated proposals can be used in the formulation of strategies for the development of the regions of the Russian Federation.

The research concept consists in the development of theoretical and empirical approaches for analysis and assessment of Russian agricultural production development trends in the context of exportoriented strategy implementation in the agro-industrial complex. The research is conducted using complex of methods of mathematical modeling in economics, including extrapolation methods (linear and non-linear trend models for analyzing the time dynamics of production and economic variables), scenario forecasting, Delphi approach. The projected parameters of the export potential of Russian agricultural production are developed and represented in the paper. Based on the data of 2009-2018, the development state is analyzed and trends become visible of the farm stock structure by farming categories in the Russian Federation and staple food production, including meat, milk, vegetables, potatoes, grain and sunflower. Three forecasting scenarios of staple food production per capita in the Russian Federation for the period up to 2025 are developed and proved (base case, best-case and worst-casescenarios).

The article shows the role of the agro-industrial complex in ensuring food security of the state. Characterized are the changes that have occurred in recent months in connection with the coronavirus pandemic. Proposals are made about possible strategic transformations of food enterprises that will allow Russian producers to overcome the risks that have arisen and provide consumers with high-quality and safe food products. Rosstat data for the period from 2012 to 2018 on the production of basic food products in the Russian Federation and the Voronezh region, the purchasing power of the population, as well as their consumption of basic food products are presented. The analysis of the actual nutrition of the population of the Russian Federation and the Voronezh region. Proposals have been made that to overcome the post-crisis crisis, it is necessary to restore Russia's influence in the post- Soviet space and the formation of a single economic space within the EAEU.

The problems of agricultural production management, the prospects for its development in a crisis (the resource one and pandemic), creation of necessary conditions for the effective activity of commodity producers are considered. The results of the main trade relations for the Republic of Kazakhstan in 2015-2019 and the priorities of the state internal agricultural policy are analyzed within the framework of the geostrategic goals of developing the market for agricultural products, raw materials and food, as well as creating favorable conditions for the activity of an agricultural producer. Basing on the analysis, the main reasons for the existing production problems in the agro-industrial complex of the republic were revealed: production technical and technological ones, underdeveloped production infrastructure, segmental approach to financing agricultural producers and their associations in the absence of comprehensive measures for the development of the agro-industrial sector, low prestige of labor in agriculture, insufficient investment attractiveness and the significant influence of external factors on the production efficiency. The article provides statistical data showing trends in foreign trade in the context of the main types of agricultural products and partner countries. The role of the Chinese agri-food market on the development of Kazakh agricultural production and the consumer market is shown. The role of the One Belt and One Road initiative in the formation of commodity flows, including transit of goods and the economic effect of developing other fields. The features of agricultural production in the crisis are highlighted, which allow the use of digital tools and other economic measures to activate processes in the agricultural sector. The need for active application of republican sustainable development goals that contribute to solving the problems of hunger, poverty and caring for future generations is indicated.

Currently, the government of the Russian Federation has adopted a number of strategic planning documents containing measures aimed at the development of the grain-product subcomplex of the agro-industrial complex. In particular, the long term strategy for the Development of the grain complex of the Russian Federation until 2035 was approved. It is a strategic planning document in the grain sector that defines priorities, goals and objectives of public administration and food security, ways of their effective achievement and comprehensive solution. The target indicators of the long term strategy for the development of the grain complex of the Russian Federation until 2035 are: gross yield of grain and leguminous crops - 140 million tons, crop areas – 50 million hectares, domestic consumption – 86.2 million tons, grain export volume, including products of its processing – 55.9 million tons, capacity for simultaneous storage of grain and leguminous crops – 167.4 million tons. The federal project "Export of agricultural products" is being implemented within the framework of the national project "International cooperation and export", one of its goals s to achieve the volume of grain export (in value terms) in the amount of 11.4 billion US dollars by the end of 2024 by creating new commodity mass (including with higher value added), creation of export-oriented commodity distribution infrastructure, elimination of trade barriers (tariff and non-tariff) to ensure access of agricultural products to target markets and creation of a system for promoting and positioning agricultural products. The target indicators stated in the official documents necessitate the search for reserves to increase the efficiency of the grain subcomplex development, increase export of grain and its processing products.

The article examines the issues of state and legal regulation of the agricultural sector of the Russian Federation, as a basic component of the country’s agro-industrial complex, at the present stage. The authors analyze the problems associated with the peculiarities of the regulatory support of the agricultural sector, focus on the priorities of the state socio-economic policy in the current conditions of the need for import substitution, including agricultural products. The article examines the methods and limits of government intervention in agricultural production. The most effective methods of state influence and stimulation of the subjects of agrarian legal relations in order to attract highly qualified personnel to the field of agriculture are analyzed.
