The article shows the role of the agro-industrial complex in ensuring food security of the state. Characterized are the changes that have occurred in recent months in connection with the coronavirus pandemic. Proposals are made about possible strategic transformations of food enterprises that will allow Russian producers to overcome the risks that have arisen and provide consumers with high-quality and safe food products. Rosstat data for the period from 2012 to 2018 on the production of basic food products in the Russian Federation and the Voronezh region, the purchasing power of the population, as well as their consumption of basic food products are presented. The analysis of the actual nutrition of the population of the Russian Federation and the Voronezh region. Proposals have been made that to overcome the post-crisis crisis, it is necessary to restore Russia's influence in the post- Soviet space and the formation of a single economic space within the EAEU.

With the aim of developing the national economy in the Russian Federation, economic regionalization has been widely used, which contributes to increasing the economic efficiency of regulating the productive forces in the country. The aim of the study is to assess the place and role of the Central Black Earth region in the economy of the agro-industrial complex of Russia. The research methodology is based on economic-statistical and correlation-regression analyzes. The scientific novelty of the research consists in identifying the patterns of development of the Central Black Earth region as an agrarian region. The practical significance of the study lies in the fact that taking into account the revealed patterns when developing strategies for the development of individual sectors of the agro-industrial complex will allow us to overcome the identified negative trend of reducing the production of certain types of agricultural products. The Central Black Earth region occupies a special place among 12 economic regions of Russia. It occupies no more than 1.0% of the total land area of the country, but ensures the production of 16.3% of agricultural products manufactured in the Russian Federation. The share of agricultural production in the gross regional product of the Central Black Earth region in 2019 remained 27.9%, which makes it possible to consider the Black Earth region as a region with a predominance of agaric production. An analysis of the indices of agricultural production in Russia and in the Central Black Earth region showed that the average growth index of agricultural production in 2011-2018 in the Central Black Earth region amounted to 116.1%, however, the dynamics of changes in these indices reflects a negative trend of deceleration, which can be described by a linear equation of the form y = -3.4867x + 131.8. Among the subjects of the Central Black Earth region, the maximum growth in the volume of agricultural production for 2005-2019. observed in the Belgorod region - 8.3 times, and the minimum in the Lipetsk region - 6.8 times

The need for rational use of natural resources of the chernozem regions of the Russian Federation is determined both by the requirements for ensuring the country's food security and the logic of the ecological and socio-economic stability of the territory with the predominance of chernozem soils. The article, using the example of the Voronezh Region, shows the role and practical significance of the spatial organization of agroforestry landscapes in the Central Chernozem Region of the Russian Federation using data from the Federal State Statistics Service on land resources, on the number of farms, food and processing enterprises of the agro-industrial complex over the past 20 years. The adaptive-landscape farming system, as the predominant element of rational land use, contributes to the formation of agroforestry landscapes in sparsely wooded regions of Russia. Agroforestry objects are necessary components of the whole complex of rational land use, ensuring the sustainable use of agroforestry potential of the regional economic space. Long-term practice of protective afforestation on agricultural lands has developed a number of basic types of afforestation: shelterbelts on arable land, ravine forest belts, land reclamation plantations on sand and a hydrographic network, windbreaking and snow shelter-belts. The unique experience of formation and sustainable development over many decades of agroforestry in the Stone Steppe of the Voronezh Region indicates a high level of efficiency of the functioning of such landscapes, even in special extreme conditions. The centuries-old experience of afforestation in the interests of transforming an almost lifeless space has shown the organizing role of forest belts in creating an agroforestry landscape, the effectiveness of their anti-erosion functions, and also the tangible social significance of agroforestry

The agro-industrial complex is one of the important sectors of the national economy, as it forms in addition to the labor and settlement potential of rural territories, the food security of the country. Natural and climatic factors play a leading role in the effective functioning of the industry. In the article the characteristic of such factors is given, the ecological and climatic problems most strongly influencing agriculture of the Russian Federation are designated.

We present a study of legislative regulation of toponymical processes in the subjects of the Russian Federation from 1994 to the present as exemplified Voronezh Region. We analyze regulatory legal acts of the Voronezh Region, which changed the toponymical system of the region (renaming, abolishing, merging, changing the status of individual settlements, changing the boundaries of municipalities). The purpose of the study is to show the role of legislative (repre-sentative) bodies of state power of the subjects of the Russian Federation in regulating naming processes in regional toponymy using the example of the Voronezh Regional Duma, which is a permanently acting supreme and the only legislative (representative) body of state power in the Voronezh Region. We conclude that it is necessary to establish uniform rules, norms and require-ments for the names of geographic objects, the deviation from the established rules creates incon-venience for the population and investors, complicates the work of state bodies and local govern-ments. In conclusion, we note that there are not all official changes of the Voronezh Region toponymicon in modern regional reference books and toponymical dictionaries, also there are not always the full details of a given regulatory legal act, according to which the settlement changed its status, was named or renamed, therefore it has become necessary nowadays to prepare and publish the “Toponymical Dictionary of the Voronezh Region”, which takes into account mentioned changes.

Introduction: the changes in the social and economic situation in recent years and the sanctions policy towards the Russian Federation require adjustments to the main strategic interests and priorities of the Russian state’s policy in the field of agro-industrial complex and ensuring the country’s food security. The purpose of the work is to identify the main factors that influence the formation of new principles and interests of the state in the field of food security, their reflection in the basic documents on ensuring the national security of the Russian Federation. The methodological framework for the study is the method of scientific analysis, as well as the comparative method. The result of the research is to determine the main trends in the legal support of food security in the context of the constitutional and agrarian legislation reform. Conclusions: in comparison with the previous documents, it is concluded that the list of the state interests, goals and objectives in the field of agriculture is enlarged by strengthening the requirements of social security and social protection, as well as expanding national agricultural production in order to achieve a state of food independence, ensuring the export policy. In the context of the July 2020 decisions the all-Russian vote on Amendments to the Constitution of the Russian Federation justifies the increased importance of food security issues, creating conditions for improving the standard of living of citizens, social obligations of the state in the field of agriculture, and sustainable development of rural territories. It is pointed out that it is necessary to take into account the requirements of environmental safety in the strategic planning in the agri-food sector.

The article is devoted to the study of normative and legal support problems of modern state food policy affecting the food security provision as one of the main components of the economic and national security of modern Russia. Evolution of the legal “food security” concept definition of the Russian Federation in domestic legislation. The current challenges of food security of the country related to both external and internal factors, including those caused by the COVID pandemic — 19 were considered. Supporting the approach of S.Yu. Glazyev on basic models of ensuring food security, considering the economy’s modern digital transformation and in particular the agro-industrial complex, authors suggest that we are in a transition period from an existing dynamic model to a new future innovation model for food security. Based on the studied and generalized scientific material, substantiate the conclusion that the most promising directions of food security is the use of innovative digital technologies in the agro-industrial complex of the country. It is noted that the existing normative and legal framework in modern conditions requires further development, and for this it is necessary to adopt a comprehensive Federal Law “On food security in the Russian Federation.” In it, the consolidation of the strategic goal “social and economic development of the country to improve the quality of Russian citizens’ life” by applying innovative technologies in the AIC would be set.

The article is devoted to the analysis of such threats of regional and global security as "frozen conflicts", and the approaches of their settlement in the post-Soviet space. The aggressive policy of the Russian Federation in relation with Ukraine, actualize this topic, because there is a threat of appearance a similar conflict on the territory of Ukraine. The paper analyzes the theoretical approaches to the research of "frozen" and ethnopolitical conflicts by domestic (G.Perepelitsa, O.Kartunov, A.Kisse, V.Kotygorenko) and foreign (R. Bruebooker, E. Hobsbawm, R.Dahrendorf, J. Rothschild, E. Smith) scientists. Considerable attention is paid to the study of the understanding of such conflicts by russian scientists (M. Lebedeva, A. Zdravomyslov, A. Tsigankov). The paper determined the main reasons and preconditions of interethnic contradictions on the post-Soviet area. Also determined the main approaches to the category of "frozen conflict" and their peculiarities in the region. The process of resolving such conflicts and their mechanisms, proposed by different scientific schools, is thoroughly studied. In the paper is determined the role of mediation in resolving conflicts of this kind.

The socio-economic problems of the agro-industrial complex of Ukraine and importance of the demographic factor in ensuring food security are determined. The factors of degradation of the environment in the agrosphere are indicated. The economic mechanism of nature use must be embedded in the economic system, and not be a distinct set of measures and tools aimed at addressing certain environmental problems. The main task of planning measures to ensure environmental safety is development of integrated target ecological programmes (national, regional, and internal management levels), which include measures for sustainable and safe nature management, oriented towards ecologically safe food products. The aim of the paper is to reveal the role of food security in integrating economic priorities and the ecological imperative. The following methods were used in the research: monographic, problem analysis, scientific induction and deduction methods, and adoption of a decision under conditions of uncertainty.

The article provides a brief overview of the accelerated implementation of the achievements of selection and seed production in a developing market economy. The authors describe the main possible constraints to the spread of the achievements of Russian breeding and seed production using the example of the potato-food subcomplex. Thus, the authors believe that in the new competitive market conditions, the role of breeding, seed growing and accelerating innovation in the potato-food subcomplex of the agro-industrial complex of the Russian Federation is increasing, including the relationship of originators of varieties, seed-growing farms with other horizontal and vertical integrated potato-growing units, export and other structures. Resolution of contradictions between these parties is a necessary condition for successfully overcoming difficulties in the development of domestic selection and seed production.
