Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

The state program “Development of aquaculture (commercial fish farming) in the Russian Federation for 2015-2020” (hereinafter referred to as the State Program) determines the main directions for the development of the fisheries complex and its financial support. However, the current program does not sufficiently elaborate the forms of state support for this sphere of agricultural production, which would contribute to the accelerated development of the industry. It should also be noted that the existing potential of aquaculture in Russia is not fully utilized. The Institute of Economics of the Irkutsk State Agrarian University named after A.A. Ezhevsky, in collaboration with the Ministry of Agriculture of the Irkutsk Region, assessed the fulfillment of tasks of the State Program, identified factors hindering the development of aquaculture in Russia and its regions, and developed recommendations for improving the forms of state support for economic entities in the industry.

Abstract The purpose of this study is to identify the main trends in the agro-industrial complex development of the Russian Federation, substantiate the organizational and economic recommendations aimed at stimulating Russian agricultural production and enhancing of this economy sector competitiveness. An extensive corpus of empirical data reflecting the agro-industrial complex development in the Russian Federation in 2016-2020, as well as its place in foreign trade operations of the Russian Federation has been thoroughly studied in frames of this research. Using the tools of statistical data processing (sampling, observation, summary and grouping), the methods of econometric analysis, the dynamics of agro-industrial complex products manufacturing, the rate of the main indicators’ change, the place of agro-industrial complex in export-import operations of the Russian Federation have been revealed, the main indicators have been compared. The geographic conditions diversity of the Russian Federation, combined with a wide range of climatic features, the availability of land and water resources creates favorable conditions for productive agricultural activities. It has been established that large-scale agricultural producers dominate in agro-industrial complex of the Russian Federation. The directions of agro-industrial complex, in particular, crop production and cattle rising, are unevenly developing in the Russian Federation. The constituent entities of the Russian Federation, which administratively represent the Southern Federal and North Caucasian Federal Districts specialize mainly in the cultivation of grain and oilseeds due to the natural and climatic factors’ action. State authorities of the Russian Federation successfully implement the tools to stimulate agricultural production, in particular: preferential taxation regime, subsidies for lending to the agro-industrial complex economic entities from the state budget, leasing development, etc. The state support mechanism effectiveness can be intensified by using the organizational and economic tools substantiated by the authors.

The purpose of this article is a political analysis of modern processes of globalization and glocalization and their impact on the development and implementation of state agrarian policy in the regions of the Russian Federation. The use of the structural-functional method made it possible to identify the structural problems of the implementation of the regional agrarian policy in the conditions of modern globalization and glocalization processes and to develop the main directions of its implementation, where one of the problems is the insufficient provision of social infrastructure in rural areas. The study used a general scientific methodology: analysis, synthesis, induction and deduction, the use of comparative methodology made it possible to carry out a comparative analysis of the agricultural potential of various regions of the Russian Federation and to differentiate the problems of the agro-industrial complex. The article studies the concept of glocalization, identifies the globalization problems of the development of Russian agriculture, and studies the regional features of the implementation of the state agrarian policy. The role and place of the state agrarian policy in the structure of the socio-economic policy of the Russian state is determined.

In recent years, the issue of rural development has been the focus of state policy. In 2019, the state program "integrated rural development" was adopted in accordance with the decree of the government of the Russian Federation No. 696 of may 31, 2019 "On approval of the state program of the Russian Federation "Integrated rural development". Rural development is a complex task that involves a number of areas. One of the most important, according to popular opinion, is the development of rural schools. It should be noted that the current problems of rural school development have been highlighted in a number of works by Russian researchers. At the same time, the complexity of the problem and its multidimensional nature, according to the authors of the article, require the study of successful foreign experience, which, after understanding, could be implemented on Russian soil. In the developed countries of the world, considerable experience has been accumulated in the development of rural territories in terms of social orientation and complexity of their development, in which the rural school plays a key role. In General, the European and American models of state support for rural development and rural schools differ in their approaches to state support for rural development. Perspective, according to the authors, is the following directions in development of Russian rural schools: the formation of school-based community center; the extension of the educational environment due to the public spaces of the village; the organisation of production on the basis of a rural school.

The article analyzes the concept of the state program of the Russian Federation «Integrated development of rural areas». In the context of the multifunctional role of agriculture, its relations with other state programs and national projects are investigated; the systemic shortcomings of the adopted version of the program are criticized. The authors believe that the state program does not respond to modern challenges to the development of rural areas and does not contain innovative solutions to the accumulated problems in this area. Preliminary recommendations on the adjustment of the structure and content of the state program «Integrated development of rural areas».

Purpose: the purpose of the work is to prepare reasonable proposals for the development of state support for investment activities – programs of diversification of enterprises and organizations of the defense industry. The relevance of the topic of this article is because the current state support mechanisms do not effectively stimulate the implementation of projects to diversify enterprises and defense industry organizations. Therefore, it is necessary to develop special regulatory documents that take into account the specific features of the organization of production and production of defense-industrial complex (first of all, the “State program for diversification of enterprises and defense-industrial complex organizations”) for a rather long period of time.Methods: the methodological basis of the work is the dialectical method of scientific knowledge, as well as systemic and institutional approaches. In the course of the study, the procedures and instruments of state support for investment activities of business entities used methods of analysis and synthesis, comparison and analogies. The methodological basis of this article was legal documents in the field of investment promotion (Decrees of the President of the Russian Federation, Decrees of the Government of the Russian Federation, orders of ministries, etc.).Results: the article formulates proposals on the methods and procedures of justifying calculations, as well as the procedure and conditions for the provision of target funds. The proposals were developed on the basis of the analysis of the specific features of the organization of production and military products manufactured by the defense industry, as well as existing legal documents in the field of state support for investment activities.Conclusions and Relevance: аt the present stage of development of the Russian economy, the state must not only provide support to enterprises and organizations of the defense industrial complex in the form of concessional loans, subsidize interest rates on them, but also finance research and development costs from the federal budget. It should create interest among potential buyers in their acquisition of civilian products not only by economic, but also by administrative methods. At the same time, projects should be evaluated according to three criteria: the level of competitiveness of products in the world markets, commercial (financial) and budgetary efficiency.

The concept of the long-term social and economic development of the Russian Federation for the period up to 2020 sets the country’s purpose of meeting the needs of the domestic market. The consequence of this is active support for the development of rural areas and increasing the competitiveness of the agro-industrial complex. It is important to increase the efficiency of use of available land resources. Moreover, in the context of the WTO, it is advisable to actively use tariff and non-tariff restrictions to properly regulate imports. The main directions of import substitution were determined in order to ensure food security in the Russian Federation. The priority of them are: the production of milk and dairy products, pork, poultry, fish. [1, p. 230]. Greenhouse farming is developing widely. The cultivation of garden and fruit trees is actively invested. But all these areas have both strengths and weaknesses. Actively support the activities of farms and personal subsidiary farms. But in this case, producers face not only the difficulties of organizing and registering their own business, but also the problems of promoting their products to the consumer, i.e. directly to the counter. The elimination of a large number of intermediaries and bureaucratic barriers to additional documentation will allow farmers to increase their profits and reduce production costs. Russia has the necessary assets to realize the goals set by the State Program for the Development of agriculture and regulation of agricultural products, raw materials and food for the years 2013-2020. At the same time, the most basic advantages are the vast areas of agricultural land, the available factors of production, labor resources, etc. It is necessary for the state to organize their effective use and application in order to achieve the set tasks and provide the necessary support. Russia’s trade on the international market in the WTO at the present stage is carried out with the existence of certain advantages and disadvantages. But this makes it possible for the country’s leadership to increase production capacity and increase the competitiveness of Russian products, taking into account the existing opportunities and threats.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.
