After sixteen years of operation, it became apparent that the pit fire protection system installed during construction of the Spokane Regional Waste to Energy (WTE) Facility (1989–1991) was inadequate. A risk analysis was performed by Creighton Engineering Inc., a fire protection consulting firm, hired by the Spokane Regional Solid Waste System (Regional System) and Wheelabrator Spokane Inc. With input from Spokane County Fire District 10 and the City of Spokane Fire Department, a replacement supplemental fire protection system was designed and ultimately installed. This paper will describe the problems with the once state of the art fire system and the planning, design and installation of the new system.

Introduction. The effectiveness of the actions of the fire protection units depends on their readiness for action, that is, on the state of the forces and means of the station and the ability to perform the main task within the existing tactical capabilities. Problem Statement. When developing mathematical models of the operational activities of the fire department, its effectiveness and the assessment of the readiness of fire protection units to extinguish fires, it is important to study the dependence of the death of people in fires on the duration of the fire. This study is devoted to this task. Theoretical Part. The distribution of fires in the Russian Federation for 2016-2020 by their duration and the dependence of deaths and injuries of people in fires, as well as their ratio to the duration of fires in the Russian Federation for 2016-2020, is studied. It is shown that the average duration of the fire during the studied period was 26 minutes, the median value of the distribution was 18 minutes. The dependences of deaths and injuries of people in fires on the duration of fires are approximated by a logarithmic function. When the duration of the fire is up to 26 minutes. the ratio of the number of people injured in fires to those killed decreases exponentially, but remains stable in the rest of the time range. Conclusions. It is concluded that it is necessary to increase the readiness of the fire department for actions to extinguish fires and rescue people, which includes the development of an information and analytical model of the operational activities of the fire department.

The article deals with deformations of channel beds in of various-grained, non-cohesive, rather coarse-grained soils having more than 0.55 mm mean diameter of particles that might form natural pavement at velocities slightly higher than non-erosive ones. Laboratory experiments prove that as soon as natural pavement has formed, modelled bed deforms only a little. Is proposed scheme of calculation of parameters of the channel and the channels deformation. The bed should be erosion normally of the slopes. To estimate the time of deformation is proposed to use for the flow of the bottom sediments of probabilistic formulas, based on a model of K. I. Rossinskii. To determine the diameter of armoring and depth of erosion of the riverbed of the proposed new method of calculation that gives the values close and experienced and method of A.V. Magomedova. Is given block diagram of the calculation riverbed in a non-uniform particle size. Channels sizes you can define by setting a slight excess permissible velocities, or you can take specified values. There is good agreement between the values of erosion obtained in the experiments and in the calculations. In the presence of the surface layer of the slope or the ballast layer of geotextile of various-grained of a certain thickness may be formed armoring, capable of protecting the slopes of the channel from erosion.

Regulation of the Minister of Interior and Administration of 7 June 2010 on the fire protection of buildings, other construction objects and areas, presents a number of requirements that must be met by public buildings and residential buildings requirements, among others, for fire-fighting water supply installations. The article presents an analysis of current requirements for water supply installations in public buildings and residential buildings included in Polish legal acts. In addition, statistical data on the size of the fire are presented and real water consumption in the activities of fire protection units during events. These data were obtained from the SWD PSP program, which is the basic tool for supporting the actions of rescue and fire-fighting units. It turns out that for the objects in question statistically the largest amount of fires are small fires, where relatively little water is used. On the basis of the comparison of the actual water consumption needed to extinguish the fire by the fire department with the requirements in force in relation to the analyzed buildings, too restrictive requirements for these facilities were noticed. Appropriate efficiency of the external hydrant network ensures the possibility of carrying out extinguishing activities. In connection with the above, one should consider the legitimacy of applying high requirements for the efficiency of fire protection installations in facilities.

The increasing impact of wildland fire on human settlements in the USA, and a growing recognition that evacuation might not always to the safest option for those in the path of the flames, continue to spur consideration of alternatives to evacuation among the American public and its fire professionals. Alternatives to evacuation typically include the option for residents to remain in fire-hardened structures while the flames pass; however, it appears there is no clear consensus on whether existing Australian alternatives or new variations should be used in American communities, and if any option will reduce risks to residents and firefighters. This study uses structuration theory to analyse adoption of the shelter-in-place policy created by the Rancho Santa Fe Fire Protection District in southern California. We interviewed professionals working in and around the District and the public affected by the policy. Results suggest that professional support and implementation of shelter-in-place are influenced by the breadth of their personal firefighting experience, their agencies’ flexibility and constraints on innovation, and perceived potential liability for damage from adoption of alternatives. Resident knowledge and understanding of shelter-in-place are also lacking. We conclude with recommendations for continued development of alternatives to evacuation.
