Introduction. The effectiveness of the actions of the fire protection units depends on their readiness for action, that is, on the state of the forces and means of the station and the ability to perform the main task within the existing tactical capabilities. Problem Statement. When developing mathematical models of the operational activities of the fire department, its effectiveness and the assessment of the readiness of fire protection units to extinguish fires, it is important to study the dependence of the death of people in fires on the duration of the fire. This study is devoted to this task. Theoretical Part. The distribution of fires in the Russian Federation for 2016-2020 by their duration and the dependence of deaths and injuries of people in fires, as well as their ratio to the duration of fires in the Russian Federation for 2016-2020, is studied. It is shown that the average duration of the fire during the studied period was 26 minutes, the median value of the distribution was 18 minutes. The dependences of deaths and injuries of people in fires on the duration of fires are approximated by a logarithmic function. When the duration of the fire is up to 26 minutes. the ratio of the number of people injured in fires to those killed decreases exponentially, but remains stable in the rest of the time range. Conclusions. It is concluded that it is necessary to increase the readiness of the fire department for actions to extinguish fires and rescue people, which includes the development of an information and analytical model of the operational activities of the fire department.

Problem statement. The introduction of judicial conciliation procedures in the arbitration, civil and administrative process in order to protect the rights of consumers of services can serve as a positive impetus to the development of civilized out-of-court dispute resolution. However, the corresponding norms of APC RF, CPC RF, the CAJ RF and the Regulation of judicial reconciliation includes a number of provisions that are subject to critical analysis. Special attention should be paid to the rules that establish requirements for candidates for judicial conciliators, in terms of the need for retired judges to conduct research activities, which can hardly be considered justified. Purpose and objectives of the study. To identify the essential features of the application of judicial reconciliation in the protection of the rights of consumers of services during the reform of the procedural legislation of the Russian Federation. Objectives of the study: to perform judicial reconciliation in the protection of the rights of consumers of services to identify deficiencies of legal regulation in the field of judicial reconciliation under the protection of the rights of consumers, to formulate separate proposals for reform of the law. Method of research. We used empirical methods of comparison, description, and interpretation; theoretical methods of formal and dialectical logic; and historical-legal and comparative-legal methods. Results, brief conclusions. It is determined that the current Russian legislation in relation to the judicial process now provides for three types of conciliation procedures used to protect the rights of consumers of services: negotiations, mediation and judicial reconciliation. Mediation and judicial reconciliation, although separated by law, are not fundamentally different in nature. Although there are different requirements for mediators in these types of reconciliation, the appropriateness of such a separation is not sufficiently convincing. It is established that the requirements imposed on conciliators in combination with the powers vested in them can negatively affect the results of reconciliation to protect the rights of consumers of services. In this regard, it is proposed to amend the relevant procedural codes and the Rules of judicial reconciliation, which would eliminate the identified contradictions and shortcomings.

ABSTRACT In this paper the author draws from experience gained at the new ENL (ExxonNefigas) Export Terminal at DeKastri in the Russian Federation. The Terminal received first oil in late September 2006, to export through 5 new build tankers loading at the new Single Point Mooring facility. The oil is produced to the east of Sakhalin, and is pumped via the Chaivo Terminal across Sakhalin Island and the Tartar Straights to mainland Russia. Once ashore the pipe route turns south to DeKastri, a total run of approximately 230 kilometres. The main task set was to prepare for and conduct a Tier 1 Drill for Offshore and Shoreline Response, so as to demonstrate to the Russian Authorities the ENL capability and level of readiness. There was a large amount of equipment to be commissioned, stored in a dedicated Oil Spill Response (OSR) warehouse within the terminal. Equipment is also located on 2 dedicated vessels used for mooring and icebreaking duties. The response team to be trained were all Russian Nationals, many of whom had already attended nationally accredited courses but lacked practical experience. For this reason the priority for training was to assess the most likely scenarios along pipelines, the terminal and the SPM, and to conduct a series of exercises building up to weekly Drills that encompassed all aspects of a real mobilisation. The acting team lead had to supervise briefings, select appropriate equipment, and identify logistics and safety and welfare arrangements. At the operational location the seasonal variation of the weather is a huge factor, so it was vital to run exercises to cover all eventualities both onshore and offshore. As well as the preparation of the team and equipment response procedures had to be examined and modified, introducing a system to ensure complete readiness of all the factors that contribute to an effective Tier 1 response. The paper will explore the process of preparing for first and identify issues faced along the way.

In the article the modern directions of development of outsourcing and their relevance in modern conditions are considered. The role and need of complex outsourcing is reflected. The author has made the scheme of the organizational mechanism of interaction due to practical use of complex outsourcing. The most popular IT — outsourcing services are analyzed. Dynamics of services of the fulfillment is given in the Russian Federation. Conclusions are drawn on further development in Russia of services of outsourcing.

The article raises the urgent issue of the importance of analyzing the areas of activity implemented by the representations of economic entities of the Russian Federation abroad. One of the main tasks of opening a representative office of an economic entity abroad is its access to the international market. This was also the result of problems associated with a significant shift in the political and economic systems. Today, Russian business entities set themselves the goal of not just protecting their activities, but the goals of growth in company value, capital growth, and access to the foreign market, which is a new sales market, have come to the fore. The scientific novelty of the study is due to the identification of an important task facing domestic business entities that have representative offices abroad in terms of expanding and deepening industry specialization, and the presence of Russian business representatives in various segments of the international market outside the energy sector. In the current situation, the main task of the Russian economy and the largest domestic economic entities is to increase the number of representations of Russian economic entities in market segments other than the oil and gas sector: in agriculture, manufacturing and chemical industry, engineering, financial sector, telecommunications and logistics etc.

The worldwide spread of the coronavirus caused a worsening of the economic situation, as well as an aggravation of existing socio-economic problems. At the same time, the inability of supranational structures to respond to the current situation cast doubt on the prospects of a globalized world. So, modern realities lead to the fact that each state will have to seek a way out of the economic crisis on its own, this applies to both large players and members of supranational associations as European Union. Therefore, the main task of states is to formulate a national plan to adapt to the current situation, minimize costs and losses, and also take specific measures to reach pre-coronavirus indicators. Given the scale of the Russian Federation and the differentiated level of development of the Russian regions, it seems effective to work out regional levers to stimulate economic activity. In this case, the author proposes the development of the regional banking sector, the purpose of which is to stimulate regional financial and economic activity, including creating conditions for business.

The relevance of this topic is due to the need to realize the maximum potential of Russian higher education as an instrument of “soft power”. The purpose of this article is to analyze the problems that accompany the solution of the main task — the political socialization of international students studying in the Russian Federation. The article covers three main aspects. The first is the absence of a minimum level of knowledge of the host country for high-quality political socialization of international students; the second is the lack of full-fledged motivation for real, not formal socialization, the third is the lack of the same motivation for the effective and meaningful implementation of a set of profile measures among the employees of the receiving side. The lack of resolution of the above three problems makes it impossible and meaningless to work to achieve the main goal — the political socialization of international students studying in the Russian Federation. The main reason for the urgency of the first problem is the orientation of higher education of foreign students in the Russian Federation to maximize profits to the detriment of its other goals, the second is the cultural code of the majority of international students, and the third is systemic management ‘failures’ in Russia itself. At the same time, the unresolvedness of these problems significantly complicates the work with one of the most promising categories of international students — immigrants from the countries of the Greater Middle East, Africa, South Asia and the Asia-Pacific region.

The issues related to the analysis of export and import of goods between two neighboring states: the Republic of Poland and the Russian Federation have been examined. Relations between the EU countries and Russia to date have been in a significant crisis. Cooperation in the economic field is reduced in the context of mutual sanctions. According to the authors, for the Russian Federation in the near future the main task should be set – economic rapprochement with the countries of the European Union and further negotiations on easing mutual sanctions, since these and other reasons significantly complicate the countertrade in goods and services and impede European integration. It is obvious, that European companies are also interested in normalizing commercial and economic relations. The limitations of non-tariff regulation in foreign trade have been considered also in the paper. It has been concluded on the need to gradually mitigate restrictive measures. And efforts in this direction should be made by both the Russian Federation and the member States of the European Union, including the Republic of Poland.

The article briefly analyzes the main indicators used to assess the effectiveness of the organization of forest fire protection in the Russian Federation. The need to improve approaches to such an assessment has been substantiated. Based on the expert analysis of various situations and existing operational indicators of aviation forest protection units and regional dispatching services, it can be concluded that all possible factors that affect the effectiveness of work should be divided into two groups: organizational and weather-related. At the same time, all organizational factors ultimately affect the area covered by the fire. Weather factors cannot be controlled, and their influence must be excluded when calculating performance indicators. Thus, all indicators that characterize the weather factor are directly or indirectly related. The article proves the expediency of using the indicator of fire season intensity to account for weather factors. It is proposed to calculate the relative deviation of the values of forest fire frequency and intensity from the average long-term values for assessing the effectiveness. The article provides a formula, an algorithm, and a number of recommendations for automating the calculation. A verbal-numerical scale of conditional assessment of the effectiveness of forest firefighting units is proposed. The interpretation of the values of the conditional indicator of the effectiveness of forest firefighting units for the selected scale is given. On the basis of the proposed method, an analysis of the effectiveness assessment of organizing forest fire protection in 2019 for all constituent entities of the Russian Federation is carried out. In the framework of the existing accounting system of forest fires, the cost of their suppression, as well as the features of existing system of account of funding of activities related to the protection of forests from fires, the proposed approach is optimal for assessing the forest fire service as it considers previous work experience in a variety of weather conditions. The proposed approach can be used in systems to support management decisions in the field of forest fire protection, which will significantly increase the adequacy of management decisions in the forest sector.

The state policy of the Russian Federation in the sphere of domestic and inbound tourism is quite active. The final Federal target program "Development of domestic and inbound tourism in the Russian Federation (2011–2018)" and the ongoing work on the project of the new program document proves that tourism is one of the priorities of the domestic economy. The current tourist industry and infrastructure have formed the basis for the development of a variety of tourist programs and routes. The competition between individual destinations and tourist product is significantly increasing. The key competitive advantage is the satisfaction of the tourist. Strategic approaches and operational activities to the promotion of Russian national tourist product in the international arena and in the domestic market require the transformation and implementation of systemic and targeted administration in the conditions of the growing market and the increasing competition in the tourism industry. The ability to offer the traveller not only interesting but also comfortable, safe, appropriate to the spiritual needs of the tourist product, becomes the main success factor of tourism companies. The article discusses the problems of implementing cross-cultural communication as a tool for creation of comfortable tourist environment.
