Regional tourism development: Financial aspects (Case study: Yaroslavl Oblast)

The article focuses on the financial aspect of regional tourism development, with Yaroslavl oblast selected as a case study. In the article, the author proposes a practical approach to the identification of the financial flow influenced and generated by regional tourism development. The author states that the financial flow consists of two components: financial provision/assurance (the funds required for policy measures implementation) and tourist turnover (tourism-generated income, which is tourism contribution to the gross regional product). Financial provision/assurance is regarded as part of the resources provision intended for policy measures, the author demonstrates the possible approaches to its specification and dwells on the approach taken to develop the target project “Tourism development strategies for Yaroslavl oblast: period of implementation – up to 2025”. The author also provides an evaluation of tourist turnover as predicted for Yaroslavl oblast, with due consideration given to the tourism development policy measures implementation in the framework of scenarios proposed. In particular, the author describes different approaches to predicted tourist-arrival volume evaluation, demonstrates calculations of future tourist expenses, and provides a description of two alternatives for tourist turnover calculation. Moreover, the author puts forth a methodology of tourist turnover prediction based on practical calculations and regarded from a strategic perspective. Thus, the author attempts to specify the calculation procedure, which is prerequisite for effective policy decision-making and regional tourism development strategy formulation. The author insists on the urgent nature of the issues raised in the article, especially in the light of the current trends in global tourism development.

Purpose This paper aims to identify and determine regional tourism axes in Hormozgan Province, Iran, as a region with significant potential Design/methodology/approach The research method is quantitative and uses the fuzzy accreditation tool and TOPSIS model; the identification, determination and ranking of regional tourism axes have been performed by analyzing the spatial distribution of tourism attractions in the GIS environment. Findings The results show that given the capacities of Hormozgan Province, at least 15 axes are recognizable. This paper highlights regional tourism planning as a tool for urban and rural socio-economic development in potential provinces such Hormozgan. Originality/value This study provides a number of practical implications for regional tourism development as follows: it identifies some of the most important potential axes in Hormozgan Province, which can be considered as investment areas in the national and regional tourism development strategy. The spatial results of this study could be embedded in all urban and rural developmental plans in the province. Tourism investment should shift its spatial concentration from the spot approach, especially islands and cities, to the axis approach while equipping those axes as comprehensive spatial strategic regional tourism plans. Sectoral tourism in each sector including sports, economy and nature could be planned as if sectoral institutions and organizations are going to develop their own tourism goals.

-National parks and other categories of protected areas are often assumed to enhance regional economic development due to park tourism. The current study attempts to estimate the impact of the Hohe Tauern national park (Austria) on tourism by exploring whether and to what extent the national park may have had an influence on tourism development. For most national park communities, the results suggest that the establishment of the national park had some impact by enforcing an already positive trend or by weakening or reversing a negative trend of tourism. However, breakpoint tests exhibit turning points up to several years after the establishment of the park, indicating that taking a national park as the basis for tourism development is a medium to long term development strategy. In the short term, the impact of a national park on tourism is not measurable. Tourism increased by 1 to 3% annually after the breakpoint, indicating that the establishment of a national park has to be incorporated into the tourism and development strategy of a region right from the start. The causal relationship between the establishment of the national park and tourism development may be weak, in particular in communities where the difference between the actual and the forecast numbers of overnight stays is small. Abstract. Sustainable tourism must consider three aspects of sustainability, namely economic, social and environmental aspects. To support sustainable tourism development, the community's role in tourism development or Tourism Based Community (TBC) is one of the critical principles that must be fulfilled because it is the component closest to and tied to regional tourism. This research examines the community's role in Girsang Sipangan Bolon District, Simalungun Regency in the development of sustainable tourism. The study uses quantitative methods by collecting data through distributing questionnaires. The observations show that the participation of local communities related to sustainable tourism in Girsang Sipangan Bolon is classified as good with an overall average score of 3.8 out of 4.5 for several indicators of local community participation in sustainable tourism

The article describes the development of the tourism industry on the use of tourism resources as the basis for the formation of the tourist product. The peculiarities of the formation of the tourism industry in Khmelnitsky region have been revealed. The definition of the concept of “tourism resources” has been offered. The list of nature monuments, historical and cultural monuments, and state reserves has been used. It is noted that historical-cultural and agricultural sights of the region are included in the State registry. The regional problems of tourism development and the reasons that hamper the development at the tourism industry have been analyzed. The implementation and realization of the program of tourism development in Khmelnytskyi region for 2013-2015 have been disclosed, it was developed in accordance with the requirements of the law of Ukraine “Of Tourism”, the regional development Strategy of Khmelnytsyi region for 2011-2020, the order of the Cabinet of Ministers of Ukraine “Of Approval of Strategy of Development of Tourism and Resorts”. Among other important factors restraining the development of the tourism industry relate to the marketing component of tourism policy, which should be called the underdevelopment of the information infrastructure of tourist business, which makes domestic and foreign tourists to quickly obtain useful information about tourist and recreational potential of Ukraine, book in advance and book travel services. The factors that constrain the development of the tourism industry have been shown. They relate to the marketing component of tourism policy and they are component of the development of the tourism industry in Khmelnytskyi region. The natural potential of the National Park “Podilski Tovtry” has been in details. Today, especially increase the importance of regional tourism policy, Khmelnytsky region is one of the perspective regions of tourism development our country. This is due to the favorable peculiarities of its geographical location, favorable climate, and rich natural resources, historical-cultural and tourist-recreational complex, which would satisfy the needs of the population in sanatorium-resort treatment, recreation and tourism.

The aim of thus study is to establish a community-based tourism development strategy in Tidung Island. Researcher use Strategy Management matrix, In this research, tourist entrepreneurs and tourist as an observation unit and is determined as an analysis unit of the company that is the decision makers are very influential in the company itself, including related Human Resources, Finance, Production, and Marketing. Eigen Factor score is use ase the weighting input data from the results of questionnaires. From the questionnaire, a score is obtained from the average given by the respondents at each key success factors, where in the input process the researcher used IFAS / IFAS Matrix, and in the process of strategy formulation, the researcher used the recommendation from the Grand Matrix Strategy output. The results of the output recommendations, which will then be implemented in the development of community-based tourism on the island of Tidung. Based on the Grand Matrix Strategy chart seen that the outline of Tidung Island tourism into the weak category, where the quadrant Challenges and Weaknesses is much greater than the strength and opportunities. Thus the strategy that can be done is with; improve tourism governance by maximizing the function of tourism development programs of DKI Jakarta Province, encouraging the Provincial Government of DKI Jakarta to allocate funds and attention to alternative tourism such as marine tourism located in Kepulauan Seribu, maximizing Community Service Activities of Higher Education as a medium of knowladge community transfer Tidung Island, improving the mode of transportation and increasing the frequency of ship felling Jakarta - Pulau Tidung.

This article is about to discover the concept of rural tourism developmental strategies based on rural and local wisdom in the Island of Bawean in Gresik Regency. The research uses qualitative mrthod in which the mapping and inventory of primary data sources of rural based potential tourism with local wisdom are taken. The results show that the tourist potentialities among others are: (1) natural potencies of tourism which include Lake Kastoba, the Gili Island, the Cina Island, Noko Island, Nyimas Beach, Mayangkara Beach , Laccar waterfall, Pattar Selamat waterfall, Sangkapura hot spring; (2) Religion (historical) tourism potencies including Jherat lanjeng (Long Ceemetery), Siti Zaenab Waliyullah Cemetery, the Cemetery of Maulana Umar Mas'ud, Kercengan arts and culture, Mandailing arts and culture, and there is also Deer breeding of local type, typical culinary, woven mats made of pandan leaves and so much more. This research suggests that the regional Government of Gresik (Regional Tourism Agency) and Provincial Tourism Office of East Java have to promote their tourism potentials as a sustainable flagship program.

This study discusses how the sustainability tourism development strategy in every regency be able to improve the social welfare of local communities. The decentralization program has given freedom and policy to enhance the role of regional tourism to be more competitive. This study is using qualitative methods to be able to explore the empiric phenomenon of deeper problems that expected to be used as a reference for the strategy development of regional tourism applied in global and digital era, which is very competitive and professional through the strategy of well structure and systematic tourism program to be effective and efficient.
