Problems and prospects for the implementation of professional standards in the Russian reality is one of the most urgent topics for discussion in the professional community. The professional standard «Specialist in the field of labour protection» defines the qualification requirements, among which are the requirements for education. The number of specialists with higher education in the field of «Technosphere safety» is limited due to the fact that such training of bachelors began in Russia only in 2009. In addition to the qualification requirements, the professional standard also establishes the labour functions of workers occupying the position of labour protection specialist, which should be reflected in the employment contract. And the name of the position should coincide with the names presented in the professional standard. The authors analyse the necessity and problems of implementing the professional standard «Specialist in the field of labour protection».

Prospects for higher library education are discussed within the context of the professional standard «Specialist in library information activities» (2014) as a regulatory document to lay down requirement to job content and conditions, qualification and competences, actual functions (required procedures, skills, and knowledge) of various library professionals are discussed. The dependence between the education content and library practical demands and the need to overcome their disparity are revealed. The expanding range of professions for libraries is characterized. The author concludes that the professional standard is an innovative and relevant document needed to reform the higher education in librarianship and the professional training curricula. Its implementation is to improve acmeological parameters of library education, to make universities’ education program relevant to professional practice. The author emphasizes that universities will have to work hard to develop new core professional programs, to integrated them with the requirements of the professional practice (including through the more efficient interaction with employers). To consolidate professional attitude toward the challenging issues of the forthcoming reform and to implement networked education technologies for deep professional training, coordination of regional higher schools activities is needed.

The existing classifier of qualifications appears to be replaced by professional standards (PS) for specialists of preventive medicine, approved by the order of the Ministry of labor of RF № 399n from 25.06.2015. This is a multifunctional regulatory document setting requirements for the content, quality and conditions of the work, qualifications and competencies, professional education and training for skills required to meet this qualification, as well as a description of the ethical standards that are obligatory for the acceptance and respect of all members of the professional community. The standard includes the main type of professional activity of specialists of preventive medicine direction - ensuring sanitary and epidemiological welfare of the population and protection of consumers, identifies summarized working functions and corresponding qualification levels for the specialist, as well as requirements for education and practical activities which are necessary for their implementation. For the each working function included into the standard there are identified required knowledge and skills. The Federal educational-methodical Association in the field of the science of health and preventive medicine prepared a new educational standard in which the professional tasks and competences of the future specialist were both harmonized with the labor functions described in the standard and aligned with the major employer of graduates - Federal Service on Surveillance for Consumer rights protection and human well-being. Conclusion. The implementation of the professional standard provides a number of advantages for specialists of preventive medicine, its employers and professors of universities. Continuous updating of professional standards will allow to assess the quality and level of employee competencies, mainstream vocational training programs at all levels, aimed at creating and improving the professionalism of preventive medicine direction.

Modernization of vocational education in Russia is caused with the needs of intensification of innovative economic development of the country and the need for positive changes in social and cultural space of the Russian society. According to the program documents, the strategy of education modernization aims at changes of its content, resources, and conceptual installations in the education individualization, development and improvement of graduates’ competitiveness. Vocational tourism education in this article refers to the institutional and structural integrity of the educational environment in the field of tourism. Its purpose is training specialists for the Russian tourism as a developed integrated system which represents the most appropriate format for the solution of problems of modernization, as it has: unity industry competence framework of profession, opportunities for implementing optimal trajectories for the continuous professional development of students, integrating the factors of social and economic as well as social and cultural character, where the first one is the factor of integration in professional environment. Integrated environment is the conceptual unity in the understanding of competence models of graduates and in particular the knowledge component of the model. The aim of the study, which results helped to write this article was to identify the identity of their ideas about the knowledge component of training, as well as on the compliance of submissions of the universities to the ideas of the professional community that created the Project of the professional standard of a specialist in tourism on the example of a particular profession in tourism, which are taught in accordance with the purposes of the main educational programs of higher education, by different universities. The object of study is the model of the graduate schools in the field of vocational tourism education, the subject knowledge component of the model and its conformity with the view of the necessary knowledge of the professional community in tourism. For the purposes of the study there were selected 15 of the basic educational programs of higher education of various universities that train "managers of tourism". The educational programs belong to different areas of training ("Tourism", "Management", "Service", "Recreation, sports and health tourism", "Social and cultural service and tourism"); for their analysis there were identified three parameters: "results of education", "requirements for applicants", "the composition of knowledge components." The results of the analysis were compared with the results of the qualitative analysis of the knowledge components of professional standard. As a result of the comparative analysis there were identified polyarchy of knowledge components of programs, which is interpreted by the authors as the problem of formation of integral system of vocational tourism education and its modernization obstacle. As a solution the authors propose ensuring the openness and transparency of dialogue in inter-University discussion of the competence models of graduates of specialized training areas and in the development of approximate basic educational programs, and experimental implementation of the development results and regular monitoring of graduates’ professional socialization processes.

The article devoted to the changes in the levels of vocational education and the qualifications of graduates of higher education organizations. Simple parameters of graduates of a single-level Soviet higher school in the form of qualifications – the engineer was understandable to consumers and corresponded to the labor qualifications of workers, primarily enterprises. The transition of Russia’s higher education system to a multilevel system led to the establishment of incomprehensible qualifications for employers such as bachelor’s and master’s degrees for university graduates. It is offered to graduates of higher educational institutions, who have mastered the bachelor and master’s programs, to assign not the qualifications, but the academic degrees of bachelor and master. And for the «recognition» of graduates of various universities to give them an annex to the diploma with a list of formed competencies. Presented the stages of changing educational standards, beginning in 1994. Revealed the inconsistency of professional and educational standards regarding the formulation of requirements for the education of workers. The generalized content of the professional standard of a typical production specialist is disclosed. The levels of qualifications of the Labor Code are given. It is shown that graduates of higher education organizations that do not have professional experience will begin to acquire it for 4 or 5 skill levels. The basic level of qualification of bachelors and specialists is 6, which is confirmed in professional standards. Attention is drawn to the formation in the students of the aggregate of two groups of competences: professional and social, which meets the requirements of professional standards of specialists. To guarantee the quality of training, it is proposed to provide a competence model of graduates for approval and review to employers who will compare it with the official duties of employees of relevant qualification levels or with a professional standard.

Improving professional training and optimizing the work of doctors who provide medical care to patients who come into contact with harmful occupational factors require the approval of a professional standard for the occupational pathology physician. The purpose of the study was to analyze the opinion of the professional community about the importance of various labor functions and labor actions, priority knowledge and skills of occupational pathologists in the development of a professional standard. To achieve this goal, an on-line survey of physicians in occupational pathology and occupational medicine was conducted. Analysis of the survey results showed that the significance of professional competencies is evaluated by specialists to varying degrees. Primary focus is on examination of professional suitability and the link between diseases and the profession. However, correlations of competencies of various blocks indicate the importance of all areas of work of a professional pathologist, which should be taken into account when training specialists in this profile.

Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

This paper focuses on the issues of applying professional standards for preschool and school teachers in the assessment of teachers’ qualifications and the development of their professional skills. The paper reviews foreign practices in the subject and approaches to the organization of qualification exams for teachers in various countries. The discussed issues include the development of such criteria for assessing the quality of teaching activity that would promote professional skills in teachers as well as reveal the outcomes of this activity in students. The paper concludes with an outline of the key elements of the model of professional exam for teachers as a form of assessment aiming to prove that teachers’ qualifications meet the requirements of the professional standard.
