Implementation of Federal State Educational Standard of Preschool Education in the practice of organizations implementing preschool education programs

The article is devoted to the analysis of monitoring federal state educational standard implementation results for preschool education in educational organizations introducing educational programs for preschool education. The federal state educational standard introduction results, and federal state educational standard implementation results for preschool education for 2016–2018 were reviewed and analyzed. According to the requirements for the federal state educational standard implementation, all monitoring indicators are divided into fi ve groups. Within each group, the analysis was conducted and conclusions were drawn on the results of the federal state educational standard implementation for preschool education in federal districts. Promoting the development of preschool education is one of the priorities of the state program «Development of Education», aimed to ensure the availability and quality of preschool education in all constituent territory of the Russian Federation.

In particular, the tasks presented in the workshop reveal the specifics of the discipline on such problematic issues as financial security of the state, ensuring economic security in the framework of monetary policy, assessing tax policy trends from the standpoint of economic security criteria, social policy in the strategy of economic security, economic security of regions and business entities. Meets the Federal state educational standard of higher education in the specialty 38.05.01 " Economic security (specialty level)". It is intended for cadets and students studying in higher educational institutions, including educational organizations of the Ministry of internal Affairs of the Russian Federation.

The article covers current trends in the worldwide experience of quality assessment in preschool education. The authors have analyzed the world's best practices in assessing the quality of preschool education. One of the tools recognized in the world community is the ECERS-R scale. The authors share understanding of the ways to apply these scales to quality assessment in accord with the requirements of the Federal State Educational Standard for preschool education and make it possible to assess the quality of conditions for development, moral instruction and education of preschool children. The ECERS-R scores make it possible to reveal the development vector of a preschool educational organization. When using ECERS-R scales for a comprehensive assessment of the quality of education in preschool educational organizations, the assessment becomes the key to the development of the preschool establishment. Identifying and bridging the gap between the norm of the standard and activities of the institution, i.e. the goal and the reality, shape the key directions in work. On the basis of this assessment, a program for development of a preschool organization should be defined. The authors conducted a research on introducing the ECERS-R scales into activities of the teaching staff to improve the quality of interaction between employees. The researchers worked out and implemented a plan for improving staff interaction and collaboration based on the ECERS-R scales. The work carried out showed a significant qualitative improvement in the interaction between employees, which consequently affects the education quality.

The article discusses the problem of teaching the Russian language in modern conditions of the functioning of educational organizations. The reasons for the decline in literacy of the younger generation and Russian citizens are described, among which are population migration, insufficient attention to teaching methods, etc. The requirements for primary school graduates in terms of mastering the Russian language are outlined in the draft new version of the Federal State Educational Standard for Primary General Education. Approaches to their implementation are being outlined, which will make it possible to positively affect literacy in our country. The article evaluates the discussion on the support and development of the Russian language, which took place at a meeting of the Russian Language Council under the President of the Russian Federation in September 2019.

The goal of this study  is to transmit the project results contributing to ensuring the education system effective management by improving the education quality, to achieve the continuity of preschool and educational organizations educational programs, including ensuring the territorial accessibility of educational organizations.Materials and research methods.  The research was based on the results of work performed within the project “Analysis of changes in the education system related to the network restructuring, educational organizations enlargement and educational centers creation, including preschool educational organizations”. The methods used within the research are: analysis and synthesis, deduction (induction), search method, fixation and comparison, survey method, statistical processing of information, selecting experts and expert judgment, competencies, discussion, organizing events, Internet channels technical support, network communication with “instant” access to information; material presentation (problem, contextual), description, developing the material structure, inclusion method, structuring, proofreading the text material, preparing the content of the material, design method, determining an effective style solution, acquisition method, design and placement method and others.Results of the research.  The urgent issues of preschool education modernization related to the process of creating educational complexes are disclosed. The main reasons for the reorganization of preschool educational institutions are considered, the regional practices characterized by the most effective organization and functioning of educational complexes are presented.Conclusion.  The main trends of the preschool organizations development as part of educational complexes are presented, including managerial actions aimed at improving the educational services quality, which allows citizens to exercise their right to an affordable preschool education that meets the requirements of the federal state educational standard for preschool education.

The article aims to identify and describe the conditions as well as means of teaching that form the zone of proximal development when mastering elementary mathematical concepts (EMC) at an older preschool age (first of all, ideas about quantities: length, area, mass, volume, etc.). Also, the work analyzes the representation of these conditions and means of teaching in modern Russian preschool education programs developed on the basis of the Federal State Educational Standard for Preschool Education. The selection of programs was carried out on the basis of the PRISMA procedure, as a result of which 8 programs were selected out of 43 for analysis according to the selected criteria. Three types of the most common teaching tools were identified in situations when introducing new EMC: samples (visual or verbal instructions, rules), models (schematic representation of essential relations between objects) and symbols (symbolic representation of essential relations between objects). For the main learning conditions, the content and characteristics of those actions in which EMC data are assimilated were analyzed. It was shown that when organizing the formation of ideas about values in older preschoolers, it is psychologically more appropriate to select conditions that require the implementation of actions of selection by magnitude, indirect comparison, as well as measurement using conditional measures that is necessary in situations of representation of modeling or symbolization tools. The obtained results of the analysis of modern Russian preschool education programs indicate that most often they use only one tool — a visual sample or instruction, and the formation of ideas about the values is carried out solely on the basis of the action of direct comparison. The conducted research will make it possible to provide psychologically sound recommendations to teachers, educators and the administration of preschool educational institutions on the choice and implementation of EMC training programs.

The need for basic training in toxicology of students of pharmaceutical universities and departments of toxicology is justified. The experience of teaching toxicology and medical protection to students of the St. Petersburg State Chemical Pharmaceutical Academy was analyzed. Academic teaching staff were trained in the methodology of teaching toxicology, and a participated in the preparation of the all-Russian textbook «Toxicology and Medical Protection» (2016) and three tutorials for students of medical and pharmaceutical universities. It is shown that in accordance with the current Federal State Educational Standard of the third generation, toxicology issues are included in the curriculum of a complex discipline «Life Safety. Emergency Medicine» as a stand-alone module. Students study toxicology in the fifth year having received a good basic training in medical, biological, and professional disciplines in previous years. For realization of cognitive and creative activity of students in the educational process, modern educational technologies are used which make it possible to improve the quality of teaching and to use school time more efficiently. The potential of using algorithmic workbooks, interactive forms of training, test control, case-method for facilitating the perception of theoretical knowledge and improving the quality of practical skills development is demonstrated. Results of the anonymous questionnaire survey, in which 153 of 198 students who studied toxicology and medical protection in the autumn semester of the 2017/2018 academic year participated, are reported. It was shown that more than 80% of the students surveyed are convinced of the need to study toxicology during the undergraduate training of specialists of pharmaceutical profile and positively assessed the methodology of teaching toxicology that is performed at the St. Petersburg State Chemical Pharmaceutical Academy.

The possibilities of using distance learning on the Internet are considered with the fulfillment of the requirements of the Federal State Educational Standard of Higher Professional Education to the learning out-comes according to the indicators established in the discipline programs - to know, be able, and have skills. It is noted that distance learning, being accessible to users, does not have an evidence base for its effectiveness in ensuring the quality of education. In universities with a technological focus, the creation of an educational environment that meets the established requirements is impossible with distance learning. As an additional educational resource, it can be used in organizing students' independent work, studying optional courses, in DPO centers (retraining, professional development).

The article deals with the problem of improving the quality of professional training of cadets of military educational institutions of higher professional education of the National Guard troops of the Russian Federation (hereinafter referred to as military universities of the VNG RF), the solution of which determines the level of security of the Russian Federation. In connection with the changes that have occurred in the educational process on the basis of the requirements of the Federal State Educational Standard of Higher Education 3 ++, as well as in the structure of the troops, the need to revise the content of military education, as well as the choice of more effective methods for its implementation, has been identified. After analyzing the current state of affairs, the possibilities of frame methods were studied, the main advantage of which is the intensification of the educational process through the structuring of educational information. The authors have developed frame schemes, the effectiveness of which has been tested experimentally. All this made it possible for the teacher to devote more time to explaining the educational material of a lesson, eliminating the excessive amount of information, and for the cadets - to study the subject in more detail, to comprehend the information received, and then apply these methods in their future professional activities when training the personnel of their unit in the army.
