The monograph is the result of the work of the team of authors on the execution of the grant RGNF №14-06-00424a "Historical experience of interaction between government and society in the development of General education in Russia (XIX - end of XX centuries)". It describes the historiography and methodological approaches to the study of the problem. On the basis of a wide range of sources, the problems of relations between the Russian government and society in the education of students, determining the content of education in the domestic school. The book is intended for managers and employees of the education system who are interested in the history of the Russian school. It can also be useful for teachers and students of pedagogical educational institutions, all interested in General education.

Актуальность статьи обусловлена в рассмотрении проблемы формирования профессиональной компетентности студентов педагогического вуза для работы в условиях инклюзивного образования. Цель статьи заключается в анализе необходимости формирования профессиональной компетентности через комплексное включение студентов педагогического вуза в образовательный процесс и внеучебную деятельность. В статье проведен анализ подходов к определению понятия «профессиональная компетентность». Автором приведено описание опыта практической работы по формированию профессиональной компетентности в работе в условиях инклюзии у студентов Филиала ОмГПУ в г. Таре. Представленные данные проведенной диагностики показывают результативность комплексного подхода в решении проблемы формирования профессиональной компетентности у студентов педагогического вуза для работы в общеобразовательной школе в условиях инклюзии. Статья предназначена для работников системы образования, педагогов, учителей и студентов высших учебных заведений. The relevance of the article is due to the consideration of the problem of forming the professional competence of students of a pedagogical university to work in an inclusive education. The purpose of the article is to analyze the need to form professional competence through the comprehensive inclusion of students of a pedagogical university in the educational process and extracurricular activities. The article analyses approaches to the definition of "professional competence." The author describes the experience of practical work on the formation of professional competence in work in the conditions of inclusion with students of the Branch of the OmSPU in Tara. The presented diagnostic data show the effectiveness of a comprehensive approach in solving the problem of developing professional competence among students of a pedagogical university to work in a general education school in conditions of inclusion. Article is intended for workers of an education system, teachers, teachers and students of higher educational institutions.

The education sector in Ukraine, as in most other countries of the world, is facing a global challenge due to the spread of the coronavirus SARS-CoV-2. Educational institutions are in an emergency situation and are forced to switch to distance or mixed learning. As a result, there were difficulties with the implementation of a new alternative model, according to which educational institutions have started to work and provide a wide range of their services. The purpose and novelty of the article is a systematic generalization of the results of the extreme mode of operation of educational institutions during the pandemic to adapt them to the extraordinary situation of functioning and further development. The method of research is the systematization of empirical data on individual practices of different types of educational institutions and, on this ground, determination of the possibility of combining in a holistic operation mechanism in terms of the social justice and effi ciency principles. Th e article analyzes the readiness of the education system for distance learning in the context of a pandemic, determines positions for the regulation and sustainable adjustment of educational institutions, ensuring fair access for various segments of society to online resources, the formation of positive scenarios for the education functioning in the epidemic and post-epidemic period. The paper uses the main theoretical positions formulated in the monograph “COVID 19. Great Overload” by Klaus Schwab, economist, founder and president of the World Economic Forum in Davos since 1971, and his co-author Thierry Muller, a publicist and researcher. One of the main provisions concerning education and its long-term development is that the current crisis is forcing society to realize that most decisions are based on moral and fair choices, and that in the future it is possible to move away from personal interests and create a more harmonious society. The UN materials on the analysis of the COVID-19 consequences for the education system and its reconstruction in the future are also used. The study identifies the dynamics of processes throughout the pandemic. Positive and problematic practices are given. The findings obtained from research and experience can be the basis for developing measures to help education institutions to overcome the “transition period”. The key factors of their stability are the general education services (digital libraries, online education platforms), mobilization of teaching and student contingents to work in new conditions, compliance of financial and distribution mechanisms with the requirements of the time.

Aim. Based on the results of multi-year research into the flax gene pool, to form a flax training collection to provide breeding scientific organizations and educational institutions with collection samples as well as with information about the bast crop gene pool. Results and Discussion. The studies were conducted in the crop rotation fields for breeding and seed production of the Institute of Bast Crops of the NAAS (Hlukhiv, Sumska Oblast) in 1992-2018. The field measurements and laboratory analyses were carried out in accordance with conventional methods of field and laboratory studies of collection flax samples.The article presents the results on the formation of a training collection of flax at the Institute of Bast Crops of the NAAS, which has 117 accessions (11 botanical species and three varieties) from 22 countries. In addition to species diversity, the collection includes accessions with different levels of expression of valuable economic and biological characteristics. It also includes accessions selected by phenotypic variability of individual characters or their combinations. The multi-year research into the flax collection accessions resulted in identification of sources of highly-expressed valuable economic traits, which are of interest for the plant breeding course. The history of flax breeding in Ukraine is shown, where breeding varieties that are most widespread or were significant breeding achievements in solving certain problems, are presented. The collection can be used as a visual aid for the plant breeding course in educational programs; in addition, it can provide starting material for scientific and educational institutions. The collection is registered with the National Center for Plant Genetic Resources of Ukraine (certificate No. 00273 dated 04/11/2019). Conclusions. The studies of accessions from the national flax collection allowed us to build up a training collection and register it with the NCPGRU. The collection represents a wide range of biological and economic features of the gene pool of this crop. The collection can be used in the educational process of educational agricultural and biological institutions. The multi-year research into the national flax collection resulted in identification of sources of highly-expressed valuable economic traits, which are of interest to the plant breeding course. The history of flax breeding in Ukraine got covered, and breeding varieties that are most widespread or were significant breeding achievements in solving certain problems are presented.

An integral feature and an urgent task of the modern education system is the use of digital products in educational practice. The forced implementation of mass distance learning in the period 2020-21 showed both the advantages and disadvantages of digital learning and set new horizons for optimizing this process. In May-June 2021, a study consisting of two parts was conducted: 1) an online survey of teachers of the general education system in order to determine the ideas about the advantages and risks for students when using digital products in educational practice; 2) an online survey of adolescent students in order to determine their ideas and experience of using digital products in the learning process. The sample consisted of 482 adolescents aged 13-15 years; 147 teachers of basic education with work experience from 3 to 23 years. Online surveys were conducted anonymously in the form of questionnaires using Google Forms. It was found that 80% of teachers and 98% of students highly appreciate the need to use digital products in educational practice. The majority of teachers noted the predominance of advantages provided by digital products as opposed to risks, the same idea was revealed in the survey of students. Conclusions are drawn about the similarities and differences in the understanding of teachers and students of the goals, forms and advantages of using digital educational products. For example, teachers believe that digital products should be used to copy educational materials and perform independent work tasks; they do not welcome their use during the lesson, which, on the contrary, is the main goal for students. The revealed discrepancies in the views of teachers and students regarding the goals, advantages and risks of using digital products makes the question of finding ways to coordinate and optimize relevant.

The peer-reviewed monographic study by Archimandrite Damaskin (Orlovsky), dedicated to the little-studied problem of the missionary activity of the Russian Orthodox Church and the policy of the Russian government towards the Christian part of the Syrian people, has been carried out on the basis of a vast array of archival primary sources, many of which have been thus introduced into scientific use. It is noted that the peer-reviewed work is one of the first, where the author, acting simultaneously as historian and as agiator, recreates the historical canvas of the saint’s life on the basis of a comprehensive study of archival sources, including documented testimonies of persons who were canonized, but whose names and works were crossed out from the official historiography. The review shows that the historical and agiographic context of the author's study has allowed him to quickly and comprehensively recreate historical facts and events, fates of individuals and to reveal their morality. The reviewer appreciates the historical significance of the book's materials, believing that they deserve the closest attention of historians, foreign policy specialists, political scientists, clergy, scholars in historical psychology. The book will be of interest to teachers and students studying the history of religions and of the Russian Orthodox Church.

The article provides a classification of pedagogical conditions of realization of inclusive education in the higher education system and their analysis in six universities in Moscow. The study involved 212 students from 1 to 4 year studying in different majors and levels of training. The study was conducted by surveying. To study the teaching conditions two groups were identified in a contingent of students: students with disabilities, and without deviations in health. For the analysis of the data we used correlation and factor analysis. The results of the study confirmed the theoretical structure of the classification and showed differences in the estimates of pedagogical conditions of implementation of inclusive education of students with disabilities, and without them. The theoretical framework for the analysis and classification can be used in practice for the study of pedagogical conditions of implementation of inclusive education in educational institutions of different tupes.

The policy of the anti-Bolshevik authorities in Eastern Russia to stabilize finances and currency during the Civil War has already found worthy coverage in scientific works. However, in historiography, the practice of publishing sources on this issue has not been significantly developed. The document published by us reflects the position of the Special Chancellery for the credit part of the Ministry of Finance of the Russian Government on the discussion issue related to the introduction of new types of banknotes in Siberia. The work is addressed to a wide range of readers - researchers of the history of the Civil War in Russia, the anti-Bolshevik movement, international relations and the domestic financial and economic sphere in the specified period.

Since the establishment of the Bolshevik regime, intellectuals as holders of knowledge, ideology and historical experience, were under systematic and constant pressure. Special attention was paid to political control over higher education institutions, particularly in Kyiv. This control concerned reorganization of Ukrainian universities (Russian universities were not reorganised). That is why particular attention should be paid to higher education changes during the early totalitarism period. Kyiv University served as a basis for establishment of Kyiv Higher Institute of People’s Education and other educational institutions. Besides, there was political and ideological purge of teachers and students at the same time. The forms of control over lecturers were detailed questionnaires and reports. Such famous scientists as Hryhoriy Pavlutskiy, Klyment Kvitka, and others were among those lectures. Students were controlled through commissions on political level checks (political registration). Those commissions were the ones that carried out a purge in 1921–1923s. All those actions changed the political and ideological situation in Kyiv Higher Institute of People’s Education.The subject matter of this article is to show forms and methods of control over the lecturers and students in Kyiv Higher Institute of People’s Education. The main sources used in the article are the documents of the fund P-346 (R-346) of the State Archives of Kyiv.

Pesantren as an Islamic educational institution in Indonesia has a meaning and role that is very urgent in order to improve the standard of living and maintain tolerance in a diverse society. The journey of pesantren as an institution that concentrates on the field of education requires mutual attention. The existence of Pesantren is the mandate of the nation, even before the independence of Indonesia, while its implementation at the moment is the implementation of the joint responsibility in accordance with the mandate in the Preamble of the 1945 Constitution of paragraph IV and Article 31 of the 1945 Constitution. The development in Indonesia is carried out by various institutions education both general education and Islamic education that has a different background. The Pesantren as an Islamic educational institution that is built and developed in Indonesia is one type of Islamic education of Indonesia that is both traditional and modern to deepen the knowledge of Islam, live in society and nation. Historically, the development of pesantren in Indonesia has different backgrounds, styles and roles, as well as the struggle to realize national educational goals framed in Islamic religious education. Thus, in this study will be discussed a brief history of Islamic boarding schools, Islamic education in Indonesia as well as about pesantren as educational institutions that have a characteristic nationality.

Актуальность проблемы исследования состоит в анализе новых подходов к обучению в отечественном образовании в указанный период. Цель статьи — с помощью теоретических методов анализа, сравнения, обобщения, систематизации материала педагогических источников, архивных документов изучить особенности применения инноваций в образовании на региональном уровне, отношение учительства к инновациям, развитие новых форм внеклассной работы в региональной системе образования. В статье обобщен архивный материал и некоторые новые историко-педагогические сведения, касающиеся инноваций (на примере региона), которые дополняют имеющиеся в историко-педагогической науке данные, что свидетельствует о теоретической значимости и элементах научной новизны проведенного исследования. Сделаны выводы о том, что педагогический персонал был не подготовлен к использованию образовательных нововведений, однако они были ориентированы на ребенка, развитие его мышления, самостоятельности, трудовых навыков, активности. Результаты исследования могут быть использованы научными работниками, преподавателями, студентами при изучении истории педагогики и образования. The relevance of the issue investigated in the present article consists in the analysis of novel approaches to education in Russia in the 1920s-1930s. The aim of the article is to theoretically analyze, compare, generalize and systematize pedagogical data and archival materials to explore innovations in education at a regional level, to investigate teachers’ perception of innovations, to trace the evolution of extracurricular activities in provincial educational institutions. The article analyzes and generalizes archival data and some newly acquired historical and pedagogical materials associated with regional innovations which complement already existing historical and pedagogical data and, therefore, have theoretical significance and scientific novelty. The article maintains that during the aforementioned period, teaching staff were not ready to fully use educational innovations which, nevertheless were child-centered and were aimed at developing children’s thinking, independence, working skills and vigor. The results of the research can be used by scholars, teachers and students who wish to explore history of pedagogy and education.
