The hereby article discusses the issues related to the existing or required support given by the State to enterprises in order to provide them conditions to innovate. Neoclassical economy puts an emphasis to the price mechanism as a decision making effective tool, but enterprises meet many barriers in creating and introducing innovation, like high cost, high risk or lack of demand for innovation. These phenomena tend to inhibit innovation of enterprises. This means that market is not an efficient mechanism for innovation activity of enterprises, and its imperfections provoke the State’s intervention. The goal of the article is to shape the objectives of State’s impact on decisions of innovative enterprises. Research method is the critical literature review and public data on State’s support on business R&D analysis. The research results show State’s support for both – incremental and radical innovation, which proves that innovative activity of enterprises is far from being a spontaneous, market-based process.

In the discipline of Islamic law research, strong proofing and clear Istinbat method are key pillars in the construction of Islamic law based on the application of the science of usul al-fiqh and maqasid al-shari'ah. However, what happens at the state of Johor’s fatwa institution is the opposite. The fatwa research methods applied by the Fatwa Committee of Johor in resolving current fatwa issues is not based on the right and true discipline of Islamic law research. In fact, current inputs related to fatwa issues are not explicitly stated in the method of determining the law either in the form of reality or scientifically verified. Therefore, this paper will discuss the fatwa procedures undertaken by the Fatwa Committee of Johor based on the methods applied in resolving current issues. The research methodology adopted is library and interview methods. This study shows that fatwa management and production in the state of Johor is placed under the jurisdiction of the Mufti of Johor’s Department. The methods adopted by the Fatwa Committee of Johor covers two methods, namely: internal research methods including literature review through the application of original source and proofs based on syarak. Second: field research method that includes an external review or going to the location of study such as conducting observation, questionnaires and interviews including referrals to specialists of different fields. Maslahah and mafsdah consideration are also implemented by the Fatwa Committee in every fatwa decision based on the standard that meets the interests of maqasid al-shari'ah. Keywords: Metode, fatwa, istinbat, usul al-fiqh, maqasid al-shari’ah ABSTRAK Dalam disiplin penyelidikan hukum Islam, kekuatan pendalilan dan kaedah istinbat yang jelas merupakan tunggak utama dalam pembinaan hukum Islam berasaskan kepada aplikasi ilmu usul al-fiqh dan maqasid al-shari’ah. Namun begitu, apa yang berlaku di institusi fatwa negeri Johor adalah sebaliknya. Kaedah penyelidikan fatwa yang diaplikasi oleh Jawatankuasa Fatwa Negeri Johor dalam menyelesaikan isu fatwa semasa tidak berasaskan kepada disiplin penyelidikan hukum Islam yang tepat dan sebenar. Malahan input-input semasa yang berkaitan dengan isu fatwa juga tidak dinyatakan secara jelas dalam kaedah penentuan hukum sama ada dalam bentuk realiti yang berlaku atau pembuktian secara saintifik. Justeru, kertas kerja ini akan membincangkan prosedur fatwa Jawatankuasa Fatwa Negeri Johor berdasarkan metode-metode yang diaplikasi dalam menyelesaikan isu-isu yang bersifat semasa. Metodologi kajian yang digunakan dalam kajian ini adalah melalui metode perpustakaan dan metode lapangan. Hasil kajian menunjukkan bahawa pengurusan dan pengeluaran fatwa di negeri Johor hanya terletak di bawah bidang kuasa Jabatan Mufti Johor. Metode fatwa yang diamalkan oleh Jawatankuasa Fatwa Negeri Johor merangkumi dua metode iaitu pertama, kaedah penyelidikan dalaman yang merangkumi kajian kepustakaan menerusi pengaplikasian dari sumber asas dan dalil-dalil syarak. Kedua, kaedah penyelidikan lapangan yang meliputi kajian luaran atau turun ke lokasi kajian seperti observasi, soal selidik dan temubual dan rujukan kepada pakar dalam bidang yang berlainan. Pertimbangan maslahah dan mafsdah juga dimplementasikan oleh Jawatankuasa Fatwa dalam setiap keputusan fatwanya berasaskan standard yang menepati kepentingan maqasid al-shari’ah. In this era of technology, people rely on online posted reviews before buying any product. These reviews are very important for both the consumers and people. Consumers and people use this information for decision making while buying products or investing money in any product. This has inclined the spammers to generate spam or fake reviews so that they can recommend their products and beat the competitors. Spammers have developed many systems to generate the bulk of spam reviews within hours. Many techniques, strategies have been designed and recommended to resolve the issue of spam reviews. In this paper, a complete review of existing techniques and strategies for detecting spam review is discussed. Apart from reviewing the state-of-the-art research studies on spam review detection, a taxonomy on techniques of machine learning for spam review detection has been proposed. Moreover, its focus on research gaps and future recommendations for spam review identification.

This research focuses on the acceptance of Instagram users to the visual analogy of sexualitywith food by Instagram influencers when delivering sex education material that is stillconsidered taboo in Indonesia. By using a qualitative approach and a type of descriptiveresearch, this research focuses on the meaning received by the nine informants who haveparticipated. The research method used is Reception Analysis with in-depth interviews as datacollection technique. The literature review used is a visual analogy to explain the taboo aboutsexuality, sexuality in Indonesia, problems of formal sex education, symbolic construction ofsexuality in traditional media, and sexuality content that appears on Instagram social media.The findings of this study indicate that the informants interpret the visual analogy of sexualitybased on the concept of heteronormativity in everyday life. Then, stereotypes about sexualitythat develop in the community also become a reference when they answer questions. Theperception of the state of Indonesia as homophobic and transphobic country, but when facedwith a visual analogy in the form of food, the informants did not object to the existence ofLGBT groups or to the concept of homosexuality

The purpose of this paper is to explore the need to restructure the relations between the Third Sector and the State. The case of Third Sector settlement services in Canada is examined this proposition. This paper takes the approach of a critical literature review to analyze the changing relationship between the Third Sector and the State in Canada from the early 1600’s to the contemporary era. This paper will demonstrate that the State has become restructured to follow neoliberal priorities thereby restricting settlement services and negatively impacting the integration of newcomers. The adoption of collaborative governance is proposed as a way to facilitate access to settlement programming that will support the development of partnerships, capacity-building and the sharing of best practices among settlement service providers. This paper is a call for action to Third Sector organizations and the State to begin to reconcile and strengthen their relationship to better serve newcomers to Canada.

The paper aims to evaluate the state of the literature on public procurement through examination of the works published in the Journal of Public Procurement from 2001 to 2014. 231 research outputs were collected and analyzed (with regard to, e.g., the background theory used, research method, and content of the papers), providing a overview of prior research topics and findings and identifying main gaps in the existing literature. This type of study is unique, as a broad literature review related to public procurement does not currently exist; therefore, the work has been designed with the intention to a) synthetize the prior research on public procurement; b) provide researchers with a structural framework in which future research on public procurement topics may be oriented; c) identify promising and active areas for future research.

This paper examines philosophy in the Pancasila value system. This research can be qualified in philosophical research, the method used in this research is qualitative research method through literature review. The type of method used is descriptive qualitative. While the data analysis technique, the writer uses the technique introduced by Miles and Huberman, which includes data reduction, presentation, and conclusion. This article begins with the formulation of the meaning of philosophy in the Pancasila system. Then describe descriptively related to the function of philosophy in the Pancasila system. Pancasila is the basis as well as the ideology of the Indonesian nation, which can be implemented in the life of the nation and state. While philosophy can be understood as a way of deep thinking to get a truth. Philosophy in the Pancasila system is a philosophy on the basis of the state which consists of five precepts as derivations that have their respective roles, but the goal is the same, namely to manage and realize the values contained in it in the life of the nation and state in Indonesia. Each of the precepts contained in Pancasila is basically a unity that cannot be separated and interrelated. The five precepts as the basis of the philosophy of the Indonesian state are each a representation of the civilization of the Indonesian nation.
