The aim of the article is to present the events of the end of July and the fi rst weeks of August 1914 which led to the creation of two parallel structures: the Polish Legions and the Supreme National Committee, providing political and organizational infrastructure to the former. This topic has already been repeatedly tackled by Polish historians. Most studies, however, focused on the person of Jozef Piłsudski, as well as on the military aspect of the history of Polish Legions. However, this article presents the political aspect of the events in question, including the attempts to answer two important questions about the genesis of the Polish Legions, ie. who and under what circumstances came up with the idea of creating the Legions as regular military units being a part of the armed forces of the Austro- -Hungarian Empire and at the same time having a national, Polish character.

Several years ago, in a general essay on Dominican politics, I wrote a few pages about the political role of the Dominican Armed Forces. I argued that “the history of the past few years in the Dominican Republic may best be viewed as a constant struggle among changing alliances, not in terms of confrontation between civilian authority and the military establishment” (Lowenthal, 1969: 40). I suggested that “far from being a professional institution dedicated to certain principles that impel its occasional entry into politics, the Dominican Armed Forces have never had any significant function beyond politics, except for plunder” (Lowenthal, 1969: 40). Painting a picture of constant struggle within the Dominican Armed Forces, for power and a chance at the spoils, I played down the importance, for understanding the political role of Dominican military officers, of institutional and ideological considerations.

The article deals with the history of celebrating the Liberation Day in Czechoslovakia organised by the state. Various aspects of the history of the holiday have been considered with the extensive use of audiovisual documents (materials from Czechoslovak newsreels and TV archives), which allowed for a detailed analysis of the propaganda representation of the holiday. As a result, it has been possible to identify the main stages of the historical evolution of the celebrations of Liberation Day, to discover the close interdependence between these stages and the country’s political development. The establishment of the holiday itself — its concept and the military parade as the main ritual — took place in the first post-war years, simultaneously with the consolidation of the Communist regime in Czechoslovakia. Later, until the end of the 1960s, the celebrations gradually evolved along the political regime, acquiring new ritual forms (ceremonial meetings, and “guards of memory”). In 1968, at the same time as there was an attempt to rethink the entire socialist regime and the historical experience connected with it, an attempt was made to reconstruct Liberation Day. However, political “normalisation” led to the normalisation of the celebration itself, which played an important role in legitimising the Soviet presence in the country. At this stage, the role of ceremonial meetings and “guards of memory” increased, while inventions released in time for 9 May appeared and “May TV” was specially produced. The fall of the Communist regime in 1989 led to the fall of the concept of Liberation Day on 9 May, resulting in changes of the title, date and paradigm of the holiday, which became Victory Day and has been since celebrated on 8 May.

The current stage of reforming the Armed Forces of Ukraine (AF) confirms that the crisis in the country's economy has significantly affected the system of logistics of troops, which ensures its main task – to maintain the combat readiness of military units and ensure their livelihood in peacetime. The war in the east of the country and the existing state of providing troops showed the need to improve the organization and management of the process of logistical (technical, rear and medical) provision of training and combat use of the Armed Forces of Ukraine, which is currently in the phase of perspective changes and necessitates the development of a new concept of military information management and logistical flows, which will be implemented by a new, more efficient structure, called the "military logistics system". The purpose of the article is to determine the directions for the creation and accumulation of an optimal nomenclature of stocks of material resources in peacetime and their rational separation at the tactical, operational and strategic levels of management. The article describes the contents of the concepts of "logistics", "echelon", "stocking", "operational accounting". Important tasks of modern conditions of process of creation and management of stocks in the course of reforming of the Armed Forces of Ukraine are systematized; variants of the offered models of inventory management are outlined. The goal is achieved through theoretical and experimental research on volume optimization and material separation at all levels of management, which is one of the key problems of military logistics.

The purpose of the article is to research the history of creation and formation of the Chancellery of Contract Affairs – the first supervisory and regulatory body in the field of public procurement in Russia. The early history of the Contracting Chancellery (1715–1717) can be traced in the context of the development of legislative and administrative regulation of public procurement during the reign of Peter the Great. The institution of public procurement itself, according to the author, is associated with the acquisition of distinct features of the modern state by Russia, which was manifested in the previous time. The immediate impetus for the development of the institution was the reform of the armed forces and the resulting mobilization efforts of the supreme power. The very content of the research predetermined the use of source-based and historical-legal methods. As a result of the study, the author states that the creation of a special body – the Chancellery of Contract Affairs, designed to take control of the situation under state contracts, turned out to be the right decision. The well-coordinated work of the Contracting Chancellery with the Senate, fiscal authorities and investigative bodies led to the creation of a number of important regulatory legal acts, almost ‘from scratch’ forming the legislative basis for the institution of public procurement functioning. The need for further work on the designated topic is noted.

Social protests are a feature of democracy in Latin America. When the police cannot handle them, governments, facing threats to their tenure, are tempted to order the armed forces to step in. The military, when ordered to deploy in counter-protest operations, exhibits behaviors ranging from defiance to conditional and full compliance. The article investigates the sources of variation in military responses to mass protests, leveraging a small-n comparative analysis and a diverse case selection strategy. It draws on qualitative evidence from Bolivia, Peru, and Ecuador, democracies with a history of protests. It finds that a combination of the judicial risks soldiers assume if they repress, professional mission preferences, and social identity between the military and the protesters are the most compelling explanations for military responses.

This study is dedicated to the regional history of the East-West conflict on the basis of the relationship between the Germany military and the Belgian armed forces stationed in Germany. The central question it addresses is which factors were largely responsible for the interdependence between actors and institutions of both armies. In addition to analysing the limited time of the peak phase of Belgian military deployment in the Federal Republic 1946–1990, the book concentrates regionally on the military training areas of Vogelsang in the Eifel and the Wahner Heide near Cologne as military contact zones. For this purpose, the author evaluates unpublished archival sources at the local level for the first time.

The article considers the fact that the Seljuk state was founded by the Oghuz Seljuks, as well as the internal social policy of the Seljuk empire as a prerequisite for a crisis in the country (late XI and early XII centuries). The Seljuks combined the fragmented political landscape of the eastern Islamic world and played a key role in first and second crusades. Strongly Persianized in culture and language, the Seljuks also played an important role in the development of the Turkic-Persian tradition, even exporting Persian culture to Anatolia. The resettlement of Turkic tribes in the northwestern peripheral parts of the empire with the military strategic goal of repelling the invasions of neighboring states led to the gradual Turkization of these territories. Sultans handed out nobles and ordinary warriors to the nobility - ikta, which made it possible for the sultan to maintain power. At the end of the XI century, large conquests ended, bringing the nobility new lands and military booty, which led to a change in the political situation in the country. Know began to strive to turn their possessions into legally hereditary, and their power over the Rayyats - into unlimited; the owners of large Lenas raised rebellions, seeking independence (Khorezm in the 1st half of the XII century). To provide the army with land (ICT), wages, gifts, food, weapons, uniforms, medicines, the Sultan's government went to any expense. The widespread use of ICT in the army has allowed the creation of a stable mercenary army, specializing in the change of people's squads

During the government of AK Party army leaders underprivileged to act as an exclusive guarantor preserving a secular regime in the country. The political balance between Secular and Islamite elites was essentially removed after Erdogan was elected Turkish President. Consistently toughening authoritarian regime of a ruling party deeply accounts for a military coup attempt and earlier periodically occurred disturbance especially among the young. The methods of a coup showed the profundity of a split and the lack of cohesion in Turkish armed forces. Erdogan made the best use of a coup attempt’s opportunities to concentrate all power in his hands and to consolidate a present regime. The mass support of the population during a coup attempt ensured opportunities for a fundamental reorganization of a political system. Revamped Constitution at most increases political powers of the President.

Nowadays, the development of information technologies determines the successful functioning of the political system, since they allow to control political processes, prevent social and political conflicts. Increasing the level of reliability of the information, the most effective use of information resources, external and internal information ropes increase the stability of the political system, stability of the socio-political development of the country. The combination of different telecommunication technologies that create the preconditions for building flexible and high-performance service-oriented systems can be used to solve problems in different industries. However, nowadays, one of the constraints on the implementation and further development of such networks is the theoretical under-development of service delivery models, due to the lack of comprehensive information on the structure of data center networks. During the research conducted by the authors, it was found that the data processing center is the basis for informing the defense ministry of Ukraine. During the research, the authors used general scientific methods of analysis and synthesis, as well as the basic provisions of the theory of informatics, the theory of complex technical systems, the theory of information, etc. During the research, the authors substantiated the main tasks that will be performed by the data processing center of the defense ministry of Ukraine, identified the main information and calculation tasks that will be performed by them. The authors also substantiated the requirements for building a data center of the Defense Ministry of Ukraine. The authors evaluated modern technological solutions and software and hardware for the creation of the information infrastructure of the defense ministry of Ukraine. Possible technical and software for building a reliable and secure data processing center of the defense ministry of Ukraine are proposed. Therefore, the prospective direction of further scientific research of the authors should be considered the justification of ways of improvement of informatization of the armed forces of Ukraine and the creation of information infrastructure of the defense ministry of Ukraine are mobile data centers. This will allow the deployment of information infrastructure in various conditions, including in the open space, which is very relevant for the specifics of actions in the east of Ukraine.
