Através do uso da metodologia qualitativa de construção de cenários, o artigo busca analisar as relações entre Brasil e Oriente Médio, com foco no governo vigente de Jair Messias Bolsonaro, com o intuito de apresentar os possíveis cenários que podem vir à tona com base nas relações atuais. Dessa forma, nota-se nessa primeira metade do governo Bolsonaro, uma ruptura dos padrões adotados durante os governos do Partido dos Trabalhadores (PT) para com o Oriente Médio, de modo que houve a adoção de um alinhamento ideológico aos Estados Unidos da América e, consequentemente, aos aliados do governo estadunidense no Oriente Médio, principalmente Israel. Dado o exposto, a hipótese aqui observada é que a Política Externa Brasileira (PEB) do atual governo, direcionada para os países do Oriente Médio, segue questões ideológicas, ao ponto de que os futuros cenários na região variam de acordo com o país em questão.Palavras-chave: Construção de cenários; Relações Brasil-Oriente Médio; Governo Bolsonaro. ABSTRACTUsing the qualitative methodology of scenario construction, the article seeks to analyze the relations between Brazil and the Middle East, focusing on the current government of Jair Messias Bolsonaro, in order to present the possible scenarios that may come to light based on the current relationships. Thus, in this first half of the Bolsonaro government, there is a break with the standards adopted during the Workers' Party (PT) governments towards the Middle East, in such a way that there was the adoption of an ideological alignment with the United States of America and, consequently, to the American government's allies in the Middle East, mainly Israel. Given the above, the hypothesis observed here is that the Brazilian Foreign Policy (BFP) of the current government, aimed at countries in the Middle East, follows ideological issues, to the point that future scenarios in the region vary according to the country in question.Keywords: Scenarios construction; Brazil-Middle East relations; Bolsonaro government. Recebido em: 28/08/2020 | Aceito em: 10/02/2021.

Abstract The aim of this research is to answer the question how the American think tank experts on the Middle East and US foreign policy towards the Middle East perceive the region and its construction, with a particular focus on the process of Othering. In order to achieve this aim, the article presents the theoretical explanations of the Othering. In the empirical part, the results of semi-structured interviews with the experts are analyzed and presented. The interviews revealed three angles of how the Middle East is perceived. These angles are the geographical location of the Middle East, the securitization of the Middle East and the universal superiority of the United States. The main finding of the research is that the perception of the Middle East is connected with the self perception or the question of “What is the United States of America?”

This chapter aims to analyze the US's foreign policy priorities toward Jordan in the communications of Obama, through the period from 2009 to 2017. It answers the questions: what were the US's priorities in Jordan during the Obama administration? And how Jordan was described by Obama's communications. This work is a creative one, it uses qualitative and quantitative to investigate Obama's activities toward Jordan. In order to classify the US interests in Jordan, we use Byman and Molle's classification of the US's foreign policy interests in the Middle East: counterterrorism, security of Israel, democratization, nuclear proliferation, and oil. This chapter finds that Obama's foreign strategy and approach had been driven by the maxim of ‘multilateral retrenchment', which designed to achieve the United States foreign commitments, reshape its standing among the world powers, and transfer burdens onto foreign partners. The United States of America under the Obama administration substantially depended on Jordan to solve many regional complex issues and crisis.

The article discusses the features and main approaches of Turkish foreign policy in the Middle East. Particular attention is paid to the history of the development of Turkish-American relations. The causes of the contradictions between Turkey and the United States on the security issues of the Middle East region are analyzed. At the same time, the commonality of the approaches of both countries in countering radical terrorism in the territories adjacent to Turkey is noted. The article also discusses the priority areas of Turkish foreign policy, new approaches and technologies in the first decade of the XXI century.

Resumo: A descolonização do Oriente Médio que originou novos Estados na região da Bacia do rio Jordão, coincide temporalmente com um novo arranjo da ordem mundial que se reorganizava no período pós-Segunda Guerra Mundial. A trajetória da política externa da Jordânia na segunda metade do século XX é extremamente didática para entendermos os efeitos das relações de poder entre as nações em âmbito regional e global para a mudança de comportamento dos Estados que praticavam políticas anti-hegemônicas. Nesta trajetória destaca-se a intensa disputa pelos escassos recursos hídricos regionais, à medida que o recurso é fundamental para o desenvolvimento das atividades econômicas e para a própria soberania do Estado. Na já distante década de 1950, poucos anos após o conflito da Guerra de Independência que opôs Israel e os Estados árabes vizinhos, a Jordânia passou a adotar uma postura intransigente em relação à aproximação com Israel, apesar dos esforços dos Estados Unidos para promover a estabilidade regional. Com o acordo de paz entre Egito e Israel, mediado pelos Estados Unidos e costurado na virada das décadas de 1970 e 1980, o tabu da oposição sistemática a Israel foi rompido. Desta forma, este artigo tem como objetivo apresentar as mudanças na política externa da Jordânia na segunda metade do século XX, associando estas mudanças às novas estratégias norte-americanas para região, permitindo a compreensão das novas formas de imperialismo que dominam o cenário do Oriente Médio desde a década de 1970.Palavras-Chave: Jordânia, Estados Unidos, Israel, políticas anti-hegemônicas. Abstract: The decolonization of the Middle East that originated in the new states of the Jordan Basin region coincides temporally with a new arrangement of the world order, which is rearranged in the post - World War II period. The trajectory of the Jordanian foreign policy in the second half of the twentieth century is extremely didactic to understand the effects of power relations between nations on a regional and global level to the changing behavior of States which practiced anti - hegemonic politics. On this path there is the intense competition for scarce regional water resources, as the feature is essential for the development of economic activities and the very sovereignty of the state. In the distant 1950s, a few years after the conflict of the War of Independence which opposed Israel and neighboring Arab states, Jordan adopted an uncompromising stance towards rapprochement with Israel, despite U.S. efforts to promote peace in the region. With the peace agreement between Egypt and Israel, brokered by the United States and sewn at the turn of the 1970s and 1980s, the pattern of systematic opposition to Israel was broken. This paper aims to present the changes in Jordan's foreign policy in the second half of the twentieth century, linking these changes to the new US strategy for the region, allowing the understanding of new forms of imperialism which dominate the Middle East scenario since the decade 1970.Keywords: Jordan, United States, Israel, anti - hegemonic politics.

Oil is a highly political commodity and has more than once taken the centre of the stage in international affairs. This is not surprising in view of its importance in industry and transportation as well as for military activities. Mesopotamian oil was a crucial consideration in a number of the political settlements in the Middle East after the First World War, with the French, British and Americans playing the leading roles, just before that war the British navy had converted to oil, and Britain considered the security of her oil supplies to be an important objective of foreign policy. She had no domestic production. In the 1920s the United States began to fear that her oil reserves were becoming dangerously depleted and she also felt that her security as well as her prosperity depended on obtaining control of oil abroad. The United States sought access to oil concessions in the Middle East, and the diplomatic skirmishes were sharp as the British and Dutch tried to keep her out, not merely from the Middle East, but from south-eastern Asia as well, where production was dominated by the Dutch. Thus oil was an important source of controversy in the foreign policy of a number of countries in the inter-war period.

The paper assesses the impact of the middle East component of the policy of the United States of America, the people's Republic of China and the Russian Federation on ensuring the national security of these countries. We propose an approach to comparing this influence, which allows us to identify the priorities of Russia's policy in the middle East and other regions of the world. The results of the work can be used to justify recommendations to the military and political leadership of our country. It is concluded that the middle East component of the policy of the United States, China and Russia is gaining a significant role in the implementation of the current economic and military policies of the countries of the middle East region.

If European union means anything, it means having a common foreign policy that amounts to more than expressions of pious platitudes. Europe cannot expect anyone to take it seriously if it leaves the United States to defend its interests in the Middle East. ( Independent, 3 August 1990)


After the 1990, it is very important that in the immediate vicinity of the geopolitical changes that have occurred in Turkey. The first changes is Iran and Iraq on the edge. Especially the Turkey-Iran and Iraq, all kinds of geopolitical developments occurring in the triple border, to a critical value. Because the triple border Iran and Iraq by Turkey as a safety check. For this reason, has become the center of all kinds of illegal developments. Iran, conducts a policy of asymmetric after 1990, in the Caucasus, and the Middle East and Central Asia geography. This policy from time to time an anti-U.S. hostility toward the West and exacerbate. The attitude of the West and the United States due to the foreign policy of Turkey's neighbor Iran rather problematic periods. Because the entire Middle East and Central Asia, Turkey's policies on Iran, which is a pretty effective. For this reason, Iran, Turkey is a country that needs to be analyzed by far the best.
