Silence and the Image of Helplessness: The Challenge of Tozen Union

This chapter focuses on the Nambu Foreign Workers Caucus (FWC), the migrant workers' branch of the trade union, National Union of General Workers Tokyo Nambu (hereafter referred to as Nambu), and largely led by English-speaking migrants. It traces the events where the FWC split from Nambu, a trade union largely composed of Japanese-speaking members, to form a new union called Tozen. At the heart of the split was the question of silence. Many Nambu FWC members were troubled not only because they had been silenced by Japanese union members for their inability to speak Japanese, but also because their silence was linked to a sign of powerlessness. They were regarded as helpless victims, unable to act and speak on their own. By looking at Tozen's activities, the chapter also investigates how the union, driven by the need to make noncitizens audible, handles linguistic diversity among its members.

The effort of providing protection for all Indonesian migrant workers abroad is focused on two categories. Firstly, the phase of pre-departure of Indonesian migrant workers in which an approach of cross sectors is carried out by both the Indonesian government and the private agencies in order to prepare them with all the things needed when they arrive at countries of their destination. Secondly is the phase of arrival and post-arrival of Indonesian migrant workers abroad. As in Malaysia, the policy on the arragenment of labor affairs either for Malaysian workers or for foreign workers is officially and legally protected in Labor Act of 1955, Industrial Relation Act of 1967, Trade Union Act of 1959, and in Compensation Act of 1952. The process of labor trials is settled through The Labor Court. This Labor Court no more handles the process of trial of illegally foreign workers. There are needs of establishing Labor Cooperation Agreement (LCA) on the ministerail level, Implementaion Agreement serving as the general policy on the executors level as well as Standardized Labor Contract which has been amended. The establishments of Labor Cooperation Agreement, Implementing Agreement and Standardized Labor Contract should occur before all workers leave Indonesia and are aimed at providing legal protection for every single Indonesian migrant worker. In order that there is no collision between the Malaysian laws and Indonesian laws, the government officials of related issues of both countries must do observations and conduct discussions without neglecting the prevail laws of each country. Any issue of labor affairs should always be referred to the laws of both countries.

ABSTRACTIn recent years South African cities have become home to a large number of undocumented migrant workers. If trade unions do not organise undocumented migrant workers, it opens up such workers to exploitation and maltreatment by employers, thereby creating a split labour market that undermines the entire labour movement. This article focuses on the responses of the national trade union movement in the private security sector to the presence of undocumented workers at the grassroots level. Using a case study approach, we find that the pressures of labour market informalisation in the industry prompt unions to seek to maintain and advance their position from their traditional support base of citizen workers rather than attempt to include new groups. The failure to engage is reinforced by anti-immigrant attitudes which link foreigners with problems in the industry such as low wages and portrays such workers as co-conspirators rather than comrades. While justice and solidarity have always been the foundation of trade unionism in South Africa, the movement is in danger of failing this test if the current situation in terms of the exclusion of undocumented foreign workers persists.

Background American educational legislation suggests culturally competent speech and language services should be provided in a child's native language, but the number of multilingual speech-language pathologists (SLPs) is negligible. Consequently, many monolingual English-speaking practitioners are being tasked with providing services to these populations. This requires that SLPs are educated about cultural and linguistic diversity as well as the legislation that concerns service provision to non-English or limited English proficiency speakers. Purpose This qualitative study explored the experiences of monolingual, American, English-speaking SLPs and clinical fellows who have worked with immigrant and refugee families within a preschool context. It investigated what training SLPs received to serve this population and what knowledge these SLPs possessed with regard to federal legislation governing the provision of services to culturally and linguistically diverse (CLD) communities. Method Ten American clinicians with experience treating CLD children of refugee and immigrant families in the context of preschool service provision participated in the study. Semistructured interviews were utilized to better understand the type of training clinicians received prior to and during their service delivery for CLD populations. Additionally, questions were asked to explore the degree to which practitioners understood federal mandates for ethical and effective service provision. The data collected from these interviews were coded and analyzed using the principles of grounded theory. Findings The results of this study revealed that there was a general sense of unpreparedness when working with CLD clients. This lack of training also attributed to a deficiency of knowledge surrounding legislation governing service provision to CLD populations.

Using a panel survey, the authors investigate how the welfare of rural-urban migrant workers in China is affected by trade union presence at the workplace. Controlling for individual fixed effects, they find the following. Relative to workers from workplaces without union presence or with inactive unions, both union-covered non-members and union members in workplaces with active unions earn higher monthly income, are more likely to have a written contract, be covered by social insurances, receive fringe benefits, express work-related grievances through official channels, feel more satisfied with their lives, and are less likely to have mental health problems.

SummaryThis article challenges the militant and industrial unionist version of British coal mining trade union history, surrounding the Miners' Federation of Great Britain and the National Union of Mineworkers, by considering, for the first time, the case of the colliery deputies' trade union. Their national Federation was formed in 1910, and aimed to represent the three branches of coal mining supervisory management: the deputy (or fireman, or examiner), overman and shotfirer. First, the article discusses the treatment of moderate and craft traditions in British coal mining historiography. Second, it shows how the position of deputy was defined by changes in the underground labour process and the legal regulation of the industry. Third, it traces the history of deputies' union organization up until nationalization in 1947, and the formation of the National Association of Colliery Overmen, Deputies and Shotfirers (NACODS). The article concludes that the deputies represent a mainstream tradition of craft/professional identity and industrial moderation, in both the coal industry and the wider labour movement.

The numbers of English language learners and limited domestic English language teachers have grown exponentially in Indonesia, Thailand and Vietnam, as well as to the ASEAN region over the past decades due to the demand of globalization. Given the huge cultural and linguistic diversity among learners, educating these populations of English language learners can be a challenging but also beneficial for foreign language teachers. This study aimed to analyse the experiences of fifteen Non-native English Speaking Foreign Teachers (NNESFT) teaching in Indonesia, Thailand and Vietnam. The results of this study suggested that although teachers’ reasons in teaching English language in a foreign classroom were more extrinsic reasons rather that intrinsic and altruistic. NNESFT recognized benefits of teaching in foreign classroom, namely, financial aspects, personal development, and building cultural awareness. Meanwhile, challenges were reported include as a non-native English speaking teachers in a foreign classroom, on the part of textbooks and curriculum, and cultural differences in the classroom. Implications were discussed in light of the findings and recommendations formulated for future research directions.

One of the reasons foreign workers are looking for jobs abroad is that there are not enough jobs in their home countries. Indonesia is one of the countries that send migrant workers to more developed Asian and Middle Eastern countries. The increasingly rapid flow of globalization in the world goes together with the need for new workers to fill the industry, especially in Japan. This condition has forced Japan to open doors for foreign workers from developing countries to satisfy demand. These workers usually come from developing countries, such as Indonesia, Vietnam, China, the Philippines, and others. In general, they occupy the less desirable working positions over Japanese youth, the so-called 3D work (dirty, dangerous, and demanding). Therefore, the current dynamics of these migrant workers' life in Japan becomes an exciting subject to comprehend, especially for the Indonesian migrant workers. This study aims to determine the dynamics of Indonesian worker's life while working in the Japanese fisheries sector. In particular, the study looks at those who work in oyster cultivation in Hiroshima prefecture. This research was carried out using descriptive analysis methods and field study with in-depth interviews conducted from 2016-2018. The interviews performed in this study were structured to find answers for the following questions: What problems do the workers face while living in Japan? What kind of processes did they go through before coming to Japan? While working in the Japanese fishing industry, how was their life as a Muslim minority?

This paper explores the impact of the decision by the National Union of Public Employees (NUPE) in 1975 to revise its constitution to include elected reserved seats for women on its executive and other bodies. The analysis is situated within the context of women’s employment and trade-union representation in the UK at the time. Reserved seats for women were part of a wider restructuring of NUPE intended to extend democracy, incorporate the emergent system of shop stewards formally into its structure and government, provide for more effective representation and mobilization of different sections of members, and increase the accountability of full-time officials to lay members and their representatives. The initiative was successful; and although women’s participation in NUPE did increase, this was uneven. This was not entirely unexpected given the limited change initiated in just one haltingly democratizing trade union and the wider social and economic forces that constrain women.

This chapter examines the linguistic dimension of the tension between India’s democratic politics and its liberalized economy. I argue that there is a divergence between languages used in the polity and languages used in the economy. In the polity, characterized by a semblance of empowerment through the electoral participation of the weaker sections of society, vernacular languages predominate. In contrast, the language of the economy in India, particularly since economic liberalization in 1991, tends to be English. It is in the economy that India’s class and caste chasm manifests itself linguistically: between the English-speaking elite and the vernacular-speaking masses. While the noted Indian economist, Deepak Nayyar, warns of an impending clash between the democratically empowered masses and the economically privileged elite, I suggest that in terms of language use India’s robust democracy may well trump market forces. And while linguists have warned that English as the language of the globalized marketplace can have dire consequences for linguistic diversity, I argue that India’s linguistic diversity, at least in terms of its major regional languages, remains impressive. In the case of India, I conclude, the spread of the language of globalization, English, as the language of the economy, is mediated by the languages used in India’s vibrant democracy.
