The electric power industry is a branch of energy that includes the production, transmission and subsequent sale of electricity. Generating companies do not sell electricity directly to the population, but produce electricity and supply it to the wholesale market, where it is bought by sales companies, guaranteeing suppliers, independent energy marketing companies and large industrial consumers. Based on the results of a comparative analysis of the financial activities of energy marketing enterprises of the Russian Federation, problems are identified, imbalances and strategic plans for their development are determined. The results showed that the development of the energy industry as a whole depends on the financial activities of guaranteeing electricity suppliers. Unlike an independent power supply company, the activity of guaranteeing suppliers is less profitable and low-profitable, and the financial condition, in turn, is characterized by low solvency and financial stability. The authors have identified the weaknesses and strengths of this development. It is noted that the weakest side is the violation of the repayment terms of funds in settlements by electricity consumers, which leads to the formation of a negative financial result. The identified problems of financial development allow production us to form direction.

The financial stability of a company is one of the most important criteria for assessing the situation of enterprises both for the current period and for subsequent periods of functioning. Of course, every enterprise wants to have business liquidity, otherwise the basis of entrepreneurship collapses; however, the purpose of doing business is to make a profit. An enterprise can make good profits, but at the same time have large liabilities, that is, debts. In this case, it is difficult to call the company financially stable. The onset of the economic crisis in the Russian Federation only prompts the conduct of such studies. Firstly, because it is necessary to understand how the situation in the country's economy as a whole affects a single enterprise, and secondly, what the prerequisites for this influence can be noticed in advance and how to try to prevent them. The relevance of this study lies in the fact that today in Russia there are a number of difficulties with assessing the status of organizations and their adequate comparison with reality. There are many different methods for assessing the financial condition and, in particular, the financial stability of a company. However, when choosing one of them, it is necessary to consider them in order to identify the shortcomings of their application to certain market conditions. Identification of these disadvantages of different theories will allow us to competently and reliably analyse the financial condition of various companies. It is also worth noting that this topic is relevant not only for the companies themselves. The presence of positive dynamics of financial stability indicators as an integral part of the financial condition of the enterprise is one of the most important bases of investment attractiveness. Therefore, not only a company itself is interested in such studies in the inside, but also other market entities from the outside.

The digital transformation of energy infrastructure is a priority task for the development of energy in the Russian Federation, implemented in a project-based approach - in the initiation of the departmental project “Digital Energy” by the Ministry of Energy of the Russian Federation. The project can get an additional impetus for development in the current conditions of the “crisis of 2020”, which are positioned as a trigger for digital transformations in the sectors of the economy. To what extent are the activities of the Digital Energy project aimed at digital transformation of the energy industry and do consumers see changes when they receive services? Should we expect an intensification of the digital transformation of the energy sector in the context of the 2020 crisis? The questions are acute and relevant, which determine the purpose of the study - to assess the digital transformation of the energy sector in the Russian Federation implemented in the project approach in the context of the “crisis of 2020”, revealing the expert opinion of the stakeholders. Research methods: end-to-end analysis of project activities in a comparative assessment with foreign factography; secondary analysis of interviews with top managers of energy enterprises on the issue of digitalization and digital transformation of energy; survey of individuals-consumers of electricity (N = 60). The conducted research provides a basis for the conclusion about the implementation of the digitalization process in the energy sector and does not allow identifying the conditions of the “crisis of 2020” as a trigger for the transition of digitalization to the digital transformation of the energy industry. Identified consumers-detractors, whose positions are working to identify “points of growth” of digital transformation of the electric power industry in the future.

The research involves analysis of the macroeconomic indicators of the activities of regional solid municipal waste operator in the Lipetsk region, identifying the most attractive areas for operating as a regional solid municipal waste operator developing proposals to improve the financial condition of one of the regional operators on the example of LLC RMK. The authors compare and analyze the economic parameters of the activities of regional solid municipal waste operators in the Lipetsk region. The main reasons for the decrease in the profitability of regional solid municipal waste operators are identified, the main tasks of reforming the waste management sector in the Russian Federation are formulated, measures are proposed to increase the financial stability and economic attractiveness of the regional operator.

The authors of the article make an attempt to prove the need to apply a system-structural approach to studying an object in order to model its economic security system, demonstrated by the example of the energy industry. The authors conduct a consistent analysis of threats to Russia’s energy security as the most important strategic subsystem influencing national security. Among the most significant threats analyzed in the article are: changes in the structure of demand for energy resources and the structure of their consumption in the world, the propensity of states to “green energy” and the introduction of energy-saving technologies. Increasing energy efficiency requirements also have a significant impact on the industry. However, the long time lag of the fourth energy transition described in the article makes it necessary to increase the efficiency of using our most important resources - gas and oil - to generate electricity, which will ensure the energy security of the state in the near future. Therefore, the authors examine the risks posed by the internal environment of the electric power industry, and prove possible solutions ensuring its economic security.

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.

Subject. The article addresses modernization of lending facilities under concession agreements. It is important for evaluating the terms of credit transactions, effectiveness of credit projects, and the concessionaire's ability to repay the loan. Objectives. The purpose is to review the current financing mechanism and underpin approaches to improving the credit facilities within concession agreements. Methods. The study rests on general scientific methods, like the systems and logical analysis and synthesis, principles of induction and deduction, financial calculation techniques. The analytical part employs the balance method, methods of financial coefficients and the method of technical and economic estimates. Results. I analyzed the financial structure and special characteristics of concession agreements, parameters of concessionaires’ activities; considered the types of risks inherent in bank lending under concession agreements, methods for their identification and mitigation; offered a mechanism of lending, including the structure of credit transactions, restrictions for the financial condition of concessionaires, additional requirements and penalties for their non-fulfillment. The findings can help banks define lending parameters for concession agreements. The provided recommendations may be useful for consideration by the authorities of the constituent entities of the Russian Federation. Conclusions. It is possible to reduce the risks of lending under concession contracts, if their terms and conditions are stable, and if the lost income of concessionaires is compensated in the event of early termination. Reasonable tariffs for works and services and increased revenue collection will promote this type of lending.

For continuous performance, enterprises should not only take into account potential risks and existing negative factors, but also develop methods and principles that allow timely and flexible response to crisis occurrences, as well as determine the recovery stages in an already deteriorated financial condition. Given tasks are solved by anti-crisis financial management, designed to increase the efficiency of enterprise management and facilitate the equalization or improvement of an economic entity’s financial stability, therefore, the directions of its development are a rather relevant topic in a market economy. The article examines the theoretical foundations of anti-crisis financial management, the main factors affecting the emergence of a crisis state at an enterprise, discusses the need for its development, and provides factors that determine the effectiveness of the implemented anti-crisis policy. Identifying the need to improve anti-crisis financial management and decision-making on its implementation are accompanied by an analysis that takes into consideration possible risks and costs, which determines the expected effect. The author generalizes and indicates the main principles and stages of anti- crisis management.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.
