The article assesses the impact of internal and external factors on the economic security of the region in foreign trade activities. Negative consequences of the foreign economic activities on economic security of the Stavropol Territory are analyzed. Types of the risks enterprises may face when entering the foreign market are considered. Protectionist arguments in favor of pursuing a free trade policy are presented and argued, which implies a staged formation of a mechanism to efficiently counteract threats to the external economic security of the region.The study considers the level and dynamics of the main macroeconomic indicators of the subjects of the North Caucasus Federal District as compared to the average Russian achievements, the resource potential, problems of the economic development of the macroregion, prerequisites for the formation of the state policy on supporting the region. It substantiates the top priority directions of long-term socio-economic development of subjects in order to overcome the pervasive arrearage of the economy and social area.

The most progressive and promising model of spatial organization of food markets of the North Caucasus Russian Theatre is a cluster model. In the proposed methodology of the process approach to develop a structural model of agro-food cluster in the NORTH is cluster analysis. The regional food market as a single system, which combines production, marketing and consumption of foods with a specific hierarchy, is characterized by different relationships and proportions between its components and is an important an indicator of a country's economic development, achieving food security. Disclosure of potential in a market system, its effective use, taking into account regional particularities and specificities of the economy, improvement of the spatial organization and improving the efficiency of such a complex system as the regional food market is impossible without knowledge of its essence, principles of formation and operation. In this connection there was a need to develop modern methods of research, evaluation, analysis, improvement of structure and functional organisation of the regional food markets as an important factor for the socio-economic development the country. The novelty of the research lies in the fact that the clustering of agribusiness implemented taking into account the peculiarities of regional AIC on the basis of strategic management zones: industrial, conventional and organic. To determine the effectiveness of the cluster algorithm of its evaluation, which is based on the criteria of usefulness and survival in the conditions of the cluster in the region, which are defined using evaluation scales and weights the main factors utility and survival in the cluster.

The article provides an overview of the effects of the resonant impact of clusters on the ability of mountain areas to adapt to the modern realities of the technological level, as well as the ability to apply innovations, attract investment in the agro-industrial and tourist cluster. A panel of indicators is presented that provides correct comparability of achievements and reflects information for aggregation by various parameters of the economic and geographical indicators of the region: the national environmental rating of the subjects of the North Caucasus Federal District; indicators of sustainable development of the Russian Federation and the North Caucasus Federal District; investment risk of the republics of the North Caucasus Federal District; the main economic and social indicators of the RSO-Alania. It is established that the geoinformation study of the use of a multicomponent indicator of the state of mountain territories is the basis for determining the vector of their further socio-economic development and justifying appropriate management decisions to stabilize economic development. The peculiarity of the approach is the selection of criteria that will be used in the development of mechanisms for the sustainable development of mountain territories according to the target indicators, in accordance with the UN resolution "Transforming our world in the field of sustainable develop-ment for the period up to 2030".

Examining the transformation of financial relations in Ukraine, in the previous article the authors analyzed the impact of foreign capital on the economic development of this country’s economy and found that its concentration in certain economic activities contributed to consolidating its raw material orientation. The authors conclude that due to the distorted model of Ukraine's economic development, successful practices of developed countries to attract foreign investment and reform the financial sector are ineffective in this country’s economy. Continuing the study of the transformations of financial relations in Ukraine, which are taking place under the influence of the approximation of domestic legislation to European standards, the authors could not leave aside the question of impact of the liberalization of currency legislation on the economy. Given that currency liberalization significantly affects the behavior of foreign investors, the authors conducted an in-depth analysis of legislative changes in the financial sector, and described the main results of their implementation. The positive and negative consequences of currency liberalization in Ukraine for business entities and the economy in general are analyzed. Particular attention is paid to the risks associated with the liberalization of operations related to the movement of capital and the behavior of non-residents in the financial market of Ukraine. It is concluded that Ukraine’s economy with its distorted development model belongs to the financially and institutionally weak ones, hence is not presently ready to liberalize its monetary relations, which could only deepen the deformations and reduce resilience to macroeconomic imbalances.

The article examines the competencies of entrepreneurs that are necessary in modern conditions for young people to ensure their successful career, analyzes the areas in which business initiatives of young people are most often used. The competencies necessary for graduates, specific areas of employment in modern conditions of digital transformation are analyzed. Special emphasis is placed on the dynamics of changes in key competencies that are important for business success in modern conditions of economic development. The results of an operational survey of managers are presented, which make it possible to identify new requirements and new qualities: digital development management, data management and use, application of digital technologies, "adoption and implementation of employee initiatives". The groups of transformations that have occurred due to the introduction of digital technologies in small businesses are highlighted. The aim of the work is to highlight those of them that have received the greatest development in the context of digitalization, and to establish the impact on them of the COVID-19 pandemic. To conduct the study, the methods of systemic, comparative and morphological analysis and synthesis of the general set of factors that determine changes in the business competencies of youth were used. The basic elements of the article can be offered as practical recommendations to state and municipal authorities on the development of youth entrepreneurship in the North Caucasus Federal District and the improvement of youth policy in the regions. The formed problems in the studied area can become the basis for the formation of a system of stimulating youth business. The study showed that in a crisis it is not individual qualities that are important, but their totality, with complementary characteristics.

One of the serious negative consequences of the HIV infection epidemic is the involvement of women of reproductive age and children into the epidemic process. The problem of vertical HIV infection transmission does not lose its relevance and causes the need for continuous monitoring of measures to prevent the transmission of HIV from mother to child. The aim of the study is to evaluate the effectiveness of a set of measures to prevent the transmission of HIV infection from mother to child in the South of Russia.Materials and methods. The common methods of variation statistics were used in the work to analyze the data from the reporting forms of monitoring by Rospotrebnadzor «Imformation on measures for the prevention of HIV infection, hepatitis B and C, detection and treatment of HIV patients» and federal reporting forms N 61 «Information on contingents of patients with a disease caused by a human immunodeficiency virus (HIV)» for 2016 and 2017, presented by the territorial Centers for Prevention and Control of AIDS of 15 RF subjects of the Southern Federal District and the North Caucasus Federal District.Results. In 2017, compared to 2016, the decrease in the number of births in HIV-positive women was traced on the territory of the South of Russia. In 2017, target levels of mother-child coverage with chemoprevention of mother-to-child transmission of HIV during pregnancy (over 92%) and during childbirth (more than 93,5%) were achieved in the Southern Federal District and the North Caucasus Federal District. A high proportion of women with a detectable level of HIV replication before birth was revealed.Conclusion. The implementation of the recommended by standards preventive measures and the provision of antiretroviral drugs allowed to significantly increase the coverage of HIV infected pregnant women and their newborns with antiretroviral prophylactic treatment by 2018 which prevented HIV infection transmission from mothers to 8840 children. The problems that prevent the implementation of the full range of measures for the prevention of the vertical transmission of HIV in the South of Russia are identified and approaches for their solution are suggested.

The article presents the results of a study on determining the relationship between the parameters of socio-economic development and changes in the labor potential of the border regions of the North Caucasus, in particular the Republic of Dagestan. The study is based on the methodology for assessing the actual state of the labor potential of the Russian regions of the southern Federal University, developed by T. Y. Kryshtaleva. A composite index was calculated for each of the components of labor potential.

The key task of the societal development is to ensure effective management of water resources. As a consequence of aggravation of water problems in the world, the issues of sustainable and guaranteed access to water are considered as one of the components of ensuring food security, conservation and restoration recovery of natural resources, which are the basis of life support for the population. To date, the regulation of water resources in the North Caucasus experiences difficulties resulting from fragmented water use, unequal access to water, and contradictory legislation in the field of water use regulation. These problems are compounded by two factors: climate change and demographic situation. The main problem of water consumption in Russia is the irrational and ineffective use of water resources and, as a result, high specific water consumption. In the North Caucasus, water consumption is currently one of the highest in Russia. The characteristics of the impact on water resources are directly related to the use of water, the main elements of which are the water withdrawal from natural sources, the use of water and the discharge of wastewater. Based on open statistical sources, we analyzed the current situation in the use of water resources in the North Caucasus. The North Caucasus is characterized by problems similar to those of many regions of the country, in particular, large losses during transportation due to the emergency state of water supply networks and treatment facilities. Water supply problems in the North Caucasus are expected to worsen in the future. If urgent measures are not taken, the complex of problems will only accumulate. To overcome their negative consequences, it is necessary to revise the water use strategy and change the water consumption structure.
