L’association belge de la communication interne (ABCI) a décidé en 2016, de réécrire son code de déontologie. Concevoir un document est une chose mais le faire accepter par ses utilisateurs en est une autre. Pour relever ce défi, l’ABCI a misé sur l’approche participative. Sur base de dix principes définis par le conseil d’administration, un groupe de réflexion, composé de cinq membres volontaires de l’association, s’attela à la rédaction d’un projet de charte. Ce dernier fut soumis à l’analyse critique de l’ensemble des membres de l’ABCI ainsi que d’un groupe d’étudiants en communication interne de l’université de Louvain. L’objectif poursuivi au travers de cette démarche visait non seulement à impliquer les professionnels de la communication dans l’élaboration du code mais aussi à répondre à leurs attentes. Les objections formulées permirent d’affiner le texte qui fut approuvé à l’unanimité en février 2017. Le code s’articule en deux parties : la mission et les six valeurs nécessaires à son exécution : intégrité, esprit de service, respect, orientation résultats, responsabilité et innovation. Mots clés : déontologie, mission, participation, adhésion, implication, outil de gestion.   The Belgian Association for internal communication (ABCI) decided in 2016 to rewrite its code of ethics. Designing a document is one thing but getting it accepted by its users is another. To meet this challenge, the ABCI relied on the participatory approach. Based on 10 principles defined by the Board, a reflection group, consisting of five volunteer members of the association, started in the drafting of a charter. Subsequently, the latter was submitted to the critical analysis of all the members of the ABCI as well as a group of students in internal communication from the University of Louvain. The goal pursued through this approach was not only to involve communication professionals in the drafting of the code but to meet their expectations. The objections raised allowed to refine the text which was approved unanimously in February 2017. The code is divided into 2 parts: the mission and the six values for its execution, in this case: Integrity, service spirit, respect, results orientation, responsibility and innovation policy. Sexual harassment of women often occurs in Indonesia and is disturbing to society. Based on Komnas Perempuan's 2016 Annual Records, there were 16,217 documented cases of sexual harassment. Along with the times, sexual harassment has penetrated into the digital realm, namely one case of sexual harassment in cyberspace that occurred in 2020 by X baristas. The employee uses Closed Circuit Television to peek at the breasts of female customers and spreads through social media. Based on this case, Komnas Perempuan conducted organizational communication by stating that the actions of former X employees included sexual harassment by means of violence by verbally displaying women's bodies without consent. The formulation of the research problem is how Komnas Perempuan's organizational communication is in addressing the resolution of cases of sexual harassment by X baristas. Based on the theoretical study, this research has used organizational communication theory, public relations, and Komnas Perempuan. This research uses descriptive qualitative research methods through case studies by collecting data in the form of interviews, documentation, and literature study. The results of this study, Komnas Perempuan conducted internal communication by suggesting X to restore a safe space and external communication by responding to journalists through groups on instant messaging applications by maintaining a code of ethics to protect victims.Pelecehan seksual kepada kaum perempuan kerap terjadi di Indonesia dan meresahkan masyarakat. Berdasarkan Catatan Tahunan Komnas Perempuan tahun 2016 terdapat 16.217 kasus pelecehan seksual yang berhasil didokumentasikan. Seiring perkembangan zaman, pelecehan seksual merambah ke ranah digital. Salah satu kasus pelecehan seksual di dunia maya terjadi pada tahun 2020 dilakukan oleh barista kafe X. Pegawai tersebut menggunakan kamera pengawas untuk mengintip payudara pelanggan perempuan dan menyebarkan melalui media sosial. Berdasarkan kasus tersebut, Komnas Perempuan melakukan komunikasi organisasi dengan menyatakan tindakan mantan pegawai kafe X tersebut termasuk pelecehan seksual dengan bentuk kekerasan, dengan cara mempertontonkan secara verbal tubuh perempuan tanpa persetujuan. Rumusan masalah penelitian ini yaitu bagaimana komunikasi organisasi Komnas Perempuan dalam menyikapi penyelesaian kasus pelecehan seksual barista X. Penelitian ini menggunakan metode penelitian deskripsif kualitatif melalui studi kasus dengan mengumpulkan data berupa wawancara, dokumentasi, dan studi kepustakaan. Hasil penelitian ini menunjukkan bahwa Komnas Perempuan melakukan komunikasi internal dengan menyarankan perusahaan atau kafe X mengembalikan ruang aman pada pelanggan. Komunikasi eksternal dilakukan dengan memberikan tanggapan kepada wartawan melalui grup pada aplikasi pesan instan. Tanggapan tersebut diberikan dengan tetap menjaga kode etik untuk melindungi korban.

PurposeThe goal of the research is to analyze the university development trends in the national innovation system. The paper presents a review of the formation of innovative development strategies and the place of a university in them. The structure is based on the analysis of foreign trends of the transformation of universities and the examination of the efficiency of the interaction between the university, industry and the state. Russian experience in the transformation of universities is presented.Design/methodology/approachResearch methodologies include methods of statistical and comparative analysis and synthesis. The information analysis base of the research is composed of the reports of the World Intellectual Property Organization at year-end 2019, as well as global comparative assessments of the status and development of innovation activities by the Global Innovation Index and Global Competitiveness Index, which are calculated according to the methodology of the World Economic Forum and others.FindingsIn the course of research, the authors put forward a new model of universities within the framework of the national innovation system, which is based on the “triple helix model of innovation” implemented by universities, industry and the state. The logic and structure of the research are set forth in the following way. First, a review of the global practice of the formation and implementation of state innovation policy is given, with the university being a key link, the foreign experience in the transformation of universities is analyzed and the efficiency of the interaction between the university, industry and the state is examined. Furthermore, consideration is given to the Russian experience in the transformation of universities. In conclusion, the main findings of the research are presented.Practical implicationsResults testify that goals and objectives that can be solved by achieving indicators in the world rankings are important for improving competitiveness of education, but they are only efficient if they conform to management decisions that are taken for achieving them and coincide with strategic goals and directions that should be implemented within the framework of the national innovation and academic system.Originality/valueResearch hypothesis is as follows: modern age is characterized by the rapid development of digital technologies and globalization processes, which transform technologies and cultural patterns into techniques and methods of working with information. Despite the fact that a university is the center for the development of society and culture, which serves as an axiological core, it is subject to the transformation, which is mainly manifested in instrumental changes and the expansion of the social procurement range. The modern educational system is yet to find a contemporary conceptual framework of a university that would satisfy the up-to-date requirements of the global information society in an age of digital revolution and dominate in the educational services market.

Purpose The analysis intends to clarify whether higher education institutions place as much value on internal transparency as on external transparency. This study aims to analyze the university budgeting process as a reflection of internal transparency. It also aims to identify the weaknesses of the budgeting process regarding transparency in order to improve decision-making. Design/methodology/approach A case study that applies mixed methods – documentary analysis, observations and interviews – has been conducted. To study internal transparency, the model of three levels of transparency of Biondi and Lapsley (2014) has been applied to the budgeting process of a university. Then, the results have been compared to the external transparency of this institution. Findings While external transparency is achieved, internal transparency in the budgeting process is far from optimal in the case of study. An improvement in transparency of the budget process can promote the engagement of stakeholders in the process and achieve better governance. Research limitations/implications The general inductive approach is not as strong as other approaches in the area of theory or model development. However, it does provide a simple approach for deriving findings linked to this research’s questions. Practical implications Trust issues and external accountability appear to be more relevant than internal transparency for universities. However, improving the three levels of transparency along the budgeting process could motivate collegiate members to reinforce accountability, as it requires them to effectively communicate their actions and decisions to their represented. Originality/value This paper seeks to situate transparency as an attribute of university governance, contributing to the scarce literature on transparency, internal and external, in the university. The study compares the approach of this university to external transparency – which relates to accountability – with internal transparency – a concept that links to corporate governance. This study uses the novel lens of Biondi and Lapsley model (2014) to study internal transparency, focussing on university budgeting as a key management tool.

The teaching and learning of aspects related to ethics and professional practice present significant challenges to both staff and students as these topics are much more abstract than say software design and testing. The core of this chapter is an in-depth examination of how ethics and professional practice can be addressed in a very practical manner. To set the scene and provide contextual information the chapter commences with information on an international model of professionalism, a code of ethics for Software Engineers, and different teaching and learning approaches that can be employed when addressing ethical issues. The major part of the chapter is then devoted to detailing a particular teaching and leaning approach, which has been developed at the University of Sunderland in the UK. Finally conclusions, views on the present situation and future developments, and details of outstanding challenges are presented.

The last few decades have witnessed substantial efforts to reinvent the state worldwide. The Russian state is no exception to this global trend. At the outset of a new millennium, the need for renewal of the post‐Soviet model of the state has been acknowledged, and an up‐to‐date reform package has been promoted by the central government. This has encompassed the reconstruction of public sector accounting. Given the paucity of consistent research efforts on the topic, this article seeks to describe and analyze, and by so doing, contribute to knowledge about Russian public sector accounting in times of change. To tackle the general purpose, two levels are incorporated in this study to link reform initiatives for the government as a whole with those endeavours to implement them in one state‐sponsored university of Russian tertiary education. The major questions to be addressed are of whether, why, and how changes at the central government level have penetrated down to the university and extended to its accounting system. The evidence gathered in this paper reveals that a new Russian public sector ideology has markedly been affected by overseas developments in the shape of large international organizations. However, no compelling evidence has been documented in this research as unveiling that changes at the macro‐level have penetrated down to the university to any significant extent. This study concludes that launching a new version of accounting by the Russian state can be regarded as more of a symbol of legitimacy for the university rather than of an actual financial management tool.

Studies addressing the use of Balanced Scorecard for measuring the management performance generally focus on private organizations and less on non-profit organizations, particularly on universities. On the other hand, there is a great research interest in defining the entrepreneurial university dimensions. In this context, the objective of this study is to explore the evaluation of the entrepreneurial potential of the university using Balanced Scorecard, based on the understanding and development of the concept of entrepreneurial university.Adopting the method of qualitative analysis and using primary data obtained from the university’s official strategic planning documents, the study analyzes the entrepreneurial potential of the university using BSC as an evaluation tool.The analysis is made at the „Alexandru Ioan Cuza” University of Iași level. This university located in Romania, together with other Romanian universities are taking the first steps towards becoming entrepreneurial by: introducing entrepreneurship courses, setting up student entrepreneurial societies, supporting competitions that stimulate entrepreneurship among students, creating technology transfer offices.The results reflect the perspective of using BSC as a useful management instrument for evaluation and development of the entrepreneurial potential of university.The study can contribute to a better understanding of using BSC as a management tool for evaluating entrepreneurial universities.

This study of the use of university web portal as information management tool identified the respondents utilization and technology acceptance. The research aimed to: (1) to explore faculty members acceptance of university web portal as an information management tool in teaching and (2) identify the key intention determinants of UE web portal use. With the forty (40) faculty respondents coming from the six (6) randomly selected colleges of the University of the East, the findings revealed that they have positive attitude towards the use of the portal as information management tool because of its usefulness and ease of use. The analysis depicts the respondents full intention to continue using the university web portal. The result confirmed perceived usefulness (PU) as a determinant for behavioral intention to continue using the university web portal as information management tool.

ABSTRACT INTRODUCTIONThe ability to reflect – reflection – taking time to stop, think and evaluate is an important professional skill to develop. AIMTo evaluate a compulsory reflective group activity to determine whether compulsory participation enabled students to constructively share emotional clinical experiences and develop ethical and professional behaviour. METHODSThis was a case study with mixed methodology. Participants were Years 5 and 6 medical students at the University of Auckland, New Zealand. Data collection included pre- and post-reflective group questionnaires with Year 5 and 6 students, questionnaires with general practice academic facilitators, and audiotapes of the reflection group discussions. RESULTSStudents shared emotional experiences that were organised into three themes: (i) witnessing unprofessional behaviour; (ii) meeting difficult clinical scenarios for the first time; and (iii) the hierarchy of medicine. They reported positive learning experiences relevant to their future practice and valued the opportunity to share their experiences safely. Facilitators thought the groups provided unique educational opportunities that students appreciated. Eighty-two percent of participants would like to repeat the activity during their medical school training. CONCLUSIONSelf-reflection is an essential condition for professionalism. Use of reflective groups can help students become ethical and professional doctors.
