This article is an attempt to explain a new way of the cause of the emergence of the state with simultaneous consideration of previously known theories in legal science. Several arguments are presented in favor of the new theory, which, in the author's opinion, are sufficiently valid. The author analyzes the dynamics of the development of the causes of the emergence of state and law and its influence on the transformation of the latest civilizations, which took place in history. Based on the historical chronology of the emergence and functioning of money, the author conventionally differs three stages in its development: 1) the period of the gold standard or a chronic shortage of monetary liquidity; 2) the period of paper money and inflationary pressure; 3) the digital money period. The author upholds a new position regarding the essence of international law, believing that international law is not a separate system of law, but only the result of the evolution of law from national to international, which became possible thanks to the development of the institution of money. The author shares his thoughts on the true reason for justifying the state's right to war in international law a while back, expressed in a persistent shortage of monetary liquidity, which took place from the moment the first civilizations appeared until the 20th century. This article establishes a projection for the further development of state and law, including international law, alongside the inevitable transition of the world community to the digital money supply. The article reveals not only the vision of the new monetary system, its absolute transparency, and clarity but also the various opportunities we face in such a transition. In this regard, the states and the world community will come to clear and effective outcomes in management, to the practical abolition of corruption and economic crime, to legal methods of conducting all competitions and public procurement, to fair and effective justice, and the establishment of highly moral relations in society.

The purpose of the study is to analyse the current situation in the field of building a unified universal system to counter international terrorism. The subject of the study is the norms of international law and national legislation, as well as the practice of their implementation in the field of combating international terrorism. The article justifies the problematic aspects of building a unified effective system to counter terrorism and extremism at the present stage of development of the world community. The reasons for this negative situation, which indicates the absence of a unified integrated system to counter terrorism, are highlighted, primarily because of the multidimensional nature of the socially unacceptable phenomenon itself. The solution of this problem in the current context of the spread of terrorism and extremism should be one of the main functions not only of individual States, but also of the world community as a whole, represented by universal and special international organizations. The study shows that it is impossible to establish a universal international system to counter terrorism in the context of the prevailing political situation and stagnation in the question of the legal establishment at the international level of the concept of terrorism and international terrorism. In the maintenance of this problem three main aspects are considered: right regulatory, right realizable and ideological, the compromise and the coordinated position of the states within everyone them will allow to overcome crisis on the way of creation of a uniform universal system of fight against terrorism.

Until recently, the economic entities in Russia made an assessment of their financial and economic situation according to the traditional procedures, prevalent for the decades. These techniques have played a positive role at a certain stage of development, as the Russian state, and the world economy as a whole. However, it seems the time has come to change the tradition in determining financial stability, solvency, liquidity, business enterprises, associations, sectors of the economy to make substantial changes in the conditions of economic sanctions aimed at weakening of the national economy. The approaches to the determination of the probability of enterprises’ bankruptcy, which are mainly based on the theories of Western economists, require changes.

In the present stage of development of international economic relations multilateral regulation of competition is becoming more and more important in order to, firstly, annul the effects of domestic rules of competition that are today considered the greatest non-tariff limitation, secondly avoid conflicts that can be caused by exterritorial implementation of national rules in this field, and, finally, define the rules of behavior in the world market. Although the first attempts to regulate this field were made pretty long ago and some activities were taken within UNCTAD, OECD and GATT, no comprehensive rules considering the issues they define and a group of countries that implement them have been adopted at the international level, so far. For the time being, numerous competition problems in relations among countries have been overcome by concluding a number of bilateral agreements and several regional arrangements.

At the present stage of development of science and practice of audit, its theory is presented in fragments. In the period before the emergence of mass public discontent with the work of auditors (which was a consequence of the collapse of Enron, WorldCom, Parmalat and other institutions), the main efforts of scientists were aimed at substantiating the needs of audit, its methods, principles, concepts, and postulates. Today, the need to concentrate efforts on the search for a qualitatively new, ideological level of audit theory is obvious. The purpose of the article is to reveal the essence of the classical core of audit theory, as well as to substantiate the need to expand the content of audit theory by borrowing provisions from other modern general economic and accounting theories. The authors have established the weaknesses of the theories (concepts) of audit, among them: a contradictory, non-systemic explanation of the nature of audit; limitation of scientific borrowings from other economic and accounting theories; weak connection with the development of social and economic theories. The necessity for the formation of the classical core of the audit theory was substantiated; its essence and significance for the development of audit science were revealed. The logic of the determination of concepts and the classification of individual theoretical contributions to the classical core of the audit theory was put in order. A structural model of the development of science and practice of audit was proposed. The necessity of basic ideological and general economic borrowings to the audit theory was substantiated, among them: institutional and behavioral doctrines; concepts of sustainable development and digital economy; modern management theories (integral ideological structure). Based on the trends in the development of the digital economy, the emergence of the specialization of an IT auditor was predicted, whose task will be to assess the effectiveness of setting up digitalization processes to objectively reflect the effectiveness of business.

In the conditions of information civilization, the advanced countries of the world are moving to the format of the digital economy. This leads to the emergence of new digital phenomena for society and every person. Digital law as an innovative phenomenon for Russian society arises in connection with the need to develop new mechanisms for regulating legal relations in the digital information environment. However, debatable questions about the definitions of key categories and concepts that make up the categorical apparatus of digital law lead to inconsistencies in the adopted laws, which subsequently manifests itself in the problems of regulating digital social relations in society. The article considers the main contradictions and problems of terminology in digital law at the present stage of development.

At the present stage of development of mathematical correction procedures, the so-called empirical methods are well established and reasonably reliable, require relatively small computers for their application, but require large numbers of calibration standards for the determination of the (alpha) correction constants. On the other hand, the so-called fundamental methods are less well proven and require more sophisticated computing facilities. One possible means of achieving the advantages of both techniques is to use a large computer to calculate the alpha coefficients from fundamental constants, then to use a small online computer for their application in an "empirical type" algorithm. de Jongh has proposed such a program called "ALPHAS" for the calculation of interelement correction constants and the present paper elaborates on this approach using as examples data collected in our own laboratory during the past year or so.
