The relevance of the present study is attributable to the importance of the problem of economic development of Russian territories from the point of view of the retrospective territorial and sector approach, which has currently become widespread. In this respect, the article is aimed at studying and summarizing the cluster approach experience, which allows developing tourism in Russian regions. The authors of the following article focus on the processes occurring in tourist territories in the context of the Federal Target Program (FTP) "Development of Domestic and Incoming Tourism in the Russian Federation". In this regard, the main attention is focused on the best regional practices of cluster development and on the Kuzbass Region as the most original example. The underlying approach to the study of the problem was the allocation of the two key models of cluster formation in tourism: infrastructure and synergistic. The article reveals the elements of cluster policy, identifies the sources of funding for projects, and justifies the role of public-private partnership. The materials of this article are of practical value for the regional government entities, business and academic community.

In 2020, the current federal targeted program for the development of the judicial system will expire. It is therefore necessary to sum up preliminary results and consider the activities of the next set of programs for the judicial sector. For the past 18 years, the Russian government has not made public the results of these programs, or discussed findings with the legal community. These programs are developed behind closed doors without any consideration given to the academic community, to public opinion or to the concept of sustainable development: the rule of law and access to court. This academic article aims at identifying ongoing issues in the Russian judicial system and legal proceedings by defining and understanding the term “Development” and to provide a comparison and analysis of the Russian Federation federal targeted programs as well as the concept of sustainable development: the principles of strategic planning and the concept of a unified standard for the provision of public services by the government. An analysis of Russian legislation, and specifically legislation related to the Russian judicial system, leads to the conclusion that there lacks a true understanding of the term “Development,” and therefore the government can refer to nearly anything as being “development,” when in reality it is not. Due to this lack of recognition of the problems within the Russian judiciary system, these issues will likely not be addressed in the next federal target program for the development of the judicial system. With this in mind, the author attempts to recommend several proposals which may be helpful in the creation of the new program for the development of the judicial system which will be in effect until 2030.

Introduction: the identification and analysis of the causes and factors, including the gaps in the legislation, generating an increase in the capital outflow, as well as the improvement of the currency, investment and tax legislation are relevant and important issues. Purpose: to study the problems of the legal regulation to prevent the outflow of capital from the Russian Federation. Methods: the fundamental categories and principles of materialistic dialectics, the generally accepted methods of comparative law became the methodological framework for solving the tasks. As part of the study of the legal foundation to prevent the outflow of domestic capital abroad, the authors also used the methods of analysis and synthesis, functional and systematic approaches, and the formal legal and statistical methods. Results: grounded in the paper the author’s point of view is based on the study of the international conventions, treaties and agreements to which Russia is a party, and the domestic legal acts regulating relations in the field of preventing the outflow of domestic capital abroad, as well as the opinion of the competent academic community. Conclusions: the study identified the characteristic features of the process of capital outflow from Russia and developed a list of recommendations aimed at improving the measures of the state legal regulation in the field of combating the outflow of capital abroad.

INTRODUCTION. This article discusses that part of the classical Eurasian concept, which is devoted to ethno-national relations prevailing in Northern Eurasia, the characteristics of the factors and traditions that determined the formation of the Russian superethnos. The content of the categories “Eurasian nationalism” is revealed, which, according to the classics of the doctrine, should become the core idea of the formation of the Russian multi-national nation. Considerable attention in the article is paid to the analysis of the correlation and interconnection of the categories “people” and “nation”, the characteristics of their specific features.MATERIALS AND METHODS. The article is based on a study of the concepts of Eurasianism presented in domestic and foreign science and the provisions of the Federal Target Program approved by the Government of the Russian Federation “Strengthening the Unity of the Russian Nation and Ethnocultural Development of the Peoples of Russia (2014 – 2020)” are considered.RESEARCH RESULTS. In the article the thesis is substantiated that the modern theoretical substantiation of the tendency for the formation of the “Russian nation” is associated with the desire to strengthen the national substrate of Russia as a single federal state and to avoid the sad experience of the split of the USSR. The author analyzes various approaches to realizing the task of forming a multi-national nation on the basis of the Russian people and shows his own position with respect to the idea of adopting a special Law on the Russian nation.DISCUSSION AND CONCLUSIONS. The article critically evaluates the position that rigidly links the formation of a nation with the creation of its own sovereign national state which in most cases is not applicable to multinational states.

The article deals with the formation of an agroindustrial cluster as one of the most important factors in the socio-economic development of regions. The authors investigate, systematize, classify and generalize financial and economic instruments for supporting the regional cluster policy of the Russian Federation using existing examples. The cluster approach to the development of the meat industry, based on the establishment of close economic ties between agricultural enterprises, leads to the preservation and further development of regional business, in particular - to uninterrupted supplies of meat and other food products. The article discusses the features of the formation of a pig-breeding cluster, which provides the possibility of combining into a single cycle the processing of raw materials, production, storage, transportation and sale of final products.

The article considers the problems of energy legislation in the context of improving the legislation on entrepreneurship. In the judgment of the author the construction of the energy legislation is a possibility provided it is of a centrifugal nature with the general principles making the basis for such acts attempted to solve the outstanding problems. One of such principles which is to be legislatively enacted could be the principle of import substitution adopted to do away with dependence on foreign-made goods. The role of energy law can only be understood provided we have the relevant contemporary system of laws. This can be possibly achieved from the doctrinal point of view. The author analyses legal business regulation existing in the pre revolutionary and soviet period. It helps to understand better what is to borrowed from the experience of the past to be used to regulate said relationships. The author calls for necessity to issue the Code of Laws of the Russian Federation as the first step to make legislation systematized. The next step to be taken could be the adoption of comprehensive legal acts, say, Energy Code which could eventually make so-called legislation blocks. The latter could , in turn, serve the basis for so-called central legislative act to regulate business law.

The presented analytical review considers environmental and socio-economic problems of environmental management in the Arctic, the comprehensive studies of which were carried out within the framework of the subprogramme "Development and use of the Arctic" of the Federal target program "World ocean", the Federal target program "risk Reduction and mitigation of natural and man – made emergencies in the Russian Federation", the UNEP/GEF project "Russian Federation-support to The national action plan for the protection of the Arctic marine environment" and other international projects. Many of the author's conceptual and methodological developments remain relevant at present to solve the problems identified in the strategy of development of the Arctic zone of the Russian Federation and national security for the period up to 2020, the Strategy of development of Maritime activities of the Russian Federation until 2030, the Strategy of national security of the Russian Federation. Strategic planning documents have been developed: including the Basics of the state policy of the Russian Federation in the Arctic, the action Plan of the Arctic Council for sustainable development, the Strategic action program (SPD) for environmental protection of the Arctic zone of the Russian Federation, the draft concept of sustainable development of the Arctic zone of the Russian Federation, investment proposals and guidelines for cleaning the Arctic territories from pollution, including in the areas of the Russian presence on the Svalbard archipelago, reduction of natural and man-made risks of emergency situations and increase of protection of valuable natural areas. Also in the monograph are considered: proposals for the regulatory consolidation of the boundaries of the Arctic natural territory in the Russian Arctic to establish a special regime of natural resources, taking into account the high vulnerability of Arctic ecosystems to man-made impacts; methods of causal analysis to determine the relationship between the quality of the environment, the activities of sectors (industries) and the policy of public administration and regulation; road map for the transition from sectoral to complex (integrated) management of marine environmental management; methods of marine spatial planning; strategic environmental assessment of infrastructure projects, etc.

ABSTRACTCluster formation in high dose B, BF2 implanted Si wafers is an important problem in silicon doping, since it is one of the leading causes of the electrical deactivation of the dopant. In this study, we used Ge pre-amorphized, ultra low energy B and BF2 implanted Si wafers in order to probe these clusters from a local structural point of view. Ge K-edge x-ray absorption spectroscopy (XAFS) is a powerful tool in obtaining local structural information around the Ge atom. The effects of different implant species with various implant doses and annealing conditions on the cluster formation are presented using Ge K-edge multi-shell XAFS analysis. The non-linear least-squares fits to the Ge K-edge Fourier Transformed (FT) XAFS data using calculated standards from multiple scattering simulations around the Ge atom reveal formed Ge-B clusters for the Rapid Thermal Processing (RTP) annealed wafers. The results also indicate the laser annealing process on the other hand is blocking the formation of these Ge induced Ge-B clusters.

Abstract The article describes cluster policy in the Russian Federation regarding industrial clusters. In the first part, the authors explain the definitions of basic concepts related to clusters that are used in Russia, the features of cluster policy in the light of European experiences, and bring closer the Russian literature on the subject. In the second part, they distinguish and describe five stages of cluster policy in Russia. In the third part, they present basic quantitative data describing clusters in Russia, including their spatial diversification, the number of entities creating clusters, employment, etc. A particular role of the state in creating clusters and subsequent cluster policy programs is described, paying attention to their low efficiency.

Tools for implementation of the Water Strategy of the Russian Federation for the period up to 2020, its objectives and the degree of its realization have been discussed; effectiveness of the various level executive bodies’ activities on the program implementation has been assessed. Main problems appearing in the process of attaining strategic tasks and objectives have been revealed. The system of target indicators and their calculation methodology have been considered. Outcomes of the independent monitoring of the strategy some objectives realization have been given.Three levels of the target programs (Federal, basin and regional) have been considered as the main tool of the Water Strategy implementation. The Federal target program “Development of the water/economic complex of the Russian Federation in 2012-2020” plays the role. A brief analysis of the Water Strategy and the Federa l Program target indicators has been done; their implementations, problems of their attaining and specific features of their setting have been discussed. Beside analysis of the degree of attaining of the official objectives, an attempt was made to assess some parameters of the water sector condition that indirectly characterized their effectiveness and formed the independent monitoring system. Regional aspects of the expected results have been analyzed in order to understand more clearly the focus points of the Water Strategy implementation; the results of the analysis have been illustrated with thematic maps. The article deals as well with the prerequisites of reviewing the Water Strategy main provisions for the coming period of 2030–2035.
