In 2020, the current federal targeted program for the development of the judicial system will expire. It is therefore necessary to sum up preliminary results and consider the activities of the next set of programs for the judicial sector. For the past 18 years, the Russian government has not made public the results of these programs, or discussed findings with the legal community. These programs are developed behind closed doors without any consideration given to the academic community, to public opinion or to the concept of sustainable development: the rule of law and access to court. This academic article aims at identifying ongoing issues in the Russian judicial system and legal proceedings by defining and understanding the term “Development” and to provide a comparison and analysis of the Russian Federation federal targeted programs as well as the concept of sustainable development: the principles of strategic planning and the concept of a unified standard for the provision of public services by the government. An analysis of Russian legislation, and specifically legislation related to the Russian judicial system, leads to the conclusion that there lacks a true understanding of the term “Development,” and therefore the government can refer to nearly anything as being “development,” when in reality it is not. Due to this lack of recognition of the problems within the Russian judiciary system, these issues will likely not be addressed in the next federal target program for the development of the judicial system. With this in mind, the author attempts to recommend several proposals which may be helpful in the creation of the new program for the development of the judicial system which will be in effect until 2030.

The paper analyzes the preliminary results of the implementation of the Federal Target Program "Development of the Russian Judicial System in 2013–2020". The author provides specific examples of achievements in the main areas of development of the judicial system. Besides, the author defines some unresolved problems, such as the need to locate federal courts in buildings convenient for the administration of justice, provision of technical means and security means for judges and court staff, digitalization (informatization) of the judicial system, unreasonably long legal proceedings time frames, accommodation for judges and employees of courts and the Judicial Department at the Supreme Court of the Russian Federation. The paper also offers approaches to solving each of the mentioned problems. Based on the results of the 2019 meeting of the Presidium of the Council of Judges of the Russian Federation, the paper outlines the proposals on ways to develop the judicial system in the 3rd decade of the 21st century, and names the main factors for their successful implementation.

INTRODUCTION. This article discusses that part of the classical Eurasian concept, which is devoted to ethno-national relations prevailing in Northern Eurasia, the characteristics of the factors and traditions that determined the formation of the Russian superethnos. The content of the categories “Eurasian nationalism” is revealed, which, according to the classics of the doctrine, should become the core idea of the formation of the Russian multi-national nation. Considerable attention in the article is paid to the analysis of the correlation and interconnection of the categories “people” and “nation”, the characteristics of their specific features.MATERIALS AND METHODS. The article is based on a study of the concepts of Eurasianism presented in domestic and foreign science and the provisions of the Federal Target Program approved by the Government of the Russian Federation “Strengthening the Unity of the Russian Nation and Ethnocultural Development of the Peoples of Russia (2014 – 2020)” are considered.RESEARCH RESULTS. In the article the thesis is substantiated that the modern theoretical substantiation of the tendency for the formation of the “Russian nation” is associated with the desire to strengthen the national substrate of Russia as a single federal state and to avoid the sad experience of the split of the USSR. The author analyzes various approaches to realizing the task of forming a multi-national nation on the basis of the Russian people and shows his own position with respect to the idea of adopting a special Law on the Russian nation.DISCUSSION AND CONCLUSIONS. The article critically evaluates the position that rigidly links the formation of a nation with the creation of its own sovereign national state which in most cases is not applicable to multinational states.

<p>Nicaragua is a Central American country historically affected by catastrophes that have caused thousands of deaths and significant economic damages. Natural disasters are usually intertwined with repeated political crises (foreign interventions, dictatorships, armed conflicts and political unrest), which in turn hamper it´s economy and make the country even more vulnerable, suffering from severe institutional and geographic vulnerability, further aggravated by the effects of global warming.</p><p>Against this adverse background, local scientists have made significant strides in education and science. Serving a highly vulnerable society, in the past 25 years geoscientists and other professionals have been building a more resilient Nicaragua by creating and operating seismic, volcanic, meteorological and hydrological networks, mapping multi-hazards in the most susceptible municipalities, organizing emergency response institutions and developing higher education programs for disaster risk management. In spite of the limited economical resources, geoscientists have embraced a strong commitment and ethical values, working with honesty and a sense of responsibility.</p><p>Over the past 12 years the country was submitted to a political regime change that ended up devastating the nascent democratic system and the rule of law, and has led to human right abuses.  These long-term problems along with the latest socio political crisis (April 2018) have had disastrous repercussions for the whole society, especially in the educational and scientific sectors.</p><p>The government has imposed censorship, intimidation and political interference. Scientists working at state institutions have been replaced by loyal political officials lacking reputable technical background. This has conditioned the scientific research and suppressed the freedom of expression of public servants with devastating consequences on disaster mitigation and response, and the undermining of the credibility of institutions and geoscientists. The negative impacts of these decisions is observed in the limitations of their services and the quality of their scientific results.</p><p>The experiences of the Academy of Sciences of Nicaragua will be discussed in its advisory role and impact on Nicaraguan society. Considering the systematic destruction of the rule of law and of human rights, the Academy focused on addressing the issues faced by university students, professors and scientists, including censorship, harassment, coercion and prosecution.</p><p>We will address (1) the Academy´s advisory work regarding the environmental risks posed by the Interoceanic Canal Project (considered as the largest engineering project in the world) and (2) the Academy´s role in contributing to solving the current sociopolitical crisis.</p><p>Used as best practices, these topics may be of relevance to the EGU audience and the scientific community at large. They could be relevant for scientists working under precarious political conditions and where political environments are hostile to scientists and scientific unions, making science advising extremely complicated.</p><p>There is an urgent need for the international community to lend their support to finding a peaceful resolution to this desperate situation in Nicaragua. Moreover, the support of global scientific societies will be decisive in the aftermath of the crisis to rebuild institutions and infrastructure for education and science, with specific training programs on geosciences. </p>

The Government of Uganda headed by President Yoweri Museveni, which came to power in January 1986, has made impressive progress since then in bringing about peace and national reconcilication, and in restoring the rule of law. It has turned the economy round from what might be described as ‘free fall’ to steady growth, albeit still heavily dependent on foreign aid. It has returned expropriated properties to their Asian owners, and has begun to attract foreign investment. Above all it has restored hope and given Ugandans back their pride. These are no means achievements, and place the country firmly among the few in Africa in recent years which have managed to bring about a real improvement in the overall quality of life for their citizens, albeit from a very low base. This would in itself be sufficient reason for looking more closely at what has been happening there. But, after all the disappointments of the past, it is also legitimate to ask whether these dramatic improvements are likely to be sustainable.

Comprehensive cadastral works are necessary for filling the Unified State Register of Real Estate with complete and reliable information about real estate objects. Works are carried out in large quantities on the territory of one or several cadastral districts. For the implementation of complex cadastral works it is necessary to ensure sufficient funding. In order to implement integrated cadastral works, the Ministry of Economic Development of Russia prepared a draft resolution of the Government of the Russian Federation “On Amendments to the Federal Target Program“ Development of a Unified State System for Registration of Rights and Cadastral Registration of Real Estate (2014–2020) ”. The document provides in 2019 an increase in funding for the event “Conducting integrated cadastral work.” Accordingly, the volume of work will increase, but the lack of experience in their performance, as in cadastral engineers, there and in local governments, can cause a number of difficulties, which will lead to an increase in time and costs. This paper examines the issue of entering into the Unified State Register of Real Estate maps of the territory, containing information about the boundaries of land plots and contours of capital construction objects and ways to solve them. The article was prepared on the basis of the implementation of complex cadastral works in the territory of the city of Mezhdurechensk, Kemerovo Region.

The relevance of the present study is attributable to the importance of the problem of economic development of Russian territories from the point of view of the retrospective territorial and sector approach, which has currently become widespread. In this respect, the article is aimed at studying and summarizing the cluster approach experience, which allows developing tourism in Russian regions. The authors of the following article focus on the processes occurring in tourist territories in the context of the Federal Target Program (FTP) "Development of Domestic and Incoming Tourism in the Russian Federation". In this regard, the main attention is focused on the best regional practices of cluster development and on the Kuzbass Region as the most original example. The underlying approach to the study of the problem was the allocation of the two key models of cluster formation in tourism: infrastructure and synergistic. The article reveals the elements of cluster policy, identifies the sources of funding for projects, and justifies the role of public-private partnership. The materials of this article are of practical value for the regional government entities, business and academic community.

The Atlas of the Socio-Demographic Development of Russia and Iran is a comprehensive scientific and practical publication that presents a cartographic model of cross-country comparisons of the socio-demographic development of the states. The model helps to obtain information about the main parameters of the socio-demographic situation in comparison with similar indicators, as well as to analyze the main trends of the socio-demographic development of the state and society. The Atlas is addressed to scientists, civil servants, social workers, teachers, graduate students, students (demographers, sociologists, political scientists, economists), as well as anyone interested in the socio-demographic development of Russia and Iran. The Atlas was prepared within the framework of the federal target program «Research and Development in Priority Areas of Development of the Scientific and Technological Complex of Russia for 2014–2020», approved by the Decree of the Government of the Russian Federation on May 21, 2013 No. 426, to the I Russian-Iranian sociological forum (Moscow, November 16–18, 2020).

In Russia over the past 20 years, a series of processes has occurred, which entailed strong changes in the external, internal economy, labor market and the tourist market of the country. Some changes did not receive positive dynamics, others faced a series of failures. Looking at the hospitality industry in a specific way, one can understand that the inefficient development of this cluster is due to the fact that the services provided by this sector are at a very low level. Moreover, the quality of services is always equal to the professional level of employees and their desire to provide a guest with a personalized service with an individual approach to it. It is such a process of work that serves as a factor in the involvement of personnel in the process of providing services and the continued successful existence of the enterprise in the services market and its development. The last 5-10 years can be described as the time for the design of the hospitality industry as an independent industry. Entering the world level followed after a large number of international-class events. An important factor is the global coverage of territories and all subjects of Russia. Attention to the hospitality industry has reached the state level and is reflected in a large number of documents of long-term significance with specific tasks. All the key stages that were set before the industry are outlined in targeted programs and are aimed at both inbound and outbound tourism. The introduction of these programs contributed to the creation of collective accommodation facilities of various levels, which increased the number of jobs and reduced the unemployment rate in the regions, and increased the investment attractiveness of the regions. Over the past 20 years, there has been an increase in investment in the regions by more than 3 times.

The purpose of the article is to consider the peculiarities of investigative and judicial actions that are caused by their postponement, the inability to attract a lawyer, as well as the suspension of the preliminary investigation during the period of emergency measures taken by the government of the Russian Federation in response to the outbreak of the coronavirus infection pandemic (COVID-19). The authorsanalyze the features of the courts activity in connection with the coronavirus pandemic, which is associated with minimizing the personal reception of citizens and submitting documents via electronic Internet reception offices of courts or by Russian Post, as well as the possibility of conducting online court sessions. The authors come to the conclusion that the judicial system was not sufficiently prepared for the pandemic, and therefore it is urgently necessary to adopt a special normative act that would regulate the implementation of judicial proceedings in emergency situations, allowing to continue to consider urgent cases, including materials on the election, extension, cancellation or change of a preventive measure.

Abstract: The Plato's conception of the rule of law states that good governance is based on good law. The organization also spreads to the world of Supreme Court justices, the election caused a decadence to the institutional status of the House of Representatives as a people's representative in the government whose implementation was not in line with the decision of the Constitutional Court. Based on the decision of the Constitutional Court No.27/PUU-XI/2013 explains that the House of Representatives no longer has the authority to conduct due diligence and suitability (elect) to prospective Supreme Judges proposed by the Judicial Commission. The House of Representatives can only approve or disapprove candidates for Supreme Court Justices that have been submitted by the Judicial Commission. In addition, the proportion of proposed Supreme Court Justices from the judicial commission to the House of Representatives (DPR) has changed, whereas previously the Judicial Commission had to propose 3 (three) of each vacancy for the Justices, now it is only one of each vacant for Supreme Court Judges. by the Supreme Court. The House of Representatives no longer has the authority to conduct due diligence and suitability (elect) to prospective Supreme Judges proposed by the Judicial Commission. The House of Representatives can only "approve" or "disagree" the Supreme Judge candidates nominated by the Judicial Commission.
