The paper analyzes the current demographic development of the Russian Far East. It shows the nature of the population change in the region (taking into account the Republic of Buryatia and the TRANS-Baikal territory that were included in the FEFD in 2018) in urban and rural areas. The article presents the population dynamics for the administrative centers of the Far Eastern regions and reveals their role in changing the urban population in the corresponding regions of the Far East. The data of three variants of the population forecast in the Far Eastern region are presented and the assumption is made about the possibility of the achievement of corresponding indicators

The article presents an analysis of migration processes (interregional, with the CIS countries and far abroad) that determine the dynamics of demographic development of the Far Eastern Federal District in 2018-2019. (within the new borders of the macroregion, taking into account the Republic of Buryatia and the Trans-Baikal Krai). The analysis of statistical data reveals the peculiarities of the current migration situation in the macroregion, and shows the risks in the long-term formation of the demographic potential of the Russian Far East. Based on the data obtained, proposals are formulated to attract and consolidate the population of the macroregion.

Аннотация. Республика Бурятия и Забайкальский край указом президента Российской Федерации 3 ноября 2018 года вошли в состав Дальневосточного федерального округа. Эти субъекты имеют свою социальноэкономическую специфику по отношению к другим субъектам по структуре экономики, уровню жизни населения, экономикогеографическому положению. Одна из главных целей работы была сравнить новые субъекты с другими субъектами Дальневосточного федерального округа по структуре экономики и социальноэкономическому положению и его динамики. Оба региона как было установлено имеют схожие структуры экономики с приграничными субъектами юга Дальнего Востока. Они имеют довольно низкие социальноэкономические показатели по отношению к подавляющему большинству субъектов Российской Федерации, так и в особенности среди субъектов Дальневосточного региона находясь наряду с Еврейской автономной областью в числе аутсайдеров. Это было подсчитано на примере одного из коэффициентов сравнения, который показывает степень социальноэкономического развития между субъектами федерального округа. Также на примере этого коэффициента выявлено, что рассматриваемые регионы также уступают значительной части других регионов по динамике социальноэкономических показателей. Оба региона имеют небольшую долю в социально экономических показателях округа, прежде всего за счет слабого развития регионов. Это вызывает и снижение этих показателей в расчете на 1 человека по округу. Был выявлен ряд экономических особенностей и географических факторов характерных для причинноследственной связи низкого социальноэкономического положения и развития Республики Бурятия и Забайкальского края по отношению к другим субъектам федерального округа. На примере структуре экономики регионов указано, что наибольшие социальноэкономические показатели имеют регионы с высокой долей промышленности за счет добычи полезных ископаемых. Обозначен ряд факторов, которые сказываются или должны сказываться положительно на развитии новых субъектов в будущем в составе нового федерального округа. Были подсчитаны изменения социальноэкономических показателей для Дальневосточного федерального округа в результате произошедшего изменения его границ. By a decree of the President of the Russian Federation on November 3, the Republic of Buryatia and the TransBaikal Territory became a part of the Far Eastern Federal District. These subjects have their own socioeconomic specifics relatively to other subjects by the structure of economy, the standard of living of the population, and the economic geographical position. One of the main goals of the work was to compare new subjects with other subjects of the Far Eastern Federal District in terms of the economic structure, a socioeconomic situation, and its dynamics. Both regions were found to have similar economic structures with the border regions of the south of the Far East. They have rather low socioeconomic indicators relatively to the overwhelming majority of the subjects of the Russian Federation, and especially among the subjects of the Far Eastern region, being together with the Jewish Autonomous Region among the outsiders. This was calculated by example of one of the comparison coefficients, which shows the degree of socioeconomic development between the subjects of the Federal district. Besides, by example of this coefficient, it was revealed that the regions under consideration conceded a significant part of other regions in the dynamics of socioeconomic indicators. Both regions have a small share in the socioeconomic indicators of the district, primarily because of weak development of the regions. This causes a decrease in these indicators per 1 person in the district. A number of economic features and geographical factors typical of a causal relationship of a low socioeconomic status and development of the Republic of Buryatia and the TransBaikal Territory relatively to other subjects of the Federal district were identified. By example of the structure of regional economy, it is indicated that, the regions with the highest share of industry have the highest socioeconomic indicators at the expense of mining. A number of factors are indicated that affect or should have a positive effect on the development of new subjects in future as part of a new federal district. The changes in socioeconomic indicators for the Far Eastern Federal District that occurred as a result of the change in its borders have been calculated.

The article is devoted to the issues related to the study of the process of identification and professional self-organization of public relations specialists in the Far-Eastern region of Russia. This process is studied from the point of view of defining the group identity, group norms, and the activities of professional communities. The empirical basis of analysis was the results of an expert survey of public relations specialists in the Far-Eastern federal district. The authors identify the current professional PR communities of the Russian Far East, identify the motives of their members for more active participation in the communities life. There is an independent association of representatives of professional group due to the grassroots activity «spontaneous self-organization» and the presence of experience in consolidating PR specialists in a specific field (state) with an external actor. It is concluded that today there is a willingness of the self-organized PR community to participate in solving the socially significant issues for the region, the development of inter-sector partnership, as a result of formation of trusting attitude of population to the decisions taken in the region.

The manifestations and consequences of the search for new impulses of the socio-economic development of the Russian Far East, confirming the invariability of the course towards the creation of new development institutions have been considered. The management decisions made in terms of their economic efficiency and implementation prospects have been evaluated. The actions of the transfer of the «capital» of the Far East from Khabarovsk to Vladivostok, the development of a national program for the development of the Far East until 2025 and for the future until 2035, as well as the expansion of the Far Eastern Federal District through the annexation of the Trans-Baikal Territory and the Republic of Buryatia, have been considered in detail.

The purpose of the article is to identify trends in the transformation of some aspects of the economic behavior of residents of the regions of the Far East Federal District (FEFD). The authors present the results of a comparative analysis of the dynamics of indicators characterizing the activity of individuals in the financial sector (within the macro-region and relative to all-Russian indicators). On the basis of official statistics, changes (2018-2020) in the volume of disposable monetary resources of households (in urban and rural areas) were studied as opportunities for the population to implement financial (monetary) strategies. The regions of the Far East Federal District were ranked by the volume of deposits of individuals in rubles, attracted by credit institutions, as one of the important elements of savings behavior; there were identified leaders and outsiders in terms of the growth rates of the volumes of organized savings. The article shows government measures (program) to increase the level of financial literacy of the population and develop financial education for citizens to take the most effective and least risky decisions when choosing a strategy for economic action. It demonstrates the change in the rating of the FEFD regions (2019) according to the general Index of Financial Literacy, as well as its separate components: knowledge in the field of finance, financial management skills, attitudes towards finance. There was revealed a higher financial literacy rate (in more than half of the regions of the Far East Federal District) in comparison with the all-Russian indicators. And among the Federation subjects of the analyzed District, both in 2018 and in 2019, Primorsky Krai fell into group A (the best values of the Financial Literacy Index). The regions-leaders of the Far East Federal District were identified in terms of opportunities and methods for implementation of economic activity by the population.

Aim. To reveal peculiarities of acute respiratory viral infections (ARVI) incidence among population of the Far Eastern Federal District depending on viral etiology during two epidemic seasons (2017-2018 and 2018-2019). Materials and methods. Method of epidemiological analysis by means of ARVI incidence with weekly epidemic thresholds as utilized. Laboratory diagnosis of respiratory viruses was carried out by applying RT-PCR method and test-kits of the Central Research Institute of Epidemiology. In order to determine relations between ARVI incidence and viral etiological structure of ARVI correlation and regression analysis was performed. Results. Identical epidemical tendencies with differences in ARVI incidence intensity were registered in the evaluated constituent entities of the Russian Far East. Utmost intensity of epidemic process was revealed in the Republic Sakha (Yakutia) and Sakhalin Oblast. In the south regions (Khabarovsk and Primorsky Krai, Amur Oblast) ARVI incidence, occasionally excessing epidemic threshold was lower. Territorial and time irregularity is peculiar for etiology of infections in the Russian Far East. During the epidemic season of 2017-2018 statistically significant prevalence was determined for the influenza virus B in Primorsky and Khabarovsk Krai, influenza virus A(H3N2) ‒ in the Sakhalin Oblast, respiratory syncytial virus ‒ in the Republic Sakha (Yakutia), rhinoviruses were dominant in the Amur Oblast. During the 2018-2019 epidemic season influenza virus A(H1N1)pdm09 was mostly prevalent in most of the constituent entities of the Russian Far East. Compared to the other regions of the Far Eastern Federal District in the Amur Oblast were revealed differences in circulation of respiratory viruses predominantly of non-influenza origin during two observed epidemic seasons. Conclusion. Constant evaluation of ARVI epidemics under the conditions of constantly changing landscape of circulating viruses in a particular region can be useful for determination of strategies and tactics of epidemiological response.

Subject. The article addresses the tax liabilities of taxpayers registered in the subjects of the Far Eastern Federal District, which should be paid to the consolidated budget of the Russian Federation, as well as the factors of the said debt growth. Objectives. Our aim is to assess the level of tax debt of regions of the Russian Far East and identify the correlation between the factors and the amount of tax debt. Methods. The study rests on methods of analysis, generalization, grouping, systematization, and the correlation and regression analysis. Results. We analyzed the level of tax debt for the entire Far Eastern Federal District and by region, identified factors affecting the growth of tax debt therein. The paper assesses the structure of tax debt by type of taxes and activity of debtors. The unveiled factors may help control changes in the size of tax debt in the Russian Far East and develop effective measures to improve the debt collection. Conclusions. The study shows that there is an increase in the tax debt in the regions of the Russian Far East, in the VAT in particular. The factor analysis revealed that the volume of sales of wholesale enterprises, investment in fixed capital, the consumer price index have the largest impact on the amount of tax debt.

The monograph presents the search for solutions to the problems of the Far Eastern region. The proximity of China and the remoteness from the center of Russia make us look for effective measures to overcome the problems of settling the Far East in the context of sustainable economic development of modern Russia. The paper analyzes the problems of the Far East: in industry, agriculture, forestry, energy problems, environmental problems, and provides recommendations for their solution. Considerable attention is paid to migration problems. The experience of China is studied through the prism of bilateral cooperation with Russia. It is intended for students, masters, postgraduates, researchers dealing with issues of macroeconomic regulation and forecasting.

The present paper analyses migration policy measures implemented in the Russian Far East, namely, State Programme to Assist the Voluntary Resettlement of Compatriots Living Abroad to the Russian Federation, the Far-Eastern Hectare Programme, establishment of Priority Development Areas (PDAs) and territories with a special regime of economic activity. The synthetic control method was applied to quantitatively assess how the adopted measures affect the migration outflow from regions of the Far Eastern Federal District. According to this method and relevant statistics, constituent entities of the Far Eastern Federal District were compared with control regions of the Siberian Federal District, where these policy tools have not been introduced. Comparable areas had similar socio-economic development trends and migration flows in the period preceding the implementation of the state programmes. To analyse the impact of migration policy changes in 2011–2018, the difference between outflow values of the Far Eastern and synthetic control regions was calculated. The results showed that the average estimated values are negative and significantly different from zero. This indicates a positive effect of new migration mitigation measures on reducing the outflow from the Russian Far East. Future research will separately assess the effectiveness of each migration policy tool implemented in the Far Eastern Federal District.
