Attempts to improve the policy environment have led to a growing pressure on governments in Africa to embark on policymaking that is more evidence based and considers a wide spectrum of scientific and indigenous knowledge. Local – or ‘homegrown’ – research networks on the continent can help strengthen the role of scientific knowledge in policymaking by increasing the capacity of researchers and by enhancing the visibility and communication of the research produced. While a large number of regional and sub-regional research networks have sprung up in Africa, the mere existence of networks does not guarantee their success. In reality, the impact of research networks on the science–policy interface depends on how well the networks operate in practice. We present a framework for evaluating the effectiveness of research networks in a way that is comparable across networks. The evaluation framework was used to evaluate two sub-regional research networks: the NEPAD Southern African Networks of Water Centres of Excellence (SANWACTE) and the NEPAD Southern African Network for Biosciences (SANBio). The evaluation revealed some shared constraints limiting the effectiveness of both networks, including uneven regional representation, asymmetry between network members, and difficulties in securing sufficient, diverse and sustainable resources. Further research into network design and funding models is suggested in order to enhance the role of these networks in providing locally appropriate knowledge for policymaking on the continent.

The article intends to highlight geopolitical aspects in the development of international tourism in Ukraine as a global phenomenon that carries out economic, social and international political action. The paper analyzes international tourist flows in Ukraine, their dynamics and spatial structure during 2000–2017 in particular, in the context of military-political aggression on the part of Russia and intensification of Ukrainian-Russian intergovernmental relations. It has been established that the current dynamics of the international tourist flow in Ukraine is characterized by a sharp decrease in the volume of international visitors, a decrease in the rates of development of tourism activity and the reformatting of the spatial structure of the inbound and outbound tourist flow. The question arises as to the expediency of tourism development during the military-political confrontation. The experience of holding Eurovision–2017 in Ukraine, which took place against the backdrop of the anti-terrorist operation, is highlighted. The conclusion is drawn about the constructive role of tourism as a factor of «soft power» that can influence the informing of the world about the «Ukrainian issue». In this sense, international tourist flows acted as channels of public diplomacy, reflecting the true situation in Ukraine, which is fundamentally different from the Russian mass media. Attention is drawn to the intensification of domestic tourism in Ukraine, taking place against the backdrop of deteriorating key indicators of economic and social development. It is argued that the growth of the weight of domestic tourism was also possible due to the growth of patriotic sentiment in Ukrainian society. In a sense, the development of domestic tourism is seen as a continuation of the struggle of the Ukrainian people for their independence and territorial integrity. Consequently, the constructive role of tourism lies not only in the presentation of the country to the world community, but also in the construction of a national identity within the country. In this way domestic tourism favors further development of the Ukrainian political nation. Subject. This article explores the changes in the region's rural settlement system driven by certain transformations in agriculture. Objectives. The article aims to assess the impact of the transformations in agricultural production of the Amur Oblast on the settlement structure of the Far Eastern agricultural region. Methods. For the study, we used the methods of logical, comparative, and statistical analyses, and typology. A set of spatial development theories is the methodological basis of the study. Results. The article presents a database that helps understand the history of agricultural settlements of the area, as well as demographic processes and trends differentiation. Conclusions. The mechanisms to stabilize the area's population should be used alongside with spatial development policies that are in line with the development of agricultural settlements.

AbstractThe importance of local plans for developers and negative consequences of issuing a large number of decisions on building conditions are usually discussed in literature, with the role of the study of conditions and directions of the spatial development of the commune somewhat diminished in this respect. The question therefore arises whether the study itself is important for the growth of developers’ activity and, if so, whether its provisions are adhered to.Therefore, the purpose of this article is to assess the impact of the study of conditions and directions of spatial development of the commune on developers’ activity based on the example of Łódź. The author formulates a hypothesis that, from the point of view of developers’ activity, it is a document of little importance, because its decisions are not abided by entities issuing BC decisions. To achieve the assumed goal, the following research methods were used: desk research analyzing the studies of conditions and directions of the spatial development of Łódź from 2010 and 2018, as well as gathering information on development investments from various online sources, and a comparative analysis of the location of development investments in the context of both mentioned documents.

This article examines the development of investment relations in the energy sector, as well as the impact of prosecutor's supervision on improving the investment climate in the studied sector of the economy. The article emphasizes the importance of the activities of the prosecutor's office to improve the investment attractiveness of the industry, as well as to ensure that the participants in the legal relations comply with the current legislation. The basis for such conclusions for the author is the positive experience of prosecutor's supervision in the field of investment activities in the territories of advanced socio-economic development in the Far Eastern Federal District. In the course of the research, the author, in addition to general scientific methods of synthesis and analysis, used such special methods as historical, comparative-legal, formal-legal.

SummaryAntagonistic receptive field surrounds are a near-universal property of early sensory processing. A key assumption in many models for retinal ganglion cell encoding is that receptive field surrounds are added only to the fully formed center signal. But anatomical and functional observations indicate that surrounds are added before the summation of signals across receptive field subunits that creates the center. Here, we show that this receptive field architecture has an important consequence for spatial contrast encoding: the surround can control sensitivity to fine spatial structure by changing the way the center integrates visual information over space. The impact of the surround is particularly prominent when center and surround signals are correlated, as they are in natural stimuli. This role of the surround differs substantially from classic center-surround models and raises the possibility that the surround plays unappreciated roles in shaping ganglion cell sensitivity to natural inputs.

This paper studies the impact of spatial frictions on Asia's long-term spatial development. Using the framework provided in Desmet, Nagy, and Rossi-Hansberg ( 2016 ), we analyze the evolution of Asia's economy and the relative performance of specific regions and countries. We then perform a number of counterfactual experiments and find that a worldwide drop in transport costs of 40% increases the present discounted value of real income by 70.7% globally and 78% in Asia. These figures are much larger than those found in standard quantitative trade models because they include dynamic effects and take into account intracountry transport costs. We also perform exercises in which we upgrade Asia's road network or relax migratory restrictions between locations in Asia. These exercises emphasize the important role of spatial frictions in the development of Asia's economy.

The object of the study is the regions of Transbaikalia joined the Far Eastern Federal District, through which the main connecting infrastructure of the macroregion with the main territory of the country passes. The purpose of the paper is to show the position of Transbaikalia in the system of the emerging economic corridor China-Mongolia-Russia as a part of China's foreign policy initiative "One Belt - One Road" by analyzing the impact of foreign investment on its current economic situation. This corridor will facilitate the access of Chinese companies to the resources of Siberia and the Far East, enhancing the resource specialization of the area. At the same time, the geostrategic functions of the Trans-Baikal territory, given to it by the new Spatial Strategy of the Russian Federation, require strengthening its own economic potential through the development and diversification of the local economy and horizontal ties between the subjects of the macroregion.
