The aim of this study is discussing teacher portfolio’s areas of usage, purposes, benefits and limits as audit approach. This study is a review article and it helps analyzing the evaluation of teacher portfolio. In this direction, the areas of usage of teacher portfolio has been examined and its benefits and limits has been tried to determined as a result of literature review.  Portfolio is considered to be an approach used for the evaluation of only students. However, in many world countries, teacher portfolio is benefited from for the evaluation of teacher candidates in higher education. As a matter of fact, teacher file evaluation has a wide range of usage pre-service and in service. On the other hand, it is observed that this application is not common in terms of higher education in Turkey and enough amount of research has not been conducted on the application. Although this kind of attempts on the evalution of teacher candidates exist by Ministry of National Education, but effectiveness of it has not been evaluated. Therefore, it is crucial to determine in which situations teacher portfolio should be used, what evaluation criterion, benefits and limits are. It has been suggested that researchs should be conducted in order to be determined the efficiency in use of the approach applied by MoNE, and to be made improvements in this direction.Extended English abstract is in the end of Full Text PDF (TURKISH) file. ÖzetBu çalışmanın amacı, öğretmen dosya değerlendirmesinin (portfolyo) bir denetim yaklaşımı olarak kullanım alanlarını, amacını, faydaları ve sınırlılıklarını tartışmaktır. Makale bir derleme çalışması olup öğretmen dosya değerlendirmesinin analiz edilmesine yardımcı olmaktadır. Bu doğrultuda öğretmen dosya değerlendirmesinin kullanım alanları incelenmiş, faydaları ve sınırlılıkları alanyazın taraması neticesinde tespit edilmeye çalışılmıştır. Dosya değerlendirmesi, yalnızca öğrencilerin değerlendirilmesinde kullanılan bir yaklaşım olarak düşünülmektedir. Ancak dünyanın birçok ülkesinde, yükseköğretimde öğretmen adaylarının değerlendirilmesinde dosya değerlendirmesinden yararlanılmaktadır.  Nitekim öğretmen dosya değerlendirmesinin hizmet öncesi ve içinde çok yaygın bir kullanım alanı bulunmaktadır. Buna karşın Türkiye’de yükseköğretim açısından bu uygulamanın yaygın olmadığı ve uygulama ile ilgili yeterli araştırmanın yapılmadığı görülmektedir. Aday öğretmenlerin değerlendirilmesinde ise Milli Eğitim Bakanlığının bu tür bir çalışmasının olduğu görülse de henüz etkililiği değerlendirilmemiştir. Bu nedenle öğretmen dosya değerlendirmesinin hangi durumlarda kullanılacağının, değerlendirme ölçütlerinin neler olduğunun, fayda ve sınırlılıklarının belirlenmesi önemli görülmektedir. Bakanlık tarafından uygulanan bu yaklaşımının uygulamadaki etkililiğinin tespit edilmesi için araştırmaların yürütülmesi ve bu doğrultuda uygulamanın geliştirilmesi önerilmektedir.

Abstract. Introduction and purpose of a study. The article presents analysis of the directions of reforming system physical education at institutions of a higher education. A generalization of scientific positions, elaboration of the normative documents with an aim of improving organizational and methodical conditions of reforming. The attention is focused on an implementation of the educational activities aimed at national interests, preservation of the traditions of national education with the preservation of compulsory classes in the physical education including loans in the educational programs of training. The author used the basic tenets at the theory of management; contemporary concepts (democratization and humanization of education and upbringing, student-centered learning; provision on the role of continuing education in shaping of personality); the philosophical, pedagogical and medico-biological situation of the interdependence at the physical and mental spheres of the individual; the concept of physical education in the education system of Ukraine. Materials and methods. The research methodology was based on a combination of theoretical knowledge and practical experience on issues of theory of sports, theory and methodology of the physical education; training of specialists in the physical education and sport. Results. Proposed to determine the effectiveness of traditional, optional and mixed system of organization of the physical education in the secondary cooling zone be guided by the following criteria: dynamics of the number of students with 1 to 4 courses that relate to the public broadcaster, the group a safe level of health, above average and high; the dynamics of quality indicators of physical preparedness of students (high, average, sufficient, low levels, %); indicators of students involvement in both organized and independent forms of a physical exercises outside the classroom. Conclusions. There are significant problems in organization of the system of physical education of youth at educational institutions, which require urgent solutions by the Ministry of Education and Science and the Ministry of Youth and Sports to restore the effectiveness of the system of physical fitness, which is basis of caring, capable and the healthy nation. According to the authors, significant changes that have taken place in this area over the past decade do not contribute to some extent to the realization of the main purposes and objectives of physical education. Physical education as a discipline has in comparison with others the greatest field for formation of desire for self-development due to wide and very important for the life of student youth range of goals and objectives, the presence of various forms of classes, the existence of a wide range of the attractive tools. Analysis of the world experience in the formation of health systems encourages the authors to consider the possibility of improving the process of physical education of student youth, rather than complete destruction, by taking the discipline beyond credit. Distance education is the educational process in which the instructor and learner are physically separated, and interaction between them is conducted through technology. Distance education is neither a recent nor a new phenomenon. It has a long tradition. However, the development and adoption of sophisticated communication technologies often creates that impression (McGorry, 2003). Distance education has a strong background in Turkey and is recognized as a method of learning for all levels of education except primary (years one to five). On the other hand, distance education has been centralized and controlled by the state. The Ministry of National Education (MONE) is responsible for all distance learning activities from kindergarten to the secondary level. The Higher Education Council is responsible for distance learning implementation in universities. Recent statistics show that the demand for postsecondary education in Turkey is rising. Admission to higher education is centralized and based on nationwide examinations administered by the Student Selection and Placement Centre every year. Every year, approximately 1.5 million students enter the examination and nearly 420,000 of these students are placed into a higher education program (including the Open Education Faculty, OEF). In fact, in the 2001 to 2002 education year, the number of students at the secondary school level reached 2.24 million. This shows that the demand for postsecondary education will rise in the near future. However, it is not possible to double the capacity of the universities in a traditional sense. Therefore, it is expected that distance education will be thought of as one of the solutions to redress the balance. However, awareness about distance education based on the Internet is limited.

Race has been one of the most controversial subjects studied by scholars across a wide range of disciplines as they debate whether races actually exist and whether race matters in determining life, social, and educational outcomes. Missing from the literature are investigations into various ways race gets applied in research, especially in higher education and student affairs. This review explores how scholars use race in their framing, operationalizing, and interpreting of research on college students. Through a systematic content analysis of three higher education journals over five years, this review elucidates scholars’ varied racial applications as well as potential implicit and explicit messages about race being sent by those applications and inconsistencies within articles. By better understanding how race is used in higher education and student affairs research, scholars can be more purposeful in their applications to reduce problematic messages about the essentialist nature of race and deficit framing of certain racial groups.

Educational attention in earnest background of learners is the forerunner for the emergence of multicultural education.        Multicultural education is composed of two terms, namely education and multicultural. Education means the development process and the attitude of a person or group of conduct in an attempt to mature through teaching, training, processes, and how to educate. Multicultural interpreted as cultural diversity, a variety of politeness. The concept of multicultural education in the journey widespread, especially countries that have ethnic diversity, rationalism, religion and culture like Indonesia.   SMA Negeri 1 Brits Brebes are public school students come from various backgrounds, ranging from the academic year 2011-2016 has been practicing multicultural education, given its students are not from the same religion, namely Islam, but there are also students who are non-Muslims are Catholic and Protestant, with an approach and interviews with parents guardians and students, they are welcomed, the provision of teaching of religious education non-Muslims, and runs well without any intimidation and discrimination, because the kids are already observed by the schools in following the teachings of his religion, although in the District brebes no teacher of Religious Education in addition to Islam, with the help of the church, can run smoothly, from planning, mobilization, organization and evaluation and control are done by the school, school committees and offices of National Education and Ministry of Religious Affairs Brebes Brebes. In this research use, qualitative research methods, by presenting a wide range of anchovies in favor, with the data collection through: observation, interviews, and questionnaires to the school principal, school committees, teachers Muslims and non-Muslims, and elderly parents are Muslim and non-Muslims, as well as the students were Muslims and non-Muslims to Obtain valid the data, the number of students taking the population of parents and guardians are non-Muslims, principals, school committees and teachers partly that Muslims and non-Muslims.

The article reveals the economic essence of the current state of higher education in Ukraine. It examines the main problems of state regulation of risks and challenges facing modern education at the stage of reform. The subject of the study is the very system of higher education in Ukraine. The purpose of the study is to analyze the state of the modern market of higher education in the country, as well as the features and trends of its development to date in the process of reform. The development of the national education system is shown together with its social and economic problems and challenges, as well as the political conditions that find the direction of the development of education in the country. It was revealed that the main risks in the education system of Ukraine can be considered a decrease in the number of highly skilled professionals, the closure of a number of educational institutions with a reduction in the contingent that lead to financial losses. In addition, among the risks studied, the low efficiency of training technologies and the low-level of graduates’ competence, corruption and low rating indicators in the world educational community are highlighted. The author specifies the existing external risks of the education system in the country and presents possible ways of overcoming them. And also draws the conclusion that the current conditions of the country’s existence and specifically the development of the education sector, the introduction of new models and training programs is a complex process. The reform of higher education today does not have significant results, therefore, it is suggested that the entire education system in Ukraine is integrated and fundamentally reformed, with the aim of overcoming existing discrepancies between the educational product and the needs of society. So, the author says that the modern structure of education should give to ensuring ideal conditions for the functioning and development of the education system, taking into account the needs of modern society and the existing problems in the educational sphere, which should give quality educational services and freedom of choice in education.

In order to revitalize Indian education system, the Government of India has recently approved National Education Policy-2020 (NEP-2020) and proposed sweeping changes including opening up of Indian higher education to foreign universities, dismantling of the UGC and the AICTE, introduction of a 4-year multidisciplinary undergraduate program with multiple exit options, and discontinuation of the M Phil program. It aims at making ‘India a global knowledge superpower’. In the light of National Education Policy-2020, agricultural education system needs to be redefined in India as it increases knowledge or information and farmer’s capacity to learn. As the level of agricultural education increases, farmers will become more and more self-reliant and will depend more on their self-studies dealing with farming. It is suggested that reorientation of agricultural higher education in context of globalization, food security, diversification, sustainability of ecosystems, and agribusiness is necessary. The curriculum of agricultural higher education needs to be made more broad based and manpower has to be trained scientifically in topics such as biotechnology, genetic engineering, agro-meteorology, environmental science, agro-ecology, computer application, information technology, conservation of natural and human resources, specialized job-oriented courses, and trade and export in agribusiness. Finally, adequate emphasis should be placed on practical skills and entrepreneurial capabilities among the students to achieve excellence. To properly address the challenges faced by today’s Indian agriculture, competent human resource in sufficiently large numbers would be required in the near future. There is a vast scope for young graduates to undertake agriculture as their profession which is directly or indirectly contributing to the economic and social development of the country.

This article sets sights on highlighting the effectiveness and efficiency of higher and vocational education and training, as well as exploring ways to address and implement the current reform agenda in the field. The research was conducted on the basis of a generalizing and comparative method, to identify the problems and development of vocational and higher education. Within the framework of the conducted research the current state of vocational and higher education has been characterized; the features of online learning at leading universities and its advantages has been clarified; the prospects of introduction of continuity of education have been studied, for the development of personality abilities, taking into account changes in society in the context of improvement of the system of vocational and higher education caused by the European integration process of education; directions for the development of vocational and higher education as part of the national education system and society in general have been outlined. It is determined, that at the present stage the domestic education system should be improved and transferred to an innovative way of development in accordance with developed countries. In the near future, such modern forms of education as: distance education, dual education, continuing vocational education and others, should be improved and implemented into the educational process.

AbstractOne of the major questions about magnetic reconnection is how specific solar wind and interplanetary magnetic field conditions influence where reconnection occurs at the Earth’s magnetopause. There are two reconnection scenarios discussed in the literature: a) anti-parallel reconnection and b) component reconnection. Early spacecraft observations were limited to the detection of accelerated ion beams in the magnetopause boundary layer to determine the general direction of the reconnection X-line location with respect to the spacecraft. An improved view of the reconnection location at the magnetopause evolved from ionospheric emissions observed by polar-orbiting imagers. These observations and the observations of accelerated ion beams revealed that both scenarios occur at the magnetopause. Improved methodology using the time-of-flight effect of precipitating ions in the cusp regions and the cutoff velocity of the precipitating and mirroring ion populations was used to pinpoint magnetopause reconnection locations for a wide range of solar wind conditions. The results from these methodologies have been used to construct an empirical reconnection X-line model known as the Maximum Magnetic Shear model. Since this model’s inception, several tests have confirmed its validity and have resulted in modifications to the model for certain solar wind conditions. This review article summarizes the observational evidence for the location of magnetic reconnection at the Earth’s magnetopause, emphasizing the properties and efficacy of the Maximum Magnetic Shear Model.
