In Chapter 3, Aude Labetoulle addresses the challenge of designing courses that meet the needs of learners whose major is not languages in French universities – a sector usually referred to as ‘LANSOD’ (LANguages for Students of Other Disciplines). University language requirements are typically related to the increased importance of ‘mobility’ and ‘employability’. Yet, French universities seem to struggle with the design of language courses that are relevant to the future professional needs of learners. To explore this issue, Aude Labetoulle first investigates how ‘professionalization’ has been progressively defined and implemented by French universities and stresses the tensions underlying the various interpretations of the ongoing movement toward the ‘professionalization’ of university courses in France. She then analyzes the specific case of a LANSOD undergraduate course at the University of Lille (France) and demonstrates how complex it can be to design an undergraduate English curriculum relevant to learners’ future professional needs when learners have different disciplinary backgrounds and professional aspirations. This study provides LANSOD course designers with an approach to curriculum design and evaluation that addresses these challenges and offers transferable tools to, generally underprepared, LANSOD teachers.

The Common European Framework of Reference for Language (CEFR) has become the standard used to describe and evaluate students’ command of a second or foreign language. It is an internationally acknowledged standard language proficiency framework which many countries have adopted such as China, Thailand, Japan and Taiwan. Malaysia Ministry of Education is aware and realise the need for the current English language curriculum to be validated as to reach the international standard as prescribed by the CEFR. The implementation of CEFR has begun at primary and secondary level since 2017 and now higher education institutions are urged to align their English Language Curriculum to CEFR as part of preparation in receiving students who have been taught using CEFR-aligned curriculum at schools by year 2022. This critical reflection article elucidates the meticulous processes that we have embarked on in re-aligning our English Language Curriculum to the standard and requirements of CEFR. The paper concludes with a remark that the alignment of the English curriculum at the university needs full support from the management in ensuring that all the stakeholders are fully prepared, informed and familiar with the framework.

AbstractAlthough the education sector is improving more quickly than ever with the help of advancing technologies, there are still many areas yet to be discovered, and there will always be room for further enhancements. Two of the most disruptive technologies, machine learning (ML) and blockchain, have helped replace conventional approaches used in the education sector with highly technical and effective methods. In this study, a system is proposed that combines these two radiant technologies and helps resolve problems such as forgeries of educational records and fake degrees. The idea here is that if these technologies can be merged and a system can be developed that uses blockchain to store student data and ML to accurately predict the future job roles for students after graduation, the problems of further counterfeiting and insecurity in the student achievements can be avoided. Further, ML models will be used to train and predict valid data. This system will provide the university with an official decentralized database of student records who have graduated from there. In addition, this system provides employers with a platform where the educational records of the employees can be verified. Students can share their educational information in their e-portfolios on platforms such as LinkedIn, which is a platform for managing professional profiles. This allows students, companies, and other industries to find approval for student data more easily.

In any consideration of the future of the states, it is desirable at the outset to recall the circumstances of their development and of their entry into the Union. When the present Constitution was framed and adopted, the states were more than a century and a half old. At that time, and for many years thereafter, it was the states to which the people gave their primary allegiance. Under the Articles of Confederation, the strength of the states was so great that the central government was unable to function; when the Constitution was framed, the people were still greatly concerned about “states' rights.” This priority of the states in the federal system continued through the nineteenth century, down to the period of the Civil War; in the closing decades of that century, state government sank into the depths in an orgy of graft and corruption and inefficiency, which resulted in a wave of state constitutional restrictions, particularly upon legislative powers.At this time, when the prestige and efficiency of the state governments were at their lowest ebb, there began to appear ringing indictments of the whole state system. Most conspicuous of these were the well known writings of Professors John W. Burgess, of Columbia University, and Simon N. Patten, of the University of Pennsylvania.
