The rationale of this paper would be extracted from the fact that a regional policy, in the full European patterned comprehensive sense, was never thoroughly pursued in Romania since joining EU in 2007. Our research try to evaluate if there are any preliminary historical assets in order to ease the process of modern regionalization and further on to investigate the policies that were officially implemented in order to comply with the overall EU territorial developmental framework. Last but not least we investigate the ad-hoc approaches of several of the local public administrators in the country, innovative approaches conceived in order to mend the evident lack of consistency of governmental public policies in this area. Within this respect our endeavor is to benchmark the overall progress of the country towards genuine regional development to some recently taken steps by some local administrative bodies, steps that already proved to be lucrative for a few counties in North-Western Romania.

Regional policy concerning territorial development of the country, while reducing disparities in regional development in France has existed for nearly half a century. It beginnings reach 1963 when DATAR – an institution coordinating regional development of France was established (Délégation à l'aménagement du territoire et à l'action régionale). Additionally, European institutions have started to work, particularly from the 90s of the 20th century, on implementing the cohesion policy at the regional levels.  Regional policy covers the entire territory of the Republic of France, including its former colonial territories of DOM: French overseas departments (départements d'outre-mer). DOM includes: Guadeloupe, French Guyana, Martinique and Reunion. These regions despite undertaken actions aiming at their economic development are still struggling with various issues. The most significant are the natural and historical constrains, economic dependence on France and the EU financial assistance, supremacy of agriculture, tourism and housing, unemployment and poverty of society and finally the social problems associated with multiculturalism. Actions undertaken by national and regional authorities are predominantly focused on developing the infrastructure and stimulating business development through knowledge transfer and investments in human capital. Recognizing the fact that investing in human is the most essential factor in the growth and socio-economic progress, the aim of this paper is to analyze regional differences in educational level and structure of the population of overseas and mainland France as well as its changes since the 90s basing on statistical data. The second part presents the regional comparison of the selected indicators of human capital development in the French economy with selected data showing the quantitative changes in the education of France.

The article explores practices of the regional development policy in Spain (in other words, regional policy) as the central government’s regulation of economic and territorial development, with a view to their possible efficiency for the Russian Federation. The author singles out Spanish regions (17 autonomous communities and 2 autonomous cities) and local communities (provinces, municipalities and islands) as objects of the regional development policy, reviews goals and objectives of this policy. The paper focuses on analyzing, particularizing and comparing of instruments and mechanisms relevant to this policy line of the Spanish state, its institutional and political aspects in time of Franco's rule and during the post-Francoist period. The variation of economic development in the regions of Spain, different parameters of this variation and some factors of the autonomous communities' economic development are estimated. The specific character of interrelationship between central, regional and local authorities in the context of the Spanish State of Autonomies and of the territorial development dynamics, the peculiarities of the operational inter-budgetary relations model, problems of the local government and self-government as well as of decentralization of metro- and megapolises’ governance are examined. The questions of public discussions in Spanish society about the outcome and efficiency of the central government’s regional development policy are touched upon. The regional development policy in Spain is considered as extremely politicized, semi-structured, contentious and ambiguous in consequence of the legal and socio-economic asymmetry of the autonomous communities and also of the ongoing process of federalization in Spain. As in recent years Spain is steadily losing its previous status of the subsidized territory and is turning into a donor of the European Union regional policy, it is necessary for Spanish authorities to make the regional development policy more active and to take a different view of its objectives and opportunities. The paper characterizes the nature of public regional policy in terms of strengthening of competitiveness and economic security in conditions of decentralization reform. It reveals the problems of institutional background of administrative and territorial reform and shows the threats to economic security of territorial communities. Methodical approaches to organization of monitoring of regional competitiveness and economic security parameters are outlined. The paper argues that suggested estimation indicators can become the ground for assessment of competitiveness and economic security condition in the regions, for detecting of bottlenecks and weaknesses and for elimination of threats. Main threats to realization of competitive advantages and maintaining of economic security in Ukrainian territorial communities are presented and a set of measures to implement efficient regional policy of economy competitiveness increase and economic security maintenance in territorial communities is suggested. The paper provides evidence that reforming of regional development policy should secure:  transition from a “single center” policy to consideration of multi-hierarchy interests of economic entities at regional level based on the principle of vertical and horizontal coordination of measures of regional development stimulation and regional security strengthening; complex regulating impact based on the use of hybrid tools and mechanisms of regional development and security stimulation. The paper confirms that the following should become the priorities of such policy in conditions of decentralization: optimization of territorial basics of public authority with distribution of competences of local executive authorities and local governments; improving of regions residents’ life quality, reducing of differentiation by human development index and forming of polycentric system of territorial development; implementation of interregional projects and programs of efficient use of local resources; introduction of criteria of “problem” territories’ assessment in regions as well as efficient mechanisms of public support of interregional integration. Special attention is paid to the fact a region’s economy competitiveness is largely determined not only by its ability to “win” in competition with similar economic systems of the country, but by participation in megaregional groupings as well.

The article is devoted to the theoretical foundations and analysis of the experience of subjects of the Russian Federation in the field of regional development risk management. The article examines the concept of risk, its difference and relationship with the concepts of uncertainty, threat, danger, security and others. It is determined that dangers are constantly present in the regional economy. And risk, as a measurable uncertainty with multiple outcomes, for which the probability of occurrence of a risk event is calculated, is manifested as a result of the occurrence of a hazard. When comparing the concepts of risk and security, this means that the security of the regional economy is manifested in the ability to resist threats and manage risks, and not in the complete absence of dangers. It is revealed that ISO standards distinguish between the concepts of risk management and risk management. For further discussion, risk management is understood as a systematic approach to using the full range of mechanisms available to public authorities to reduce emerging risks and threats to the socio-economic development of the region. Further, the analysis of risk management in the practice of regional management on the example of the Omsk, Novosibirsk and Tyumen regions is carried out. The relevant tools in the activities of government bodies, such as territorial development strategies, state programs and projects, were identified, which allowed us to introduce a classification of risks with the allocation of strategic, tactical risks of territorial development and project management risks, among which there is a strategic level. The analysis of the implemented tools for compliance with the mandatory stages of risk management showed mainly the absence of risk identification, unified requirements for risk accounting and systematic risk management of regional development. Among the assessed regions, the Tyumen region has the best practices in terms of risk management. For a more detailed analysis authors highlighted the key institutional and instrumental elements of risk management such as risk committee, strategic risk map, risk register, action plan for risk management, and defined logical relationships between them.

The article studies theoretical and methodological bases of the strategic management of the development of administrative territories, considers the essence of strategic management and formulates the advantages of using it in management of administrative territory. Based on the analysis of the key provisions of the EU regional policy, the strategy of “smart specialization” is considered as the most common approach to territorial development. Using the experience of the countries of the European Union as a basis, a BPMN diagram, describing the conceptual bases for the formation of a competitive territory strategy, was built. Practical approaches to the formation of strategies for the development of administrative territories operating in Ukraine, regulatory acts, in particular, that had a direct impact on the formation of the existing model of strategic territorial management, were analyzed. The main requirements to the content of the strategic plan were considered and the list of key provisions and analytical methods (socio-economic analysis, comparative analysis, SWOT-analysis, PESTLE-analysis, sociological analysis) was formulated. Using the comparative legal analysis of the experience of the European Union as a basis, a number of features can be highlighted that must be taken into account in the process of forming the administrative territory development strategy.

When the European Community (EC) created the European Fund for Regional Development (EFRD) in 1975, regional policy was established at an international level for the first time ever. Because of the chosen instruments and the ‘additive’ mechanism of implementation—via the administrative bodies of the member states—this policy seemed at first to mean little more than a reinforcement of regional policies at a national level. Since then, the EC has considerably intensified its regional policy and diversified its instruments. However, the recent reforms of the Community's regional policy serve not only to achieve (certain) development effects with respect to the economic structure of less-developed areas, but also as a means of reorganizing governmental (planning) bodies and regional development policies in the member states, that is, as a means of inducing modernization and differentiation of state intervention in the countries concerned. Thus, the EC intervenes’ in the affairs of the member states: Not in the shape of more or less authoritarian intervention by a superior body—EC powers do not permit this—but via the indirect effect of market mechanism. Subsidies are the economic incentive to collaborate.

The relevance of this study is determined by the need to improve the tools for developing strategies for the development of territorial socio-economic systems, taking into account the realities of the current stage of development. Among these realities are the formation of the economic space of the region and the limited resources for development, which determined the logic, goal and objectives of this study. The purpose of this study is to develop theoretical, methodological and practical recommendations for the formation of a regional development strategy taking into account the spatial component. To achieve this goal, the following tasks were formulated and solved: clarification of the essence and content of the category "economic space" as the basis for accounting for this category in strategic developments; identification of the features of regional development, taking into account the spatial component; development of principles and prerequisites for regional strategy taking into account the spatial component of development; formation of a scheme for accounting for the spatial component in the development of strategies for multi-level territorial entities; development and testing of a modified model of resource provision for territorial development strategies as an updated toolkit for regional strategy. The novelty of the results of this study lies in the development of theoretical, methodological and practical recommendations for using the spatial component in the formation of a regional development strategy, which, unlike existing developments, allow taking into account the properties and characteristics of economic space when developing a block for the distribution of territorial resources and thereby provide conditions for increasing the resulting parameters multilevel territorial entities and the region as a whole.

Legally defined regional development is the process of identifying, promoting, managing and exploiting the development potential of the planned regions and areas with specific development needs. The policy of regional development is a system of goals, instruments and measures aimed at reducing regional disparities and achieving balanced and sustainable development of the Republic of North Macedonia. Following the adoption of the Law, activities and measures for its full implementation were carried out both at the central and regional level, creating necessary pre-conditions for achieving the policy objectives of balanced regional development: reduction of disparities in development levels between the eight planning regions, and reduction of the disparities in development levels within the planning regions. Experiences that are the result of more than twelve years of implementation of measures and activities to support balanced regional development allow identification of the main factors that enhanced successful implementation of regional development policy on a regional level in North Macedonia, at the same time identifying the conditions that constrained it. Both of these groups of factors are important for the answer to the questions: (i) Are the institutions on the regional level functional? and (ii) what should be improved? Therefore, this paper aims to give an overview of the institutions in charge of planning and implementation of the regional policy of the Republic of North Macedonia at the regional level – Council for Development of the Planning Regions and Centres for Development of the Planning Regions.
