Farewell to the Power State? The Perception of the Political Environment and the Idea of the State in Public Opinion in the Western Occupation Zones of Germany between 1946 and 1948

In Israel, as in many other countries, the impact of public opinion on national policymaking has increased dramatically over the last few decades. In fact, public opinion has practically developed into one of the prime political inputs in Israel. This chapter argues that this increased impact, which could have contributed to improving the Israeli democracy, is in fact often undermined by the increasing overlapping of the main cleavages within Israel: between the political Right and Left, between Jews and Arabs, and between religious and secular Israelis. This extreme overlapping has severely eroded the national consensus and accelerated the emergence of deep disagreements in public opinion over strategic issues, such as the nature of the state (Jewish? Democratic?), the main challenges facing the nation (including the best way of dealing with the protracted Israeli–Palestinian conflict), and the desired collective future.

Previous research explains the evolution of parties' ideological positions in terms of decision rules that stress the uncertainty of the political environment. The authors extend this research by examining whether parties adjust their ideologies in response to two possible influences: shifts in public opinion, and past election results. Their empirical analyses, which are based on the Comparative Manifesto Project's codings of parties' post-war programmes in eight West European nations, suggest that parties respond to shifts in public opinion, but that these effects are only significant in situations where public opinion is clearly shifting away from the party's policy positions. By contrast, no evidence is found here that parties adjust their ideologies in response to past election results. These findings have important implications for parties' election strategies and for models of political representation.

AbstractRates of foreign direct investment (FDI) to Africa are increasing, yet little is known about how this will affect the political environment. One possibility, explored here, is that increasing levels of FDI within developing states will incentivize state conflict activity. Using an instrumental strategy, we show that in states with a low regard for civil liberties, or with unhealthy economies (i.e. states with a cash deficit), increased access to investment is associated with a higher number of conflict actions by the state. We argue that access to investment can push regimes into using violent strategies to secure their internal environment and to ensure their survival, specifically in their engaging in conflict against opposition and armed combatants. This underscores the need for extensive monitoring of state behavior following the receipt of investment, similar to the oversight of conditional aid.

If there is one element of the politics of Iranian cinema that is understudied,it is that of the relationship between Iranian films and the Iranian film audience.Saeed Zeydabadi-Nejad’s book, The Politics of Iranian Cinema: Filmand Society in the Islamic Republic, fills this glaring gap by providing aunique insight into how Iranian films are received in Iran; what political andsocial debates they spark; and how they form part of a larger nexus of powernegotiations between the state, artists, and film viewers. The book takes anexpansive approach to “politics,” not favoring hard politics over soft politics or vice versa, but showing how the two go hand in hand in defining the filmmakingprocess in Iran.The book’s uniqueness lies in its reliance on participant observation, inaddition to interviews, as one method of studying the Iranian film audience.Through this, the reader gets a sense of people’s reactions to the films discussed.Zeydabadi-Nejad often reproduces sections of conversation amongfilm viewers that bring to life his statements about the films’ relationshipwith the political environment. Lacking sovereignty, a well-developed theology of politics, and a central organizing mechanism, the Jewish political experience is unique among the three Abrahamic faiths. Apart from research on the political content implicit in Jewish scriptures, there has been little scholarship on what Jews do when they engage in political action. Using a contextual framework, this article examines the politics of Jews by reviewing both single-country studies and the few extant cross-national analyses. In considering why Jewish political behavior differs from one place to another, political process theory and Medding’s theory of Jewish interests guide the analysis. Medding argued that Jewish politics is primarily a response to threats perceived in the political environment. The ability of Jewish communities to resist such threats depends largely on the rules governing the political environment, the political opportunity structure. Where Jews are a majority and control the rules, as in the state of Israel, they have adopted a regime that prioritizes the Jewish character of the state against perceived threats from the country’s Arab citizens. Where Jews are a minority, as in the United States, their ability to control the political environment is limited. However, the political rules of the game embodied in the U.S. Constitution have levelled the playing field to the advantage of religious minorities like Jews. Specifically, by rejecting “blood and soil” citizenship and denying the religious character of the state, those rules provide Jews and other minorities a valuable resource and access to sympathetic allies in the political system. Hence American Jews have been able to counter what they perceive as the major threat to their political interests—a replacement of the secular state by a confessional regime. Focusing on threats, the political opportunity structure, and political context helps to anchor Jewish political studies in research on ethnic political cohesion and to bring such research into the scholarly mainstream.

The Russian Parliament is often considered to be an unpopular authority, though on closer examination it becomes evident that the situation is more complicated than it could seem at first glance. The popularity of State Duma during the presidency of Vladimir Putin is really inferior to the popularity of the President, still the attitude to the State Duma as the instrument of power depends greatly on the actual political state of affairs and the state of public opinion, and has changed in different times. At the same time the reaction of the society to the lawmaking process may be of more fundamental character. The conservative style of behavior of the Russian people in recent years has substantially changed their attitude to the law, and can be viewed as an important new factor of public opinion. We could speak about such social phenomenon as “new conservatism” that is more related to the style of life than to the political choice, when this style is targeted to the “normality” demonstrated in the concern for the personal and family health and welfare, and respect for the law, even if the law is not perfect, as the necessary tool for the defense of the citizen’s interests. Such conservatism favors the growth of the “Yedinaya Rossia” (“United Russia”) party rating, but doesn’t exclude the possibility of those conservatives voting for non-conservative parties, depending on the sympathies and current political challenges.

One of the greatest problems in the discussion of eighteenth-century British foreign policy concerns the assessment of the influence of the particular character of the British political system. British foreign policy, and thus the country's alliance strategy, was conditioned by the subtle interplay of internal processes, the functioning of her domestic political system, and the international situation. As historians are concerned increasingly to probe the nature of the domestic pressures influencing the formulation and execution of policy, so it becomes more important to define the political, as opposed to constitutional, role of Parliament and public opinion. This is of obvious significance for the study of Britain's relations with her allies. Were these made more difficult as a consequence of the distinctive character of the British political system? There was no shortage of contemporaries willing to state that this was the case. An obvious category of discussion concerned the citing of domestic pressure as a reason why concessions could not be made to foreign powers, both allies and those whose alliance was sought. This was of particular significance when ministries explained why gains made during war could not be surrendered at peace treaties and gains made at the peace could not be yielded subsequently. Their defense of the retention of Gibraltar was based on this argument. Similar arguments were used by British ministers in seeking to persuade allies to do as they wished. Diplomatic pressure on France over the state of Dunkirk or on Spain and Portugal over commercial disputes made frequent use of the argument of domestic pressure.

Since independence (1947), foremost among the issues related to the growth of Bombay has been the decision to build New Bombay, a new city on the mainland across from Bombay island. In this paper, I examine first, the emergence of the idea of New Bombay and the interest groups who influenced the planning process. Secondly, I examine the actual achievements of the New Bombay project and the disjuncture between planning and reality. The New Bombay case shows clearly the way the political environment can influence the planning process. Confronted with the demands of different interest groups, the state in its urban planning opted for a solution which would accommodate all of them. In the process, many of the original objectives of building the new city have remained unfulfilled.

This article evaluates collective petitions (arz-ı mahzars) sent to Istanbul from Gaza at the end of the nineteenth century as a way of assessing the political mood of the elite in Ottoman provincial towns. Gaza was the theatre of considerable tension, cleavages, and rivalry among its elite. One of the key questions in this context is the implications of sending collective petitions from towns such as Gaza to the imperial centre given the political censorship and the absence of free press at a time when there was nonetheless greater communication between the centre and the provinces, and an altered relationship between the state and its subjects. Thus more than ever before collective petitions represented local political alignments and what could be very cautiously defined as ‘public opinion’ among the elite in provincial Ottoman towns such as Gaza.
