SummaryWe study how the education and retirement decision of a representative individual is affected by the demographic trend. Individuals optimally choose the date at which they leave school to work and at which they retire. Applying an OLG-model with a pay-as-you-go social security system we show how individuals optimally respond to a) a change in the current wage for a unit of human capital, b) a change in the perfectly foreseen future wage for a unit of human capital, c) a decrease in the anticipated future pension benefit, and d) an increase in the future social contribution rate. From the government’s point of view it would be desirable to control for an instrument which increases both the accumulation of human capital before starting to work and the retirement age. Our findings suggest that policy-makers should respond to the demographic trend by reducing pension benefits. Compared to the most relevant alternative, i.e. an increase in the contribution rate, individuals would choose a longer working life, working becomes more attractive. This in turn creates an incentive to invest more in education and to accumulate more human capital.

SMEs in Malaysia are dominated by Bumiputera that represent more than 50% of the Malaysian SME's population. However, there are many challenges faced by Bumiputera SMEs such as limited skilled workers, lack of creativity and knowledge. In this point of view, considering the specific human capital approach, the value, uniqueness, creativity, innovativeness and proactiveness are the most relevant features for innovation performance. To have an excellent innovation performance is to have an innovative culture where entrepreneurs needs to have creative employees which simultaneously improve the innovation performance in Bumiputera SMEs. This study focuses mainly on owner-manager of Bumiputera SMEs. It provides useful pointers to entrepreneurs and policy makers on the importance of specific human capital, innovative culture and enhancing innovation performance in Bumiputera SMEs.

The author considers the questions relating to the formation of lawyers’ professional traits from the point of view of the significance which human capital and investment in this capital hold in contemporary times. It follows from the analyses, which were carried out, that the dire need for taking up actions with the aim to shape lawyers appears one of the most vital tasks. This requires taking into account visible trends in the changing job market. Another aspect results from the need for multilevel qualifications and conditions behind lawyers’ actions and their decisions. Thus, colleges of higher education which educate prospective lawyers, as well as lawyers’ corporations, are confronted by challenges of forming, in young people, features that are indispensable for them to be valuable lawyers and not only executors of simple activities. The author points to the fact that lawyers need shaping because, among others, during their whole social lives and realization of professional tasks their personality traits and potential related to communication will constantly manifest through accepting and following or rejecting and opposing values, principles, reflexions, empathy, sensitivity, the farthest-fetched imagination, objectivism, cooperation, dialogue, distancing themselves from political disputes, etc. Students of the art of law should be characterized by a changed mentality, new vision of law – service to man, and realization of standards of law, as well as perception of the importance of knowledge, skills, attitudes and competences.

This paper studies the historical evolution of China’s gender relations through the lens of housework time allocation. In particular, we highlight the role played by social class and income. Drawing upon data from the Chinese Health and Nutrition Survey, we find that during the period 1991–2011, being a peasant or earning less than the spouse was increasingly associated with a higher share of housework. The market process appears to have indirectly improved the social status of women (most likely rural women) married to peasant husbands as measured by the former’s declining housework share. Such changes, however, have not challenged traditional patriarchal norms in the countryside and have even facilitated the rise of a new market-based patriarchy. Policy makers should empower women by tackling the different faces of patriarchy as a whole. JEL Classification: B51, J16, P16

Finance plays a key role in the growth of developed as well as developing nations. A financially well included society leads to stronger growth. Financial inclusion aims at providing easy and affordable access to financial products and services. The main concern for any developing nation from a growth point of view is advancement of low-income rural population just as much as the high-income population. Taking a note of this, identifying the key determinants that would lead to successful financial inclusion of low-income rural population is equally, if not more, important. The inclusion strategies have to be built around these determinants to promote inclusion and thus, a clear picture of these determinants is a must have for strategy and policy makers. Though the factors may be somewhat similar across the nation, but their significance and impact on financial inclusion varies greatly from one geographical area to other. In line with this, the purpose of this study is to identify the dimensions of successful financial inclusion in the low-income rural segments with special reference to Raipur, Chhattisgarh. The study uses factor analysis to identify the determinants and path analysis to analyse the significance of these factors in financial inclusion.

This paper proposes a one-sector multigroup growth model with endogenous labor supply in discrete time. Proposing an alternative approach to behavior of households, we examine the dynamics of wealth and income distribution in a competitive economy with capital accumulation as the main engine of economic growth. We show how human capital levels, preferences, and labor force of heterogeneous households determine the national economic growth, wealth, and income distribution and time allocation of the groups. By simulation we demonstrate, for instance, that in the three-group economy when the rich group's human capital is improved, all the groups will economically benefit, and the leisure times of all the groups are reduced but when any other group's human capital is improved, the group will economically benefit, the other two groups economically lose, and the leisure times of all the groups are increased.

The article focuses on the task of measuring and evaluating a state's soft power. While the soft power concept developed by Joseph Nye is currently widely accepted and used, its theoretical understanding and practical application remains challenging. Both international relations scholars and those responsible for soft power in governmental and non-state agencies are looking for the tools to assess their work and the country's standing in the world in terms of soft power. As the author of the concept and other researchers noted, evaluation and measurement may be difficult due to the number of influencing factors including the use of hard power that can overshadow soft power efforts, and also because soft power efforts can bring results only in a distant period of time. However, in response to the researchers' and policy makers' need to evaluate, measure and compare soft power related parameters, a number of international ratings evolved during the past several years, such as various ratings of soft power, nation brands, countries' reputation and presence. At the same time, such rankings have several weaknesses. First of all, they present mainly the western point of view which focuses on the parameters important for western audiences and may overlook characteristics important for other, non-western cultures. They also may be subjective due to financial reasons. Besides that, while some of the ratings aim to evaluate resources or assets of nations' soft power, other focus on results like influence or reputation. Evaluation of instruments used to enhance a country's soft power and their effectiveness is also important. In many cases, even significant resources of soft power do not guarantee strong positions in this context. Comparing certain countries' positions in different ratings helps to understand a country's standing in terms of soft power, identify strong sides and analyze whether a state's soft power potential transforms into the desired outcomes.

China is upgrading its bilateral investment treaties (BITs), and in the meantime embracing free trade agreements (FTAs), which can be accommodated to offer international investment rules (IIRs). A specific question in this regard will be: shall the investment issues be left to the upgraded BIT or proposed FTA? Given the trend that the investment rules embodied in the FTAs are increasingly intended to replace BITs between contracting states, this question, which poses a preliminary issue to the trade policy-makers of China and its partners, must be addressed from the public policy choice point of view. The paper argues for a sequencing of bilateral investment rule-making and proposes that unless the proposed FTA with investment rules is to leave policy space for the government, the BIT shall be given a due role to play in the course of economic integration between China and its partners.
