Abstract The current security situation is marked an increasing competition for power at global scale, the use of power politics, and the growth of the influence of the non-state actors in a changed resource and demographic landscape. NATO and EU seem to be out of sync with the developments in the world, situation which puts their very existence into questioning. However, a closer look shows that both organisations have displayed a very high degree of versatility, re-inventing themselves to adapt to the changing environment, and surviving all the evolution so far, while other peer organisations have become history. Therefore, the main question is whether NATO and EU will overcome the existing and future challenges and continue the current positive trend in their cooperation? When considering the common history, the trend and the most recent evolutions, one can only draw a positive answer. The most significant areas of recent cooperation which indicate a definite positive trend are the adaptation of the NATO Command Structure, the development of military capabilities, and the definition of the cyberspace as an operational domain

AbstractIt is shown by means of four examples that the demarcation between law and morals has become problematical. The study of more recent developments in ethics and in law indicates that in both fields the relevance of discourse and consent has grown. Though both law and morals aim at agreement their degree of dependance on it differs. The definition of law and morals suggested in this article is based on this view. Legitimate law consists of norms, which besides fulfilling other conditions have attained a certain degree of consent. On the other hand one can only talk of social morals when a very high degree of consent has been reached. The consequences of this definition are explained by means of the examples presented at the beginning.

The Ogiek of Mariashoni living in the Mau Forest of Kenya are a group of hunters and gatherers, who in the last 30 years have been facing a progressive process of habitat and climate change which obliged them to settle down and leave their semi-nomadic way of life. The major characteristic of the Ogiek has always been a very high degree of adaptability to their social and environmental context, which allowed them to develop what we can now call a fluid identity. Recently they have come into contact with new social (and economic) movements promoted and supported by national and international ngos working in the field of human rights and for the safeguard of indigenous peoples, which gave them the possibility to enter the international circuit of aid for cooperation and development. In a socio-linguistic perspective one of the most interesting aspects of this new situation is the speakers’ changed attitude towards their own language and its promotion. This paper contains an accurate description of a project aimed at the definition of a good orthographic system for the Ogiek language and the production of didactic materials for primary schools. The project, which ended up as a failure due to the lack of participation and funding from the local Kenyan official institutions, was promoted by the University of Trieste in the framework of the ATrA project.

Abstract Stewardship is a popular term for the principles and actions aimed at improving sustainability and resilience of social-ecological systems at various scales and in different contexts. Participation in stewardship is voluntary, and is based on values of altruism and long-term benefits. At a global scale, ‘earth stewardship’ is viewed as a successor to earlier natural resource management systems. However, in South Africa, stewardship is narrowly applied to biodiversity conservation agreements on private land. Using a broader definition of stewardship, we identify all potentially related schemes that may contribute to sustainability and conservation outcomes. Stewardship schemes and actors are represented as a social network and placed in a simple typology based on objectives, mechanisms of action and operational scales. The predominant type was biodiversity stewardship programmes. The main actors were environmental non-governmental organisations participating in prominent bioregional landscape partnerships, together acting as important ‘bridging organisations’ within local stewardship networks. This bridging enables a high degree of collaboration between non-governmental and governmental bodies, especially provincial conservation agencies via mutual projects and conservation objectives. An unintended consequence may be that management accountability is relinquished or neglected by government because of inadequate implementation capacity. Other stewardship types, such as market-based and landscape initiatives, complemented primarily biodiversity ones, as part of national spatial conservation priorities. Not all schemes related to biodiversity, especially those involving common pool resources, markets and supply chains. Despite an apparent narrow biodiversity focus, there is evidence of diversification of scope to include more civic and community-level stewardship activities, in line with the earth stewardship metaphor.

The aim of this research is to recognize the reality of management by roaming practice of principles of Tatweer schools in Riyadh, through answering the main question of the research: What is the reality of management by roaming practice of principles of Tatweer schools in Riyadh? And for achieving that the researcher used the descriptive approach and the survey method, the questionnaire was used as a tool of the research consisting of (47) clauses and distributed over three axes. The sincerity and stability of the tool was confirmed by appropriate statistical and educational methods. The research has found out many results the most notably is that management by roaming practice of principles of Tatweer schools in Riyadh in all its fields was in a very high degree with a general average reached (4.46) of the very high response category, where the guidance field ranked first with an arithmetic average of (4.67) of the very high response category, followed by organization field with an arithmetic average of (4.49) in the very high response category, then the field of ​​planning with an arithmetic average of (4.39) in the very high response category, while the supervision field was in the last order with an arithmetic average of (4.26) in the very high response category. And the center of the obstacles of management by roaming practice of principles of Tatweer schools in Riyadh was in a high level with an arithmetic average of (3.81) in the high response category. The study also mentioned that there were no statistically significant differences at the level of significance of (0.05) in the view of the sample attributable to variable years of experience, variable qualification and variable size of the building, while the focus of the proposals that contribute to management by roaming of the directors of the Tatweer schools in Riyadh, has a high degree of approval with an arithmetic average of (4.01) in the high response category.

The visualization of organic macromolecules such as proteins, nucleic acids, viruses and virus components has reached its high degree of effectiveness owing to refinements and reliability of instruments and to the invention of methods for enhancing the structure of these materials within the electron image. The latter techniques have been most important because what can be seen depends upon the molecular and atomic character of the object as modified which is rarely evident in the pristine material. Structure may thus be displayed by the arts of positive and negative staining, shadow casting, replication and other techniques. Enhancement of contrast, which delineates bounds of isolated macromolecules has been effected progressively over the years as illustrated in Figs. 1, 2, 3 and 4 by these methods. We now look to the future wondering what other visions are waiting to be seen. The instrument designers will need to exact from the arts of fabrication the performance that theory has prescribed as well as methods for phase and interference contrast with explorations of the potentialities of very high and very low voltages. Chemistry must play an increasingly important part in future progress by providing specific stain molecules of high visibility, substrates of vanishing “noise” level and means for preservation of molecular structures that usually exist in a solvated condition.

This article gives an overview of Facet Theory, a systematic approach to facilitating theory construction, research design, and data analysis for complex studies, that is particularly appropriate to the behavioral and social sciences. Facet Theory is based on (1) a definitional framework for a universe of observations in the area of study; (2) empirical structures of observations within this framework; (3) a search for correspondence between the definitional system and aspects of the empirical structure for the observations. The development of Facet Theory and Facet Design is reviewed from early scale analysis and the Guttman Scale, leading to the concepts of “mapping sentence,” “universe of content,” “common range,” “content facets,” and nonmetric multidimensional methods of data analysis. In Facet Theory, the definition of the behavioral domain provides a rationale for hypothesizing structural relationships among variables employed in a study. Examples are presented from various areas of research (intelligence, infant development, animal behavior, etc.) to illustrate the methods and results of structural analysis with Smallest Space Analysis (SSA), Multidimensional Scalogram Analysis (MSA), and Partial Order Scalogram Analysis (POSA). The “radex” and “cylindrex” of intelligence tests are shown to be outstanding examples of predicted spatial configurations that have demonstrated the ubiquitous emergence of the same empirical structures in different studies. Further examples are given from studies of spatial abilities, infant development, animal behavior, and others. The use of Facet Theory, with careful construction of theory and design, is shown to provide new insights into existing data; it allows for the diagnosis and discrimination of behavioral traits and makes the generalizability and replication of findings possible, which in turn makes possible the discovery of lawfulness. Achievements, issues, and future challenges of Facet Theory are discussed.

The present contribution suggests the common authorship of three P?li commentaries of the twelfth/thirteenth centuries CE, namely the Vinayavinicchaya??k? called Vinayas?ratthasand?pan? (less probably Vinayatthas?rasand?pan?), the Uttaravinicchaya??k? called L?natthappak?san?, and the Saccasa?khepa??k? called S?ratthas?lin?. The information collected from these three commentaries themselves and from P?li literary histories concerning these three texts leads to the second quarter of the thirteenth century CE as the period of their origination. The data from parallel texts explicitly stated to having been written by V?cissara Thera in the texts themselves render it possible to establish with a high degree of probability V?cissara Thera as their author.

This article is devoted to the study of the image of Executive authorities in modern Russia. The relevance of the chosen topic of the scientific article is emphasized for the present time, when society and the state are developing methods of countering the coronavirus pandemic – not only in the medical, but, no less important, in the socio-psychological aspect. In this perspective, the consolidating potential of a positive image of government bodies and civil servants is noted. Attention is focused on the terminological apparatus of the problem. Based on the analysis of relevant scientific works, the article provides the author's definition of the image of public authorities. The author notes the peculiarity of the image of Executive authorities, which consists in the presence of two inextricably linked equivalent components – the image of the authority and the image of a civil servant. Image formation of government bodies is considered as a multi-factor interaction of three main subjects: government bodies, the population, and the mass media. The main method of implementation is still the mass communication media, which provide a permanent presence of Executive authorities in the information and communication space. It is noted that the basis for the formation of a positive image of the Executive authority and bureaucracy is their effective functioning. At the same time, the perception of citizens, their attitude to the activities of Executive authorities, the level of trust in them is considered as the main indicator of the modality of the image. Based on the analysis of data from sociological studies, the conclusion about a positive trend in the perception of public authorities and officials by Russians is substantiated. However, there is a negative impact on their image of the lack of these changes and, in General, a low level of openness of public authorities.

Abstract: This paper highlights similarities and different features of the category of kinesics “hand gestures”, its frequency usage and acceptance by different individuals in two different cultures. This study shows its similarities, differences and importance of the gestures, for people in both cultures. Consequently, kinesics study was mentioned as a main part of body language. As indicated in the article, the study kinesics was not presented in the Kyrgyz culture well enough, though Kyrgyz people use hand gestures a lot in their everyday life. The research paper begins with the common definition of hand gestures as a part of body language, several handshake categories like: the finger squeeze, the limp fish, the two-handed handshake were explained by several statements in the English and Kyrgyz languages. Furthermore, this article includes definitions and some idioms containing hand, shake, squeeze according to the Oxford and Academic Dictionary to show readers the figurative meanings of these common words. The current study was based on the books of writers Allan and Barbara Pease “The definite book of body language” 2004, Romana Lefevre “Rude hand gestures of the world”2011 etc. Key words: kinesics, body language, gestures, acoustics, applause, paralanguage, non-verbal communication, finger squeeze, perceptions, facial expressions. Аннотация. Бул макалада вербалдык эмес сүйлѳшүүнүн бѳлүгү болуп эсептелген “колдордун жандоо кыймылы”, алардын эки башка маданиятта колдонулушу, айырмачылыгы жана окшош жактары каралган. Макаланын максаты болуп “колдордун жандоо кыймылынын” мааниси, айырмасы жана эки маданиятта колдонулушу эсептелет. Как указано в статье, “кинесика” не была представлена в кыргызской культуре достаточно хорошо, хотя кыргызский народ часто использует жестикуляцию в повседневной жизни. Исследовательская работа начинается с общего определения “жестикуляции” как части языка тела и несколько категорий жестикуляции, таких как: сжатие пальца, слабое рукопожатие, рукопожатие двумя руками, были объяснены несколькими примерами на английском и кыргызском языках. Кроме того, эта статья включает определения слов “рука”, “рукопожатие”, “сжатие” и некоторые идиомы, содержащие данных слов согласно Оксфордскому и Академическому словарю, чтобы показать читателям их образное значение. Данное исследование было основано на книгах писателей Аллана и Барбары Пиз «Определенная книга языка тела» 2004 года, Романа Лефевра «Грубые жестикуляции мира» 2011 года и т.д. Ключевые слова: кинесика, язык жестов, жесты, акустика, аплодисменты, паралингвистика, невербальная коммуникация, сжатие пальца, чувство восприятия, выражение лиц.
