From conflict to collaboration: can better governance systems facilitate the sustainable development of the northern pastoral industry, communities and landscapes?

The past decade has seen several high profile national policy conflicts related to sustainable development beset the northern Australian pastoral industry. Examples include the live cattle export ban, tree clearing legislation in Queensland and significant pastoral sector concerns about exploration and development of coal and gas reserves across the north. Although these are very legitimate cross-societal debates, the high levels of conflict associated with them impact on the willingness of corporate, family and Indigenous farming enterprises in northern Australia to invest in development. They also affect the willingness and capacities of pastoralists to cooperate with governments in various approaches to change management in northern landscapes. In the pursuit of a better pathway that might resolve policy problems while also delivering industry benefit, this paper analyses several high-profile industry and landscape scale conflicts from recent years, teasing out the key features of governance system dysfunction. At the same time, I also look at positive governance developments emerging in related contexts. Drawing on this analysis, I suggest the current system of governance affecting the northern Australian pastoral industry might have much to learn from the application of more evidence rich and engaging systems of co-management. I suggest that moving in this direction, however, would require Australian, state and Northern Territory (NT) governments to genuinely partner the industry, Traditional Owners and other key sectoral interests, leading to long-term vision building, strategy development and delivery partnerships that benefit industry and communities while resolving wider societal concerns.

Abstract To achieve the sustainable development goals (SDGs), all countries’ efforts are essential, and each country needs to recognize their level of achievement in terms of the SDGs, identify the goals and targets that require more effort, and build more effective and well-performed governance systems to accelerate their efforts toward achieving the SDGs. This study identifies different governance system structures for achieving the SDGs and the challenges they face in improving their performance using a new matrix tool to evaluate governance systems for the SDGs. We use Japan and Indonesia as case studies to provide perspectives from countries at different levels of economic development. The results show that the governance systems for the SDGs are structurally and functionally different in the two countries, which face different challenges. Japan has relatively well-structured “vision and objective setting”, “research and assessment”, and “strategy development”, but faces challenges in relation to “implementation” and “monitoring, evaluation, and review”, while Indonesia has relatively well-structured “research and assessment”, “strategy development”, and “monitoring, evaluation, and review.” However, Indonesia faces challenges in relation to “vision and objective setting” and “implementation.” We found that the differences in the governance systems for the SDGs have arisen in relation to three key elements: differences in the development of governance systems for the SDGs, differences in the lead ministries, and the existence or otherwise of a supportive legal framework. We argue that the proposed matrix tool is useful in identifying the structure of governance systems for the SDGs and the challenges that must be overcome to improve the performance of these systems. However, some analytical limitations must be overcome before the tool can be applied to other countries.

Remote sensing (RS) technology, which can facilitate the sustainable management and development of fisheries, is easily accessible and exhibits high performance. It only requires the collection of sufficient information, establishment of databases and input of human and capital resources for analysis. However, many countries are unable to effectively ensure the sustainable development of marine fisheries due to technological limitations. The main challenge is the gap in the conditions for sustainable development between developed and developing countries. Therefore, this study applied the Web of Science database and geographic information systems to analyze the gaps in fisheries science in various countries over the past 10 years. Most studies have been conducted in the offshore marine areas of the northeastern United States of America. In addition, all research hotspots were located in the Northern Hemisphere, indicating a lack of relevant studies from the Southern Hemisphere. This study also found that research hotspots of satellite RS applications in fisheries were mainly conducted in (1) the northeastern sea area in the United States, (2) the high seas area of the North Atlantic Ocean, (3) the surrounding sea areas of France, Spain and Portugal, (4) the surrounding areas of the Indian Ocean and (5) the East China Sea, Yellow Sea and Bohai Bay sea areas to the north of Taiwan. A comparison of publications examining the three major oceans indicated that the Atlantic Ocean was the most extensively studied in terms of RS applications in fisheries, followed by the Indian Ocean, while the Pacific Ocean was less studied than the aforementioned two regions. In addition, all research hotspots were located in the Northern Hemisphere, indicating a lack of relevant studies from the Southern Hemisphere. The Atlantic Ocean and the Indian Ocean have been the subjects of many local in-depth studies; in the Pacific Ocean, the coastal areas have been abundantly investigated, while offshore local areas have only been sporadically addressed. Collaboration and partnership constitute an efficient approach for transferring skills and technology across countries. For the achievement of the sustainable development goals (SDGs) by 2030, research networks can be expanded to mitigate the research gaps and improve the sustainability of marine fisheries resources.

Based on the fundamental concept of sustainable development, this study empirically analyzes the spatio-temporal characteristics, formation mechanisms and obstacle factors of the urban-rural integration of shrinking cities in China, from 2008 to 2018. The conclusions are as follows: the overall level of the urban-rural integration of shrinking cities in China is low; the internal differences of urban-rural integration are also small, and the changes are slow. Next, the space difference is high in the east and low in the west, high in the south and low in the north. Moreover, differences exist among different levels of urban agglomerations. Urban economic efficiency, urban resources and environment, urban social equity and rural economic efficiency are the main factors affecting the urban-rural integration of shrinking cities in China. Urban and rural economic efficiency are the two most prominent shortcomings that restrict the urban-rural integration of shrinking cities. The spatial resistance mode of each city is more than the two-system resistance; the main resistance of shrinking cities with a higher level of urban-rural integration also comes from the non-economic field. This study expands the research scope that up till now has ignored the discussion of urban-rural issues in the research of shrinking cities at home and abroad, and provides practical guidance for the sustainable development of shrinking cities in China.

The article provides an overview of the effects of the resonant impact of clusters on the ability of mountain areas to adapt to the modern realities of the technological level, as well as the ability to apply innovations, attract investment in the agro-industrial and tourist cluster. A panel of indicators is presented that provides correct comparability of achievements and reflects information for aggregation by various parameters of the economic and geographical indicators of the region: the national environmental rating of the subjects of the North Caucasus Federal District; indicators of sustainable development of the Russian Federation and the North Caucasus Federal District; investment risk of the republics of the North Caucasus Federal District; the main economic and social indicators of the RSO-Alania. It is established that the geoinformation study of the use of a multicomponent indicator of the state of mountain territories is the basis for determining the vector of their further socio-economic development and justifying appropriate management decisions to stabilize economic development. The peculiarity of the approach is the selection of criteria that will be used in the development of mechanisms for the sustainable development of mountain territories according to the target indicators, in accordance with the UN resolution "Transforming our world in the field of sustainable develop-ment for the period up to 2030".

AbstractThis article argues that the evolution of, and challenges to, sustainable development cannot be understood completely outside its contemporary global context, consisting mainly of three interconnected spheres, i.e., the global governance system, the North-South debate, and global trade liberalization. As the boundaries of these three spheres get more and more blurred in a context of an intensifying globalization, the project of sustainable development is very often faced with obstacles that set back its evolution and might very well bring it to a halt. Above all, sustainable development is now caught in the crossfire between the push for exponential economic growth, on the one hand, and a compelling need to reverse catastrophic ecological threats and social exigencies, on the other. More often than not, the current structure and scope of global governance constitutes more of a hindrance than a help to the emerging paradigm of sustainable development. Accordingly, this article seeks to pinpoint the different challenges to the implementation of sustainable development in the field of global governance and to discuss to what extent these challenges are inherent in the structure and scope of this system. In a similar vein, this article examines and discusses the challenges to sustainability within two other highly interrelated spheres, namely global trade and the North-South politics. With this end in view, a special focus is placed throughout this paper on the interconnectedness of, and overlap between, these three global spheres and the determinant role played by the major actors therein.

Circumpolar territories and the regions related to the Arctic are those rich with natural resources. They have a high potential for the development of mining and extractive industries. The abundance with resources makes the North increasingly attractive for investments. However, circumpolar territories are characterized by peculiar socio-economic, natural, and climatic conditions which taken together frequently pose a negative impact on people and hinder the exploration opportunities of the Arctic resources. In global, regional, and sub-regional levels, the development of the Arctic is heavily regulated by multilateral international treaties. However, the issues of monitoring and assessment of the sustainable development of the Arctic remain open, which stems from the absence of agreed criteria and indicators for assessing sustainability in the context of national, regional, and scientific approaches. It necessitates the development of a specific methodological approach to the establishment of a system to monitor and assess the sustainable development of the Arctic.

Abstract In the North West of England the issue of a perceived infrastructure gap is of increasing concern. Investment needs to be made to improve the transport infrastructure of the region if it is to be expected to promote the development of its own regional logistics gateway. Funding tools have been set up to address the challenges arising from the imbalance in infrastructure development that exists between regions in the north of the United Kingdom and those in the south. For regions with well developed economies the outlook is promising as the availability of modern transport infrastructure looks set to improve. However, some sources believe that the development of new transport infrastructure will have a negative impact upon sustainable development. It is expected that this will occur in a range of both direct and indirect ways. As a result, it is critical that planning for the creation of new intermodal transport infrastructure, or the upgrading of that which already exists, takes into account the impact that these developments will have on the sustainable development of the host region. A scenario based development methodology is proposed in this paper. It was developed to provide a way to identify potential scenarios that may arise within a given region as a result of transport infrastructure projects. To create significant scenarios the methodology is dependent on the availability of a sufficient quantity of quality data. For this paper that data was collected through a focus group composed of stakeholders from the region in question. This was further supported by the performance of an impact survey using the same group of stakeholders.

The Lille metropolitan area awarded Veolia Water the contract to reconstruct the Marquette-lez-Lille wastewater treatment plant (WWTP) in 2010, the biggest such facility in the north of France. The capacity of the new WWTP is 700,000 m³/day, serving a population of 620,000. It will be built on the site of the previous one, which is now obsolete. The renovation work comprises four treatment lines, including wastewater, stormwater sludge treatment lines, and a deodorization line. By applying state-of-the-art design and proven technologies, especially Hybas™ and Exelys™-DLD, a sustainable development solution was provided to local communities. The effluent from the new plant will meet the requirements of the European Water Framework Directive (Directive 2000/60/EC) on ‘good ecological status’ of water, and the treated storm water will be used to irrigate 7 hectares wetland. Compared with conventional digestion, the Exelys™-DLD configuration will further reduce sludge quantities by 30% and increase biogas production by 20%. Thereby, 94% of the power requirements will be supplied from the plant itself. The water line started operating in February 2013, and commissioning of the sludge line, which started in July 2014, was expected to finish in February 2015. In this paper, the design concept of the sustainable development solution is presented, as well as the application of showcase technologies for wastewater and sludge treatment.

The article reveals the experience of the implementation of the Sustainable Development Goals in Russian universities based on the case study of North-Eastern Federal University (NEFU). The article presents a comparative analysis of strategic programs to manage the development of universities in the North of Russia and the northern countries of Europe and America in the context of global changes and growing uncertainty of the environment. It shows NEFU’s groundwork for the implementation of the sustainable development model of the northern territories and justifies the key principles and the directions of change in the academic and innovative activities of the university related to the implementation of the UN Sustainable Development Goals.

This chapter explores goal setting, as exemplified by the Sustainable Development Goals, as a governance strategy for reforming or rearranging existing international agreements and organizations so as to enhance their overall performance in promoting sustainable development. It discusses the political and entrepreneurial challenges peculiar to bringing existing international institutions into line, and identifies the conditions under which goal setting could be an effective tool for orchestration. The chapter concludes that, because of their ecumenical diversity and soft priorities, the Sustainable Development Goals are not likely to serve as effective instruments for fostering convergence. The 2030 Agenda for Sustainable Development provides neither an overarching norm that can serve as a platform for more specific goals nor an integrating vision of what long-term sustainable development in the Anthropocene means. In the absence of such an overarching principle and vision, the impact of the Sustainable Development Goals on global governance will likely materialize primarily as spurring some further clustering of existing regimes and organizations within crowded policy domains. The Sustainable Development Goals cannot be expected to generate major architectural reforms that will significantly reduce the fragmentation of the global governance system at large.
