The analysis of management efficiency is an important element in evaluating the functioning of public administration from an economic point of view. In order to achieve greater efficiency of the management process, and thus the quality in public administration, it is important to analyze and evaluate its elements. Modern research usually covers individual elements, parts of the management process. However, the current study proposes a comprehensive approach to this process. The objective of the article is the evaluate levels of management efficiency of local government offices using a single synthetic indicator and also to identify areas that hinder management efficiency. The study applies the institutional analysis methodology, adjusting it to the needs of the article. The article postulates that areas that call for immediate changes in Poland's local government offices should include such areas as strategic and financial management, invigorating economic development, project management and public service offers. Any changes thus introduced in these areas may enhance improvements in management processes, effectiveness and efficiency of activities, the quality of the office's functioning, organizational development, which togethr indirectly affects local development.

The article examines modern world economic development as a phenomenon of regional and local cooperation with the growth of regions (subregions) as the main actors in ensuring the socio-economic development of the state, its competitiveness in the world economic and political arena. Capable regions and subregions are able, on the one hand, to reduce the burden on central authorities by taking over some of their powers, and on the other - to take into account the needs of new communities, businesses and other organizations when making decisions in production on public services. The article proves that public administration and their components - public administration and regulation in the field of national and regional (local) development - is one of the most important problems of forming developed market relations in Ukraine, in particular with the formation of a new system (mechanisms and tools) in the field of resource provision of the decentralized model of local governance. The European integration vector of development chosen by Ukraine envisages a significant modernization of the system of public administration in general and administration in particular. The formation of domestic public administration and administration on a qualitatively new basis in connection with the intensification of some social processes and the need to solve systemic problems of socio-economic development of certain territories of Ukraine necessitates deep theoretical, methodological and scientificmethodological study of the imperfection of the public system. management and administration in conditions of resource constraints. At the same time, despite the intensification of efforts of scientists in the development of methodological tools, a universal approach to solving the problems of insufficient efficiency of public administration and administration has not yet been developed.

Trailing back from quasi decentralisation to centralisation. Municipal reform in Hungary It is very difficult to group countries and state structures according to the extent of their decentralization or the model they follow in the spatial distribution of power. The bounds of responsibility of local government and the state, the distribution of the roles and tasks between the two stakeholders and the question of centralization and decentralization are issues regularly debated in recent years and today. This topic is not merely a public administration, financial or state organization issue since these decisions have a direct impact on citizens’ lives through public services. In my study I wish to introduce this process via Hungary’s example. I also examine how and what those concerned by the financial and political changes, i.e. the population perceived of this most important structural transformation of the period since the transition in 1989. Can it be verified from the consumers’ point of view that the transformation of the local municipal system improves the quality of service provision?

In my study, I list the directions of migration research, all from the point of view of public administration science. The emergence of migration research as an independent field is necessitated by the growth of migration. Researchers are researching the phenomenon of migration from their own field. Public administration uses a multidisciplinary, i.e. methodological approach of several disciplines, all of which is determined by the knowledge and nature of the subject of the given research. In the following, I review and evaluate the methodological directions of the research, which can provide an answer to a segment of the phenomenon of migration. The study gives an insight into research methods for migration research. It is not intended to present specific examples and procedures. At the end of the study, in possible directions, beyond the science of public administration, I list the organizations and faculties that are able to use the methodology of migration research.

The article explores the idea that public administration can act as an independent means of protection of civil rights, complementing such tools as civil law types of protection of rights, which consist in proving the legality of possession of the property itself. Protection of property rights is traditionally considered a field of private law, built on the principles of respect for private property, equality of arms, independence of the court and a fair settlement of legal disputes. It is stated that, unlike civil law methods of protection of rights, public administration as a method of protection of rights is aimed not at protecting the issue of legality of possession but at protecting the registration record from wrongful distortion. A large array of rules on the protection of private property is of a public law nature and is associated with the administration of relevant records. It is argued that from the point of view of protection of property rights, in particular property rights to real estate and their derivatives - the rights of the mortgagee, rights of claim, which are notarized, etc., the activities of state bodies are an organizational means of protecting such rights in the form of public administration. Publicity means that any decisions regarding changes in registered rights are made in public and, in accordance with the procedures provided by law, become public property, including stakeholders and an indefinite number of entities. It is determined that the essence of administration is that rights are protected on a procedural basis and the need for certain legal preconditions for making a management decision on changes in registered rights cannot be replaced by other legal preconditions, or a decision cannot be made without sufficient legal grounds.

The aim of the article is to report the results of a migration to Open Source Software (OSS) in one public administration. The migration focuses on the office automation field and, in particular, on the OpenOffice.org suite. We have analysed the transition to OSS considering qualitative and quantitative data collected with the aid of different tools. All the data have been always considered from the point of view of the different stakeholders involved, IT managers, IT technicians, and users. The results of the project have been largely satisfactory. However the results cannot be generalised due to some constraints, like the environment considered and the parallel use of the old solution. Nevertheless, we think that the data collected can be of valuable aid to managers wishing to evaluate a possible transition to OSS.

The paper tackles the issue of regional and social development. From a sociological point of view, it focuses on the phenomenon of complementary currency systems. The analysis shows that money, as a social institution, has got certain features, which have an impact on economic behavior of people. Establishing a currency on the local level, which would circulate as a complement of the national currency, brings certain social benefits to local society. Nowadays, there are many complementary currency systems all over the world, including Europe. The paper attempts to answer the question, how they can contribute to the local development.

This study is one of the first attempts to identify and explain the location of food festivals in the context of locally embedded capitals. A multidimensional spatial model was developed and a typology using the k-means method was carried out to evaluate the mapping of 64 food festivals organized in various locations in Poland. With reference to Bourdieu’s concept, the economic, social, cultural, symbolic, and tourism capitals rooted in the local environment were examined and compared with the location of festivals. From the theoretical point of view, this study extends the theory of capital to include the new category of tourism capital, which allows better understanding of the economic effects of festivals. It is the missing element of the circular mechanism of capital conversion. Our study shows that food festivals in Poland are held mainly in large cities and their neighboring municipalities rather than in peripheral rural areas. We indicate that the urban areas have a higher level of capitals and sustainability of capitals for food festivals than rural areas. The conducted research shows that the economic effect of food festivals is stronger in locations with high tourism capital. The proposed model is universal and can be used to analyze the impact of various festivals on capital conversion and local development.

What does management in public administration look like from the point of view of executives? What needs to be considered for successful management? Fundamental theories of management science as well as important management practice from the perspective of economics are explained and references to public administration become clear. A comprehensive empirical study by means of expert interviews helps to provide a well-founded and in-depth insight into the actual management practice of public administration. The empirical study presents room for improvement in applied public administration management.
