The chapter provides the reader with an overview of the problems persons with mental illness experience in their everyday life, and guides readers through how ICT access and usage can be approached in order to empower such a marginalized population in both developed and developing countries. It argues that, since isolation is their main problem, networking those people with reliable sources of medical information, providers of distance training and learning, and online self-help communities can have a profound impact on lifting their marginalization. The author hopes that the role ICT can play for these people will no longer be overlooked or neglected, and that policymakers will be inspired to use ICT worldwide to defeat mental illness by implementing solutions tailored on these people’s needs.

This article is a bibliographic review and focuses on a brief introduction to Cloud Computing as an innovative educational tool. Cloud technology is rapidly spreading in educational institutions, sometimes replacing the in-house infrastructure with cloud services. Education plays an important role in a country’s economy and today, the educational model in many countries has evolved with technology. Schools and universities in the world extensively use cloud Based Technology. Digital teaching – E-Learning and cloud-based technology are the latest models that have been widely adopted in the educational field. The identified trends in the use of cloud computing in education are clear, ranging from the design of cloud-oriented learning environments for future information technology specialists to the training of information technology specialists to enable them to obtain competencies in the use of cloud technologies. Cloud computing is a distributed computing paradigm, where, instead of acquiring information technology products, users access shared resources under various service models through a network, usually the Internet. The application of cloud computing is very broad and growing daily because of many advantages to the users, and is driven by the increasing use of various mobile devices (laptops, tablets and smartphones) and mobile Internet access being more available. The perspectives of its integration in the learning process are highlighted, as well as the factors that make its implementation difficult. Finally, some general conclusions presented on how technologies should be adopted to meet the educational needs of this new global challenge and some suggestions are made for more effective training through the Cloud Computing, as the need for further research emerges

The article analyzes the readiness of HEI teachers to use a cloud-based learning environment in the training of future IT professionals, which showed that 59% of the interviewed teachers have an understanding of cloud technologies and services; 34% use cloud-oriented learning tools when teaching their subject; 16% of teachers use a cloud-oriented learning environment in their professional and pedagogical activities; 100% of respondents agreed to use a cloud-based learning environment designed by the author's methodological system in the educational process. It is investigated whether the designed cloud-based training environment for the training of future IT specialists is effective by the criteria and indicators. The main components of the methodological system of using cloud-based learning environment (CBLE) training of future information technology specialists (purpose and content, methods, forms and means of using CBLE in the educational process of higher education institution) are described. It is established that when constructing a methodological system for the use of cloud-oriented training environment for training future IT professionals, it is necessary to: select a cloud-oriented system of training support as a component of CBLE for use in the educational process of future information technology specialists, as well as cloud-oriented, IT-trained expedient for future IT professionals to use in their training; improve the content of disciplines directly related to programming for the use of a cloud-based learning support system and cloud-based learning tools when studying different subject disciplines in this area; to develop the "Cloud Technologies in Education" elective course, and to implement it to acquaint with the peculiarities of the use of cloud technologies in the educational process of future IT professionals, as well as to train teachers with the purpose to acquaint with the peculiarities of the use of cloud technologies in the educational process.

Problem and rationale. Despite the spread of information technology in various areas of the modern society, the possibilities of cloud technology are not used much in the practice of university education. The article substantiates the effectiveness of the use of Google applications in the process of organizing student’s self-learning. Methodology. While researching the problem, we have used the analysis of theoretical and methodological literature, study of best practices in teaching mathematics and computer science using information technology, analysis of the advantages and disadvantages of using cloud technology in training, conduct of computer science courses using Google applications, as well as the management of independent learning of first-year students of Osh State University using cloud technology. Results. The capabilities of the specialized services of Google.docs, Google.tables, Google.presentation and Google.forms for creating a document, presentation, spreadsheet, online questionnaires and online tests have been defined. The use of Google services in the practice of training leads to the formation of student’s training in the skills of working with cloud technologies, meanwhile students demonstrate three levels of knowledge of cloud technologies: high, medium and low. Conclusions. Working with cloud technologies, it is possible for students to build ICT skills, skills of self-organization. Using Google applications, it is potential to monitor the implementation of self-learning, student projects, both in the process of completing assignments and achieving final results, the outcome of which is the improvement of teacher’s work process and saving time.

Law number 8 of 2016 states that disability is part of the Indonesian republic which has the same rights and obligations. Therefore the need to increase social welfare for persons with disabilities, one way to improve it is by providing information technology training. To support information technology training an appropriate training mapping is needed. In this study, a training mapping was carried out for persons with disabilities who were deaf where there was ranking at each information technology training based on the ability criteria. The ranking of information technology training is analyzed using the Analytical Hierarchy Process (AHP) method and for the system, development using Rapid Application Development (RAD). This research discusses the hard of hearing deafness disability, in which information technology training is used like the following attributes of Microsoft Word, Microsoft Excel, PowerPoint, Photoshop, Scratch Programming, Adobe illustration, e-marketing, internet browsing, and social media. The final results show the ranking of information technology training that is suitable for hearing deafness disability.

This article proposes the structure of the digital educational environment for radiation diagnostics, highlights a list of operating conditions, interrelated components, didactic principles of learning, organizational and pedagogical conditions. The results of the analysis of the didactic potential of modern information technologies for radiation diagnostics training, obtained using SWOT-strategy, allowed us to establish the strengths (S) and weaknesses (W) of the introduction of information technologies in the educational process in radiology, as well as opportunities (O), risks and threat methodology (T). In turn, this allowed distinguishing qualitative level`s indicators of efficiency using cloud technologies in educational activities in radiology and the factors of successfulness using information technology training.
