The economic voting literature argues that economics matters to democratic leaders. We argue that it matters to authoritarian leaders, too, and its influence is stronger there than it is in democratic countries. Using data on four Asian countries from the Asian Barometer Survey, we find substantial support for our theory.

This chapter analyzes to what extent variation in political institutions affects political support. The chapter observes that the existing research is not always clear on which institutions should produce what kind of effect, although a general expectation is that institutional arrangements improve political support when they give citizens an increased sense of connection to the political process. In general then, we should expect institutions that strengthen the quality of representation to strengthen political support. This general expectation is specified in six hypotheses that are tested using data from the ESS 2012. The chapter demonstrates that electoral systems that provide voters with more choice about candidates, multiparty governments, and “responsive” legislatures, correlate positively with political support. However, compared to other macro-level factors and individual characteristics, the effects of political institutions on political support are modest. The chapter concludes that the prospects for institutional reform to strengthen political support are limited.

This paper aims to addresses the impact of corruption, anti-corruption commission, and government intervention on bank’s risk-taking using banks in Asian Countries such as  Indonesia, Malaysia, Thailand, and South of Korea during the period 1995-2016. This paper uses corruption variable, bank-specific variables, macroeconomic variables, dummy variables and interaction variable to estimate bank’s risk-taking variable. Using data from 76 banks in Indonesia, Malaysia, Thailand and South Korea over 21 years, this research finds consistent evidence that higher level of corruption and government intervention in crisis-situation will increase the risk-taking behaviour of banks. In the other hand, bank risk-taking behaviour minimized by the existence of anti-corruption commission. In addition, this paper also finds that government intervention amplifies corruption’s effect on bank’s risk-taking behaviour because of strong signs of moral hazard and weaknesses in the governance and supervision.

Abstract Background Involuntary admission or treatment for the management of mental illness is a relatively common practice worldwide. Enabling legislation exists in most developed and high-income countries. A few of these countries have attempted to align their legislation with the United Nations Convention on the Rights of Persons with Disabilities. This review examined legislation and associated issues from four diverse South Asian countries (Bangladesh, India, Pakistan and Sri Lanka) that all have a British colonial past and initially adopted the Lunacy Act of 1845. Method A questionnaire based on two previous studies and the World Health Organization checklist for mental health legislation was developed requesting information on the criteria and process for involuntary detention of patients with mental illness for assessment and treatment. The questionnaire was completed by psychiatrists (key informants) from each of the four countries. The questionnaire also sought participants’ comments or concerns regarding the legislation or related issues. Results The results showed that relevant legislation has evolved differently in each of the four countries. Each country has faced challenges when reforming or implementing their mental health laws. Barriers included legal safeguards, human rights protections, funding, resources, absence of a robust wider health system, political support and sub-optimal mental health literacy. Conclusion Clinicians in these countries face dilemmas that are less frequently encountered by their counterparts in relatively more advantaged countries. These dilemmas require attention when implementing and reforming mental health legislation in South Asia.

The Novel Coronavirus (2019-nCoV) is currently a major threat to global health in an unprecedented manner. The global pandemic of COVID-19 has affected 215 countries and territories including Nepal. Until 1st June 2020, altogether 1,811 COVID-19 positive cases were diagnosed using RT-PCR. This study aimed to analyze the status of COVID-19 cases in Nepal and South Asian countries. A retrospective study from 23rd January to 1st June 2020 was conducted using data of the Ministry of Home Affairs, Nepal and Worldometer homepages. The primary case records during the pre and post lockdown periods were examined. Spatial distribution was observed. An exponential trend line was plotted and COVID-19 situation in South Asian countries was assessed. Of 1,811 COVID-19 cases, the highest number (38.3%) was reported in Province 2. Out of 77 districts, 59 were affected. In Fifty-eight districts, primary cases appeared during the lockdown period. The cumulative number of COVID-19 cases showed the exponential pattern of distribution in Nepal. In South Asian countries, India had the highest number of cases and case fatality rate (CFR). There were no cases of CFR in Bhutan. The Novel Coronavirus emergence in Nepal has become a serious challenge to the various sectors including public health. The emergence of primary cases even in the lockdown period needs a detailed study in the future.

AbstractUsing 2003 Asian Barometer Survey study data, this paper examines the economic voting model in the 2002 presidential election in South Korea. The core emphasis of the paper is on an investigation of the relative effects of different dimensions/scopes of economic evaluations on voting behavior, namely whether one form of assessment (e.g., pocketbook vs. sociotropic) can have similar consequences for electoral participation as others. The findings indicate that the overall economy is salient for Koreans to shape their political choices. In other words, voting behavior in Korea depends on how she or he thinks the national economy has been for the past five years. Also found is that voters’ perceptions of their own personal financial situations did not matter much as a predictor of voter choice.

Although the phenomenon of dissatisfied democrats has been frequently discussed in the literature, it has not often been empirically investigated. This article sets out to analyse the discrepancy between the strong support for democratic principles and the widespread discontent with the way democracy works. Drawing on earlier research on the sources of political support, using data from a wide range of democracies, the relevance of two contrasting explanatory perspectives are investigated. The first perspective argues that the sources of democratic discontent are found on the input-side of the political system in terms of representation. The contrasting view argues that the output-side of the political system is most important, where the quality of government plays the pivotal role. The results of the empirical analysis suggest that, in general, both types of factor are important, but also that these processes to a large extent are conditioned by the level of institutional consolidation.

Objectives:The research objectives were two-fold: first, to systematically review the literature on the cost-effectiveness of home telehealth for chronic diseases, and second to develop a framework for the conduct of economic evaluation of home telehealth projects for patients with chronic diseases.Methods:A comprehensive literature search identified twenty-two studies (n= 4,871 patients) on home telehealth for chronic diseases published between 1998 and 2008. Studies were reviewed in terms of their methodological quality and their conclusions.Results:Home telehealth was found to be cost saving from the healthcare system and insurance provider perspectives in all but two studies, but the quality of the studies was generally low. An evaluative framework was developed which provides a basis to improve the quality of future studies to facilitate improved healthcare decision making, and an application of the framework is illustrated using data from an existing program evaluation of a home telehealth program.Conclusions:Current evidence suggests that home telehealth has the potential to reduce costs, but its impact from a societal perspective remains uncertain until higher quality studies become available.

Using data from the national censuses of five Southeast Asian countries, this article examines entropy-based measures of the heterogeneity in a set of five markers of the transition to adulthood. Our results suggest that the transition to adulthood is becoming increasingly complex over time in all five countries; complexity is greatest for females, and important cross-national differences in heterogeneity levels and timing persist when underlying patterns of economic transformation are considered. In light of these persistent cross-national differences, we suggest that our census-based analysis should be complemented with case studies of these countries that focus on cultural or institutional influences. Results related to the importance of schooling suggest that cross-national comparisons of educational institutions would be fruitful.

AbstractWhen evaluating the economic efficiency of policies to reduce nonpoint source pollution, administrative or transaction costs are usually not taken into account. While the importance of transaction costs has been recognized in the theoretical literature, the fact that they are not incorporated in empirical analyses means that, in effect, these costs are given a zero value. This issue is examined quantitatively using data collected by the National Resource Conservation Service (NRCS). Transaction costs are found to be a significant portion (38 percent) of overall conservation costs. This provides strong support for including these costs in economic evaluations of alternative policy instruments.
