Broadband technology has captured the attention of many stakeholders, nations, and governments throughout the world as a “nation building” infrastructure enabling the future economic prosperity and improved living standards for many communities. Broadband networks are an important means by which rural communities around the world can gain access to global networks of knowledge and communication. They are also a means by which nation-states and regions seek to increase their economic and cultural sovereignty. Rural broadband can therefore be seen as a critical nexus between global and local flows of both capital and ideas.In 2005, the provincial government of Alberta in Canada completed a significant investment into the construction of a unique high-speed, high-capacity fiber-optic network connecting rural communities throughout the province. The network was the first of its kind in the world in terms of the advantages it represented for rural individuals to benefit from easy access to broadband. Paradoxically, as of 2008 Alberta was ranked last among Canadian provinces for rural broadband access. This article examines how ambiguity and uncertainty faced by industry decision-makers and broadband stakeholders contribute to the adoption of broadband by rural communities. Interviews were conducted with industry decision-makers. Through the application of Weick’s sensemaking framework, several areas of ambiguity and uncertainty are identified related to rural broadband adoption. A primary finding is that self-fulfilling prophecies about the broadband network's construction and use developed through collective sensemaking processes, resulting in an immobilizing effect on the development of rural broadband's "effective use" by communities.

<p>Walking and the tropical Far North Queensland landscape of Australia have had a major influence on the author’s creative research. In this paper, immersive practice, which includes walking, is examined as a means to form connections with the natural environment and stimulate imaginative thought. These attributes have developed the author’s painting processes, which endeavour to enrich understandings of the landscapes of tropical far north Queensland. An immersive approach responds to the complexities of increasingly sedentary lifestyles and the tendency to engage with digital distractions in our high speed media-connected world. In this fast-paced realm, meaningful relationships with the natural environment can be reduced, with meandering and imaginative pursuits often becoming neglected. Living in Far North Queensland provides easy access to unique tropical landscapes to engage with. Walking receptively in such natural environments can provide a physical and mental counterpoint to  contemporary fastpaced lifestyles. Furthermore, walking provides opportunities to engage in ‘mindwandering’ and embodied experience that can enrich painting practice.</p><p><br />The research presented in this paper celebrates life in tropical Far North Queensland and highlights the artist’s experience in this particular part of the world. Recently, the 29th of June was designated the International Day of the Tropics by the UN General Assembly, a day founded to raise  awareness and consideration of both the challenges and opportunities faced by tropical regions of the world. This designated day provides space for the author/artist to reflect upon the diverse culture and ecosystems of the region and position her artistic practice within a broader context of ideas relating to tropical environments.</p>

This paper focuses on the case of the SuperNet, an infrastructure project designed and sponsored by the provincial government of Alberta, Canada with the objective of providing broadband connectivity to public facilities, businesses and residences in rural communities. The data were collected through individual interviews, focus groups, and town hall meetings in the course of a collaborative research initiative (The SuperNet Research Alliance) that investigated the social construction of the broadband network from multiple perspectives. The objective of the paper is to examine in parallel the discourses in which the concept of broadband connectivity acquired meaning and substance at the levels of 1) provincial government and industry policy planners and 2) the residents of the rural communities who were the intended beneficiaries of the SuperNet. Using actor-network theory as a departure point, this analysis takes stock of the framing devices employed in the two sets of discourses and of the distinctive worldviews that generated them. It looks for the meeting points and the disjunctions between the grand visions and the grounded projections underlying the positions taken by the two respective categories of actors. Differences in the interpretation and appropriation of broadband among rural Albertans themselves are discerned and related to social factors characterizing different situations within rural areas. Rural broadband connectivity thus emerges not so much as a one-dimensional access equalizer for rural people, but as a complex mediator of opportunity, participation and identity.

In this time of pandemic, the world has turned to Internet-based, RTC (realtime communication) as never before. The number of RTC products has, over the past decade, exploded in large part because of cheaper high-speed network access and more powerful devices, but also because of an open, royalty-free platform called WebRTC. WebRTC is growing from enabling useful experiences to being essential in allowing billions to continue their work and education, and keep vital human contact during a pandemic. The opportunities and impact that lie ahead for WebRTC are intriguing indeed.

Natural disasters represent a latent threat for every country in the world. Due to climate change and other factors, statistics show that they continue to be on the rise. This situation presents a challenge for the communities and the humanitarian organizations to be better prepared and react faster to natural disasters. In some countries, in-kind donations represent a high percentage of the supply for the operations, which presents additional challenges. This research proposes a Markov Decision Process (MDP) model to resemble operations in collection centers, where in-kind donations are received, sorted, packed, and sent to the affected areas. The decision addressed is when to send a shipment considering the uncertainty of the donations’ supply and the demand, as well as the logistics costs and the penalty of unsatisfied demand. As a result of the MDP a Monotone Optimal Non-Decreasing Policy (MONDP) is proposed, which provides valuable insights for decision-makers within this field. Moreover, the necessary conditions to prove the existence of such MONDP are presented.

Abstract Recent studies on attitudes toward dementia in the United States, such as the World Alzheimer Report 2019, have found that fear and stigma are still widespread among the general public. This may be particularly true in rural communities. In the current study, community-dwelling adults in small Midwestern communities responded to the open-ended survey question, “What do you think could be done to make your community more welcoming for people with Alzheimer’s disease and other forms of dementia?” Participants (N=242) ranged in age from 18-88 (M=40, SD=21). The sample was 68% female, and 61% lived in communities of 50,000-150,000 people, while 39% lived in smaller towns. Most participants (61.2%) did not personally know someone with dementia. Data were collected via paper and telephone surveys. Responses to the open-ended question were analyzed using open, axial, and selective coding. The following themes emerged: greater exposure to individuals with dementia; educational workshops about dementia; more intergenerational programs; greater accessibility of respite care and other services; more fundraising efforts; and community leaders talking about dementia. Responses included, “Have more intergenerational programs that bring together Alzheimer’s patients and children in a positive environment.” “When I was in school, we visited an Alzheimer’s unit. That was a great experience.” “I know what it is, but I don’t know anything else. I wish I was more informed. I don’t know how to help.” These findings indicate that residents of rural communities are motivated to help individuals with dementia, but need more guidance, education, and personal connections/exposure.

Automated systems have been seamlessly integrated into several industries as part of their industrial automation processes. Employing automated systems, such as autonomous vehicles, allows industries to increase productivity, benefit from a wide range of technologies and capabilities, and improve workplace safety. So far, most of the existing systems consider utilizing one type of autonomous vehicle. In this work, we propose a collaboration of different types of unmanned vehicles in maritime offshore scenarios. Providing high capacity, extended coverage, and better quality of services, autonomous collaborative systems can enable emerging maritime use cases, such as remote monitoring and navigation assistance. Motivated by these potential benefits, we propose the deployment of an Unmanned Surface Vehicle (USV) and an Unmanned Aerial Vehicle (UAV) in an autonomous collaborative communication system. Specifically, we design high-speed, directional communication links between a terrestrial control station and the two unmanned vehicles. Using measurement and simulation results, we evaluate the performance of the designed links in different communication scenarios and we show the benefits of employing multiple autonomous vehicles in the proposed communication system.

The increased diversity and complexity of plastics used in modern devices, such as electrical and electronic equipment (EEE), can have negative impacts on their recyclability. Today, the main economic driver for waste electrical and electronic equipment (WEEE) recycling stems from metal recovery. WEEE plastics recycling, on the other hand, still represents a major challenge. Strategies like design ‘for’, but also the much younger concept of design ‘from’ recycling play a key role in closing the material loops within a circular economy. While these strategies are usually analysed separately, this brief report harmonises them in comprehensive Design for Circularity guidelines, established in a multi-stakeholder collaboration with industry leaders from the entire WEEE value chain. The guidelines were developed at the product and part levels. They are divided in five categories: (1) avoidance of hazardous substances; (2) enabling easy access and removal of hazardous or polluting parts; (3) use of recyclable materials; (4) use of material combinations and connections allowing easy liberation; (5) use of recycled materials. These guidelines are the first harmonised set to be released for the EEE industry. They can readily serve decision-makers from different levels, including product designers and manufacturers as well as policymakers.

In the age of decolonization, Indian psychology engaged with and nationalized itself within global networks of ideas. While psychology was eventually applied by public intellectuals in explicitly political arenas, this essay focuses on the initial mobilization of the discipline's early Indian experts, led by the founder of the Indian Psychological Association, Narendranath Sengupta. Although modern critics have harshly judged early Indian psychologists for blind appropriation of European concepts, an analysis of the networks through which the science of psychology was developed challenges this oversimplification. Early Indian psychologists developed their discipline within a simultaneously transnational and nationalistic context, in which European ideas overlapped with ancient texts, creating a deliberately “Indian” brand of psychology. As the discipline of psychology exploded across the world, Indian psychologists developed a science ofswaraj, enabling synergies between modern psychological doctrine, philosophy and ancient texts. This paper explores the networks of ideas within which modern Indian psychology was developed, the institutional and civil environment in which it matured, and the framework through which it engaged with and attempted to claim credence within transnational scientific networks.
