Sustainable Spaces, Sustained Mass Incarceration: Environmental Protection as Racial Violence in the Design of Juvenile Incarceration

Though scholars of racial capitalism have separately analyzed mass incarceration and environmental racism as state-sanctioned racial violence, few have put these two seemingly disparate topics of study in direct conversation. Yet tracking “sustainability” in the designs of an environmentally friendly juvenile detention facility reveals that state-subsidized corporate mechanisms of environmental protection are fundamental to racialized mass incarceration in the United States. In the Alameda County Juvenile Justice Center in San Leandro, California, building designers constructed a juvenile court, social services center, and jail that all met the LEED (Leadership in Energy and Environmental Design) Gold Standard for sustainable construction practices put forth by the US Green Building Council. In this carceral space, however, the ideals of sustainable building design obfuscate the role of racial capitalism in sustaining the punitive regulation of Black and other nonwhite youth through incarceration.

The sustainable building design movement has gained momentum within the United States in recent years. This has led to a proliferation of green building certification programs like Leadership in Energy and Environmental Design (LEED) and the development of engineered wood products (EWP) like cross laminated timber (CLT). Often, architects serve as the conduit between green building construction material and their use in construction. There is need to investigate the perceptions and practices of architects on the topic of green building certification and EWPs. In partnership with the American Institute of Architects (AIA), this study surveyed registered architects practicing in Arkansas to a) examine interest in and application of LEED certification and b) beliefs related to sustainability, affordability, and availability of EWPs. Results suggest a majority of architects surveyed have interest in the LEED program and have previously earned LEED-certification for a building design. Respondents rated the importance of improving human health and well-being as especially high but appear to doubt the ability of EWP to contribute to sustainable design. Analysis revealed that CLT use is significantly lower than that of more typical EWPs such as plywood panels and glue laminated timber. Architects also indicated that the affordability and availability of modern EWP represent significant barriers to their utilization within the state. To increase the rate of sustainable development, it will be necessary to highlight benefits to human and environmental health and generate interest amongst architectural clientele.

The green building design aims to minimize the need for the non-renewable energy of these resources, optimize their sustainability and maximize their conservation, recycling and usage. The use of effective building materials and construction techniques is maximized. Architectural bioclimatic technology will also optimize on-site usage of sources and sinks. It requires only minimum electricity to fuel itself and efficient appliances to meet its lighting, air-conditioning and other needs. Green buildings architecture optimizes the use of renewable energies and efficient waste and water management methods to create practical and hygienic working conditions for indoor environments. Materials such as chemical, physical and mechanical material properties and an appropriate specification are the fundamental elements of construction design and responsible for the mechanical strength of the design. The construction of green buildings is also the first step in choosing and utilizing eco-friendly materials with or better characteristics than traditional building materials. Based on the practical, technical and financial requirements, construction materials are usually selected. But, given that sustainable development has been a core issue in recent decades, building industry that is directly or indirectly responsible for a substantial share of annual environmental destruction, by pursuing environmentally sound constructions and buildings should take responsibility for contributing to sustainable growth. The quickest way for manufacturers to start integrating environmental design practices into buildings would be the diligent procurement of eco-friendly sustainable construction materials, including options for new material uses, recycling and reusing, organic product creation and green resource use. This paper aims to show how green building materials will help reduce the impact on the atmosphere and create a cleaner building that can be healthy for the occupant or our environment. In the sustainable progress of a nation, the choice of building materials that have reduced environmental burdens is helpful.

The United Arab Emirates is witnessing enormous growth and the sustainability attitude has become one of the most important priorities in this development. This paper aims to optimize the environmental sustainability of the Emirate of Dubai communities by adopting an existing community as a case study. The investigation of the case study is looking at sustainability levels that consists of two major factors in neighborhood sustainable design, such as livability and thermal performance. The strategy of enhancing and optimizing the communities’ sustainability starts with an approach to the applicable modifications and solutions to the existed community master planning, where the modifications cover the two main urban design variables; (a) building design, and (b) open and landscape areas. The effect of the adopted scenarios is analyzed to find the improvement in environmental and thermal performance. The study has adopted two computer software packages, namely CityCAD and Integrated Environmental Solutions—Virtual Environment (IES-VE), to undertake the assessments. Furthermore, factors of urban sustainability are evaluated using the United States Green Building Council (USGBC)’s Leadership in Energy and Environmental Design (LEED) neighborhood assessment tool. The results have shown that the environmental sustainability levels can be increased after the adoption of certain suggested scenarios, in order to mitigate the likely weakness indicated in the livability aspects, covering land-use diversity, accessibility, transportation system, green and landscape areas, and energy efficiency, and the case study community can be turned toward “Sustainable Community” by implementing recommended actions and modifications.

Many construction-related training and education programs in the United States have now embraced the concept of sustainability, offering sustainable construction courses that highlight sustainable design and construction practices. These courses have mainly focused on green building strategies for the design and construction of built environments and indoor environmental quality necessary for students’ knowledge enhancement and career development. This study examined the effect of sustainability course on students’ knowledge as well as their perceptions of social responsibility and sustainable behaviors. Data were collected by conducting a survey from construction related programs in U.S. universities. Students were categorized based on their experience of taking such course(s), and results were compared in terms of their environmental concerns, objective and subjective knowledge, and sustainable consumer behaviors by conducting independent two-sample t-tests. The purpose of this study was to examine sustainable behaviors and social responsibility perceptions among U.S. university students enrolled in construction-related courses. The results indicated that environmental concern and sustainable consumer behavior scores were significantly lower among students who had taken the course than those who had not. Both objective and subjective knowledge scores were relatively low. There was no difference between the two groups in objective knowledge scores and unexpectedly, subjective knowledge was significantly lower among students who had taken the course than those who had not. The findings of this study provide implications for sustainability curriculum development that can enhance students’ learning experience.

Sustainability is essential for maintaining certain levels of life quality for next generations. Accordingly, Egypt started to establish its own rating system to achieve sustainable development. There are several green building rating systems that are recently used such as: the LEED (Leadership in energy and environmental Design) rating system, Green Pyramid Rating System “GPRS”, and TARSHEED rating system. GPRS and LEED are almost the same since GPRS is based on LEED. Due to the significant cultural and environmental changes between Egypt and the United States, LEED rating system cannot be implemented in Egypt. On the other hand, the rating system TARSHEED includes three categories only, namely energy, water, and habitat, to determine sustainable construction performances. For example, waste management category which is one of Egypt’s challenges is ignored by TARSHEED. This research introduces a new modified rating system for new construction with new weights to suit Egypt requirements. This work presents a comprehensive study and comparative analysis between the existing green building rating systems for new construction in Egypt. Moreover, some surveys and questionnaires are conducted to take the experts opinion in the green field. A new checklist for new construction is constructed using data obtained from Analytical Hierarchy Process (AHP) decision making tool. This list includes new categories and subcategories with new weights, which suit the environmental challenges in Egypt.

Green buildings help in sustainability, in terms of achieving energy efficiency and minimizing the utilization of natural resources. Additional benefits include long-term sustainable building management and maintenance. There is, therefore, compelling motivation for the building of sustainable projects. This inspiration has led to the development of the leadership in energy and environmental design (LEED) rating systems and projects by the United States Green Building Council and the Canadian Green Building Council. Proper building project management (BPM) of such projects is warranted. Pre-project planning is a crucial part of BPM that ensures delivery and performance of construction projects. Pre-project planning is defined as the process that encompasses all the tasks between project initiation and detailed design. There is a positive relationship between comprehensive pre-project planning and enhanced project performance. Given the motivation for environmentally sustainable projects and proper management of constructing such projects, diligent pre-project planning for such projects is required. This paper investigates the use of the LEED rating system in pre-project planning of sustainable construction projects by developing a matrix that combines the LEED and the Project Definition Rating Index (PDRI) developed by the Construction Industry Institute. The conceptual matrix and its application to a case study demonstrates that the value of linking pre-project planning with LEED to improve the decision making process during planning and designing of building projects to improve sustainability.

<p>Relevant research points out that as one of the lifeblood industries of China’s economic development, the development of construction industry is related to the national economy and people’s livelihood. Therefore, in the new historical period, in order to further realize the rational development of China’s construction industry, a large number of construction industry practitioners have conducted in-depth analysis and exploration on the development direction of China. After analyzing, the researchers said that with the continuous improvement and strengthening of public awareness of environmental protection, in the future, China’s construction industry should focus on energy conservation and environmental protection. Based on this, relevant staff put forward the idea of “green building design”, aiming at effectively guiding China’s construction industry to achieve rational transformation. In this paper, the green building design work is taken as the breakthrough point, and the main problems existing in the green building design work in China in the new period are analyzed reasonably. At the same time, the corresponding optimization strategies are put forward, aiming to guide the construction industry workers to further realize the understanding and understanding of green building design, and then lay the foundation for the development of China’s construction industry.</p>
