The article presents the results of the analysis of housing and communal, industrial, agricultural, energy, transport and social infrastructure of Luhansk region in order to determine its impact on the quality of life of the population of the region. Usually the quality of life is assessed directly through a system of developed indicators and indices aimed at studying certain aspects of human life and society. It is revealed that in order to conduct an adequate assessment of the quality of life of the population in Ukraine, a national matrix of indicators should be used, which is maximally adapted to state statistics. It is established that the destruction and decline of the infrastructure of the Luhansk region occurred due to hostilities in eastern Ukraine, so the infrastructure is not able to ensure a decent quality of life. In Luhansk region it is planned to implement infrastructure projects, but all this necessitates the development of recommendations to improve the quality of life in the controlled areas of Luhansk region in coherence with the provisions of the Economic Development Strategy of Donetsk and Luhansk regions until 2030. Based on the results of the matrix analysis, it was concluded that almost all indicators of the quality of life of the population should be improved due to the availability of appropriate measures in the Strategy of Economic Development of Donetsk and Luhansk oblasts. An indicator such as the criminogenic situation in the region caused alarm. The strategy of economic development of Donetsk and Luhansk oblasts does not contain direct measures to improve the criminogenic situation in Luhansk oblast. Therefore, the primary recommendation to improve the quality of life of the population of the Luhansk region is proposed - the development of targeted measures to improve the crime situation. Because this aspect of the quality of life of the population is crucial in areas close to the conflict zone. And the development of additional targeted measures should take place at the state or subregional level. The strategy of economic development of Donetsk and Luhansk regions for the period up to 2030 contains a specific direction and measures to improve the quality of life of people, so the intensification of infrastructure development will increase the local economic effect.

The current economic situation makes the issue of the urban agglomerations appearance and development crucial. Global experience shows that urban agglomeration is a rational form of territorial use. Through this process the creation of a unified social, economic and investment space takes place. The goal of agglomeration in the 21st century is to establish the basis for the development of large cities as the best form of people settlement. The development of a locality within an urban agglomeration should give it significant advantages. In most cases, the agglomeration process can produce a significant social and economic effect, as well as provide an opportunity to improve the quality and standard of living of the population. In world practice, agglomeration processes have an extensive system of support from the state, and currently there are trends towards the consolidation of individual agglomerations into superagglomerations or megacities. A distinctive feature of agglomeration is the presence of economic interaction between its system-forming elements, characterized by their interconnectedness and features, such as the presence of a large city, which is the center of agglomeration (center of attraction), intensive travel within the agglomeration, as well as industrial and technological cooperation within the agglomeration. In the Republic of Tatarstan the importance of agglomeration development is well understood: the key direction of the implementation of the Strategy of social and economic development of the Republic of Tatarstan up to 2030, approved in 2015, is the development of agglomerations (Kazan, Kama and Almetyevsk). The lack of unified approaches to the management of agglomeration processes is a limiting factor in the integrated development of territories, which leads to an imbalance in plans for housing construction, job supply and provision of transport and social infrastructure facilities. The purpose of this article is to identify these approaches.

В статье рассматриваются основные направления социального развития Республики Адыгея в условиях нарастания вызовов экологической безопасности. Отмечается, что структуру экологической безопасности региона формируют система эффективного природопользования, механизмы сохранения биологического и природного разнообразия территории и экологические инструменты поддержания здоровья населения. Подтверждается тезис о том, что обеспечение экологической безопасности является одним из основных показателей эффективного управления субъектом РФ. Обосновывается необходимость учета современных экологических стандартов при разработке и выборе модели социально-экономического развития региона. Анализируются меры государственной политики в области развития транспортной инфраструктуры, направленные на ослабление деструктивного воздействия экологических вызовов на качество жизни населения республики. На основе генерализации результатов социологических исследований, проведенных в регионе в период с 2008 по 2021 гг. органами государственной власти и авторским коллективом, оценивается отношение населения к экологической ситуации в Республике Адыгея. Делается вывод о целесообразности разработки комплексной программы социально-экономического развития с учетом специфики природно-биологического ландшафта региона и совершенствования экологической культуры как инструмента обеспечения экологической безопасности и высокого уровня качества жизни населения. The paper discusses the main directions of social development of the Adyghea Republic in the context of increasing challenges to environmental safety. The structure of environmental safety of the region is formed by a system of effective environmental management, mechanisms for preserving the biological and natural diversity of the territory and environmental tools for maintaining public health. The authors confirm the thesis that environmental safety is one of the main indicators of effective management of the subject of the Russian Federation. The need to take into account modern environmental standards in the development and selection of a model of socio-economic development of the region is justified. The publication analyzes measures of state policy in the field of transport infrastructure development aimed at reducing the destructive impact of environmental challenges on the quality of life of the population in the republic. Based on the generalization of the results of sociological studies conducted in the region from 2008 to 2021 by state authorities and the author's research team, the attitude of the population to the environmental situation in the Adyghea Republic is evaluated. It is inferred that it is advisable to develop integrated socio-economic development taking into account the specifics of the natural and biological landscape of the region and improve ecological culture as an instrument to ensure environmental safety and a high level of quality of life for the population.

The process of globalization has brought about changes that manifest themselves in different areas of human life. One of the main positive aspects of the process of globalization affecting human quality of life is regional development. This can be measured through selected socio-economic indicators. However, regional development is not the only aspect that affects human quality of life. The negative aspects of the globalization process, such as illegal migration, have made security aspects more and more influential on quality of life. One of security aspect that negatively affects a human’s quality of life, as well as the whole perception of the process of globalization, is migration and related crime committed by foreigners in a particular area. As the objective of the regional development is to promote human quality of life, it is also necessary to deal with the issue of security in this context. The paper deals with the examination of selected socio-economic aspects of regional development in the context of security. The aim of the paper is to reveal relations between selected indicators of regional development in order to increase the stimulation of socio-economic aspects and the level of safety and thus to increase the quality of citizen’s life.

The paper is devoted to the analysis of the socio-economic preconditions of increasing the competitiveness of human resources of Ukraine in the international dimension taking into account the tendencies of globalization and digitalization in the world. In the process of viewing of the number of scientific publications, which are devoted to the problems of human resources competitiveness, the essence of the competitiveness in general and, in particularly, the components of staff competitiveness, the factors, which influence on the competitiveness of personnel, the role of human resources in ensuring the competitiveness of organizations were identified. It was emphasized that the human resources competitiveness depends on the quality of human resources themselves, as well as on the quality of jobs available and the socio-economic development of territories and countries. The low level of socio-economic development of territories and countries leads to the migration of the skilled employees. There were researched in the international comparison such components as skills of human resources, the level of labour market development, pay and productivity, cooperation in labour-employer relations, social capital, ICT adoption, the level of GDP per capita and average monthly salary of employees. There were developed the proposals of the socio-economic preconditions improvement which deals with forming the relevant conditions for decent pay for the human resources, their continuous professional development, the necessity of social capital forming, social dialogue and social infrastructure development, the quality of vocational education rising. It was marked out the importance of creative thinking, communication skills, emotional intelligence, flexibility, adaptability, self-organization, skills in the sphere of modern ICT using for human resources competitiveness increasing.

The scientific problem of economics “Managing the quality of human life” is formulated on the basis of artificial intelligence, algebra of logic and logical-probabilistic calculus. Managing the quality of human life is represented by managing the processes of his treatment, training and decision making. Events in these processes and the corresponding logical variables relate to the behavior of a person, other persons and infrastructure. The processes of the quality of human life are modeled, analyzed and managed with the participation of the person himself. Scenarios and structural, logical and probabilistic models of managing the quality of human life are given. Special software for quality management is described. The relationship of human quality of life and the digital economy is examined. We consider the role of public opinion in the management of the “bottom” based on the synthesis of many studies on the management of the economics and the state. The bottom management is also feedback from the top management.

Subject. This article deals with the issues of determining the level of financial literacy of the population of the Tyva Republic. Objectives. The article aims to analyze the level of financial literacy of the population of the Tyva Republic and identify factors that cause the financial illiteracy rates. Methods. For the study, we used a questionnaire method within a sociological survey. Results. The article presents results of the sociological survey of respondents and highlights the main reasons for the financial illiteracy of the majority of the population of the Tyva Republic. Conclusions. The results obtained can be taken into account when developing the area's socio-economic development programmes improving the quality of life of the population.

Abstract Background The main objective of this study is to develop a multilevel multi-factor index to assess the quality of life of the Malayali tribal population of India at the household and village levels based on nine domains, namely, Demography, Economy, Health, Human Development, Infrastructure Development, Work Participation, Recreation, Social Capital and Self Perception. An attempt is made to classify the individuals as well as villages by the overall scores of a multi-factor -index within a community which will help policymakers to develop concrete policy recommendations for the improvement of the quality of life of this tribal group. Method Multilevel factor analysis is utilized to determine uncorrelated meaningful factors and their respective weights using Mplus software from the nested dataset consists of values of nine domains of 1096 individuals collected from 19 villages. A multilevel multi-factor index is constructed using the weights of these factors. The qualities of the lives of different households and different villages are assessed using the scores of this index. Results Three different factors are identified at household as well as village levels. The quality of life at Households and Village levels are classified as poor, low, moderate, good, and excellent based on five quintiles of the scores of the multi-factor index, and the contribution of each domain in this classification is ascertained. Discussion This study finds that at household as well as at village levels, the quality of life of the individuals of this tribal population increases with an increase in education, income, and occupation status which make them lead a healthy life and also make them to find time and money to spend on recreation. Infrastructure is not important at the household level but not so at the village level. Conclusion The main purpose of developing this kind of multi-factor index at different levels is to provide a tool for tribal development based on realistic data that can be used to monitor the key factors that encompass the social, health, environmental, and economic dimensions of quality of lives at the household and community levels of these tribal people.

To the Editor.— The commentary by Singer1 must not go unchallenged. This member of the American Academy of Pediatrics takes exception to this statement, and he in no way espouses "religious mumbo-jumbo" which Singer applies to his possible opponents. Nor does this writer espouse the application of heroic measures to the preservation of human life under all circumstances. There is such latitude in Singer's discussion that "quality of life" can mean almost anything. I will not belabor the many aspects of Singer's rhetoric but must make two points.
