Introduction. E-democracy and e-government become an increasingly common attribute of people's lives, since they give is an opportunity to attract population masses to the discussion of both economic and social, as well as managerial innovations. The society urgently requires innovation in the organization of public and regional administration. Problem Statement. Adjemoglu and Robinson have shown that the necessary factor for the success of public or region development is the presence of inclusive political and economic institutions. Inclusive institutions involve the widest possible population in decision-making. Moreover, namely the political institutions (which are crucial for involving as much as possible the public to making decision) determine successful development of society. Innovative projects are the driver of economic development, so the involvement of the general public in their discussion, decision-making, implementation and analysis of the results is an extremely important factor. Many authors have emphasized that the digitalization of information is an important factor for the formation and development of a developed society. Purpose. The purpose of this research is to develop approaches to modeling the communication channels of the public and authorities under the conditions of innovation project implementing in the context of e-democracy and public administration. Materials and Methods. The research uses the methods of system analysis, game theory, structural, functional, and logical analysis. Results. Innovative projects are supported primarily by the middle class, as evidenced by the Hotelling model (the median voter model). The analysis of existing in Ukraine functional model of communication between the public and the authorities while implementing innovation projects has revealed a number of its shortcomings. To correct them, a scheme for optimizing the communication between the authorities and the public by means of e-democracy while implementing an innovation project has been proposed. The necessity of attracting media, experts, and analysts at each stage of the implementation of the innovation project has been justified. Conclusions. The described communication channel includes electronic media and the community of experts and analysts as compulsory components. It enables the creation an effective system of feedbacks between the authorities and the public which allows making optimal decisions and monitoring the socio-economic development of society.

The article examines modern world economic development as a phenomenon of regional and local cooperation with the growth of regions (subregions) as the main actors in ensuring the socio-economic development of the state, its competitiveness in the world economic and political arena. Capable regions and subregions are able, on the one hand, to reduce the burden on central authorities by taking over some of their powers, and on the other - to take into account the needs of new communities, businesses and other organizations when making decisions in production on public services. The article proves that public administration and their components - public administration and regulation in the field of national and regional (local) development - is one of the most important problems of forming developed market relations in Ukraine, in particular with the formation of a new system (mechanisms and tools) in the field of resource provision of the decentralized model of local governance. The European integration vector of development chosen by Ukraine envisages a significant modernization of the system of public administration in general and administration in particular. The formation of domestic public administration and administration on a qualitatively new basis in connection with the intensification of some social processes and the need to solve systemic problems of socio-economic development of certain territories of Ukraine necessitates deep theoretical, methodological and scientificmethodological study of the imperfection of the public system. management and administration in conditions of resource constraints. At the same time, despite the intensification of efforts of scientists in the development of methodological tools, a universal approach to solving the problems of insufficient efficiency of public administration and administration has not yet been developed.

The purpose of the research. Electronic democracy tools provide many new channels for interaction between the government and the community during the process of social projects implementation. This new factor for Ukraine requires significant communication between the authorities and the public. In this article the problem of power and the public interaction under the conditions of social projects implementation are considered in the context of e-democracy and public administration. Methodology. To aggregate the individual preferences the Hoteling model was used in the article. It allows proposing the new functional model for the interaction between authorities and the public. This model includes such compulsory components like electronic media and a group of experts and analysts. Results. The development of the public through the social projects implementation requires two conditions: a large number of people belonging to the “middle class” (there preferences not differ much from the median voter); all middle class voters should have full and objective information about the consequences of the decision. E-democracy and e-government must comply with these two conditions. In this sense we have to understand the D. Acemoglu and J. Robinson’s thesis about that the political institutions (which are crucial for involving as much as possible the public to making decision) determine successful development of society. Activities of state and regional authorities are carried out under the condition of such projects implementation. Practical meaning. E-democracy requires society involvement at all stages of projects development and implementation. Taking into account this aspect in the proposed model of communication allows not only effectively transmit information from the authorities to the public about social project for analysis and substantiation but effectively influence the decisions of power structures. Prospects for further research. The dominant factor is the combination of experts and analysts, as well as their relationship with the society and power by channels of electronic media communication. It provides for the social group, in which the median voter is located, the obtaining of all needed information to making the optimal choice. The set of feedbacks between the public and the authorities allows for effective management of socio-economic development of society.

In the article, the problem of determining the directions of research of the development of the tourist and recreational sphere as an object of public administration acquires further theoretical and methodological substantiation. The directions of improving the mechanisms of decision-making by state bodies for the development of the tourist and recreational sphere are formulated on the basis of the introduction of a systematic approach, digitization and modeling. The efforts of state bodies to form the structure of the market in order to study and analyze the impact of public administration and regulation on the realities of the tourist and recreational sphere and the proposals of tourist and recreational products that affect the public interest in them on the part of consumers of tourist services are a separate area of scientific research in tourism. -recreational sphere as an object of public administration and decision-making mechanisms by state bodies for the development of tourist and recreational territories It is shown that the processes of using tourist and recreational resources and diversification of the economy are positively influenced by the intersectoral nature of the tourist and recreational sphere due to the multiplier effect for related sectors of the economy of the territories, directly involved in the tourist services served by consumers. It has been proved that a city characterized by a significant territorial concentration of labor, consumers, related industries and services is very attractive for the activities of enterprises in the tourism and recreation sector in terms of minimizing costs, and it is expedient in determining the role and mechanisms of government influence on the development of the tourism and recreation sector. and the formation of strategic goals for the development of a regime for promoting their development is the study of the tourist and recreational market of the territory. The development of the regional and local tourist and recreational sphere is greatly facilitated by the transformation in the public consciousness of the concept of free time, i.e. changes in the behavior of consumers of tourism services in relation to specific settlements or the region as a whole. The main goal of the qualitative improvement of state management of the development of the tourist and recreational sphere is to increase its openness, spread goodwill towards the population, accelerate management processes, effectively solve problems, increase the mobility of workers in tourist and recreational enterprises and their satisfaction with work.

In this chapter, an analysis of the electronic decision making system, which is thought to benefit from the heavy bureaucratic system which does not take into account the expectations of the citizen in the public administration system, will be used to make a more flexible structure. The focus of this chapter is on the need to design the decision-making mechanisms of the state according to the expectations of the citizen. For this purpose, requests and complaints from the citizens through the electronic environment should be taken into consideration in the decision-making process. In fact, this situation is reflected in the application of electronic participation management model. The application of this management model in the public administration system is the citizen participation complaint and demand system which is carried out under the name of electronic government. The examination of this system, which is an example of the application of participatory democracy, is important for the reflection of democratic values on the administration system.

Resumen: El objetivo del artículo es reflexionar teóricamente acerca de la transformación del modelo de administración pública en México, en el que se marca un retorno hacia la vieja burocracia tradicional. Primero, analizamos las principales teorías de la administración pública, tales como la burocracia tradicional, así como la nueva gestión pública. Luego hacemos referencia al neopopulismo y la reavivación de las prácticas de la burocracia tradicional. Concluimos que es fallida la involución en el modelo de administración pública toda vez que ya no contamos con la abundancia de recursos que se tenían en la década de los setentas, tales como el petróleo. También, es posible concluir que este retroceso en el modelo de administración pública no se apega estrictamente al modelo weberiano, toda vez que no hay cumplimiento de la racionalidad administrativa, sino que destacan el autoritarismo, la centralización en la toma de decisiones y el patrimonialismo.Abstrac: The objective of the article is to reflect theoretically about the transformation of the public administration model in Mexico, in which a clear return to the old model of traditional bureaucracy is visualized. First, we analyze the main theories of public administration, such as traditional bureaucracy and new public management. Then we refer to neopopulism and the revival of the practices of the old traditional bureaucracy. We conclude that the involution in the public administration model is failed since we no longer have the abundance of resources that existed in the seventies, such as Petroleum. Also, it is possible to conclude that this setback in the public administration model does not strictly adhere to the Weberian model, since there is no compliance with administrative rationality, highlighting authoritarianism, centralization in decision-making and patrimonialism.

2020 is a year of global change. The spread of the COVID-19 virus was an impetus for transformation. The entire globe confronts impediments hard-to-anticipate, but who endangers people’s life. This article refers to the transparency of the decision-making process in the pandemic period. Also, it is explained the communication problems that can appear in complicated situations between the public administration and the citizen. Both the authorities of the European Union, in general, and of the Republic of Moldova, in particular, encounter social problems, which must be resolved in a very short period. Many decisions must be made promptly and unforeseen. It is important that this process does not affect the quality of public services provided and does not infringe on the rights of citizens. Thus, the decision-making process must be transparent and accessible to citizens
