Introduction. The constant increase in the amount and intensity of traffic requires organization and precise management.Problem Statement. In the present-day conditions, when the number of vessels engaged on internal and external routes has been growing, without the vessel driver/navigator all alone are not physically able to assess the navigation situation and to make the right decision how to operate his vessel. The need to develop and to implement algorithms that help address the issue of navigation safety is an important task, especially when it comes to the management of groups of vessels. The main approaches that allow generalizing the information flows to ensure continuous and safe navigation are the formation of a structured system of processing and evaluation of input factors and related output parameters. This enables controlling the ergatic system of vessel, given a significant number of factors.Purpose. The purpose of this research is to create new approaches to controlling the vessel ergatic system for making an optimal and timely decision.Materials and Methods. Fractal methods for representation of the primary information and applied computer programs of mathematical simulation have been used.Results. The proposed model of information processing as part of the vessel ergatic system is designed to comp­rehensively ensure the safety of vessels, while providing control and optimization of both operational and organizational parameters and diagnostic functions, with the ability to predict and to prevent failures of the vessel engineering system.Conclusions. The applicability of general algorithms for the processing of information and its structuring according to the degree of impact has been shown. The application of these approaches solves the problem of overloading the navigator with excessive navigational information and reduces decision-making time. The developedalgorithm allows creating an automatic control system for groups of vessels in real conditions of difficult navigation environment.

The technique of synthesis of specialized architecture of the control system, taking into account the peculiarities of the organization of the team of robots, the specifics of information flows and hardware is considered. To implement the proposed architecture contains three levels, and supports cloud-based and multithreaded technology of information processing, focuses on modern types of controllers and processors. The technology of forming an intranet in a team of robots based on a ”domain“ wireless network created using Wi-Fi Protocol and software of its own development.

In this paper is researched how to achieve an effective fleet maintenance planning in transport companies, which contributes in increasing the fleet energy efficiency and in achieving the companies? goal. Within the fleet maintenance planning, managers have to make the right decisions on the selection of vehicle service centers in the region where the maintenance work will be realized. The mentioned decision is affected by a number of different interdependent factors (criteria). Based on a survey, relevant factors (criteria) were defined. As defined factors are interdependent and differently influence the mentioned decision, an approach of decision making trial and evaluation laboratory (DEMATEL)-based analytic network process called DANP was applied. In this respect, authors propose a hybrid multi-criteria decision making model. The proposed model was applied in the companies to demonstrate how effective their managers are in the maintenance planning and how this effectiveness influences the fleet energy efficiency and fulfilment of companies? goal.

The present investigation examined and compared the pilot's decision-making capabilities when visual stimuli, similar in nature to those used in helmet-mounted displays, were displayed separately in each visual field. Fifteen student subjects experienced three different combinations of spatial and verbal hemiretinal stimuli. On one third of the trials, the left hemiretinae received verbal information, while the right hemiretinae simultaneously received spatial-type information. On another third of the trials, each set of hemiretinae received the opposite type of stimuli. On the remainder of the trials, both hermiretinae simultaneously received the same verbal and spatial-type inputs. Results indicate that the performance measure of latency was significantly decreased under the condition of verbal input to the right hemiretinae and spatial-type input to the left. No accuracy effects were seen as a result of the varying hemifield of stimulation. It was concluded that responses to the verbal right presentations were faster because transcallosal transmission was either unnecessary or inconsequential to the response.

Soil moisture and temperature are parameters needed by plants in terms of plant growth. In determining soil moisture and temperature according to plants, a control system is needed. This control system uses the Raspberry Pi as an input data processor to output. This control system is designed using fuzzy logic as a decision-making method to maintain soil moisture and temperature that is good for plants. Fuzzy logic is one of the decision support systems that is suitable to be applied to the control system. Fuzzy logic consists of fuzzyfication, formation of fuzzy rules and defuzification. This fuzzy logic uses two inputs and two outputs. The two inputs are soil moisture level and temperature degree. The desired output is the time needed to maintain soil moisture and temperature to keep it in accordance with the needs of the plant

An urgent issue of modern local conflicts is the substantiation of the ability of air defense units to carry out their immediate tasks of providing air cover for ground forces. The solution to this issue is especially relevant in local conflicts, when the space in which it is necessary to perform the assigned task is stretched in width and depth. The purpose of the article is to develop a model for evaluating the effectiveness of ground forces cover by air defense units in new positional areas, which have changed in size in width and depth. The article proposes a model that makes it possible to assess the effectiveness of covering weapons and military equipment and infrastructure of ground forces by air defense units. The model was developed using the theory of probability. Conclusions. The proposed model involves the choice of a typical composition of internal and external sources of radar information, the direction of data exchange, the composition of the tasks of data processing, the formation of recommendations on the composition of the air defense team and their management. The developed model helps the commander of the air defense unit to evaluate the options for his structure, choose rational ones, with the best cover efficiency, and helps him make the right decision to repel air strikes. The model is proposed to be used in decision-making systems to help the commander make the right decision to cover ground units from the air. The proposed model will also be effective in automated decision-making systems.


The structural and functional IDEF0-model of information support of processes of minimization of resistance of the personnel to organizational changes at the enterprise is developed. The proposed model makes it possible to describe in a logical, convenient and consistent form the relationship between management functions and responsible executives, provides information about resources, information flows, instructions, regulatory information, a set of models and approaches. The corresponding model in the notation IDEF0 will provide information support for decision-making on the management of organizational changes at the enterprise.

This article outlined a model for guidance in ‘doing’ bioethics in a Reformed context. The proposed model suggested that in order to arrive at responsible ethical decisions, one must refer to both contextual elements and theory. The theoretical grounding for this model was based on the integration of a deontological and virtue ethics approach, arguing that virtue enables persons to know and desire the right moral ends and motivates them to carry out appropriate action toward achieving these ends. An integrative model opens up the possibility whereby bioethics as a systematic tool provides the individual decision-maker with the critical-reflective skills and justification for the ultimate choice that is lacking in the general decision-making processes. This could lead to clearer thinking and increased confidence in the justification of decisions within the Reformed tradition. The proposed hermeneutical perspective on ethical decision-making represents a shift in views about the nature of knowledge and the process of how we come to know. The key to this hermeneutical approach is to acknowledge the dialectic between the universal and the subjectivity of human relations. Working in specific religious communities, one needs to take cognisance of the fact that knowledge is situated in the context of human relationships in which the interpreter participates when articulating the meaning of bioethical experiences. Another aspect that is anticipated lies in the realisation that people struggling with bioethical dilemmas should not be viewed as isolated individuals, but as members of a broader faith community.‘n Geïntegreerde etiese benadering tot bioetiese besluitneming: Voorgestelde model vir predikante. Hierdie artikel het ‘n model geskets wat moontlike riglyne aantoon vir die  beoefening  van  bioetiek  binne  ‘n  Gereformeerde  konteks.  Die  voorgestelde  model argumenteer dat verwysing na beide kontekstuele elemente en teorie onafwendbaar is om tot verantwoordelike bioetiese besluite te kan kom. Die teoretiese begronding vir hierdie model het op die integrasie van deontologiese- en karakteretiek berus en is gebaseer op die argument dat karakteretiek persone in staat stel om die regte morele doelwitte te ken en motiveer hulle ook om die nodige stappe te neem om dit te bereik. ‘n Geïntegreerde model skep die moontlikheid vir bioetiek as ‘n sistematiese stuk gereedskap om die individuele besluitnemer met die kritiesreflektiewe vaardighede en gronde vir regverdiging van die finale keuses toe te rus, aspekte wat in algemene besluitnemingsprosesse ontbreek. Dit kan ook lei tot helderder denke en groter vertroue in die motivering van besluite binne die Gereformeerde tradisie. Die voorgestelde hermeneutiese perspektief op etiese besluitneming verteenwoordig ‘n verskuiwing in aanvaarde sienings oor die aard van kennis en die prosesse wat tot kennis lei. Die sleutel tot hierdie hermeneutiese benadering is om erkenning te gee aan die dialektiek tussen die universele en subjektiewe menslike verhoudings. Dit is veronderstel dat persone wat in spesifieke geloofsgemeenskappe werk daarop ag moet slaan dat kennis binne die konteks van menslike verhoudings – waarbinne die interpreteerder funksioneer – gesetel is wanneer die betekenis van bioetiese ervaring geartikuleer word. ‘n Verdere aspek was die erkenning van die feit dat mense wat met bioetiese dilemmas worstel nie as geïsoleerde individue beskou moet word nie, maar as lede van ‘n breër geloofsgemeenskap.

Positioning in the right location for organizing logistics activities is a determinative factor in the aspect of costs, effectivity, productivity, and performance of these operations carried out by logistics firms. The proper logistics village selection is a crucial, complicated, and time-consuming process for decision-makers who have to make the right and optimal decision on this issue. Decision-makers need a methodological frame with a practical algorithm that can be implemented quickly to solve these decision-making problems. Within this scope, the current paper aims to present an evaluation tool, which provides more reasonable and reliable results for decision-makers to solve the logistics village selection problem that is very complicated and has uncertain conditions based on fuzzy approaches. In this study, we propose the Improved Fuzzy Step-Wise Weight Assessment Ratio Analysis (IMF SWARA), a modified and extended version of the traditional fuzzy Step-Wise Weight Assessment Ratio Analysis (F-SWARA) to identify the criteria weights. Also, we suggest applying the fuzzy Multi-Attributive Border Approximation area Comparison (F-MABAC) technique to determine the preference ratings of the alternatives. This combination has many valuable contributions. For example, it proposes to use a more reliable and consistent evaluation scale based on fuzzy sets. Hence, decision-makers can perform more reliable and reasonable pairwise comparisons by considering this evaluation scale. Besides, it presents a multi-attribute evaluation system based on the identified criteria weights. From this perspective, the proposed model is implemented to evaluate eight different logistics village alternatives with respect to nine selection criteria. According to the analysis results, while A8 is the most appropriate option, C1 Gross National Product (GNP) is the most significant criterion. A comprehensive sensitivity analysis was performed to test the robustness and validation of the proposed model, and the results of the analysis approve the validity and applicability of the proposed model. As a result, the suggested integrated MCDM framework can be applied as a valuable and practical decision-making tool to develop new strategies and improve the logistics operations by decision-makers.

The paper describes the development of the 1998 revision of the Psychological Society of Ireland's Code of Professional Ethics. The Code incorporates the European Meta-Code of Ethics and an ethical decision-making procedure borrowed from the Canadian Psychological Association. An example using the procedure is presented. To aid decision making, a classification of different kinds of stakeholder (i.e., interested party) affected by ethical decisions is offered. The author contends (1) that psychologists should assert the right, which is an important aspect of professional autonomy, to make discretionary judgments, (2) that to be justified in doing so they need to educate themselves in sound and deliberative judgment, and (3) that the process is facilitated by a code such as the Irish one, which emphasizes ethical awareness and decision making. The need for awareness and judgment is underlined by the variability in the ethical codes of different organizations and different European states: in such a context, codes should be used as broad yardsticks, rather than precise templates.
