The Similarities of Indonesian Economy Constitution to Islamic Economy. This study invistigates the similarities between the constitution of the Indonesian economy and Islamic economic system. It finds that the constitution of Indonesian economy have in common with the Islamic economic system, especially at the basic values, basic principles and instrumentals. The main similarities lie in the principle of economic activities based on the principles of solidarity and togatherness and the role of the state in the allocation of economic resources for economic prosperity and welfare of the whole people. Another important similarity is the presence of high concern towards the needy and neglected children through various economic policy instruments such as social security and social protection programs. Therefore, it is no longger relevant to polarize between the Indonesian economic constitution or Pancasila economic system and Islamic economic system  DOI:10.15408/aiq.v6i1.1367

Islamic economy is a progressive and dynamic economy. Various new theories have been raised as an offer for the development of Islamic economics, one of which was carried out by Abbas Mirakhor. This article discusses the main principles of the economic system to the role of the state; an offer of Abbas Mirakhor to Islamic economics. To know more deeply the Islamic economic thoughts offered by Abbas Mirakhor, from the main principles of the economic system to the role of the state in the economy. This article uses a type of qualitative research using library research. The results of this study indicate that Abbas is a practitioner of Islamic economics and finance who has a good reputation in the world, both Islam and the West and is considered a reformer in the Islamic economy, and is part of the Iqtishad school of thought. In the field of the Islamic economic system, Mirakhor argues that the main principle of the Islamic economic system requires distribution in two mechanisms, namely freedom, and justice, without which prosperity will not be realized. Therefore, there is a need for a hermeneutical approach to answering various problems that occur in the Islamic economic system. In the context of the state, according to Mirakhor, the state has a very significant role in the welfare of society, especially through its productive policies. The state must also be present in realizing justice amid society.

 Abstract: The ideology of capitalism cannot be separated from the understanding of European liberalism that occurred in the 18th century, where capitalism and liberalism were born in response to the dictatorship of the feudal lords and the church at that time. Meanwhile, the emergence of socialism in the 19th century, could not be separated from the role of Karl Marx who wrote a book The Communist Manifesto of a German socialist figure who had contributed in the revival of the union and unity of the workers and intellectuals who had more than a century been amputated by market mechanisms. The Islamic economic system regulates all economic activities, so that humans as economic agents cannot be free as freely as possible, there are limits set in the Koran and Hadith, all the objectives of economic activity cannot be separated from Islamic values, making and selling illicit goods such as alcohol is not permissible in Islamic economics. The Islamic economic system is not only used as an alternative economic system but is a solution of various economic problems today. الملخص: لا يمكن فصل أيديولوجية الرأسمالية عن مفهوم الليبرالية الأوروبية التي حدثت في القرن 18. لقد ولدت الرأسمالية والليبرالية استجابةً لديكتاتورية اللوردات الإقطاعية والكنيسة في ذلك الوقت. في هذه الأثناء، لا يمكن فصل ظهور الاشتراكية في القرن 19 عن دور كارل ماركس الذي كتب كتابًا بعنوان البيان الشيوعي لشخصية اشتراكية ألمانية ساهم في إحياء اتحاد ووحدة العمال والمفكرين الذين تم بترهم بواسطة آليات السوق منذ أكثر من قرن. ينظم النظام الاقتصادي الإسلامي جميع الأنشطة الاقتصادية، بحيث لا يمكن للبشر بوصفهم عملاء اقتصاديين أن يتمتعوا بالحرية قدر الإمكان، فهناك حدود محددة في القرآن والحديث، ولا يمكن فصل جميع أهداف النشاط الاقتصادي عن القيم الإسلامية، لا يجوز صنع وبيع سلع غير مشروعة مثل الكحول في الاقتصاد الإسلامي. لا يتم استخدام النظام الاقتصادي الإسلامي كنظام اقتصادي بديل فحسب، بل هو حل لمشاكل اقتصادية مختلفة اليوم. Abstrak: Ideologi kapitalisme tidak bisa dipisahkan dari paham liberalisme eropa yang terjadi pada abad ke 18, dimana kapitalisme dan liberalisme lahir sebagai respon atas diktatorisme para kaum feodal dan gereja waktu itu. Sementara itu kemunculan sosialisme pada abad ke 19, tidak lepas dari peranan Karl Marx yang menulis sebuah buku The Communist manifesto seorang tokoh sosialis Jerman yang telah memberikan sumbangsih dalam kebangkitan persatuan dan kesatuan kalangan buruh dan intelektual yang sudah lebih dari seabad diamputasi oleh mekanisme pasar. Sistem ekonomi Islam mengatur seluruh aktifitas ekonomi, sehingga manusia sebagai pelaku ekonomi tidak bisa bebas sebebas-bebasnya, ada batasan-batasan yang sudah diatur dalam al-Qur’an dan Hadits, seluruh tujuan aktifitas ekonomi tidak bisa di pisahkan dengan nilai-nilai Islam, membuat dan menjual barang-barang haram seperti alcohol tidak diperbolehkan dalam ekonomi Islam. Sistem ekonomi Islam bukan hanya dijadikan sebagai sistem ekonomi alternate tapi menjadi solusi dari berbagai permasalahan ekonomi saat ini.

If the teachings of neoclassical economic systems minimize the role of the state in the market, and conversely the teaching of socialist economic systems maximizes the role of the State in the market, Islamic economic systems teach that markets, countries and individuals are in balance (iqtiṣād / equilibrium). This means that for Islamic economic systems, the State is in a unified system. However, Islamic economic systems guarantee a free market mechanism, where sellers and buyers are free to compete fairly in terms of equity. To guarantee the sustainability of this market fairly, from the outset the Messenger of Allah saw attention to the market by conducting an investigation into the market. This sunna is preserved by friends and the Islamic world, which in turn is transformed into an institution of ratio. After observing the objectives, principles, and characteristics of Islamic economic systems, it turns out that the existence of this market watchdog is a necessity, as a logical consequence of the Islamic economic system it self.

The economic crisis that convolved the world economy a few years ago is the result of a series of government policies in the economic field. Starting from the Subprime Mortgage in America, the crisis eventually spreads across all sectors of the economy. As analysts say that the explosion of the current economic crisis is caused by the trend of low interest rates that are applied by the Fed. The trend of low interest rates will give rise to expectation of market to future economic situation. It is characterized by the overflow of capital expansion in all sectors, especially in property sector. Today, along with the growing mobility of capital from one country to another as part of unavoidable economic liberalization, mobility of capital, on the one hand, has spawned some of the imbalances in the life of a State. The powerlessness can not be separated from economic ideology and system on state role in the economy. Capitalism with its laissez faire brings the concept of state minimal role in the economy. In the empirical facts, it is broken by the crisis situation in 1930 and today's financial crisis. Socialism tends to carry the central role of the State in the economy through the centralistic planning system. The fall of the Soviet Union in the 1980s brought the world to a choice whether reconstructing capitalism or socialism as Fukuyama and Gidden said. On the other hand, as the new system, the economic system of Islam brings the concept of the role of the State in the economy on the basis of universal values of Islam, such as justice in the economy which is reflected in the mechanism of the prohibition of riba (usury), just income distribution and redistribution of income through zakat and social security. This article is an exposure of the State's role in the economy which is studied through the perspective of today’s economic system. The systems are capitalism, socialism, and Islam. The article not only explores conceptual framework, but also also contains an empirical framework mapping and how the conceptual framework is operated. At the end, from the two mapping (conceptual and empirical), author draws a reflection of how the State should play a role in the economic field. Keywords: Capitalism, Socialism, Islam, Economic Role of State

Islamic economic system is built on the foundation of the Islamic faith, the faith in question is the right because it comes from Allah brought to mankind through the prophet Muhammad. The Islamic faith is a faith that satisfies reason, reassures the soul, and is in accordance with human nature. In an individual context, economic activity is based on the values of worship. The economic system known by society globally is the capitalist and socialist economic system. In the economic context, both systems have been able to increase the prosperity of the people in the country that uses both economic systems. The capitalist system is influenced by the zeal to make the most of its profits with limited resources. This capitalist venture is supported by the values of freedom to make ends meet. This freedom resulted in high competition among others in defense, while the socialist economic system had the goal of mutual prosperity. In conclusion, the Islamic economic system is a solution economic system for various problems that have arisen, while the conventional economic system is an economic system that is widely used by various countries in the world, including Indonesia. A conventional economy is an economic system that gives full freedom to everyone to carry out economic activities.

Allah has given the guidance in the form of Islam for Muslim to take and lead all the aspects of life including the economic activity. The Islamic economic system is believed to be the answer of the economic problems that exist at this time. The goal is to achieve falah in kaffah by not doing some economic activities that are in violation as prescribed by Islam. For example is riba. Discourse on riba can be said "classical" both in the development of Islamic thought and in Islamic civilization because riba often occurs in all aspects of public life, especially economic transactions (in Islam called muamalah). Riba is an additional retrieval, either in a sale and purchase transaction or lending in a false or contrary to the principle of muamalah in Islam. Prohibition of riba is obtained from various sources by the Qur'an and Hadith Rasulullah SAW, so the scholars firmly and clearly defined the prohibition of riba because there are exploitative elements that can harm the others. So, this study is aimed to identif yIslamic economic system and the prohibition of riba in historical perspective. Rental housing has been regarded as the new ‘frontier for financialisation’ since the 2007 financial crisis. But research examining financialisation of de-commodified rental housing is limited and is primarily focused on stock acquisitions by financial investors and the enabling role of either national or local governments. This critically overlooks the emergence of the financialised production of social rented housing, the interplay between levels of government (particularly with the regional level), and the leading role of the state in these processes. By combining a political sociology approach to policy instruments with a housing system studies perspective, the paper investigates how Italy, through the interplay between national, regional (Lombardy) and local (Milan) governments, led the financialisation of its social rented housing production. Through analyses of six decades of financial-legislative changes in the housing system regarding production/provision, finance and land supply, it identifies a three-stage journey towards financialisation: (1) the rise and fall of publicly-owned rental social housing (1950s to 1990s); (2) the regionalisation and marketisation of the sector up to the late 2000s; and (3) the upward transfer from the first local-scale experiment with the real estate mutual investment fund in Milan to the creation of a national-scale System of Funds for the production of social rented housing. The study shows that the re-commodification of housing and land initiated in the 1980s were intertwined and a conditio-sine-qua-non for financialisation; that the state played a crafting—rather than solely enabling—role in this process; and that trans-scalar legislative–financial innovations transformed social rented housing into a liquid asset class.

AbstractThis article underlines three principles of reference that renew discourse on and comprehension of the role of the state in social protection towards unemployed people. At a certain level of abstraction, those principles of reference are present in many countries. They lead to label and to understand situations in different terms of which we were familiar during the Welfare State apogee. At the same time, they permit and open up to various political orientations and mechanisms of implementation. This dualism is emphasized. Four countries are referenced for this discussion: Canada, France, Germany and Sweden. The study considers the way in which problems are stated in their principles and the implementation of programmes. Policies and programmes implemented reveal logics of intervention which suggest different ways to consider the articulation between the « integrated area » and the « excluded area » of the society.

This paper is an examination of the role of the Hong Kong government vis-à-vis governments in Japan and other Asian newly industrialized economies (NIEs) in high-tech industrial development. It is argued that, whereas governments of Japan and other Asian NIEs have played very important roles in facilitating industrial restructuring, the Hong Kong government has so far refrained from direct participation in industrial development. Although the Hong Kong government has assumed an important position in the course of economic development in the territory, especially in terms of land-related economic activities, it has little vested interest and experience in directing industrial developments. It was not until the 1990s that the government switched from a ‘positive nonintervention’ to a ‘minimum intervention with maximum support’ industrial policy and began to play a more active role in facilitating industrial upgrading. The effectiveness of the changing industrial policy and the prospects for high-tech development in the territory are reviewed by examining the challenges and opportunities faced by the Hong Kong government in facilitating high-tech industrial development.
