The report identifies the development of e-government in Ukraine as the main trend in the transition to digital government. It is noted that the digital transformation helps to increase the efficiency of providing administrative services to citizens and reduce their cost and generally leads to savings in the state budget. It is claimed that Ukraine is gradually bringing its current regulations in the field of digital transformation in line with European legislation in three areas. The importance of creating state institutions in Ukraine, the activities of which are aimed at the digital development of the state, is emphasized. It is proposed to supplement the principles of the state policy of digital development in Ukraine in order to overcome the negative trends that arise in the process of digital transformation of society. It is concluded that Ukraine has all the conditions for the transition of public administration to a higher technological level of development.

The digital revolution impacts public administration and gradually transforms the activities provided by the State. Challenges arise as technologies improve. The article proposes explore the path of ICTS use in the state organizational sphere, examining from the initial conception of e-Government to the most recent works alluding to digital government. The work is descriptive and logical-deductive. First, the foundations of e-Government are examined, with their classifications, identifications, and types of interaction. Second, the ideas and proposals of open government will be discussed. Then, the concept of digital government is explored with its key issues. Finally, the evolutionary process of digital transformation in public administration is outlined.

The article examines the features of public administration of digital development and the processes of digital transformation of Ukrainian society. The current situation of digitalization of Ukraine, new digital trends and efficiency of state institutions are analyzed. It is determined that the implementation of an active state policy and effective work of state institutions and the Ministry of Digital Transformation of Ukraine is necessary. The main problems that may arise in the process of applying digital technologies in public administration are identified. It is proved that digital transformations in the public sector of Ukraine are the basis of its reform and a potential example for the whole country, how to use the advantages of the "digital" world, which will significantly stimulate the development of open information society as one of the essential factors of democracy in Ukraine. productivity, economic growth, job creation, as well as improving the quality of life of Ukrainian citizens.

Problem setting. The COVID-19 pandemic, global quarantine, quarantine restrictions created the conditions for society to react quickly. Digital technologies are now being used more intensively, and the public administration sector is no exception. At the same time, the country's development requires systematic strategic and tactical decisions that will accelerate the introduction of modern digital technologies in all spheres of Ukrainian society, also forming and implementation of public policy at various levels of government. The analysis of recent researches and publications. Problems of digital society are studied by such Ukrainian scientists as O. Klepanchuk, O. Petryk, S. Lisovsky, S. Romanyuk, L. Rudenko (the emphasis – achieving by Ukraine the goals of sustainable development, where the development of the digital society is considered as one of the tools); issues of implementation of e-government and e-democracy are studied by A. Emelyanova, S. Loboyko, O. Maevska, A. Semenchenko, V. Dreshpak; research on the implementation of public policy in a particular area, including in the field of justice and the provision of administrative services, are among the research interests of Y. Starylov, J. Sobko, I. Markvych and others. Among foreign researchers, these issues are being investigated by C. Emmanuelli, N. Jain, N. Maechler, D. Malfara etc. Highlighting previously unsettled parts of the general problem: the main contradictions, trends, problems and prospects for the provision of digital public services, based on the conditions created by the COVID-19 pandemic, namely – the application of quarantine restrictions; influence of digitalization on the public policy forming in Ukraine. Paper main body. The article analyzes the problems inherent in modern Ukrainian society in connection with the rapid digitalization processes, that have taken place over the past year. The influence of digitalization on the forming and implementation of public policy is considered on the example of the activity of the Ministry of justice of Ukraine. Based on the results of a survey of civil servants and local government officials conducted by the author, the main trends, problems and prospects for providing public services online are identified. 2020 turned out to be the crisis year for all mankind on the one hand, and on the other hand – it encouraged the rapid development of certain industries, including the field of digital transformation. In public administration, this has been embodied in promoting the use of digital services and governance platforms. In the direction of forming and implementation of justice state policy main efforts are aimed at building online interaction between citizens and the state, reducing the number of paper documents, more efficient administration of open state registers, ensuring control at each step of citizens' appeals, reducing corruption risks. minimization of the human factor in the processes of providing administrative services. The author conducted the survey among students of the Lviv Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine on the provision of administrative services online. 66 applicants from eight regions of Ukraine were involved in the survey. The question was asked: what hinders the development of administrative services online? Among the answers, the most common are (in order from most popular to least): low technical literacy of service consumers; technical unpreparedness of networks;  unpreparedness of the citizens; unpreparedness of officials; insecurity of the information processed; lack of habit to use online;   distrust to the state. Conclusions of the research and prospects for further studies. Contradictions of the digital society development in Ukraine include: the digital divide (the gap in the level of digital equipment); technological unemployment; digital dependence and digital control; digital opportunities for crime; unlimited digital space and its content; the need for large-scale efforts and resources to address the digital space, and needs will only increase; unavailability of information created by bodies-not information managers; form of obtaining information, information is created or obtained in a form unsuitable for machine processing; method of information processing – non-interoperability of data sets from different managers. Among the factors that will determine digitalization processes on the public policy forming in Ukraine, we consider: increasing the technical literacy of service consumers; improving the technical readiness of networks; work with the population to promote the tools of consumption of administrative services online; training of officials to work in the digital space; taking measures to protect information held by the authorities; forming the habit of using online in the field of forming and implementation the public policy; increasing the level of trust to the state.

Annotation. Introduction. The article considers the concept of unconditional basic income in the study of social policy as a state instrument of universal social justice. Considerable attention paid to the prospects for the introduction of unconditional basic income and the implementation of its basic principles into Ukrainian legislation. Various approaches of legal regulations and etymology of social policy in the context of the state security system are considered. Significant emphasis placed on the study of the theoretical challenge of unconditional basic income, namely the study of the functioning of such a mechanism in modern communicative realities. This research is a product of analytics and was created without taking into account the author’s political ideas. Given the recommended amount of research, the issues of unconditional basic income was considered not to be completed. Purpose. One of the main tasks of the article is to study the mechanism of functioning of unconditional basic income and the possibility of its application in practice. It is also worth giving your own view of the social policy problems. The tasks of the article are to analyze the modern social security system and to suggest options for its improvement. Results. The theory of unconditional basic income currently has no practical application. Despite a significant number of theoretical experiments, no country in the world uses the instrument of unconditional basic income at the legislative level. Therefore, it is too early to talk about the implementation of this theory of social policy in practice in Ukraine. Conclusions. Theory of unconditional basic income has a strong intellectual tradition, but the practical application of this instrument of social policy not implemented. Our studies show that such a system promotes the development of human capital and increases the geographical mobility of people. Unconditional basic income creates material support that promotes human development in other spheres of life. However, it was noted that conducting such a social policy requires significant expenditures from the state budget. This creates material barriers for some countries to use unconditional basic income as a tool of social policy. Scholars in public administration now recognize three levels of analysis: macro, meso, and micro. But there is uncertainty about the relationship between levels and concern about a “schism” in research. However, linkages between levels can be demonstrated easily. At the macro-level, leaders develop an overall strategy for pursuing national priorities, which determines the broad architecture of the state. Institutions must be built, renovated, or managed to give effect to these strategies: This is the meso-level of public administration. Overall, strategies also shape the micro-level relationship between people who rule and people who are ruled. This is done by categorizing people—as subjects or citizens, for example—and by redefining categories. Macro-level strategies evolve, with consequences for the agenda at the meso- and micro-levels. Experience at lower levels also shapes strategy at the macro-level. The interaction among levels is illustrated by comparison of three eras in modern American history.

В статье рассматриваются концептуальные подходы, практические меры, слабые стороны и положительные новации в сфере реализации государственной миграционной политики и государственной национальной политики РФ в отношении адаптации и интеграции мигрантов. Изучен характер взаимодействия мигрантов и принимающего российского общества и его влияние на адаптационные и интеграционные процессы. Проанализировано восприятие культурных отличий в молодежной среде (по результатам исследования в школах и вузах г. Москвы). Делается вывод, что большинство россиян не настроено на активное взаимодействие c инокультурными мигрантами, что является препятствием для успешной интеграции мигрантов. Потенциал для успешных интеграционных процессов наблюдается в образовательной среде. Несмотря на то, что в нашей стране на сегодняшний день отсутствуют полноценные условия для успешной интеграции мигрантов, в последние несколько лет происходят положительные изменения. Если раньше государственные институты выполняли функции преимущественно по социальной адаптации мигрантов (административно-правовой аспект), то в настоящее время со стороны органов власти увеличивается поддержка некоммерческих организаций, осуществляющих деятельность по адаптации и интеграции мигрантов в принимающее общество; поддерживаются и распространяются лучшие практики общественного сектора, который всегда понимал важность осуществления проектов, нацеленных на тесное взаимодействие мигрантов и местного сообщества. The article examines conceptual approaches, practical steps, weaknesses and positive innovations in the implementation of the State Migration Policy and the State National Policy of the Russian Federation in relation to adaptation and integration of migrants. The article studies the nature of interaction between migrants and the host Russian society and its impact on adaptation and integration processes. It analyzes the perception of cultural differences among young people (based on the results of research done in schools and universities in Moscow). The majority of Russians are not inclined to actively interact with foreign-cultural migrants, which is an obstacle to successful integration of migrants. The potential for successful integration processes is observed in the educational environment. Despite the fact that our country currently lacks full-fledged conditions for successful integration of migrants, positive changes have been taking place in the past few years. If earlier state institutions performed functions primarily for the social adaptation of migrants (administrative and legal aspect), now the authorities are increasing support for non-profit organizations that work on adaptation and integration of migrants into the host society; the best practices of the public sector, which has always understood the importance of implementing projects aimed at close interaction between migrants and the local community, are supported and disseminated.

Abstract. The article examines the mechanisms of process financing informatization of administrative services. The purpose of the article is to determine the sources of funding and prospects for the provision of administrative services in terms of informatization of the public sector of Ukraine. Research methods are comparative analysis of analytical and official statistical data of Ukraine, institutes of international support on the basis of group classification of instruments of financing of Administrative Servics Center (ASC). It is proved that decentralization, development and improvement of the quality of administrative services determine the ASC as a priority area of reforming the system of administrative services in Ukraine. The legal bases of creation and maintenance of functioning of ASC, legal statuses of establishment, principles of process of rendering of administrative services in ASC are defined. The dynamics of the number of administrative service centers and regional features of functioning are analyzed. Sources of financing of ASC (the state budget, regional and city budgets, means of the State fund of regional development, the international projects of technical assistance) are allocated. It is proved that the most common and largest source of funding for informatization processes in the ASC is the state budget (subvention for infrastructure development). The authors propose a forecast model for the creation and development of administrative service centers in Ukraine under conditions of further state funding in appropriate volumes. The necessity of attracting external sources of financing (funds of international technical assistance projects, initiatives of international donors) in the conditions of limited and deficit of the state budget of Ukraine is substantiated. The necessity of modernization of ASC from the point of view of use of IT-technologies is substantiated. Priority areas for comprehensive reform of improving the quality of administrative services are identified: decentralization, simplification, deregulation, institutional capacity development and communication support.
