The article examines the features of public administration of digital development and the processes of digital transformation of Ukrainian society. The current situation of digitalization of Ukraine, new digital trends and efficiency of state institutions are analyzed. It is determined that the implementation of an active state policy and effective work of state institutions and the Ministry of Digital Transformation of Ukraine is necessary. The main problems that may arise in the process of applying digital technologies in public administration are identified. It is proved that digital transformations in the public sector of Ukraine are the basis of its reform and a potential example for the whole country, how to use the advantages of the "digital" world, which will significantly stimulate the development of open information society as one of the essential factors of democracy in Ukraine. productivity, economic growth, job creation, as well as improving the quality of life of Ukrainian citizens.

E-governance projects improve the efficiency of administrative systems, lower the number of civil servants, and improve the quality of administration. The Lithuanian Concept on the Development of the Information Society seeks to modernise governance through the use of computerised information resources. This is important so as to develop electronic context, to encourage the provision of e-services, and to allow local residents and businesses to use those services. Lithuania has a public e-services portal, the purpose of which is a broad online access to information and public e-services provided by state institutions. The requirements for common European e- services enforcement in cyberspace influence the improvement of e-services in public administration in Lithuania. Lithuania has a legal system necessary for public e-services, but the actual implementation of services directives requires more specific statutes on services as well as corresponding secondary legislation. Basing on different studies, the authors examine the development and conditions of public e-services in Lithuania.

Aim. The presented study aims to determine the peculiarities of introducing digital tools in public administration using different types of competencies.Tasks. The author describes major prerequisites for the transformation of the public sector in the context of digitalization; analyzes modern digital technologies and the mechanism of their implementation in public services using digital platforms, assesses their role, and identifies obstacles to the digital transformation of public administration.Methods. This study uses general scientific methods, such as the monographic method, analysis and synthesis, induction and deduction, description, and applied methods of structural, systems, and comparative economic analysis.Results. Digital transformation of the public administration system changes the understanding of management from management as execution of functions to management as a network of  relationships between the state and its citizens. Reformation of the public administration model based on the implementation of digital solutions forms the new public administration concept. However, the results of the public administration system’s reformation using digital platforms are ambiguous and require study. One of the main obstacles to the formation of a “digital government” is the lack of competent specialists and qualified personnel skilled in the field of  information technology (IT), Internet of Things, artificial intelligence, etc. These and other technologies are vital for the formation of a high-quality public administration system. Furthermore, the new information reality places increased demands on the skills of modern public officials, whose level of competence largely determines the quality of management. This study identifies and analyzes the necessary competencies of employees involved in the public administration system at different levels.Conclusions. Over time, digital transformation of public administration will become more evident and meaningful. It can be assumed that digitalization will make it possible to leave behind subjective decisions of individual public officials, improving the quality of provided services and reducing costs as much as possible. Digital transformation of public administration is not limited to the automation and optimization of some processes in the execution of public functions, as it also involves the implementation of modern information and communication technology (ICT) systems to improve the quality of the public administration system as a whole.

The report identifies the development of e-government in Ukraine as the main trend in the transition to digital government. It is noted that the digital transformation helps to increase the efficiency of providing administrative services to citizens and reduce their cost and generally leads to savings in the state budget. It is claimed that Ukraine is gradually bringing its current regulations in the field of digital transformation in line with European legislation in three areas. The importance of creating state institutions in Ukraine, the activities of which are aimed at the digital development of the state, is emphasized. It is proposed to supplement the principles of the state policy of digital development in Ukraine in order to overcome the negative trends that arise in the process of digital transformation of society. It is concluded that Ukraine has all the conditions for the transition of public administration to a higher technological level of development.

The theories of the information society and the idea of the modern digital state need an interdisciplinary approach. Practical realization of the concept of the digital state issues a challenge to public administration. It might be observed that public entities, while they work on electronic solutions, do not focus adequate attention on their cooperation. In Poland, the scope of digitalization and electronic services provided by public administration has extended. The digital transformation of public institutions is of high importance in the context the human rights. Cybersecurity and some contemporary threats related to the public sphere (cybercrime, cyberterrorism, cyberwar, fake news) trigger the changes in legal systems and public institutions. They also affect people, their cognitive abilities and identity. It is significant that the predictions concerning the information society and the digital state in the context of social changes have been present in the futurological thought. They include the thoughts of Alvin Toffler, Samuel P. Huntington, and Francis Fukuyama. The authors deal with the civilization changes, transformation related to dissemination of modern ICT technology, clash of cultures and their influence on societies and states.

The article reveals the specifics of policy networks in the public administration system, examines in detail the basic characteristics of networks, as well as the features of the configuration and coordination mechanisms inherent in various types of network coalitions. The author examines networks in the context of their positive and negative impact on the quality of public administration, drawing attention to the conditions for the degeneration of network associations that allow the state, together with non-state actors, to solve socially significant problems into structures that threaten the integrity of the political system. In the context of the author's definition of networks in public administration, the article examines their structural components, reveals the features of the position of network actors, describes the operational functions of networks (exchange of information, financial resources and dissemination of knowledge), emphasizes the importance of the problem of closeness for their functioning. Particular attention is paid to the positioning of state institutions in networks, the author reveals the reasons for their use of a predominantly principal-agent mechanism for coordinating interaction with nongovernment participants, which reduces the degree of their freedom in the network, but at the same time guarantees the observance of socially significant interest in the implementation of programs and projects. The article also discusses in detail the configurations of networks and the specifics of their activities at all stages of decision-making and implementation, emphasizes the opportunities and threats associated with the activities of certain types of network alliances. The author emphasizes that the negative potential of network structures is manifested in a situation of divergence of political and managerial orientations of power and society's expectations against the background of weak institutions and lack of public control over political players, which leads to the gradual replacement of public administration by the rule of latent network groups.

The current stage of development of Ukrainian statehood is characterized by increased attention to the issues of increasing the efficiency of the functioning of the public administration system. And this is natural because the direct link between the efficiency of the public sector and the effectiveness of the national economy of the state as a whole leads to the search and introduction of new approaches and technologies, continuous improvement of the quality of services provided to the population and satisfaction with the results of the activity of executive authorities and local self-government. The public sector, which participates in the formation and implementation of state policy, is no exception. It is the effective work of public councils with executive authorities that will increase the level of interaction between executive authorities and civil society. In this article, the author outlines the factors of effectiveness of the work of public councils in executive bodies, namely: the development and introduction of common standards and forms of cooperation between the public and the public administration; development of nation-wide mechanisms for the functioning of public councils in executive bodies; systematization and generalization of decisions of public councils in executive bodies; systematic analysis of the activities of public councils and their results for public discussion; introduction of standards for public reception offices. The author determines that the effectiveness of public councils in executive bodies is determined by assessing the effectiveness of activities under which the author proposes to understand the process of determining the quality of the subject’s activity, which is aimed at achieving the goals and tasks assigned to him, in accordance with the established competence, which allows obtaining information for further correction of his work. It is emphasized that the effectiveness of the activities of public councils in executive bodies depends on: creation of transparent and qualitatively formulated goals of work; development of a plan of activity aimed at achieving the goals that are the basis of the activities of public councils in executive bodies; performance of the adopted plan of activity; evaluation of achieved results; Adjusting the activities of the public council at executive bodies; creating new goals for future activities.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

Slogans play an important role in conveying information to targeted audiences, and the translation of slogans tends to be studied under the rubric of public-notice translation. Previous research mainly uses researchers’ expertise to evaluate the quality of this type of translation. Yet, little is known about what the targeted readers think about the translation, although their opinions present key information that helps to determine whether the translation has achieved the intended effect. This paper elicits and systematically analyzes readers’ responses. We investigate the case of Macao, a rapidly growing economy where the demand for English translation has markedly increased in recent decades. Public administration bodies in Macao have commissioned Chinese-to-English translation in varied areas such as tourism, social security and welfare, cultural and sports events. We sampled ten translated slogans that were used in the public sector, and administered survey questionnaires (n=130) to both source-text and target-text readers. The two groups of readers’ evaluations, based on the criteria of fluency, conciseness, persuasiveness and mnemonic effect, reveal that the translations are perceived significantly less favorably than the originals are. Readers most strongly disliked word-for-word translations, and pointed out numerous problems with the translations such as ungrammaticality, inappropriate word use, lack of appeal, and unintelligibility due to insufficient background knowledge. This research demonstrates the tangible value of using readers’ responses to evaluate translation quality. It also has implications for translator training, and recommends that public authorities should institute a rigorous quality assurance system.

Problem setting. The COVID-19 pandemic, global quarantine, quarantine restrictions created the conditions for society to react quickly. Digital technologies are now being used more intensively, and the public administration sector is no exception. At the same time, the country's development requires systematic strategic and tactical decisions that will accelerate the introduction of modern digital technologies in all spheres of Ukrainian society, also forming and implementation of public policy at various levels of government. The analysis of recent researches and publications. Problems of digital society are studied by such Ukrainian scientists as O. Klepanchuk, O. Petryk, S. Lisovsky, S. Romanyuk, L. Rudenko (the emphasis – achieving by Ukraine the goals of sustainable development, where the development of the digital society is considered as one of the tools); issues of implementation of e-government and e-democracy are studied by A. Emelyanova, S. Loboyko, O. Maevska, A. Semenchenko, V. Dreshpak; research on the implementation of public policy in a particular area, including in the field of justice and the provision of administrative services, are among the research interests of Y. Starylov, J. Sobko, I. Markvych and others. Among foreign researchers, these issues are being investigated by C. Emmanuelli, N. Jain, N. Maechler, D. Malfara etc. Highlighting previously unsettled parts of the general problem: the main contradictions, trends, problems and prospects for the provision of digital public services, based on the conditions created by the COVID-19 pandemic, namely – the application of quarantine restrictions; influence of digitalization on the public policy forming in Ukraine. Paper main body. The article analyzes the problems inherent in modern Ukrainian society in connection with the rapid digitalization processes, that have taken place over the past year. The influence of digitalization on the forming and implementation of public policy is considered on the example of the activity of the Ministry of justice of Ukraine. Based on the results of a survey of civil servants and local government officials conducted by the author, the main trends, problems and prospects for providing public services online are identified. 2020 turned out to be the crisis year for all mankind on the one hand, and on the other hand – it encouraged the rapid development of certain industries, including the field of digital transformation. In public administration, this has been embodied in promoting the use of digital services and governance platforms. In the direction of forming and implementation of justice state policy main efforts are aimed at building online interaction between citizens and the state, reducing the number of paper documents, more efficient administration of open state registers, ensuring control at each step of citizens' appeals, reducing corruption risks. minimization of the human factor in the processes of providing administrative services. The author conducted the survey among students of the Lviv Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine on the provision of administrative services online. 66 applicants from eight regions of Ukraine were involved in the survey. The question was asked: what hinders the development of administrative services online? Among the answers, the most common are (in order from most popular to least): low technical literacy of service consumers; technical unpreparedness of networks;  unpreparedness of the citizens; unpreparedness of officials; insecurity of the information processed; lack of habit to use online;   distrust to the state. Conclusions of the research and prospects for further studies. Contradictions of the digital society development in Ukraine include: the digital divide (the gap in the level of digital equipment); technological unemployment; digital dependence and digital control; digital opportunities for crime; unlimited digital space and its content; the need for large-scale efforts and resources to address the digital space, and needs will only increase; unavailability of information created by bodies-not information managers; form of obtaining information, information is created or obtained in a form unsuitable for machine processing; method of information processing – non-interoperability of data sets from different managers. Among the factors that will determine digitalization processes on the public policy forming in Ukraine, we consider: increasing the technical literacy of service consumers; improving the technical readiness of networks; work with the population to promote the tools of consumption of administrative services online; training of officials to work in the digital space; taking measures to protect information held by the authorities; forming the habit of using online in the field of forming and implementation the public policy; increasing the level of trust to the state.
