The problem of public values and peculiarities of their formation presents the issues, which are not on the surface, and which are not discussed in the news channel studios, and which are not taught in schools and higher educational institutions. However, such an absence of them in informational space does not make them less important. It is even contrary in the modern informational world - the less the problem is spoken about, the less possibility to receive objective responses to the questions, which rise. Who is responsible for the formation of value-based orientations on the state level? Why, youth, in such a case, is the main target group? Which values help and facilitate state development and the absence of which performs destructive function? In which way can the state influence formation of value-based orientations of the modern youth?This article aims at distinguishing axiometrics of the state youth politics of Ukraine, as well as actualization of the value-based approach to the problem of youth development on the current stage. The following tasks should be performed for the realization of this aim:- determination of the theoretical grounds of the study (axiometrics, state youth politics, classification of values).- distinguishing value-based component in the offered state Programs of youth politics “Youth of Ukraine” (Molod Ukrayiny) for 2016–2020” and “Youth of Ukraine” (Molod Ukrayiny) for 2021–2025”.- a comparative analysis of the offered measures within the Programs;- update (actualization) of the additional axiometric factors on the state level.As the values belong to the philosophic and psychological category, and their classification, which gave the grounds to the study, was drawn upon Nosenko E. L., who published the work “Transformation of value-based orientations of youth on the modern stage of society development (Psychological aspect)” (Transformatsiya tsinninsnykh oriientatsii molodi na suchasnomu etapi rozvytky suspilstva (Psykholohichnyi aspect). On the state level, the study of the values was conducted by the doctor of political sciences Yuriy Shayhorodskyi in work “Axiometrics of state youth politics” (Aksiometriya derzhavnoyi molodizhnoyi polityky), Kanafotska H. P. “Formation of values of a modern person: factors, institutions, components and factors of influence” (Formuvannia tsinnostey suchasnoyi liudyny: factory, instytutsiyi, skledovi ta chynnyky vplyvu), M. P. Blikhar “Value-based orientations of student youth of Ukraine: sociological analysis of the problem” (Tsinnisni oriyentatsii studentskoyi molodi Ukrayiny: sotsiolohichnyi analiz problemy). State Programs of youth politics for 2016–2020 and 2021–2025 present the grounds for analytical research.

The purpose of this research is to study about Benchmark Determination of the Administrative Court Decision Execution Forced In. Research methods used in this thesis is a research type normative and descriptive analytical research specifications, and approaches used, namely, the approach Law and approach cases. From the research we concluded that since when the claimant may apply for money of enforced at the time of the initial filing a lawsuit to the Administrative Court, for their money forced / Dwangsom in a decision of the State Administrative Court, it is motivated by a petition of Plaintiff in the lawsuit to beg loading money forced / Dwangsom Defendant if lost and wayward implement administrative court ruling, benchmark application is the amount of money forced the ruling stating Plaintiff granted, judgment and decision condemnatoir who has obtained permanent legal force. Because implementing administrative court ruling is always Agency / Administrative Officers are still active, more effective and efficient if the imposition of forced currency / dwangsom taken / deducted from salaries / allowances officials concerned each month. So it is not charged to the State finances forced money order imposing sanctions / dwangsom and administratively feasible, must be followed by concrete implementing regulations relating to money forced / dwangsom to sync with the Administrative Court Act and the Law on Government Administration.

The Florida 4-H Poultry BBQ program has existed for years, and the program for red meat cookery has been a huge success in Tennessee 4-H. With sponsorship for the winners at the state level, the Florida 4-H Tailgate Contest program will be a success in Florida as well. This program will strive to promote enjoyable outdoor cooking experiences, encourage the incorporation of animal protein in the diet in order to combat childhood obesity, improve youth nutritional knowledge and cooking skills, and impart knowledge about safe handling and proper degree of doneness to produce safe and delicious meat dishes. Introduction: All social life spheres in Ukraine are influenced by corruption. Ukrainian citizens were inquired in order to determine corruption rate in various social spheres. It was conditioned by reforming criminal justice and administrative management, which is directed, particularly, for liquidation of corruption in the state. Special emphasize is stressed on corruption rate in the medical sphere. The aim of the article is to determine: 1) population’s attitude towards to corruption, in particular, in the medical sphere; 2) the most corruptive social spheres; 3) efficiency of anti-corruption measures; 4) readiness of population to participate into struggle with corruption. Materials and methods: The study is grounded on dialectical, comparative, analytic, synthetic, sociological (special-purpose inquiry form, interview), statistic and comprehensive research methods. The study group consisted of 1 120 citizens and 513 medical and pharmaceutical professionals of Ukraine. Questions were related to: 1) citizens’ contact with corruption; 2) corruption expansion rate in state authorities, self-governing authorities, in various infrastructure spheres, particularly, in healthcare; 3) awareness about struggle with corruption in the state and in the region and determination of citizens’ readiness to cope with corruption. Results: Corruption contact level of citizens remains steadily high. Corruption in the medical sphere is the most widespread: during the previous year before the inquire 63% respondents were involved into corruptive schemes. Corruption in the medical sphere can be subdivided in the following levels: from patient to doctor; inside the hospital – from a healthcare institution employee to the executive hospital staff; on state level concerning state procurements of medications. A bribe to health care professionals was given for: receipt of a sick leave certificate and various references (for example, about unfitness for military service, fitness for driving a car or fulfillment of particular works); high-quality conduct of an operation, medical servicing rendering; writing out a “necessary” prescription; approval or hiding of any bodily injuries; falsification of a true cause of death. All health care professionals have come across different corruptive practices, among which the following payments are widespread: for employment in a hospital, license for private medical practice or establishment of private clinics, “avoidance” of checks of healthcare institutions’ activity. The largest bribes are given state officials for participation in tenders for medical drugs supply by pharmaceutical companies. Conclusion: Corruption on the sphere of medical practice is complex phenomenon. The conducted poll made it possible to structure the corruption problem, to see its various levels and levels. In respondents’ opinion, a scrupulous information campaign is a positive tendency: 45% consider this is a guarantee of anticorruption. Nevertheless, only 5% respondents assume personal notification of anticorruption bodies about receipt of a bribe by medical staff.

The State 4-H Council of Missouri 4-H is an experiential leadership opportunity that engages youth as valued, contributing partners and ambassadors of the 4-H organization. While several state programs have a state 4-H council, there is little research regarding these councils or the impacts of state 4-H council service. This study employed a hermeneutic phenomenological approach to explore the experience of State 4-H Council service among alumni within a framework of positive youth development theory. Council membership was found to carry expectations for lasting relationships and a sense of connectedness. In the area of leadership, State 4-H Council service was found to enhance understanding, develop strategies, and foster specific skills that allowed members to utilize these abilities in the early stages of their careers.

The article is focused on youth politics in the UK, Germany, Finland, and Russia. Based on a constructionist approach, we analyze the rhetoric of youth policy, subjects of problematization, as well as the image of the country and youth of the future presented in the documents. The empirical base of the article is 21 youth-policy documents (laws, state programs, and youth strategies) of Finland, Germany, United Kingdom, and Russia. The analysis of normative documents showed that the discourse of youth policies in the European Union is dominated by the rhetoric of entitlement, and the motifs are equality of opportunity and access, rights, independence, empowerment, sustainable development of society, participation, and citizenship. The discourse of Russian youth policy is distinguished by the rhetoric idiom of ‘unreason’. The main motifs of the rhetoric are traditional values, education, and patriotism. European youth-policies, which emphasize rights and opportunities of youth, are oriented toward the development and support of young people, while the Russian youth policy is “state-centric”, oriented to the development of the country.

The article analyzes the problems of studying patriotic and military-patriotic education in the Russian Federation. The authors found that in most pedagogical studies, the emphasis is on the patriotic education of schoolchildren and the preparation of future teachers for this activity. The patriotic education of future defenders of the Fatherland is studied by scientists on the basis of specific educational institutions. In the historical aspect, the features of military-patriotic education are presented in works devoted to a specific period of history and a separate region. It was revealed that the features of the organization of patriotic education in the 1980s are manifested in the activation of the military-patriotic work of the pioneer and Komsomol organizations and in teaching different school subjects. In the 1990s there was a decrease in the level of militarypatriotic education, its importance in the theory and practice of education ceases to be relevant. Since the early 2000s the issues of patriotic education get more attention at the state level, there was an awareness of its importance for the development of the country and increase of its defence capability, the number of scientific research works on this problem increased. Military-patriotic education in the policy of the state faded into the background, family and civic education became a priority.
