The civil service is a structural entity endowed with a certain amount of competence and authority necessary for the implementation of the tasks assigned to it. An analysis of the effectiveness of the public administration sector indicates a clear relationship between the activities of civil servants and the performance of government bodies. The quality of the work of the authorities has a significant impact on the effectiveness of the implementation of government programs. Modern conditions for reforming the civil service require civil servants to have such qualities as: education, upbringing of civil servants, their professionalism, driving motives for entering and passing the civil service. It becomes obvious that the lack of these qualities among civil servants reduces the effectiveness of the implementation of government initiatives. The article presents the results of research on the moral and ethical problems of the development of the state civil service at the level of the country and a separate region.

Статистический анализ для оценки бюджетного регулирования используется все чаще. Этот анализ позволяет провести диагностику бюджетного регулирования, в том числе и в отдельно взятом регионе для выявления более значимых факторов влияния на такое регулирование. Диагностика бюджетного регулирования предоставит возможность выбора правильного направления реформирования как отдельного региона, так и органов местного самоуправления. Оказываемая финансовая помощь содержит в себе как выделение дотаций, так и субвенций, направляемых на покрытие расходов, в частности на здравоохранение, рассчитанных на одного жителя. В статье проведен корреляционно-регрессионный анализ для диагностики бюджетного регулирования экономики Чеченской Республики. Для его проведения использованы такие факторы, как: размер дефицита бюджета ЧР; численность населения ЧР; уровень бюджетной обеспеченности ЧР. Statistical analysis is being used more and more often to assess budget regulation. This analysis makes it possible to diagnose budget regulation, including in a particular region, in order to identify more significant factors influencing such regulation. Diagnostics of budget regulation will provide an opportunity to choose the right direction of reform, both for a separate region and for local self-government bodies.The financial assistance provided includes both the allocation of subsidies and subventions aimed at covering expenses, in particular for healthcare, designed for one resident.The article presents a correlation and regression analysis for the diagnosis of budget regulation of the economy of the Chechen Republic. For its implementation, such factors as: the size of the budget deficit of the Chechen Republic; the population of the Chechen Republic; the level of budget security of the Chechen Republic were used.

The article examines the process of formation of the power supply industry in the 2000s using the example of a separate region. The market transformation of RAO UES was carried out under the slogan of increasing the efficiency and reliability of interaction between the economy and the energy sector. However, in practice, the creation of the energy market faced many problems, the specifics of the “special product” electricity, network problems, institutional and other problems. On the example of the Altai Territory, the genesis of the territorial power supply system is shown within the framework of the general concept of market reform of the electric power industry. On the basis of real data of the supplier of last resort and the real consumer of electricity and capacity, a retrospective of the relationship of these entities in practice is shown. The dynamics of the average price for electricity is calculated and its quite significant growth is shown for the entire post-reform period of observations.

Georgian Customary law embraces many types of punishments. Among them the suffering and corporal punishments are commonly known, such as cutting, cursing, stoning, public humiliation , property or compositional punishments and etc. These are forms of punishment, which were widespread in almost all part of Georgia. Some of them were characteristic for separate region, for example, cutting was characteristic for Georgian law in Pshavi. It is undoubtedly proved with historic and ethnographic materials that in Adjara, as an administrative unit of Upper Kartli, punishments of Georgian customary law were used against to criminals. Especially before the period of Ottoman occupation, however, the norms of Georgian customary law used to continue existance even after the occupation in Adjara, but locally and under an influence of Islam. Finally, as a result of implemented law policy by the Russian governance customary law was completely exiled from active life and only occasionally was used in the public relations, mostly when an foreign law was incompatible with Georgian character or it was inaccessible for a lower social classes.

Emergency situations are objective (regardless of the attitude towards them) spatio-temporal processes, each of which is conventionally divided into five stages, namely: everyday accumulation of negative factors; extreme development of a negative factor; catastrophic event; elimination of the consequences of this event and their remote consequences. They occur on vehicles, man-made and natural objects, areas of the territory, water basins and in mountains, cities and administrative regions. The type of each emergency is tied to a specific catastrophic event that may occur, is happening or has already happened. The main goal of emergency management is to prevent a catastrophic event, and if it occurs, to minimize its consequences. The task of the management process is formulated by stages of the emergency.The main feature of the soils of the Carpathian Mountains is their relative looseness and water saturation. When additional volumes of the aquatic environment appear, which are set in motion by the forces of gravity, significant hydraulic gradients are created, which lead to landslides, mudflows, collapse of mountain slopes and banks of rivers and streams. Natural emergencies caused by hydrological and meteorological events in mountainous areas have five characteristics. This is the inevitability and suddenness of the onset of a catastrophic event, which can cover an extended territory, be accompanied by great destruction and changes in the terrain. Information and technical features of emergency management in a separate mountainous region include a detailed study of the area and monitoring with the local population, geoinformation modeling of disasters and early preparation of action plans, constant training of rescuers and preparation for the use of new rescue equipment – helicopters.

<p>Skin diseases have a serious impact on human life and health. This article aims to represent the classification accuracy of skin diseases for supporting the physicians’ correct decision on patients for early treatment. In particular, 100 images in each type of five skin diseases from ISIC database are used for balanced datasets related to the classification accuracy. In addition, this paper focuses on processing images for extracting six optimal types of eleven features of skin disease image for higher classification performance and also this takes less time for training. Therefore, skin disease images are filtered and segmented for separating region of interests (ROIs) before extracting optimal features. First, the skin disease images are processed by normalizing sizes, removing noises, segmenting to separate region of interests (ROIs) showing skin disease signs. Next, a gray-level co-occurrence matrix (GLCM) method is applied for texture analysis to extract eleven features. With the optimal six features chosen, the high classification accuracy of skin diseases is about 92% evaluated using a matrix confusion. The result showed to illustrate the effectiveness of the proposed method. Furthermore, this method can be developed for other medical datasets for supporting in disease diagnosis.</p>

Analysis of the most common international methods for assessing public procurement and public procurement systems was done in the paper in order to identify common estimated indicators and additional parameters that distinguish them. The results of study can be used as a basis for a strategy for state orders in the Republic of Belarus development, as an example in the scientific and technical sphere development. Procurement potential increasing arrangements should intensify and optimize priority S&T development sectors. The analytical review of the methods is considered as a choice of the best launchpad in the development of national assessment methods of the system of state orders, with the main purpose to determine the economic benefits and planning the effectiveness of the implementation of state orders both at the level of the entire country and at a separate region or a specific order, that does not exclude the provision of rational use of budgetary funds and building up the country's innovative potential.

The article attempts to recreate the process of organizational development of the Luhansk eparchy of the Ukrainian Orthodox Autocephalous Synodal Church of 1922-1936. It was found out that due to the conditions of aggravation of confessional division the representatives of the renewal movement managed to minimize their reformation provisions during 1926-1928. The Synodal Church managed to stabilize the institutional crisis. With the appointment of Bishop Veniamin to a vacant for a long time throne, with the active support of local authorities, the Luhansk diocese has reached its greatest development, covering in its structure about a quarter of the Orthodox communities of the district. It is determined that since the Ukrainian-centric ideological principles of the Synodal Church were not fully embodied in the practical activities of the renewal clergy, the emergence of the Conciliar Episcopal Church as a relatively canonical alternative Reformation denomination of Ukrainian Orthodoxy became relevant in Ukraine. In particular, in the Luhansk region, as a result of the unconstructive methods of Bishop’s Photius (Topiro) governing, it was the local diocese of the UCEC that became a refuge for the renewal communities, almost doubling the number of its own parishes during 1928-1929. It is proved that the development of the Synodal Church in the Luhansk region was marked by the lack of an effective system of government, the low discipline of the clergy, and especially given the change in state policy in the field of religion. The historical circumstances of the confessional division of Ukrainian Orthodoxy in the interwar period on the example of a separate region are highlighted. Further research on this topic requires clarification of a number of ethnocultural, political, linguistic, and canonical issues of local renewal communities, which will expand the understanding of the religious worldview of the local population and propose new conceptual approaches to overcoming church divisions.

The article analyzes the trends in the macro and micro economic development of agriculture in the country and its individual regions. The factors of growth and efficiency of production of food crops and raw materials in farms of a separate region and district in conditions of limited land-water and labor resources have been revealed. Proposals have been developed to improve the structure of production in farms, to develop strategic sectors of agriculture aimed at increasing the export of food products. Recommendations are given on the development of information systems of digital services for servicing farms in districts and regions.

Purpose of article. To study domestic and foreign theory and practice of the integration relationships formation in the field of agro-industrial production, to identify the main factors of environmental and economic interaction of enterprises and industries of the agro-industrial complex. The object of research is integration processes in the agro-industrial complex. Methods used in research. The theoretical basis for the research was the works of scientists on the issues of cooperative-integration relations in the agro-industrial complex. In the course of research, the following methods were used: abstract-logical, monographic, comparative analysis, etc. The hypothesis of the study. The study of the problems of ecological and economic development of integration processes in the agro-industrial complex will make it possible to determine the strategic directions of sustainable development of even a separate region. Presentation of the main material. Identification of a number of factors of environmental and economic interaction between enterprises and industries of the agro-industrial complex on the basis of their integration in the context of increasing the competitiveness of production and products. Originality and practical value. The scientific novelty of the research lies in the development of theoretical and scientific-methodological approaches to solving the ecological and economic problems of the region's development. Conclusions. Attainment of ecological and economic balance in the conditions of the formation of scientifically based tools for the enterprises and industries of the agro-industrial complex interaction.
