The aim of the article is to represent the idea of a roll-call database about the victims of the 1932-1933 Holodomor and the scientific perspectives of its use in historical research. Research methods: logical-linguistic, comparative, system-structural; database technology. The main results: the article highlights the theoretical, methodological and technological principles of projecting a relational database of prosopographic data of victims of the Dnipropetrovsk region during the Holodomor; the main directions of its use for studying social and demographic consequences of the mortality of the population of the region are indicated. Practical importance: the experience of forming a database can be extended to data from other regions of Ukraine; the use of a database management system will allow relevant search of data by different criteria (age, gender, social origin, ethnicity, causes of death); the database can be used as factual material in genealogical research. Originality: generalized experience of designing relevant databases; the author's conceptual model of the prosopographic database was developed taking into account the specificity of the source database of the problem. Scientific novelty: the conceptual model and practical implementation of the prosopographic database about victims of the 1932-1933 Holodomor according to archival and published sources were first proposed. The view that no form of international law existed in seventeenth-century France, and that this time was a part of ‘prehistory’, and thus irrelevant for international legal thought today is challenged. In addition, the traditional claim of Richelieu to be an admirer of Machiavelli and his Ragion di Stato doctrine to the detriment of the aim of concluding treaties and keeping them (as sacred), is refuted by careful historical research. In Richelieu’s thinking, there is a role for law to play but it is law as justice, law in the classical natural law tradition. Those who rule are subject to the rule of law as justice, the rule of God, or the rule of reason. In Richelieu’s world, kings and ministers are rational instruments of the practical implementation of God’s will on earth.

Abstract Graph representations provide an elegant solution to capture and analyze complex molecular mechanisms in the cell. Co-expression networks are undirected graph representations of transcriptional co-behavior indicating (co-)regulations, functional modules or even physical interactions between the corresponding gene products. The growing avalanche of available RNA sequencing (RNAseq) data fuels the construction of such networks, which are usually stored in relational databases like most other biological data. Inferring linkage by recursive multiple-join statements, however, is computationally expensive and complex to design in relational databases. In contrast, graph databases store and represent complex interconnected data as nodes, edges and properties, making it fast and intuitive to query and analyze relationships. While graph-based database technologies are on their way from a fringe domain to going mainstream, there are only a few studies reporting their application to biological data. We used the graph database management system Neo4j to store and analyze co-expression networks derived from RNAseq data from The Cancer Genome Atlas. Comparing co-expression in tumors versus healthy tissues in six cancer types revealed significant perturbation tracing back to erroneous or rewired gene regulation. Applying centrality, community detection and pathfinding graph algorithms uncovered the destruction or creation of central nodes, modules and relationships in co-expression networks of tumors. Given the speed, accuracy and straightforwardness of managing these densely connected networks, we conclude that graph databases are ready for entering the arena of biological data.

The formation of scientific understanding of the unity of society and nature is driven by the need for practical implementation of such unity. This defines the focus of this monograph. Given the overall assessment of the current state of the environment in Azerbaijan, considers the scenarios for the future development of the area. The prospects of the use of biotechnology in integrated environmental protection. Taking the example of the protests against the films All Quiet on the Western Front (1930–1) and Le Golem (1936) in interwar Austria and Slovakia, this study addresses the links between antisemitism, nationalism and cinema in Central Europe that historical research has so far overlooked. Unlike other demonstrations against the talkies, campaigns against so-called ‘Jewish’ films were not an expression of linguistic nationalism, as they pointed to the ‘destructive’ impact of capitalism, socialism or modern art, which in the ideology of antisemitism were allegedly personified by ‘Jews’. The conservatives and radicals who called for a ban of those ‘Jewish’ films considered it a first step towards the creation of a national community without ‘Jews’. In Austria the moderate and radical opponents of A ll Quiet on the Western Front ultimately reached their goal through a joint effort. In Slovakia they only managed to get the film Le Golem completely banned when the geopolitical conditions changed after the mutilation of Czechoslovakia on the eve of the Second World War. The fact is that in both cases, moderate nationalists placed themselves in the ambivalent position of pioneers of antisemitism and ultimately facilitated fascist and Nazi radicals in the practical implementation of their postulates.

With the development of database technology as well as the widespread application of database management system, the capability of collecting data was improved rapidly, and lots of data have been accumulated. Data mining was created for the purpose of excavate the useful knowledge hidden behind these data. Data classification is not only an important issue of data mining but also an effective KDD method. Decision Tree, which is a major technology of data classification, is applied far and widely. In this article, the concrete step of mining data by decision tree, the main algorithm and the basic idea of decision tree were summarized and analysed.

Today, the transformation of banks requires, firstly, the establishment of digital banks, and secondly, the change in the activities of existing banking departments and the reduction of banking costs. In digital banks, banking services will be fully automated and self-management systems will be created for bank customers. In particular, today’s demand is that as a result of the development of the digital economy, banks are required to serve a large number of customers not by increasing the number of branches, but by developing remote banking services. In the process of transformation of banks in Uzbekistan, due to the increasing availability of remote banking services on the basis of mobile, Internet and other banking technologies, their level of security, risk minimization, ease of use, importance of use, public awareness of these services, usefulness of services, etc. the factors are econometrically analyzed based on the conceptual model created by the author. These affect the development of remote banking services (customer awareness of remote banking services (As), risk of using remote banking services (R), ease of use of remote banking services (Eu), understanding the usefulness of remote banking services (Uu), cost of remote banking services (Cs), security in the use of remote banking services (Ss)) were hypothesized. In order to assess the impact of these hypotheses, a survey of clients of the Tashkent branch of Joint-Stock Commercial Bank with foreign capital «HAMKORBANK» was conducted and the results of the survey were econometrically analyzed on the basis of a conceptual model created by the author. These hypotheses have also been studied by foreign economists and their conclusions are given. The results of this study are of practical importance for the development of remote banking services in the banking system of Uzbekistan.

Бурно развитие информационных технологий привели к широкому их внедрению во все отрасли современной науки. В работе рассмотрены вопросы использования информационных технологий для хранения и обработки информации, накапливаемых в различных геологических фондах, в частности в фондах Института геологии Дагестанского научного центра РАН. При этом основными задачами, которые необходимо решать, являются формализация и нормализация информации. Они успешно могут быть решены современными программными средствами по созданию хранилищ данных, систем их аналитической обработки, т.е. так называемых OLAP – методики и разнообразных способов интеллектуального анализа данных. Весь процесс разработки информационно-аналитической системы начинается именно с определения способов надежного хранения данных. Для этих целей использована доступная нам система управления базами данных Microsoft Access. Проведена большая работа по формализации информации по скважинам и рассмотрены проблемы разработки электронных баз данных в геологии. Используя технологию реляционных баз данных, разработана база данных гидрогеологических параметров артезианских скважин, расположенных на территории Республики Дагестан. Описана методика использования базы данных Intensive development of information technologies has led to their wide use in all spheres of modern science. This paper discusses the use of information technologies for storage and processing the information accumulated in various geological collections and, in particular, in the funds of the Institute of Geology of the Dagestan Scientific Center of Russian Academy of Sciences. The major challenge that must be addressed to is the problem of formalization and normalization of information. These problems can be successfully solved with the use of modern software tools for data warehousing, analytical data processing systems, i.e. the so-called OLAP-equipment and various means of data analysis. The whole process of development of information-analytical system begins with identifying ways of secure data storage. Thus, this article deals with the issues on creation of information-searching database of the wells drilled in different times in the territory of the Republic of Dagestan. For these purposes it is helpful to use the available database management system Microsoft Access. Quite a lot of work has been done to formalize information on wells; the problems of development of electronic databases in geology have been described. Using relational database technology developed has been the database of hydro-geological parameters of artesian wells located in the territory of the Republic of Dagestan. The technique for operation of the database is described.

The article presents the practical implementation of the module for calculating the individual schedule for mastering the materials of an academic discipline by students. The aim of the study was to calculate the complexity of the learner’s assimilation of the concepts of the studied subject area, correlate the calculated data with the actual ones and establish the applicability of the proposed methodology for calculating an individual schedule for mastering educational materials for planning the educational process. The generation of the sum of concepts for mastering was carried out on the basis of the concept tree of the subject area. The labor intensity of mastering an academic discipline is considered as the sum of the complexity of each concept. The calculation of the labour intensity of the concept was carried out taking into account the time of perception of information by students, the complexity of the concept and taking into account the type of activity. As a result, a program implementation of the algorithm for forming an individual schedule for mastering the materials of an academic discipline was made, the labor intensity of mastering each concept was calculated and the total labor intensity of mastering an academic discipline was obtained. When comparing the estimated labor intensity with the actual one, it was established that the difference is not more than 10 %. The generated sequence of concepts for study is sufficient to achieve the goals of training students in the direction of “Information systems and technologies”. The presented results are of direct practical importance and can be used to plan a training course and to build a dynamically changing individual schedule for mastering the materials of an academic discipline, taking into account the cognitive and physical characteristics of students, as well as taking into account the peculiarities of the organization of the learning process.

Objective: To analyze modifications of cyberattacks on online technical documentation of railroad security systems. Methods: The specificity of railroad automation and telemechanics (RAT) documentation maintenance in electronic document management systems was estimated and presented. Also the assessment of enforceability of cyberattacks under actual operating conditions was given. Results: The possibility of critical failure of train control systems resulting from cyber faults of error type in technical documentation was demonstrated. A classification of cyberattacks on electronic databases of technical documentation was introduced. Vulnerability of the latter was uncovered. Practical importance: The necessity to develop special security measures for electronic databases of RAT technical documentation was justified. It concerned cyber faults of error type. Moreover, practical implementation alternatives of security methods in case of cyberattacks were introduced.
