AS AN EXAMPLE OF A SUSTAINABLE ECONOMIC POLICY OF A MUNICIPAL GOVERNMENT IN CZARIST RUSSIA

Introduction. Nowadays the issue of implementation of city projects in terms of providing public amenities and changing their infrastructure under the conditions of existing insufficient public funds for these purposes is of present relevance for cities of Russia. One of the key ways of resolving this situation is borrowing monetary funds. However, in the history of Russian cities such kind of experience already exists. The submitted material reveals the experience of Simbirsk municipal government concerning the issue of the first bond-secured loan of the city of Simbirsk (the year of 1906). The purpose of this loan was obtaining necessary funds for the city intended for enlarging and improving public water supply system, building slaughter-houses within the scope of jurisdiction of the municipal public administration. The objectives of the undertaken study and subsequent analysis involved identifying the reasons, which caused Simbirsk Municipal Public Administration, lacking any experience, to take on a project implementation of issuing the bond-secured loan, assessing the municipal government actions on preparing and issuing the loan mentioned above, as well as the result of the loan implementation. Materials and Methods. The study is based on the archival records, which contain information on the bond-secured loan in Simbirsk of 1906. Under study of these records, the information archival in them was systematized and analyzed. Such approaches as a systematic approach, a comparative analysis and a logical generalization of the obtained results were used. Study results. The undertaken study specified the reasons for issuing the bond-secured loan by Simbirsk, the stages of the implementation of this project, analyzed and evaluated the commitment of the municipal public administration during each of these stages, as well as rationality of their actions and the result of the bond-secured loan issue, which was successful. Apart from this, new historical facts related to the history of the Simbirsk governorate along with the full and complete information concerning the issue of the indicated bond-secured loan were determined. Discussion and Conclusion. The obtained results of the study indicate that the experience of borrowing monetary funds performed by the cities of Czarist Russia can be in demand with a positive outcome by the cities of modern Russia. The implementation of such borrowings of monetary funds by a city (municipal) government will benefit in resolving many city problems, undertaking social projects, which require considerable financial resources, and in the final analysis in improving the quality of life in cities.

Fast and effective public services are a supporter of public administration so that continuous innovation is needed to improve the quality of public services. The city of Surabaya as one of the cities with the title of smart city has tried to always make innovations in an effort to improve the quality of public services, one of which is through the Surabaya Single Window. Surabaya Single Window is an online-based licensing service created to create effective public services. This article attempts to describe how the licensing service innovation carried out by the City Government of Suraya through the Surabaya Single Window covers five important aspects. The method used is descriptive qualitative using secondary data. It was found that the City of Surabaya succeeded in creating public service innovations through the Surabaya Single Window. The Surabaya Single Window has a positive impact on licensing services in the City of Surabaya, although in its implementation there are still certain guarantees.

Abstract Background Countries are currently seeking evidence-informed policy options to address antimicrobial resistance (AMR). While rigorous evaluations of AMR interventions are the ideal, they are far from the current reality. Additionally, poor reporting and documentation of AMR interventions impede efforts to use evidence to inform future evaluations and policy interventions. Objectives To critically evaluate reporting quality gaps in AMR intervention research. Methods To evaluate the reporting quality of studies, we conducted a descriptive synthesis and comparative analysis of studies that were included in a recent systematic review of government policy interventions aiming to reduce human antimicrobial use. Reporting quality was assessed using the SQUIRE 2.0 checklist of 18 items for reporting system-level interventions to improve healthcare. Two reviewers independently applied the checklist to 66 studies identified in the systematic review. Results None of the studies included complete information on all 18 SQUIRE items (median score = 10, IQR = 8–11). Reporting quality varied across SQUIRE items, with 3% to 100% of studies reporting the recommended information for each SQUIRE item. Only 20% of studies reported the elements of the intervention in sufficient detail for replication and only 24% reported the mechanism through which the intervention was expected to work. Conclusions Gaps in the reporting of impact evaluations pose challenges for interpreting and replicating study results. Failure to improve reporting practice of policy evaluations is likely to impede efforts to tackle the growing health, social and economic threats posed by AMR.

Now that the debate about the standard of living during the first half of the nineteenth century appears to have entered a relatively quiescent phase, historians have begun to turn their attention towards the more elusive concept of the quality of life. The incidence of fatal and non-fatal disease is clearly central to research of this type and so, too, is a delineation of the physical context in which infections have flourished and in which those who have been afflicted by them have lived. Although there has been a tendency to underestimate the ferocity of epidemics in rural areas in the period after about 1750, historians working on disease in the modern period are inevitably most usually concerned with processes which are specifically urban in character. And urban historians, especially those interested in such topics as the development of utilities, the growth of administrative bureau-cracies or the spatial segregation and different life experiences of the classes, can undoubtedly benefit from a knowledge of patterns of infection in the past.

This article investigates the history of local self-government and public administration in relation to waste management to answer a question: Is there any relationship between the development of local self-government in towns and public administration in the Lands of the Bohemian Crown and the current state of development? Findings regarding the development of local self-administration are divided into the following eras: the period before the arrival of Slavs, early and developed feudalism, and the beginnings of the industrial revolution, ending with the foundation of the Czechoslovak Republic in 1918. Particular attention will be paid to municipal self-government in the city of Brno.

Abstract: The type of this research is a quantitative research design case study. Analysis was done on the participants BPJS've been me at the health centre and hospital in the city of Balikpapan. Subjects were Participants of BPJS Health Class III have been using BPJS card class III at the service of health centres and hospitals in the City of Balikpapan. Data collection techniques using a questionnaire with a sample data of 114 people. The results were analyzed using the app statistic SPSS version 22.0. The study results showed that 58% of the Quality of health services in hospitals and community health centres in the City of Balikpapan effect on increasing the number of participants BPJS Health Class III. And variables are the most influential is the Responsiveness or responsiveness officer of 47.2%; this is a positive response so that in the future, the Quality of health services can be improved to be better so that the benefits can be felt directly by the participants of BPJS Health, especially in class III.


This paper examines the challenges facing PA education, considering the colonial heritage of the region. Over the past decade, researchers have paid attention to Public Administration (PA) and its education in the Middle East. Many explored the history of the PA in the region and the quality of PA programs within high education institutes. In the context of the developmental challenges that face the current generation in the region, and under the current political circumstances which have negative consequences on PA, many voices call for a reliable and high-quality PA education and good governance, which includes accountability, transparency, democracy, and other concepts related to bureaucratic machinery within the public institutions. There is therefore a need to examine what governmental institutions, together with academic institutions in the Arab States, are doing to make significant progress in this field. The paper examines the main challenges facing PA education in Arab countries.

<p>Ao considerar os desafios inerentes à educação, a formação docente apresenta-se enquanto tema em constante discussão. Assim sendo, refletir acerca da qualidade dos cursos oferecidos é essencial para a construção sólida das bases formativas dos profissionais atuantes no mercado de trabalho. Nesse contexto, o munícipio de Paço do Lumiar, devido ao desenvolvimento populacional e de infraestrutura, tem apresentado um aumento na demanda de vagas de cursos superiores. Desse modo, esta produção aborda a relação da oferta/demanda de vagas com a qualidade dos cursos voltados à formação docente, no munício luminense. Para tanto, os embasamentos teóricos, a partir da análise de dados e documentos, fixaram-se na legislação, na história da educação superior no Brasil e no panorama atual da educação básica de Paço Lumiar. A presente pesquisa concretizou-se no Instituto Superior Franciscano (IESF), instituição de referência na localidade, junto aos graduandos de pedagogia, a partir de entrevistas e questionários. Destarte, este estudo é oriundo das inquietações dos autores acerca da educação, a qual possui com um de seus pilares a formação de profissionais competentes e qualificados.</p><p><strong>Palavras-Chave</strong>: educação, desenvolvimento social, formação docente, qualidade.</p><p><strong>Abstract</strong></p><p>Considering the challenges of education, teacher training is presented as a subject in constant discussion. Therefore, reflecting on the quality of the courses offered is essential to the solid construction of the training bases of professionals working in the job market. In this context, the city of Paço do Lumiar, due to population development and infrastructure, has shown an increase in demand for higher education places. Thus, this production approaches the relationship of supply / demand for vacancies with the quality of courses focused on teacher training, in this city. Therefore, the theoretical grounds, from the data and document analysis, were fixed in legislation in the history of higher education in Brazil and the current situation of basic education in Paço do Lumiar. This research has been made at the Franciscan Institute (IESF), a reference institution in the town, with pedagogy of graduate students, by interviews and questionnaires. Thus, this study arises from the concerns of the authors about education, which has one of its pillars with the formation of competent and qualified professionals.</p><p><strong>Keywords : </strong>education, social development, teacher training, quality.</p><p> </p>

The aim: We aimed to conduct a prospective analysis of the epidemiology of cerebrovascular disease and stroke among the adult population of Kyiv City, Ukraine the last 12 years. Materials and methods: We analyzed sectoral statistical reports of cerebrovascular disease and stroke in Kyiv City for 2009-2020. The statistical method and the method of system approach were used in this study. Results: We established that during the last 12 years there was a decrease in the incidence of cerebrovascular disease and stroke among the adult population of Kyiv (reduction of 1.83 times (p <0.05) with t reliability criteria 26.89). However, the incidence remains high (476.62 per 100,000 population). At the same time, the prevalence of cerebrovascular isease remains stable, and among the working-age population tends to increase. The incidence of stroke indicates a positive trend (251.3 per 100,000 adult population of Kyiv in 2009 and 95.0 – in 2020, respectively). In particular, the number of primary registered strokes decreased 2.64 times (p ≤0.05) with a reliability criterion of 5.7 which is 1.94 (p≤0.05) times lower than in Ukraine generally. During the study period, 27,928 people died in Kyiv from a stroke. The mortality rate of stroke among the adult population in the city decreased from 96.14 per 100,000 in 2009 to 57.17 in 2020. This significant decline occurred over the past two years. Conclusions: A significant reduction in the incidence of cerebrovascular disease and stroke in the adult population of Kyiv during the last 12 years has been established. This might be caused by increased stroke prevention work, provided to the city population, and by a higher level of availability and quality of medical care in recent years.

This article considers the writings of Saint Jerome as a source for writing a cultural history of the city of Rome in late antiquity. Jerome is of course, in many respects, an unreliable witness but his lively and often conflicted accounts of the city do none the less provide significant insights into the city during an age of transition. He provides a few snippets for the scholar of topography, but these do not constitute the main attraction. Jerome's city of Rome appears above all as a textual palimpsest: variously painted in Vergilian colours as Troy and frequently compared with the biblical cities of Babylon, Bethlehem and Jerusalem. In the final analysis, it is argued, Jerome's Rome is surprisingly unstable, indeed a ‘soft city’.

Currently, at a time when the Smart City concept is aimed at improving the quality of life of residents and being implemented in cities, the role of measuring the functioning of offices in relation to the customer is growing. The publication presents the results of research on the quality of service to residents by public administration on the example of municipal offices in Poland. The aim of the research, resulting from the identified research gap, was to examine the level of customer service quality in Polish municipal offices and to determine whether monitoring the quality of life and the quality of public services provided affect the quality of customer service. The research was carried out on a wide sample of 287 cities located around Poland, the sample was selected at random. The sample was good in such a way as to maintain the structure by province. The survey included questions rated on a 5-point Likert scale. The conducted research shows that there are no statistically significant differences in the level of customer service quality by municipal offices between individual provinces of Poland. Based on the research, it was found that: the existence of a quality-of-life department in the city has a positive impact on the quality of customer service in the office; monitoring the quality of life of residents and the quality of public services provided by the municipal office has a positive impact on the quality of customer service in the office, the implementation of the ISO 37120 standard by the municipal office has a positive impact on the quality of customer service in the city. A particularly high correlation occurs in the case of the impact of monitoring the quality of customer service.
