The rational use of land, capital and labor determine the growth of economic efficiency of agricultural production and income of farmers together. The aim is to estimate the use of production resources in the EU-27 agricultural sector, using macro-economic indicators. The analysis and assessment of the use of land resources in agriculture have been conducted on the basis of data on economic accounts for agriculture and agricultural census to describe agricultural production intensity by type of farming and its impact on farm income. This paper examines the use of land resources in agriculture, measured by using relative indicators of agricultural output, intermediate consumption per hectare of agricultural land, the revenue per average employee and the comparative analysis these indicators in the farms of the European Union (EU) is presented.

Genome-edited crops are on the verge of being placed on the market and their agricultural and food products will thus be internationally traded soon. National regulations, however, diverge regarding the classification of genome-edited crops. Major countries such as the US and Brazil do not specifically regulate genome-edited crops, while in the European Union, they fall under GMO legislation, according to the European Court of Justice (ECJ). As it is in some cases impossible to analytically distinguish between products from genome-edited plants and those from non-genome-edited plants, EU importers may fear the risk of violating EU legislation. They may choose not to import any agricultural and food products based on crops for which genome-edited varieties are available. Therefore, crop products of which the EU is currently a net importer would become more expensive in the EU, and production would intensify. Furthermore, an intense substitution of products covered and not covered by genome editing would occur in consumption, production, and trade. We analyzed the effects of such a cease of EU imports for cereals and soy in the EU agricultural sector with the comparative static agricultural sector equilibrium model CAPRI. Our results indicate dramatic effects on agricultural and food prices as well as on farm income. The intensification of EU agriculture may result in negative net environmental effects in the EU as well as in an increase in global greenhouse gas (GHG) emissions. This suggests that trade effects should be considered when developing domestic regulation for genome-edited crops.

The rules on the succession and transfer of agricultural land in Serbia may be characterised as liberalistic. There are no special inheritance regimes applicable specifically to the succession of agricultural land. There is only the possibility of an heir, engaged in agricultural production, to request that the court name him the sole heir of the agricultural land, with the obligation to compensate others. Similarly, the transfer of agricultural land by inter vivos transaction is also essentially devoid of any serious legal restrictions, either for natural persons or for legal entities. There is no cap on the acquisition of ownership, nor must the buyer prove that he or she is, in fact, engaged in agricultural production. Serbian law excludes the possibility of foreign persons or legal entities acquiring ownership of agricultural land. According to the Stabilisation and Association Agreement concluded with the European Union, it was expected that Serbia would gradually enable natural persons and legal entities from the member states of the EU to acquire ownership of agricultural land by no later than 1 September 2017 when the four-year period for the implementation of this obligation expired. Seemingly, in order to fulfil the obligation, the Serbian National Assembly amended the Law on Agricultural Land in August 2017. The amendments explicitly regulate under which conditions natural persons and legal entities from the EU may acquire ownership of agricultural land. However, even a superficial reading of the new regulation reveals that the opposite effect has been achieved. Instead of enabling natural persons and legal entities from the EU to obtain ownership of agricultural land on equal footing with domestic natural persons and legal entities, the legislature created a set of special conditions applicable only to the former but not to the latter. Moreover, the conditions are so strict that no legal entity could meet them, while natural persons only hypothetically could, if at all. Therefore, it seems that the 2017 amendments to the Law on Agricultural Land hardly aimed to implement the Stabilisation and Association Agreement.

The article reveals the peculiarities of the development of industrial relations in the agricultural sector of the Bulgarian economy in terms of its membership in the European Union. Thanks to the involvement of a wide range of statistical sources, it is determined that modern Bulgarian society is experiencing profound changes in socio-economic development, the response to which has brought the Bulgarian agricultural sector to a competitive level. It is determined that the agricultural sector of the Bulgarian economy had a rather difficult way of adapting production relations to European requirements. At the same time, Bulgaria’s accession to the European Union stimulated the development of agriculture, contributed to the introduction of the latest agro-technical production technologies, rational land use, improvement of agricultural products. The main trends in the development of the agricultural sector of the Bulgarian economy after the country’s accession to the EU and the transformation processes in the sector are analyzed. In addition, as a result of an in-depth analysis, it was proved that the Bulgarian agricultural sector on the verge of joining the EU had a number of problems that hindered the increase of its productivity and profitability. Following Bulgaria’s accession to the European Economic Area, the country had to take a number of measures to address the above-mentioned problem. In particular, it consisted in the adaptation of agricultural legislation, state support measures to European norms and standards of agricultural production to European norms and requirements. The deepening of European integration and the further accession of Bulgaria to the EU accelerated the transformation of agricultural production relations and the modernization of agriculture, which was accompanied by the adaptation and harmonization of the agricultural sector to increase its productivity.

The biodiversity loss is one of the biggest environmental problems in the world. The objective of this paper is to present some nature conservation practices on agricultural land. Farmlands play a significant role to preserve biodiversity because some highly protected species can only find their needs on agricultural land. The Biodiversity Strategy of the European Union (2010-2020) creates new directives to reduce biodiversity loss, preserve and improve diversity, especially on agricultural land. Furthermore the importance of this subject is that the share of farmland in Hungary is much higher (57%) than in the EU-27 on average (42%). The loss of agricultural land and the increase of land abandonment cause intensification of agricultural production leading to the loss of biodiversity.

Abstract. Introduction. The structural land relations restructuring in the countryside, which in the process of land reform and collective agricultural enterprises reform during the 90s of the 20th century, was the spur for the formation and development of lease land relations in agricultural production. Despite the world’s highest level of land resources involvement in economic circulation, high soil fertility, diversity of land and resource potential, it was not possible during the Ukraine’s independence period to realize the main task of land reform, that is the transfer of land in possession of effective landowners and transforming these lands into a key determinant of economic growth. Purpose. The purpose of the article is to analyze the formation and development of organizational and legal forms of management in agricultural production in the context of land reform in Ukraine. Results. Land resources play a leading role in Ukraine’s economy as they are a working tool for the production programs implementation for the formation of food and raw materials for the processing industry. At the same time, the incompleteness of agrarian reform, limited market operations with agricultural land, lack of a consistent state policy on land use, disposal and ownership impedes investment into the agricultural sector, causing negative socio-economic consequences of the rural economy. Ukraine’s desire to restructure land relations in agriculture and to develop them in accordance with world standards, objectively led to the formation of an adequate system of land relations, primarily focused on the formation of a full-time land owner like of small and medium-sized agricultural business. Conclusions. The study of land relations development in Ukraine substantiates that the economy agricultural sector reform involves the transformation of land relations to a market type, the final stage of which should be the formation of the agricultural land market and the provision of the right to dispose of these lands to land owners. The results of the conducted studies showed that the objective need to significantly improve the state mechanism of support for small and medium enterprises in agribusiness, given, first of all, its actual absence and less competitiveness of this group of enterprises compared to large agricultural holdings.

The aim of the study was to assess the degree of use of agroforestry crops in the European Union. The article presents the concentration of this type of crops in the EU countries and identifies factors related to the area and share of agroforestry crops. The source of the materials constituted data of EUROSTAT and LUCAS. The study period concerned 2015. The concentration of agroforestry crops occurred in southern Europe, especially in Spain, Portugal, Italy and Greece. Within each given country there was a large regional diversity. The largest share of agroforestry crops in agricultural lands was found in Cyprus, Portugal, Greece and Bulgaria, while the lowest was in the Czech Republic, Denmark and Germany. The sequence was different when pledging agroforestry to the national territory. A very strong, significant, positive dependence of agroforestry crop surface area on the surface of the country, surface area of UAA and gross value added of agriculture was found. The occurrence of these regularities results from the large influence of the scale of a given country and its agricultural activity on the use of agroforestry systems. There was no relation between the intensity level of agricultural production and the use of agroforestry systems. The reasons for using agro-crops should be sought in the tradition and culture of the countries and even regions..

The use of mechanization services can significantly contribute to reducing production costs, enabling agricultural producers to implement technical progress without any investment. The article attempted to identify trends in demand for agricultural mechanization services in the European Union countries in 2010-2017. Changes in the value of services per 1 ha of UAA and changes in the share of mechanization services in total expenditures incurred for agricultural production were examined. It was found that the value of services per 1 ha of UAA on average in the EU increased. The share of services in intermediate consumption has also increased. As a result of grouping objects by the Ward method, 5 clusters of countries were distinguished, which differed among each other in terms of the proposed features, while the countries that created the focus were characterized by similar values of variables. The countries in which both a clear increase in the value of mechanization services per unit area was observed as well as a significant increase in the value of services in indirect consumption were: Finland, Germany, Latvia, Romania and Estonia. A clear decline in demand for mechanization services occurred in Greece and Lithuania.

The paper discusses the issue of concentration of agricultural land in Poland and in the European Union Member States by indicating the existing situation and changes occurring in the years 2005-2013. For this purpose, on the basis of Eurostat data the Lorenz curves were plotted and the values of the Gini indexes were estimated. As a result of analyzes, it is pointed out that the concentration of agricultural land in the EU has mainly local character, which should be included in the framework of the proposed and implemented Common Agricultural Policy of the European Union and national policies concerning the agricultural sector.

In the year before the accession to the European Union, the Slovak agricultural sector reported a loss of SKK 2.4 billion and following a profitable year, the earnings were reduced by SKK 2.8 billion. The situation was caused by a number of reasons, namely reduced sales of agricultural products, damage resulting from adverse weather effects (cold weather, hail, drought and  swine fever), as well as widening of the price gap compared to the year before (increasing input prices in agriculture and decreasing purchase prices of agricultural products, especially in livestock production). Legal entities and natural persons experienced mixed business success. While 51% of legal entities made profit, the figure rose to 76% in the group of natural persons. Both the agricultural cooperatives and trading companies performed with a loss. The loss per hectare of agricultural land (a.l.) was substantially lower in the case of business companies. Natural persons - private farmers were profitable over the period. The gap between the profitable and loss-making enterprises has widened. Some 60% of profitable enterprises owned by legal entities made only a small profit below SKK 0.5 million. The loss-making performance was typical for more productive areas of Slovakia. This was related to stronger effects of adverse climate in 2003.

The article is devoted to substantiating the prospects for increasing the marginal volumes of agricultural production for export in the next four years. Two scenarios of such production are considered: 1) expansion and 2) intensification of the use of land resources. As part of the development of the first scenario, an analysis of the distribution of unused agricultural land, including arable land, by federal districts was carried out. Also, based on the forecast of the introduction of additional annual volumes of acreage in the subjects of the Federation, the calculation of additional volumes of agricultural production, which can be expected in the next four years, was carried out. The analysis of data on the increase in the yield of export-oriented crops over the past five years has been carried out, in the framework of the second scenario, the calculation of the projected additional yield due to the intensification of agriculture is presented. The results of the study indicate that the intensification of agriculture will have the greatest impact on the growth of production and export of agricultural products in the near future.
